QUESTION GOVERNMENT RESPONSE

41 Part 2 Summary of Work 1.8

Is there a list of the items in the building that are to be salvaged for the Government use?

No Government salvage will be required.

679 Part 3, CH 6 4 For the CLIN 0002 & 0003 FF&E scope, would all FF&E be replaced or would an inventorying exercise be required to identify FF&E items with the Owner which are to remain and to be replaced?

Per the RFP, all furniture will be replaced. No inventorying exercise will be required.

Part 3 Chapter 5

Part 3 Chapter 5 Room requirements for room C-106 Library under section Other/Special Requirements states “Existing bookshelves to remain during interior refurbishment”.

Understanding the bookshelves will remain in place, should it be assumed floor finishes will terminate at base of shelves? Also are we to paint behind the shelves?

Refer to revised Part 3 Chapter 5.

Part 3 Chapter 5

Part 3 Chapter 5 Room requirements for room C-106 Library require replacement of ceiling finish, suspended ceiling grid and we assume light fixtures.

Should any consideration be made for ceiling fan fixtures that are currently in place?

Room requirements do not include replacement of ceiling fans, so they shall be existing to remain.

Part 3 Chapter 6 D30

Part 3 Chapter 6 D30 HVAC System Description states “The second floor west wing and the library is excluded from this project”, this conflicts with other sections of the RFP. Based on the Project Description and building location of FRC-East groups, it is assumed the statement should revise to read “The second floor EAST wing and the library is excluded from this project”. Please verify.

Correct. Refer to revised Part 3 Chapter 6 D30.

Wall panels at head of wall are visible in site visit photos in the library C-106. Please verify status of existing wall panels during refurbishment of interior finishes. If they are to be removed are we required to replaced. If to remain in place, are we to paint around panels?

Refer to revised Part 3 Chapter 5.

Part 3 Chapter 6 D101002

Part 3 Chapter 6 D101002 Passenger Elevators states “Coordinate the design of the elevator machine room with applicable codes and the elevator manufacturer’s requirements” A location for an elevator machine room is not detailed in the RFP. Are the elevators assumed to be machine room-less? Please Verify.

Final Elevator Design and Machine room (if required) by

DOR.

Part 3 Chapter 5

Part 3 Chapter 5 Room Requirements lists the following FRC East rooms as “Existing FRCE Office space to remain as currently configured”: B-211, B-211, B-212, B-213, B-214, B-215, B-216, B- 226, B-229. Comparing Existing Second Floor Plan D-102 to Proposed Second Floor Plan A-102, the addition of Corridor B-217 for new elevator access requires reconfiguration of these rooms.

Please verify.

Refer to revised Part 3 Chapter 5.

Part 3 Chapter 5

Part 3 Chapter 5 Room Requirements lists FRCE Open Office Space B-223 as “Existing FRCE Office space to remain as currently configured”. Existing Second Floor Plan D-102 details a center dividing wall running east to west which is not shown on Proposed Second Floor Plan A-102.

It is assumed the wall to be demolished. Please verify.

“Existing FRCE Office space to remain as currently configured” as per Part 3 Chapter 5 Room Requirements.

Part 3 Chapter 2 – 2.7

Part 3 Chapter 2 – 2.7 Special Design Challenges states “The library and FRC-East will remain in operation with regular business hours during construction. Parking, pedestrian access, and egress shall be maintained throughout the entire construction period for the normal operation of the library and FRC- East”. Installation of exterior windows, suspended ceiling systems, sprinkler/fire alarm and detection systems, and refurbishment of interior floor/wall finishes may create conditions requiring temporary displacement of library and FRC-East groups. It is assumed the library and FRC- East occupants will be temporarily displaced in accordance with Part 2 Section 01 50 00.02 20 during the more disruptive activities. Please verify.

As stated in Part 3, Chapter 2, Section 2.7, the library and FRC- East will remain in operation with regular business hours. Neither group should be temporarily displaced throughout the project.

Coordinate with Government and user groups on necessary work hours.

Modifications to the wet and dry sprinkler protection system will create disturbances in system operation servicing the library and FRC-East groups. Please advise temporary measures to follow and maximum disturbance duration during sprinkler modification.

As stated in Part 3, Chapter 2, Section 2.7, the library and FRC- East will remain in operation with regular business hours. Neither group should be temporarily displaced throughout the project.

Coordinate with Government and user groups on necessary work hours.

F201008 F201008 states that existing furnishings are to be demolished and removed. May the existing furnishings be used in the modular office trailers?

Per the RFP, all existing furnishing are to be removed.

New furniture is required for modular office trailers.

Who is responsible for relocating the 100 occupants personal belongings and office content from the building to the swing space?

Refer to revised Specification Section 01 50 00.05 20 Subsection 3.3 MODULAR

TRAILERS.

Part 3/Ch. 6 In Part 3 of the RFP, both Sections D503005 and G403007 note there is no electronic security system required (access control, IDS, cameras). Please confirm this is correct.

Confirmed. Refer to Part 3 Ch 6 Sections D503005 and G403007.

Bid Form Please confirm that any 120V power supplies/outlets for equipment, conduit/raceway/backboxes, and pull strings for the A/V equipment is to be priced in the base bid; and the low voltage wiring, and actual A/V equipment will be funded in the Planned Mod.

Confirmed.

Part 3- Chapter 6 (page 641)

Part 3- Chapter 4 C20 Stairs- "Where existing handrails are not code compliant, replace with new code compliant handrails.

Drawings in Chapter 2- Architectural, seem to depict the railing is 32". Please verify all railings are not to code in the building and will need replaced.

Also, drawings are not given for the existing exterior rail heights. Are those to be replaced in addition to the interior?

Drawings provided are conceptual only. DOR to ensure all rails are code compliant.

Part 3- Chapter 6 (page 641)

C201090 Handrails, guardrails and accessories - notes metal ladders and railings must be provided for access and protection to any mechanical mezzanines, lofts or other similar spaces. Mechanical rooms are accessed through existing stairs per A-102 and D-102. Please verify no ladders are required.

See revised section C20.

Chapter 6 - Cost Estimate

Chapter 6 - Cost Estimate - under A1020090 "Other Special Foundations", there is a cost item for foundation leveling and crack repair allowance. Is this to be included? Please provide the scope of work desired and specific quantities.

Do not include this allowance.

G4010 G4010 notes to connect to the existing 480/277V, 3-phase, 4-wire power system. This is not in agreement with ESR D50 Electrical, (D50 notes an existing

Refer to revised part 3, chapter 6 G4010.

208/120-volt, 3-phase, 4-wire system). E-103 also shows a 208/120-V, 3 Phase, 4-Wire system.

Please confirm which is correct.

G4010 G4010 directs the designer to assume the point of connection is to have an infinite bus. If the existing 480/277-volt transformer is the noted point of connection with an infinite bus; electrical distribution equipment is not available rated for that fault current. An infinite bus on the secondary side of a service transformer is impractical. Please further define the connection point and the infinite bus.

Refer to revised part 3, chapter 6, G4010.

D50 D50 requires the system to be size for a minimum 20% spare load capacity. The KVA rating of the existing transformer is not provided. Please provide details on the existing transformer for verification of capacity. If the existing transformer is capable of accommodating the new building loads plus the additional 20% capacity; please confirm the transformer will need to be replaced.

Refer to revised part 3, chapter 6, G4010 for existing transformer size.

E-101 Drawing E-101 only has a building layout shown, but no utility information on it (almost appears like a layer of the digital file was turned off on accident). Can a revised E-101 with electrical utility information please be provided.

Refer to revised sheet E-101.

Part 3/ Ch. 2 2.7 Who is responsible for moving the building occupants into the 7 modular trailers, and then back into the building after completion? If it is the contractor's responsibility, please provide a detailed list of furniture and equipment that needs relocated.

Refer to Section 01 50 00.05 20 Temporary Facilities and Controls for Design-Build Subsection 2.3 Modular Office Trailers Paragraph a.

Part 3/Ch. 2 2.7 How much time is required to move the occupants from the current building into the modular trailers.

How much time is required to move the occupants back into the building from the trailers. Are both of these

Refer to Section 01 50 00.05 20 Temporary Facilities and Controls for Design-Build Subsection 1.12.1 Temporary Buildings for Displaced Tenants Paragraph a and b.

moving periods included in the 754 CD duration?

C-100 Drawing C-100 shows a Phase 1 and Phase 2 (basically A wing vs B&C wing). There is no further mention of this phasing in the RFP.

Please provide a narrative describing what phasing is required.

Drawing C-100 dictates concept of phasing for parking lot. Actual phasing to be determined by DOR based on phasing plan by contractor.

01 50 00.05

2.3 Who is responsible for paying the

temporary utility bills for the modular trailers (electrical, water/sewer, phone/internet, etc.)?

Refer to revised Specification Section 01 50 00.05 20 Subsection 3.3 MODULAR

TRAILERS.

01 50 00.05

2.3 Please confirm the gov't is

responsible for day to day expendables in the modular trailers (office supplies, coffee, etc.), as well as cleaning and trash removal

Refer to revised Specification Section 01 50 00.05 20 Subsection 3.3 MODULAR

TRAILERS.

C-200 Is the temporary trailer site required to adhere to all of the Cherry Point BEAP requirements for paving, lighting, trash receptacles, signage, etc.?

No, the temporary trailer site is not required to adhere to BEAP requirements.

Part 3/Ch. 2 2.7 FRC-East is to be continually occupied during the project duration. A-406 indicates a new layout in the Southeast corner of FRC East to build a fire rated corridor (B-217) to the stairwell.

There will also need to be exterior demo to install the new elevator shaft. Will this intrusive, and noisy work need to be done on nights and weekends? Will the FRC-East space need to be back to operational every morning? Can a work zone with temporary floor to ceiling walls be temporarily built around this area to prevent dust from getting into the other occupied areas of FRC-East?

As stated in Part 3, Chapter 2, Section 2.7, the library and FRC- East will remain in operation with regular business hours. Neither group should be temporarily displaced throughout the project.

Coordinate with Government and user groups on necessary work hours.

Part 3/Ch. 2 2.7 The RFP indicates that all HVAC, Plumbing, and Electrical in the FRC-East and Library is to remain (except for lighting in the Library).

However, the room requirements indicate rooms B-206 through B- 231, and B-239 are to receive new windows and new finishes (with new sprinkler heads as required). If FRC-E is continually occupied, when can this work take place?

Assuming nights and weekends, will the spaces have to be available immediately the next work day?

Who will move all the FF&E out of the office during the work, and who brings it back in? Will the occupants remove their personal belongings with enough advance notice prior to work in their space?

As stated in Part 3, Chapter 2, Section 2.7, the library and FRC- East will remain in operation with regular business hours. Neither group should be temporarily displaced throughout the project.

Coordinate with Government and user groups on necessary work hours.

Part 3/Ch. 6 G1040 Although G1040 notes no requirement for contaminated soils, there are numerous plumes throughout the base. Consistent with many recent bids at MCAS Cherry Point, please revise the bid form to include unit price CLINs and provide stipulated quantities for: Removal & Replacement of Potentially Impacted Soils, Removal & Treatment of PFAS Contaminated Groundwater, and Removal & Replacement of Geotechnically Unsuitable Subgrade Soils.

Building 298 is not located in a operable unit area. Assume no contaminated soil or groundwater will be encountered.

Part 3/Ch. 6 B1020 In the roof construction narrative, it notes the roof is in generally good shape, but some boards may need to be replaced. There are also comments to "reinforce existing components as required" and for the contractor to verify existing conditions and add uplift and other connectors as necessary per code.

With-out anyone having access to the existing roof structure pre-bid, it is impossible to tell what is required for this scope. Please add an allowance on the bid form so all bidders are carrying the same amount, and the Gov't can confirm

No additional structural information available. Refer to revised Part 3 Chapter 6 Section B10.

with the awarded contractor post bid what scope is actually required with a field investigation and spend from the allowance.

Part 3/Ch. 6 B201001 This section mentions adding a new exterior cavity wall. Referencing the as-built drawings in part 6, a cavity wall does not exist currently on Building 298. Can any information be provided on the structural integrity of the existing foundation for modifying/anchoring to, in order to accommodate this new cavity wall. If no information can be provided, would the Gov't consider adding an allowance on the bid form for existing foundation repairs/modifications since this is an unknown condition.

Assume existing foundation concrete is in good condition.

Refer to original drawings for details of existing foundations.

Part 3/Ch. 6 B301001 The roofing spec mentions a Standing Seam Metal roof or Asphalt Shingles. The current roof is SSMR, and the Cherry Point BEAP requires SSMR. Please confirm that the steep slope roofing that is being replaced is required to be SSMR.

SSMR is acceptable roof system per B301001. See revised section B30

Part 3/Ch. 6 B301001 There is no spec provided for low slope roofing, but low slope roofing exists on this building. Please provide a spec for the low slope roofing replacement.

See Revised section B30.

Part 3/Ch. 6 E20 The FF&E description notes the FF&E budget to be $2,055,877.46.

The bid form does not match this ($1,574,298.96 + $411,578.50 = $1,985,877.46). Please confirm which is correct.

See revised Part 3 Chapter 6 E20.

Part 3/Ch. 6 D4090 D4090 notes to provide portable fire extinguishers. E20 notes they are provided as part of the FF&E package. Please confirm if they are priced as part of CLIN 0001AA or 0002.

The fire extinguishers are to be provided as part of the FF&E package, which is CLIN 0002.

Part 3/Ch. 6 F2010 There is no section F201002 for the exterior façade removal. Please confirm this job requires a complete removal of the brick, windows, doors, and trim from the footing to the roof on all sides of the building.

See revised Section F20 section F201002.

01 31 23.13

1.4.2 There are numerous references to a

Contractor Project Manager in the specs. Please confirm a full time PM is required on site once construction begins. Can this person fulfill other roles, like the Alternate QCM?

Refer to Section 01 30 00.05 20 Administrative Requirements for Design-Build Subsection 1.5 SUPERVISION. Refer to Section 01 35 26.05 20 Government Safety Requirements for Design-Build Subsection

1.7.1.1 Site Safety and Health

Officer (SSHO) and 1.7.1.2 Contractor Quality Control Manager.
