PART 3 - CHAPTER 6 - Page 665 06/17/2020
D40 FIRE PROTECTION
Refer to Part 4 Section D40 for performance requirements of the building elements included in the fire protection systems.
SYSTEM DESCRIPTION
Provide an integrated fire alarm and mass notification system and modify existing suppression system capable of notifying building occupants and controlling any fire that may start inside the facility.
GENERAL SYSTEM REQUIREMENTS
Provide working space around all equipment. Provide concrete pads under all equipment. Provide all required fittings, connections and accessories required for a complete and usable system. Install equipment in accordance with the criteria of PTS section D40 and the manufacturer’s recommendations. Where the word "should" is used in the manufacturer's recommendations, substitute the word "must".
All Design Documents, (i.e. Building Code/Life Safety Analysis, plans, specifications, and calculations) developed for Section D40 must be prepared by, or under the supervision of the design/build contractor's Qualified Fire Protection Engineer, the Fire Protection Designer of Record
(FPDOR).
Installation drawings, shop drawings or working plans, calculations, other required pre-construction documentation and as-built drawings must be prepared by, or under the direct supervision of a National Institute for Certification in Engineering Technologies (NICET) engineering technician as specified below. NICET engineering technicians must hold a current certification as an engineering technician in the field of Fire Protection Engineering Technology with minimum Level III certification in the appropriate subfield.
Provide training for the active systems consisting of three (3) eight (8)-hour sessions to accommodate all shifts of the base fire department and allow for rescheduling for unforeseen fire department responses.
D4010 FIRE ALARM AND DETECTION SYSTEMS
Provide an integrated fire alarm, and mass notification system capable of notifying building occupants inside the facility. Provide a complete, electrically supervised, addressable intelligent, manual and automatic, annunciated fire alarm and detection system throughout the facility.
Provide a voice evacuation type system that also serves as a mass notification system. Provide integrated systems capable of notifying building occupants by means of tones, strobes, textural messaging, prerecorded, and live voice announcements. The fire reporting portion of the system must be compatible with the existing base fire reporting system.
Provide a complete and useable fire alarm system including manual stations, system smoke detectors, duct smoke detectors, heat detectors, audio/visual alarms, electrical supervision of all sprinkler system alarm and supervisory devices.
Provide a fire alarm control panel capable of handling a minimum of 500 individually identified sensors within the main control panel. Provide Class B Notification Appliance Circuits, Class B Signaling Line Circuits, PART 3 - CHAPTER 6 - Page 666 06/17/2020 and Class B Initiation Device Circuits. Provide back-up amplifiers for combination fire alarm/mass notification systems.
FACP must be compatible and operable with the existing fire alarm supervising station equipment. Existing basewide fire alarm reporting system is a fiber network based reporting system utilizing Bosch communicators and Bosch d6600 receiver with microkey automation software.
The secondary means of transmission is over telephone lines. Provide all equipment and labor, including a new Bosch communicator, required to maintain the connection of the fire alarm and detection system to the base's fire department.
Bosch communicator must not be located within the fire alarm control panel but must be located in a dedicated panel. Communicators must be powered by the building fire alarm system and the power connection monitored by the fire alarm system. Include power requirements of the module in the fire alarm system battery and current draw calculations. Module panel must be keyed the same as the fire alarm system equipment.
DACT must be maintained and configured to transmit signals in contact ID format.
Signals transmitted over the primary and secondary means of transmission must be point specific with each address and condition indicated at the fire alarm panel transmitted separately. All fire alarms, supervisory alarms, and trouble conditions must be transmitted to the fire department.
Connection to the fire alarm reporting system and programming of the Bosch communicator and head end equipment must be coordinated with the Fire Alarm Reporting System (FARS) administrator. Contact the Facility System Services Office (FSSO) at email: chpt.facsso.omb@usmc.mil. Technician making software changes must be microkey trained/certified. Provide proof of training/certification to FASSO upon request. All fire alarm panel points must be programmed as individual points at the head end. The government Ranking Officer In Charge of Construction (ROICC) is responsible for providing point information to be monitored by the government's receiving equipment (Bosch 6600 panel) to the base programmer. The base programmer will then reprogram the base microkey reporting software.
Provide semi-flush manual pull stations .
D4020 FIRE SUPPRESSION WATER SUPPLY AND EQUIPMENT
Base hydraulic calculations on a hydrant flow test performed by contractor’s fire protection engineer.
D4030 STANDPIPE SYSTEMS
Standpipe system is existing to remain.
D4040 SPRINKLER SYSTEMS
Modify existing wet and dry pipe automatic sprinkler protection to provide complete coverage throughout renovated spaces.
For light hazard areas the sprinkler rate of application must be 0.1 gpm/ft2, over an area of 1,500 ft2 with hose stream allowance of 250 gpm.
PART 3 - CHAPTER 6 - Page 667 06/17/2020
Provide quick-response recessed sprinklers with ordinary temperature rating in areas with finished ceilings. Provide white sprinklers escutcheon plates.
D4090 OTHER FIRE PROTECTION SYSTEMS
Provide portable fire extinguishers as required per UFC 3-600-01.
