The amendment extends the proposal submission deadline from 26 March 2026 to 09 April 2026 at 2:00 PM Norfolk, VA local time. The government will not respond to pre-proposal inquiries submitted after 19 March 2026. The amendment provides responses to 66 pre-proposal inquiries (PPIs 6, 7, and 12-71) addressing technical clarifications on specifications, drawings, and design requirements. Key clarifications include: manufacturers using alternative UFGS methods for VLFD systems will not be considered; paragraph 2.7.3 regarding backup door operation will be removed from Section 08 34 16.20; substantially complete projects will not meet the requirement for projects "completed within the past ten (10) years"; contractors and subcontractors must collectively hold required Spanish classifications; the minimum clear height under VLFD mullions when open must be at least 10,600 mm; Class 1 self-retracting devices with a maximum arrest distance of 1067 mm (42 inches) are acceptable for fall protection; and various structural, architectural, and landscape drawing clarifications are provided regarding footing dimensions, insulation specifications, gutter requirements, and site features.

The amendment also provides revised Attachment B Price Schedule, new Attachment J (Chameleon Survey), and new Attachment K (NAVSTA Rota Protected Species Protocol). All contractors must conduct a chameleon survey prior to commencing work on the construction site. Third-Party Archaeologists must be included in proposals. The fire extinguisher cabinet is included in the base bid, while the fire extinguisher itself is part of the FF&E package. Government representatives will utilize existing office space within the installation; contractors are not required to provide field offices. For fall protection systems in Spain, contractors must be registered in the REA (Registro de Empresas Acreditadas), and U.S. state licensing is not applicable. All drawings and specifications have been updated to reflect these clarifications and corrections.

AMENDMENT 0004

RFP NO: N62470-26-R-0008

FX74 Strategic Airlift Hanger, Naval Station Rota, Spain

Date Issued: 13 March 2026

The purpose of this amendment is to provide the following:

1. Respond to pre-proposal inquiries (PPIs).

2. Provide Attachment B Price Schedule – REVISED, Attachment J – Chameleon Survey and

Attachment K – NAVSTA Rota Protected Species Protocol

3. Provide Continuation Sheet

4. Extend the due date for proposal submission and revise Solicitation accordingly

5. The due date for proposal submission is extended to April 9, 2026

1. Response to PPIs 6, 7,12-71

6. Inquiry: In reviewing Attachment G, we note that it requires each contracting company and its subcontractors to be registered in the “Registro Oficial de Licitadores y Empresas Clasificadas del Sector Público” of the Spanish Ministry of Finance, with the corresponding classification applicable to the type of project to be performed. However, “Ley 9/2017, de 8 de noviembre, de Contratos del Sector Público”, expressly provides relevant provisions regarding the eligibility and classification requirements of companies from other Member States of the European Union or signatories to the Agreement on the European Economic Area: Article 67 affirms that non-Spanish companies from EU Member States or EEA signatory States possess full capacity to contract with the Spanish public sector, provided that, under the laws of their country of establishment, they are authorized to perform the relevant services. Article 78 establishes an explicit exemption from the requirement of classification for such non-Spanish entrepreneurs, regardless of whether they participate individually or as part of a consortium, while still requiring them to demonstrate the necessary solvency. Given that Attachment G does not provide an alternative mechanism, exemption pathway, or justification for EU-based non- Spanish entrepreneurs—as mandated by Articles 67 and 78 of Ley 9/2017—it appears to conflict with the legal framework governing public sector contracting in Spain. Could you please clarify whether Attachment G will be revised to ensure alignment with Ley 9/2017, particularly regarding the exemption from mandatory classification for non-Spanish entrepreneurs from EU or EEA Member States, and to confirm the acceptable means for such bidders to demonstrate compliance and solvency under the applicable legal provisions?

Response: Each contracting company and its subcontractors are solely responsible for assuring they comply with Spanish law regarding registration and classification.

7. Inquiry: Is the omission of the below paragraphs intended to preclude alternate VLFD manufacturers that comply with the UFGS performance basis, or 2. Will alternate manufacturers

N6247026R0008 Amendment 0004 that utilize these UFGS alternative methods be considered? Clarification will ensure proper bid preparation and help determine whether the VLFD scope is intended to remain competitive consistent with the UFGS framework.

Response: The UFGS 08 34 16.20 para 2.3.3.2 was purposely edited. Review the specification in its entirety and propose in accordance with the solicitation. Manufacturers utilizing these UFGS alternative methods will not be considered.

12. Inquiry: On pages 4 and 5 of the Solicitation, the numbering of Option Line Items 4, 5, and 6, and Option Items 4, 5, and 6, differs from the numbering on pages 27, 28, and 29 of the Attachment_E_FX74_Specifications. Please confirm which one is correct.

Response: Disregard option items in the Attachment_E_FX74_Specificitions. This spec section has been removed in Amendment 0001.

13. Inquiry: To maximize the Government’s ability to evaluate the most relevant and directly comparable aircraft hangar experience—and to promote robust competition—will the Government consider a project that is substantially complete at the time of RFP release as meeting the requirement for projects “completed within the past ten (10) years” under Factor 1?

For example, an Offeror is completing an aircraft hangar project with scope, operational constraints, and technical characteristics highly comparable to the solicited requirement. The project is approximately 90 percent physically complete, with the hangar structure and all principal building systems installed and fully functional. Remaining work would be limited to closeout, commissioning, and minor punch-list activities that do not affect the project’s overall size, complexity, or relevance. Accepting substantially complete projects that are deliverable, functional, and representative of an Offeror’s capabilities would support the Government’s objective evaluation of recent, directly comparable experience—particularly for large, complex aviation facilities. Please confirm whether substantially completed projects will be accepted under Factor 1, provided the Offeror submits appropriate documentation demonstrating substantial completion or percentage of completion.

Response: The solicitation requires "Projects submitted for the Offeror shall be completed within the past ten (10) years of the date of issuance of this RFP". The government does not intend to waiver from this requirement. The offeror, at their discretion, must determine if the project's completeness warrants the designation identified on Attachment D – Construction Experience Project Data Sheet.

14. Inquiry: Regarding the certificates of classification required for this project, would it be possible to accomplish the classification of a subcontractor? Would a letter of commitment between companies be necessary?

Response: Each contracting company and its subcontractors, collectively, shall be responsible for assuring, upon submission of a proposal, that they are registered with the classification applicable to the type of project to be performed. Offeror certifies (within Attachment G) that Offeror and its subcontractors, if any, collectively are so registered and among them hold the classifications required.

15. Inquiry: On Sheet E-603 it appears to show a Govt Furnished Generator and MTS Quick Connect Box. Please confirm that the VLF Door Main Control Panel will only require a set of contacts and PLC programming to recognize when the MTS is engaged to recognize the VLF Door is on Emergency Generator Power.

Response: VLF Door manufacturer must provide input contacts in their Hangar Door Panel to allow the MTS to communicate with the Hangar Door Panel, via closing a set of contacts when the MTS is placed in the generator input position. This will ensure compliance with Section

2.3.6.1 and Section 2.7.2 GEN power requirements per the UFGS 08 34 16.20.

16. Inquiry: Per the UFGS 08 34 16.20 Guide Specification Designer Notes state in Section

2.9.3 of the Guide Spec, not the project specific published specification, the following:

NOTE: At the time of this writing, only one manufacturer is believed to have a system capable of meeting this requirement. Prior to including this paragraph, designer will investigate and confirm if there are adequate door system manufacturers currently available that are able to provide this option and confirm if this option is justified/required for the facility. Coordinate and incorporate space, clearance, utility, infrastructure and other facility requirements with the contract documents. It does not appear that any VLF Door Manufacturer currently has the ability to provide a backup power source separate from the connection to a backup power source or emergency generator. We request that this section be removed as the ability to comply with this requirement does not exist.

Response: Paragraph 2.7.3 Backup Door Operation and associated requirements will be removed from Section 08 34 16.20.

17. Inquiry: The specifications in Section 28 31 76 state that the new mass notification equipment must be compatible with the existing WAVES installation-wide mass notification system. Could you confirm if the existing system's software and hardware specifications will be provided to ensure compatibility? Additionally, are there any specific integration tests required to verify compatibility?

Response: See Specification 28 31 76 regarding requirements for the new mass notification equipment. Connection to central monitoring station and installation-wide mass notification system must be confirmed during commissioning testing. Existing equipment utilizes the Eaton WAVES system. Integration testing will be required upon completion of installation to ensure the system properly communicates.

18. Inquiry: The specifications in Section 28 31 76 require the fire alarm system to integrate with the existing WAVES mass notification system, but do not specify the required software or hardware upgrades. Could you confirm if any additional software licenses or hardware components are required for integration?

Response: See specifications 28 31 76 regarding requirements for installation-wide mass notification software and hardware specifications coordinating with the installation. Existing equipment utilizes the Eaton WAVES system.

19. Inquiry: Drawing L-201 shows root barriers intersecting the hangar foundation in 2 separate areas. Confirm root barriers will extend to outside foundation walls, running along the outside perimeter of the hangar foundation where applicable.

Response: Refer to the enlarged plans for locations of root barriers - sheets L-102, L-103, L-202 and L-203.

However, A-506, detail A1 is the largest blowup detail of the gutter profile with a slope, but no dimensions are provided. If the 250mm dimension is applied to either the top or bottom of the gutter, what is the other dimension?

Response: The gutter dimensions noted on Sheet A-120 represent minimum calculated requirements. As such, the width dimension applies to the inside clearance at the bottom of the gutter where the cross section is narrowest. The minimum width also applies to the top of the gutter but should be provided in the way of clearance between the roof edge and the inside face of gutter. Hence the cross section shown in detail A1 on A-506. This profile is desired to prevent water from overshooting the gutters. A gutter system with a front face that extends above the roof edge, often seen with PEMB systems, would also be acceptable as long as the catchment area (the area below the roof edge) is sized to meet the minimum dimensions.

60. Inquiry: Attachment_F_FX74_DWGs_Volume 8of17, architectural drawings sheet A-120 keynote 7.7X indicates a Box Gutter either 150mmX150mm, 200mmX200mm and 250mmX250mm dimensions. 64. Inquiry: This section states the SRLs need to limit freefall to 600mm (~24”). There are no manufacturers that meet this requirement. This is due to the 24" being a requirement for Class A devices of the ANSI Z359.14-2014 standard which is outdated. That standard has been superseded by the 2021 version of the standard, which replaced the Class A, B, and LE classification with Class 1 and 2. The Class A is where the 24" maximum arrest distance comes from but has been changed to Class 1 with a maximum arrest distance of 42" allowed. Please confirm Class 1 SRLs can be provided.

Response: Confirmed. Class 1 self-retracting devices, with a maximum arrest distance of 1067 mm (42 inches), must be provided.
