Part 3 – CHAPTER 2 - Page 365 06/17/2020

CHAPTER 2.0 - PROJECT OBJECTIVES

2.1 Mission Statement

The mission of this project is to completely renovate the existing facility and maximize parking to provide a safe and comfortable working environment for administrative personnel.

2.2 Facility Function

Function of this facility is to house Installation Personnel Administration Center (IPAC), Human Resources Office (HRO), Distribution Management Office (DMO), Real-Time Automated Personnel Identification System (RAPIDS), FRC- East, and the Station library.

2.3 Facility Occupation Classification

The renovated facility is classified as Group B (Business) Occupancy per the IBC and the NFPA 101. Since the existing building is a two-story Type II-B facility greater than 15,000-sf, an automatic sprinkler system is required to be provided (UFC 3-600-01 §9-7.2.1). Since the facility is classified as a high occupancy building and is sprinklered, a fire alarm/mass notification system is required (UFC 3-600-01 §9-18.6.1, LSC §38.3.4.1, & UFC 4-010-01 §1- 9.1).

2.4 Project Specific Priorities

2.4.1 Sustainable Design and Construction

Design and construct project to comply with sustainability requirements identified in Part 2 Section 01 33 29.05 20, Sustainability Reporting for Design-Build. Additional specific sustainability requirements are found in RFP Part 2, Part 3, and Part 4 sections.

Design and construct project in accordance with UFC 1-200-02, High Performance and Sustainable Building Requirements.

2.4.2 Storm Water Management - Low Impact

Development LID) Comply with UFC 3-210-10, Low Impact Development and FC 1-300-09N Navy and Marine Corps Design Procedures. Additional specific LID and stormwater management requirements are found in RFP Parts 3 and 4, Section G30. In addition to LID, comply with State and Local stormwater regulations.

Major renovation projects are defined as having a storm water component and exceeding $5 million and major construction projects are defined as exceeding $750,000.

If a project has a footprint (consisting of building, sidewalks, and parking) of over 5,000 square feet and does not maintain the predevelopment hydrology to the maximum extent technically feasible (METF), these constraints must be documented on the NAVFAC Sustainable Energy Data Record Card (NSEDRC) and approved by the Government’s Civil Technical Discipline Coordinator. The NSEDRC can be found at:

http://www.wbdg.org./ffc/navy-navfac/sustainable-development-

Part 3 – CHAPTER 2 - Page 366 06/17/2020 program.

If LID is not implemented to the METF as defined in UFC 3-210-10, a waiver must be obtained from the Regional Engineer. Coordinate waiver review and approval with the Government's Civil

Technical Discipline Coordinator (TDC). Additional specific LID and stormwater management requirements are found in RFP Parts 3 and 4, Section G30.

These policies are in addition to State or Local storm water management program permit requirements. The Designer of Record (DOR) must balance all requirements, Federal, State, Local and the above stated policies and acquire required regulatory permits when managing storm water generated.

Project will need to comply with EISA Section 438.

2.4.3 Energy Efficiency

The Energy Policy Act of 2005 (Public Law 109-58) and the Energy Independence and Security. Act of 2007 requires continued energy reduction in the federal sector. To pursue these requirements, this project will increase energy efficiency and provide peak performance to meet varying demand loads from the facilities.

Incorporate energy efficiency in accordance with UFC 1-200-02, High Performance and Sustainable Building Requirements.

2.4.4 Building Commissioning

Provide commissioning to meet requirements identified in Section 01 91

00.15 Total Building Commissioning, and UFC 1-200-02 High Performance and Sustainable Building Requirements.

2.4.5 Accessibility Requirements

Provide barrier-free design in accordance with UFC 1-200-01 , DoD Building Code (General Building Requirements) and by the Architectural Barriers Act Accessibility Standards for Department of Defense Facilities.

2.4.6 Antiterrorism Criteria

Facility will have an occupancy designated as low occupancy and UFC 4- 010-01 does not apply.

Facility will be less than 3 stories and will not be required to meet the progressive collapse avoidance standards.

2.4.7 Cybersecurity

Design, acquire and execute all control systems (including systems separate from management utility monitoring and control system) in accordance with UFC 4-010-06 Cybersecurity of Facility-Related Control Systems and as required by individual Facilities Engineering Command (FEC) or Installation implementation policy.

Incorporate ICS Security Controls located in NIST 800-82, Appendix G, Table G-1. Design the project using UFGS 25 05 11 Cybersecurity of

Part 3 – CHAPTER 2 - Page 367 06/17/2020

Facility-Related Control Systems. Incorporate elements of the NAVFAC Cybersecurity Hygiene Checklist into contract specifications by using

SECTION 25 05 11, CYBERSECURITY OF FACILITY-RELATED CONTROL SYSTEMS.

CIO4 Point of Contact to be utilized in SECTION 25 05 11 is: office code, usually CIO4, contact phone number, and address of NAVFAC CIO POC.

Submit Cybersecurity Plan and Cybersecurity Hygiene Report in accordance with SECTION 25 05 11.

Incorporate cybersecurity requirements into project facility control systems identified in:

ESR D30, HVAC

ESR D50, ELECTRICAL

2.4.8 Secured Areas

Second Story Wing B occupied by FRC-E is considered secure.

2.5 Appropriate Work Design

Comply with FC 1-300-09N, Title Navy and Marine Corps Design Procedures for planning and design requirements for this project including drawings, specifications, and calculations.

2.6 Workflow Process

2.6.1 Hours Of Operation

Building 298 houses the Installation Personnel Administration Center (IPAC), Human Resources Office (HRO), Distribution Management Office (DMO), Real-Time Automated Personnel Identification System (RAPIDS), FRC-East, and the Station library. They operate daily including the weekend for the library.

2.6.2 Staffing/Occupancy

The number of occupants specified in the RFP are identified for programming purposes. Determine occupancy used to design building features, such as structural, egress, and plumbing fixtures as required in applicable building or life safety codes.

2.7 Special Design Challenges

Building 298 will be constructed in phases with staff/visitors temporally shifted to a new location. The new location will be temporary modular trailers with an area designed and built specifically for the building 298 construction.

The library and FRC-East will remain in operation with regular business hours during construction. Parking, pedestrian access, and egress shall be maintained throughout the entire construction period for the normal operation of the library and FRC-East.

Disruption to existing utilities serving building 298 shall be performed in a manner to minimize impact to the library, FRC-East, and occupied areas of the building. Disruptions shall be planned and coordinated with the user groups of building 298. A minimum of a two-week notice shall be provided by the contractor to the project manager prior to any utility disruptions.

Temporary generators shall be provided to building 298 to prevent disruption of electrical service to occupied areas during construction.

Construction logistics shall account for smooth operation of the library, FRC-East and adjacent roadways/facilities during construction.

2.8 Adaptability and Flexibility

The shifting of the user groups to the temporary modular trailers shall be coordinated at a minimum of one-month in advance of anticipated need for temporary relocation.

2.9 Permitting

Permitting will be required for Stormwater, Sedimentation & Erosion Control (S&EC), Water Main and Sanitary Sewer. Permits to be issued by the North Carolina Department of Environmental Quality (NCDEQ) and State of NC. MCAS Cherry Point Engineering Department will review stormwater, all plans and calculations, erosion control plans and calculations, and permitting applications prior to submittal to NCDEQ and State of NC.

Permits are to be submitted by and comments addressed by the design team in attempt to obtain permits for Building 298 and Modular Trailer proposed work.
