About this file
This document is Amendment 0005 to a federal solicitation for the Dry Dock 3 Modernization project at Norfolk Naval Shipyard. The amendment includes multiple technical and specification revisions, drawing updates, and responses to pre-proposal inquiries. The project involves comprehensive modernization of Dry Dock 3, including rebuilding caisson seats, refurbishing the dock floor and walls, constructing a new wet well and pump house, rerouting utilities, and replacing surrounding rail systems. The total contract duration is 1,825 days, with an anticipated award date of January 12, 2026, and full site access expected by September 8, 2026. The solicitation is an unrestricted, full and open competition with a NAICS code of 237990 and a size standard of $45 million, targeting a construction project valued over $500 million. The government will evaluate proposals based on corporate experience, schedule, small business utilization, safety, and past performance, with technical factors being significantly more important than price.
Key technical amendments include revisions to concrete specifications, clarifications on construction joints, guidance on pipe pile splices, updates to safety requirements, and responses to contractor questions about project logistics, material specifications, and work sequencing. The amendment also provides detailed instructions for proposal submission, including requirements for electronic submissions, pre-proposal inquiries, and extensive documentation on corporate experience, safety performance, small business participation, and past performance. Proposals are due by 2:00 PM Norfolk, VA local time on June 18, 2025, with comprehensive evaluation criteria that assess not just price, but the contractor's capability to successfully execute this complex naval infrastructure modernization project.

1.10f 1.10.1.
01 11 00 1.10f. This paragraph states "In addition to other provisions, the construction schedule shall account for non-working construction periods during which the Contractor has no access to the site for a sum total of 47 working days.".
Please confirm that the government is requiring that more than 2 months of the allotted contract duration to be considered downtime for the contractor. How much time notification will be provided to the contractor prior to these contract required downtime delays? Please provide an approximate time span associated with each "No Access" evolution (e.g. 1 day, 1 week, 1 month, etc.).
How should the contractor
The government is requiring that a total of 47 working days be considered non-working due to site inaccessibility. These days account for anticipated work stoppages resulting from shipyard activities, including but not limited to nuclear drills, safety drills, security alerts, emergency shipyard closures, and similar events. While the estimate is based on an average of approximately one event per month, the frequency of these events may vary. The contractor should assume there will be no notification for any of these events. Although some planned events may have advance notice of up to one week, many emergent or unplanned events will not have any advance notice.
incorporate the unplanned 47 non-working days into the construction schedule? Please confirm that these 47 days are only for the original duration of the contract?
In addition, the actual direct downtime costs incurred can only be fairly estimated and recovered based on the actual resources (labor and equipment) incurred at the time of the delay that the contractor in unable to mitigate.
The schedule days and the associated field overhead costs can be included in the schedule but not the actual direct costs of the delay. Will this be addressed by the changes clause on a case by case basis?
The construction schedule must integrate these potential work stoppages into the critical path activities, distributing them throughout the original contract duration. These events should not be represented as a single, continuous 47-day task. Instead, they should be treated as periodic, government-imposed stoppages, incorporated into the critical path analysis as days of no site access.
Ideally, this would be done through specific calendar exceptions or constraints in the project. If the project duration is four years, approximately one day per month will be assigned in the project calendar as non-working days. The contractor is responsible for incorporating the potential impact of these stoppages into their schedule and pricing.
The contractor's proposal must account for all direct and indirect costs associated with these work stoppages, including potential impacts on labor, equipment, materials, and schedule. The contractor's initial proposal and baseline schedule must account for these 47 non-working days and the contractor acknowledges that these work stoppages are inherent to the shipyard environment and are not considered changes to the contract. Therefore, no additional compensation will be provided for these events, and they will not be eligible for consideration under the Changes clause of the contract.
As used herein, stoppage/work stoppage is defined as any planned or unplanned event that results in a temporary cessation of work, either in its entirety or impacting specific tasks or areas of the project.

Vertical drainage pump schedule Note 2 states that "motor must be non-overloading over entire pump curve". This should be revised to state that "motor must be non-overloading over the full range of specified operating points".
Mixed flow pumps, due to their high specific speed and low impeller blade angles inherently exhibit a rising HP characteristic curve with decreasing flow. As such, it is normal practice to only size the motor to cover specified operating points. The motor should not be sized to cover the HP all the way back to zero flow.
This would require dramatic oversizing of the motor (700HP).
Please confirm the pump motor is to be non-overloading over specified operating points and not over entire pump curve.
Concur, the motor must be non-overloading over the scheduled operating points. The motor is not required to remain non-overloading back to zero flow.
See amendment detail below.
395 2820 35 45 01 2.5
Please clarify that submerged pump parts that are corrosion resistant surfaces will not be coated. Wetted pump materials are specified as corrosion resistant 316L SS (column and elbow) and 958 Bronze (bowl).

Vertical lineshaft pumps with a below grade assembly longer than 15 feet typically require bracing near the bottom of the pump to pass seismic certification. This is due to the cantilevered configuration of the below grade structure and the large under-turning moments that would be reacted to the lower mounting plate. Please confirm that bracing between the structure (wall or floor in the wet well) will be acceptable. Additionally please provide any construction details for these supports.

48.19 2.2.1
Referencing the vertical lineshaft pumps with a below grade assembly longer than 15 feet, the length of the below grade portion of the pump is most likely too long for the anchorage at the lower baseplate to handle the loads resulting from cantilevered loads. A such, the pump will need to be braced to the structure below grade, preferable as close to the bottom as possible. Please confirm that bracing between the structure (wall or floor in the wet well) will be acceptable. Please provide bracing details to utilize during construction.

The pump column assembly is specified as 316L Stainless Steel.
The material that would be required for below grade pump bracing in the wet well is not clearly specified. Please clearly specify that any column/pump bracing material below grade in the wet well shall be 316L Stainless Steel, to match the pump column material.
Bracing is indicated by keynote 76 on MP351 and elsewhere as delegated design. Per 23 05 48.19, where dissimilar metals are in contact, provide dielectric barrier to prevent galvanic corrosion. Bracing materials must be suitable for the application, but are not required to be 316L Stainless Steel.

Shake table testing is not possible for a vertical pump of this size.
Testing facilities for a machine of this length are not commercially available. The motor, and motor support stand portion of the pump can be shake table tested, but the complete pump is over 60 feet long. Note that the motor specification 23 09 01.00 10 Paragraph 3.2 explicitly states that shake table testing is required for the motor, while the pump specification 35 45 01 does not make any reference to shake table testing. As such, it appears that there is an understanding that the pump can not be shake tested.
Please confirm pump shake table testing will not be required.
Refer to specification 23 05 48.19, Paragraph 3.12 for alternate compliance pathways of the vertical pumps. Shake table testing for these pumps will not be required provided that the requirements of this paragraph are met.

Please confirm that this fire lane is only required at the completion of the project and is allowed to be removed during the reconstruction of the dry dock and removal and replacement of the crane rails.
Sheet GI001 depicts planned end of construction conditions.
Existing fire lane markings may be removed during construction and replaced per the CP series drawings upon completion of work.
The Contractor must work with the Contracting Officer and Fire Department to maintain fire access and extraction points to buildings and other components during construction, but temporary markings are not required. Note, fire truck access to Buildings M-140 and 1475 will be from the north (Dry Dock 2) side of the buildings during construction.
