About this file
This is a Justification and Approval (J&A) document for use of other than full and open competition, issued by the Naval Facilities Engineering Command (NAVFAC) Europe Africa Southwest Asia for an Advanced Metering Infrastructure (AMI) program. The document approves single-source procurement of four specific brand-name items: Schneider Electric PowerLogic ION 8650 and 7650 electric meters, Schneider Electric PM 850 Remote Terminal Unit (RTU), AirMagnet model A5200 Wireless Intrusion Detection Sensors (WIDS), and Firetide Model 7010 radios. These items have been integrated into the NAVFAC EURAFSWA AMI network, which combines wired and wireless communications for utility metering across electricity, water, and natural gas systems in compliance with Unified Facilities Guide Specifications sections 26 27 14.00 20, 33 12 33.00 30, and 33 51 13.00 30.
The estimated contract value is $1,800,000, based on historical competitive pricing. The J&A cites 10 U.S.C. 2304(c)(1) and FAR 6.302-1(c) as statutory authority for the single-source procurement, justified on grounds that alternative metering and wireless devices would create significant integration risks, violate the existing Platform Risk Assessment accreditation, endanger the five-year warranty (expiring 2019), and require complex and costly modifications requiring Naval Network Warfare Command (NETWARCOM) approval. The document states that only the brand-name items are covered by this J&A; all other design, installation, and execution aspects will be acquired competitively. The action was synopsized on the Government-wide Point of Entry as sole brand availability. The J&A was approved by R.A. McLean on 30 October 2014, with technical certification from Richard Trimble, PE CEM, legal review from Kenneth Rich, and contracting officer certification from Laura Haverlock.

JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity
The agency is the Department of the Navy. The contracting activity and contracting office is the Naval Facilities Engineering Command Europe Africa Southwest Asia.
2. Description of the Action Being Approved
Request approval to require the use of the following items in support of the Advanced Metering Infrastructure (AMI) program:
a. Schneider Electric PowerLogic ION 8650 and 7650 electric meters, and
b. Schneider Electric PM 850 Remote Terminal Unit (RTU) , and
c. AirMagnet model A5200 Wireless Intrusion Detection Sensors
(WIDS) , and
d. Firetide Model 7010 radios.
These specific items have been used as part of the Naval Network Warfare Command (NETWARCOM) Information Assurance accreditation and maintain compatibility with the existing AMI network in accordance with the Unified Facilities Guide Specification, Sections:
a. 26 27 14.00 20 ELECTRICITY METERING
b. 33 12 33.00 30 WATER UTILITY METERING
c. 33 51 13.00 30 NATURAL-GAS METERING rrhis justification and approval wiLl only cover the specific Brand -Name items identified above. All other aspects of a procurement process will not be included in this J&A. This J&A may support multiple contract actions throughout the NAVFAC EURAFSWA region.
3. Description of Services
The NAVFAC EURAFSWA Advanced Metering Infrastructure (ANI) network is a hybrid network with a combination of wired and
J&A No. 14 -13JA wireless communications.
Remote Terminal Units are radios. The radio network
ION 8650 electric meters and PM 850 typically connected to Firetide 7010 consists for data collection, analysis, and Wireless Intrusion Detection Sensors the network.
4. tor Authorit Permitting Other Than Full and Open petition
The statutory authority permitting single source is 10 U.S.C. 2304(c) (1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(c) . Only one responsible source and no other supplies or services will satisfy agency requirements for brand name description.
5. Rationale Justifying Use of Cited Statutorriy
The AMI network consists of advanced utility meters connected to data acquisition and other servers through complex communication networks utilizing [
Additions to this network require integration of compatible devices that will utilize the existing network infrastructure
The use of different metering and wireless devices in this standardized system would result in significant duplication of costs. The associated risk of integration failures would endanger the existing AMI system five-year warranty (expires 2019) and the Navy's utility billing integrity and energy analysis capability. The resulting unnecessary cost and risk to the NAVFAC EURAFSWA ANI system could not be recovered through competition.
In addition, the use of different metering and wireless devices would violate the Platform Risk Assessment (PRA) accreditation package NAVFAC EURAFSWA has submitted for its AMI network. The AMI PRA accreditation consists of the common set of AMI hardware, software, and firmware that is intended for installation at the EURAFSWA installations. Integrating different devices would require a complex and lengthy modification of the EURAFSWA ANI Platform Risk Assessment and NETWARCOM approval would not be certain. Future modifications of communications to the meters reporting. Air Magnet A5200 are incorporated to protect
J&A No. 14 -13JA the AMI network for device software updates would be more complex adding additional administrative cost to the Navy.
Finally, maintaining standard metering and wireless devices consistent with the AMI Platform Risk Assessment minimizes training and maintenance costs.
This Justification is covering only the portion of the acquisition which is brand-name as listed in paragraph 2. All other aspects of design, installation and execution of work associated with the ANI program are not subject to this J&A, and will be acquired through the competitive process. This acquisition is essential to the Government's requirements, thereby precluding consideration of products manufactured by another company.
6. Description of Efforts to Solicit Offers from as Many Offerors as Practicable
The proposed action will be synopsized on the Government wide Point of Entry as sole brand availability upon approval of this Justification and Approval (J&A).
7. Determination of Fair and Reasonable Cost
The estimated value for this J&A is $1,800,000, and is based on the historical prices the Government previously paid for these items in a competitive environment. These products will be provided and installed through competitively awarded contracts. Should any formal negotiations be required, the Government will only accept prices determined to be fair and reasonable.
8. Description of Market Research Conducted and the Results or a Statement of Lhe Reasons a Market Research was not Conducted
No additional market research was conducted because it is not practicable, the reasons discussed in paragraph 5 above.
9. Actions to Remove Barriers to Future Competition
For the reasons set forth in Paragraph 5, NAVFAC EURAFSWA has no plans at this time to compete future contacts for the types of supplies/services covered by this document. If another potential source emerges, NAVFAC EURAFSWA will assess whether competition for future requirements is feasible.
