This notice does NOT constitute a request for proposal, request for quote, or invitation for bid.
N62470-19-R-2001 BASE OPERATIONS SUPPORT (BOS) SERVICES AT U.S. NAVAL STATION
ROTA, SPAIN
This is a pre-solicitation notice to notify potential offerors of Base Operations Support (BOS) Services solicitation N62470-19-R-2001 for U.S. Naval Station at Rota, Spain. The proposed contract will be a single award Indefinite Delivery Indefinite Quantity (IDIQ) performance-based contract that is comprised of both Recurring Work and Non-Recurring Work Items. The work includes, but is not limited to, providing all management, supervision, labor, materials, and equipment necessary to provide services for: General Information, Management and Administration, Facilities Support (Facility Management, Facility Investment, Custodial, Pest Control, Integrated Solid Waste Management (ISWM), and Grounds Maintenance and Landscaping), Transportation, and Environmental.
The solicitation will utilize source selection procedures in accordance with Federal Acquisition Regulation (FAR) Part 15, and will require offerors to submit corporate experience, staffing approach, safety, and past performance, along with a price proposal for evaluation by the Government. The tradeoff source selection process is selected as appropriate for this acquisition. The non-price factors are considered to be significantly more important than price. The Government considers it to be in its best interest to allow consideration of award to other than the lowest priced offeror or other than the highest technically rated offeror. Award will be made to the responsible Offeror(s) whose proposal conforms to the Request for Proposal (RFP) and will be most advantageous to the Government resulting in Best Value, price and other non-price factors considered.
The NAICS Code for this procurement is 561210, Facilities Support Services and the annual size standard is $38.5 million. The contract term will be a base period of up to 12 months with six (6) one-year option periods, and three (3) six-month options periods, not to exceed a total of 102 months.
The BOS services are currently being performed by Newimar Sociedad Anonima under contract N33191- 15-D-0805 awarded as a combination Firm Fixed Price (FFP)/Indefinite Delivery Indefinite Quantity (IDIQ) contract. The current option year estimated price is $10,927,928.96 ($9,085,429.92 FFP and $1,842,499.04 IDIQ). Note that the values provided are for informational purposes only and should not be used as an indication of the value of work to be performed under this solicitation.
THIS PROCUREMENT IS SOLICITED ON AN UNRESTRICTED BASIS WITH FULL AND OPEN
COMPETITION. A sources sought was posted to NECO and FBO on 06 November 2018 to determine availability and capability of businesses to perform the requirement. Given that all services under this contract will be performed overseas, Small Business set-asides are not required and a subcontracting plan is not applicable. As a result of the market research analysis, a determination was made to solicit this procurement on an unrestricted, competitive basis. NAVFAC Atlantic’s Office of Small Business Programs concurred with this decision.
The anticipated RFP date is on or about 18 September 2019. It is anticipated that a pre-proposal conference and site visit will be held 04 October 2019. The RFP will include site visit specific submittal requirements to be due within 5 days of the RFP release. Proposal due date will be on or about 05 November 2019.
Offerors can view and/or download the solicitation, and any attachments at the Federal Business Opportunities (FedBizOpps) website at https://www.fbo.gov/. This solicitation will ONLY be available in electronic format. The Government will not provide hard copies (paper sets) or CD-ROM of the RFP or other contract documents and will not accept telephone, e-mail, or facsimile requests for copies.
Notification of any changes (amendments) to the solicitation will be done via the FedBizOpps website.
