N/A The executive summary states that the existing concrete has a compressive strength of 3189.7 psi. This is (1) standard deviation below the mean of compressive strength calculated on page 337 of 526. Therefore the average compressive strength of the existing concrete is more than 50% greater than the compressive strength stated in the executive summary. This difference greatly affects the production of concrete demolition.
Please confirm the 3189.7 psi stated is for design purposes and doesn't truly reflect the average compressive strength of the concrete.
The compressive strength cited in the executive summary was deteremined in accordance with ACI 214R "Guide to Evaluation of Strength Test Results of Concrete," as indicated on Page 337 of 526 of the report.
The ACI guidance was used to establish the design strength of existing concrete.
Bidders should assess the test data themselves to determine impact the tests results may have on their selected means and methods of construction.

The Contractor shall assume excavated materials shall be stored on NNSY property, outside of the Controlled Industrial Area (CIA) limits prior to placement as backfill in excavations or hauling to a licensed, permitted disposal facility." Please confirm that all excavated soil must be hauled and stored at the stockpile area for testing, even if it is identified in the criteria for bidding as mandatory disposal.
Soil to be excavated and disposed of offsite must be sampleed and tested prior to removal from NNSY.

1.1
"The Contractor must expect that all excavated soils at the site are assumed to be impacted by contaminants (including but not limited to petroleum, PFAS, and metals) and considered characteristic non-hazardous solid waste. Any excavated soil that is not reused on-site must be disposed of at a RCRA Subtitle-D compliant, permitted landfill. All excavated soils designated for disposal at a permitted landfill must be documented within a waste characterization form and manifest as part of the waste determination documentation.
Characterization is required to be completed in accordance with Virginia Department of Environmental Quality (DEQ) Guidance Memo No. LPR-SW-02- 2012 (Solid Waste Special Waste Disposal Request).
Characteristics and constituents to be analyzed include ignitability, corrosivity, reactivity, toxicity based on TCLP (metals, VOCs, SVOCs, pesticides and herbicides) results, PCBs, BTEX, TOX, PFAS, and paint filter. Additionally, due to the presence of petroleum, TPH (GRO and DRO) samples must be collected every 250 cubic yards for offsite disposal. All other waste characterization samples must be collected for every 2,000 cubic yards."

102 39 03 31 30 3.4.8 This paragraph states that "SCC placement between diaphragm walls must be balanced about the longitudinal and transverse centerlines of DD3." Please define the term "balanced". If the dry dock is sensitive to these construction loads, the sequencing and limits of the SCC placements (also for the demolition and precast concrete placement) needs to be defined by the Designer of Record (DOR) and not the DBB construction contractor.
The bidding construction contractor is not privy to the necessary information in the bidding phase to properly develop a "balanced" plan without all of the design information known by the Designer of Record (DOR).
Per Section 03 31 30, Paragraph 3.4.8, the Contractor must submit a SCC Placement Plan detailing their proposed SCC placement sequence for approval. With respect to "balanced" placement, the intent is to NOT place all the SCC infill north of centerline, followed by all the SCC south of centerline.
A tolerance of 10% total weight (or volume) of SCC may be used to established balanced placement about the longitudinal and transverse centerlines. E.g. multiple 6 ft lifts may be added provided that the 10% tolerance is met.
The intent is to mitigate for potential differential settlement during the placement of SCC, which is increasing the total weight of the dry dock. The tolerance may be about transverse, and longitudinal centerlines. For example, if the total volume of SCC placed in 10,000 CY, tolerance is 1,000 CY, one may break up the dock into quadrants.
Place 600 CY in NW Quadrant, then 600 CY is SE Quadrant, then 600 CY in SW Quadrant, then 600 CY in NE Quadrant. The approx.
volume of SCC between diaphragms and below the utility trench is approx. 190 SF (A3/S-514) x 23 FT = 162 CY thus one could fill multiple quadrants with a single 6 ft lift or fill at least three "bins" to EL 90.0 before moving to next quadrant.
103 39 03 31 30 3.4.8 Does the engineer require the KTR to cast each 6' lift of SCC infill completely around the dry dock prior to casting the next 6' lift above it?
See the response to PPI 102.
104 39 & G-104 & S-
03 31 30 3.4.8 If the previous question is correct, and with Evolution 2C on G-104, the government requires north crane rail access on 01/15/29, does this mean the entire walls of the dry dock need to demolish and completely reconstructed prior to this date, since the inner crane rail runs on top of the utility tunnel cap per B1 on S-516?
Crane rails (including inspection and testing) and supporting substructure elements supporting the crane rail must be in place, to the limits indicated, to meet the evolution dates indicated on the drawings.
105 SB 111 N/A N/A Referencing Sheet SB111, it appears there should be a number of 12.75x0.375 piles for the crane beam transition area in accordance with Section B1 on Sheet S520. Please confirm

C1- C2 Detail s
Details C1 and C2 indicate flat sheet piles are to be field welded to the king piles, presumably prior to driving the NZ19 pairs between the king piles.
This field weld is required on the retained soil side of the cofferdam where no access will be available once the sheets are installed. Is the intent that each king pile be fabricated with a welded flat sheet pile attached and these are driven together as a welded pair? Do these sheets extend the entire length of the king piles?
Please clarify the intent of the design and update the weld details if shop welding is intended/permissible.
See Amendment detail below.. The intent is each king pile is welded to the flat sheet piles prior to installation. Yes, the sheets are designed for the entire length of the king piles.

128 S-005 Cementit ious Grouted Floor Anchor/ Dowel Notes
Note
The drawings show numerous locations of #9 cementitious grouted dowels to be installed. Note 2 on S- 005 states that "Hole diameter must be at least 1:5 times the anchor diameter." So for a #9 dowel that has a diameter of 1.128", you are requiring the KTR to drill a 5.64" diameter hole at a minimum (most likely 6" diameter).
See Amendment 0002 PPI #11.
The #6 dowels would be a 4" diameter hole. Many of these are done on a vertical face and can’t be done with any standard handheld equipment other than a core drill. Please reconsider this requirement or let the KTR choose to use an alternate of epoxy in lieu cementitious grout, if desired
129 A-310 N/A A2 Note indicates 4" depth closed cell spray applied foam to the underside of the control room ceiling. Does this only apply to the control room?
Please clarify the limits of the spray applied foam.
The closed cell spray foam insulation is to be applied to the underside of the roof at all instances where roof drainsare located. This application is to ensure the depth of insulation provides R-30 minimum. The depth of the Sump Pan at the roof drain reduced the depth of the roof rigid insulation creating a need for spray type insulation below to increase the R value at these drains.
The extent of the 4" spray foam is to cover the extents of the Sump Pan (2'-0" on all sides of the roof drain center lines).
130 5 01 00 00 1.10e This paragraph states "The construction schedule must account for Shipyard curtailment during the last 10 calendar days of each year during which period construction work may proceed (with the exception of Government holidays). However, site access may be slowed and other activities requiring Government support may be delayed for a period equal to the duration of the curtailment." Please confirm this requirement.
Access to the work site is available during the curtailment but gate access for larger vehicles will not be available. Deliveries will have to be scheduled before or after the curtailment.

Characteristics and constituents to be analyzed include ignitability, corrosivity, reactivity, toxicity based on TCLP (metals, VOCs, SVOCs, pesticides and herbicides) results, PCBs, BTEX, TOX, PFAS, and paint filter. Waste characterization samples must be collected and tested for every 2,000 cubic yards for offsite disposal. Typically, the analytical parameters provided by the Virginia DEQ regulations will meet the requirements for the landfill's permit; however, this must be verified prior to sampling. All analysis must be completed by a Virginia Environmental Laboratory Accreditation Program (VELAP) accredited laboratory and all laboratory accreditations must be current and submitted to the Government for review and approval. All laboratory analysis report results must be submitted to the Government for review and approval.
