SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS
The following have been modified:
INSTRUCTIONS TO OFFERORS
PART A: GENERAL INSTRUCTIONS
1.0 GENERAL
The Offeror must respond to all requirements of the solicitation and not alter or rearrange the solicitation. The
Offeror is advised that the Government may incorporate any portions of the Offeror’s proposal into the resulting contract.
In presenting material in the proposal, the Offeror is advised that quality of information is more important than quantity. Clarity, brevity, and logical organization shall be emphasized during proposal preparation. Statements that the prospective Offeror understands, can comply with, or will comply with, the specifications, and paraphrasing the requirements or parts thereof without supporting information are considered inadequate by the Government, and may result in assessing weaknesses and/or deficiencies.
The Offeror must include any data that illustrates the adequacy of the various assumptions, approaches, and solutions to problems. Failure to address a specific factor or subfactor clearly may be considered a deficiency.
Unnecessarily elaborate brochures or other presentation materials beyond that sufficient to present a complete and effective proposal is neither necessary nor desired.
The Government advises the Offeror that taking exception or deviating from any term or condition of the RFP may result in the assessment of a deficiency to the proposal.
Throughout these instructions, “Offeror” is defined as the prime contractor with its CAGE code identified in Block
15A on Standard Form (SF) 33, Solicitation offer and Award.
A “principal subcontractor” for purposes of the past performance evaluation factor is defined as a subcontractor, joint venture owner (joint venturer), partnership owner (partner), corporate parent, division, subsidiary, affiliate or vendor that is proposed to provide at least 30% of the proposed total price/cost (excluding the Offeror’s profit/fee) for the contract.
This solicitation is a Total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. As such, the awardee is required to comply with FAR 52.219-27 Notice of Service-Disabled Veteran-Owned Small Business Set-
Aside.
1.1 Questions
Questions requesting clarification of solicitation requirements shall be submitted in writing with the use of
Attachment L-1 Solicitation Question and Answer Form. Each question or comment should reference the applicable document, page number, and paragraph number. Do not include any proprietary information in your question, because the Government will provide the question and answer to all potential Offerors. All questions must be submitted for the solicitation no later than 1000 Eastern Time on 30 September 2021, via email to Danielle
Walker, at danielle.n.walker4.civ@us.navy.mil, with a copy to Procuring Contracting Officer (PCO), David Kors, at david.a.kors.civ@us.navy.mil. The Government is under no obligation to answer questions received after that date, but may answer the question if time permits.
1.2 Anticipated Award Date
The anticipated award date for this requirement is 18 January 2022. This information provides the basis for schedules and burden (labor, overheads, G&A, etc.) mid-point calculations.
2.0 PROPOSAL FORMAT
2.1 Electronic Submission of Proposal
This section provides information to the Offeror on the electronic format and application software used for submitting proposals. The Offeror shall format proposals using a Times New Roman 12-point normal font, no reduction permitted, single-spaced, 1-inch margins all around, and formatted for standard 8.5 x 11 inch paper. A 10-point font is acceptable for tables and graphics. Use of the software and procedures described in this section will ensure that the proposals received are suitable for reading electronically.
2.2 Electronic Proposal Media
Electronic copies of each volume shall be delivered through Department of Defense (DoD) Secure Access File
Exchange (SAFE) at https://safe.apps.mil. Submissions shall be coordinated with the point of contact listed below:
(Electronic Copies)
Danielle Walker
Naval Air Warfare Center Training Systems Division
12211 Science Drive, Orlando, FL 32826-3266
Email: danielle.n.walker4.civ@us.navy.mil
For “outside or unauthenticated users”: In order for an outside user to create a drop-off, they must receive a drop-off request from the PCO or the Contract Specialist (CS). An email shall be submitted to Danielle Walker (CS) no later than 3 days in advance to proposal due date requesting a “Drop-Off Request Code.” The “Drop-Off Request
Code” email must specify a point of contact name and email address for the Prime contractor and for each individual
Subcontractor. The Prime and Subcontractor(s) will each receive an email with a unique “Drop-Off Request Code” to allow for submission of proposal documents to the Government independently as needed. This link is good for a one-time submission; ensure that the submission is sent to both the PCO and the CS.
For “CAC Authenticated users”: Create a “drop-off” with the PCO and the CS as the recipients.
Note: DoD SAFE restricts the maximum file submission at 8 GB. Firefox, Chrome and Edge are recommended.
Internet Explorer is not recommended. Please note that Internet Explorer limits uploads to 2GB. In the Comments box, put the following information: Offeror name, Solicitation number, POC, Backup POC. When files are encrypted for submission, send an email with the “passphrase” to the PCO and the CS as listed on the https://sam.gov website.
2.3 Operating System and Applications
mailto:danielle.n.walker4.civ@us.navy.mil mailto:david.a.kors.civ@us.navy.mil https://safe.apps.mil/
The Government uses Microsoft Windows 10 Operating System to access proposals. The Offeror will submit proposal information using the following applications: Microsoft Word 2016, Microsoft Excel 2016, Microsoft
PowerPoint 2016, and Microsoft Project 2016; however, letters and other signed documentation may be provided in fully searchable Portable Document Format (.pdf) files. Use of other application software for submission of proposals is unacceptable.
2.4 Hyperlinks
The Offeror shall not use hyperlinks in proposal volumes.
2.5 Virus Free Electronic Submission
The Offeror is responsible for ensuring that its electronic proposal is virus free. The Offeror shall certify, in its proposal cover letter, that all electronic proposal information delivered throughout the evaluation (e.g., original proposal submission, responses to evaluation notices, Final Proposal Revisions) are virus free. The Offeror shall specify the anti-virus software, version, and virus definition used to check the data.
2.6 Multimedia
In order to reduce file sizes, the Offeror shall not embed sound or video (e.g., MPEG) files within the proposal submission.
2.7 Graphics
Large files require greater computer system resources and are discouraged. The Offeror is encouraged to:
a. Simplify the color palette used in creating figures and minimize the use of color print or graphics to the maximum extent possible;
b. Minimize size of graphics files; and
c. Avoid scanned images.
2.8 File Naming Conventions and Proposal Structure
The Offeror shall follow the basic structure of the file naming convention in Table LA-1 (Offeror File Naming and
Proposal Structure) under Section 3.0 (Proposal Content and Volumes) for electronic file submissions (e.g., proposal volumes, attachments, appendices), where "#" represents the sequential numbering of files. Offerors shall keep the file name as short as possible (i.e., under 40 characters) so that the files are accessible on Government share drives.
Files with longer names may become corrupt or inaccessible.
The Offeror should provide one folder for each Volume or Annex, containing all electronic files requested within the Volume or Annex. Please submit each Volume, or Annex, as one file if possible. Offerors should not provide each section/paragraph as separate files.
3.0 PROPOSAL CONTENT AND VOLUMES
The Offeror must present proposal information in a manner that facilitates a one-to-one comparison between the information presented and this Proposal Instruction. Proposal information must be structured such that its Volume and paragraph number matches the Proposal Instructions Volume and paragraph numbers provided in section “Part
B Specific Instructions” to which it is responding, although the Offeror may add lower tier subparagraphs. The
Offeror must provide reasons it will not provide information for a particular paragraph.
The proposal shall include a completed and signed SF 33; acknowledgement of all solicitation amendments, if applicable; and Representations, Certifications and Other Statements of Offerors or Respondents (Section K of this solicitation) and other applicable fill-ins.
Offerors shall submit each Volume and Annex of the proposal as one electronic copy. The Offeror shall submit all electronic copies of the proposal utilizing the submission instructions provided in Section 4.0 (Proposal
Submission). Information submitted as an Annex to a particular proposal Volume may include manuals, specifications, plans, procedures, and company policies, as well as other information requested in “Part B Specific
Instructions” and do not count towards the suggested page count. Include an index or table in each Annex that identifies what information is included and where the information is located.
All volumes of the original proposal shall be delivered electronically prior to the closing date/time stated in this solicitation. Page limitations for each volume, if any, are specified in Table LA-1; title and table of contents pages do not count towards the page limit. Any pages submitted exceeding the page limit shall be disregarded and NOT evaluated.

The submission date for all Volumes of the proposal shall be no later than the date and time specified in Block 9 of
SF 33 of the solicitation. Offerors are hereby notified that the Government will not reimburse for any costs incurred for solicitation preparation. Proposals shall be valid for 180 days from the proposal due date.
4.1 Hand-Carried Proposals
Due to COVID-19, hand-carried proposals will not be accepted.

Email: danielle.n.walker4.civ@us.navy.mil
4.3 Late Proposals
Offerors are advised that the time identified on Block 9 of the SF 33 applies. Delivery is defined as having occurred based on the DoD SAFE’s email notification time stamp to the CS. If multiple drop-offs occur, any drop-off after the time identified on Block 9 of the SF 33 would render the entire proposal as late. Partial proposal submittals are not acceptable. See FAR provision 52.215-1(c)(3) for additional guidance on timely submittal. Offerors are strongly encouraged to deliver as early as possible to avoid any risk of late submission.
4.4 Restriction on Disclosure and Use of Data in Proposal:
Offerors that include in their proposals data that they do not want disclosed to the public for any purpose, or used by the Government except for evaluation purposes, shall—
(a) Mark the title page with the following legend:
This proposal includes data that shall not be disclosed outside the Government and shall not be duplicated, used, or disclosed—in whole or in part—for any purpose other than to evaluate this proposal. If, however, a contract is awarded to this Offeror as a result of — or in connection with — the submission of this data, the Government shall have the right to duplicate, use, or disclose the data to the extent provided in the resulting contract. This restriction does not limit the Government's right to use information contained in this data if it is obtained from another source without restriction. The data subject to this restriction are contained in sheets [insert numbers or other identification of sheets]; and
(b) Mark each sheet of data it wishes to restrict with the following legend:
Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this proposal.
5.0 CLASSIFIED DATA
All proposals must be UNCLASSIFIED.
https://safe.apps.mil/
6.0 SOLICITATION CHANGES
For notice of any changes and additional information provided by the Government for the solicitation, please go to https://sam.gov.
7.0 OTHER INFORMATION
Any proposal submitted requires a minimum acceptance period of 180 calendar days. The “Acceptance Period” is the number of calendar days available to the Government for awarding a contract from the date specified in this solicitation for receipt of proposals. This provision supersedes any language pertaining to the acceptance period that may appear elsewhere in this solicitation. The Government may reject an offer allowing less than the minimum acceptance period. The Offeror agrees to execute all that it has undertaken to do, in compliance with its offer, if that offer is accepted in writing within the acceptance period stated above.

PART B: SPECIFIC INSTRUCTIONS
Price information, (e.g., dollar values and/or direct or indirect rates) shall not be included in any volume other than Volume 3, Price.
1.0 VOLUME 1: TECHNICAL
The Offeror shall utilize Attachment L-4, Staffing Chart, to provide information for this volume.
In responding to the below, the Offeror shall ensure its proposal information complies with Part A, Section 1.0 above and is sufficient for the Government to evaluate in accordance with Section M. Offerors shall ensure a thorough response such that the evaluation team may accurately evaluate their proposal in accordance with the criteria set forth in Section M. Offerors shall not self-identify proposal information that they believe rises to the level of a strength. Those determinations will be made solely by the evaluation team; self-identified “strengths” will only be addressed in the technical evaluation if the evaluation team makes an independent determination that the information qualifies as a “strength” as defined in Section M.
1.1 Management Approach: Describe how the Offeror intends to manage the ECIS program. Provide a narrative discussion of the following:
The Offeror shall provide a narrative discussion of the Offeror’s approach detailing lines of responsibility between its proposed Program Manager(s), Site Managers (SM) and Alternate Site Managers (ASM), its proposed management hierarchy, to include levels of decision-making authority, to meet the requirements in Performance Work Statement (PWS) Sections 3.5.1 and 3.5.2. The Offeror shall develop and submit an
Organizational Chart supporting the narrative.
1.2 CI Staffing and Backup Support Approach: Describe the Offerors proposed approach to staffing and providing backup support for qualified CIs, specifically addressing the following in accordance with PWS
Sections 3.6.1-3.6.15; 3.15 and all Site Specific Attachments in Section J:
The Offeror’s approach to staffing and providing backup support for qualified CIs during mobilization and throughout performance in order to meet instructional requirements. In addition to its narrative discussion, the Offeror shall complete and submit Attachment L-4 Staffing Chart in accordance with the instructions found in the Attachment. The L-4 submission shall be consistent with the Offeror’s narrative discussions.
The Offeror shall discuss its calculation of an individual CI’s work-year and the hours that are available for primary, secondary and collateral responsibilities in accordance with PWS Sections 3.3.1-3.3.3. The narrative shall be consistent with the Offeror’s L-4 submission.
The Offeror shall identify and discuss two critical risks associated with the recruitment and retention of each of the following CIs:
Damage Control High Risk Firefighter CIs (San Diego, CA and Pearl Harbor, HI)
DDG 1000 Gas Turbine CI (GTCI) Electrical and Mechanical and Propulsion, Electrical, Auxiliaries and Damage Control Subject Matter Expert (PEAD SME) CI (San Diego, CA)
Electrician Mate and Engineman CIs Tier I (Master Level) (Great Lakes, IL)
For each risk identified, the Offeror shall discuss its mitigation strategy.
2.0 VOLUME 2: PAST PERFORMANCE
2.1 General Information
2.1.1 The Offeror shall complete a table similar to the one below and submit it within this volume. This table should summarize the prime, its team members, and subcontractors, joint venture owner (joint venturer), partnership owner (partner), corporate parent, division, subsidiary, affiliate or vendors’ names with CAGE
Codes / DUNS numbers, roles and responsibilities, as well as their work description, and the % of the total contract price identified for the instant solicitation contract. All entities shall be listed even if they do not meet the threshold that defines a principal subcontractor. As stated in 2.1.3 of this section, only past performance of the prime Offeror and principal subcontractor(s) will be evaluated.
Offeror:
Contractor Name CAGE Codes /DUNs Roles &
Responsibilities with Work
Description
% of Total
Proposed
Price e.g. ABC Inc. (Prime Contractor) 12345 70% e.g. XYZ Inc. (Subcontractor) 54321 30%
Total Proposed Price (must add up to
100%) 100%
2.1.2 The Offeror shall submit up to, but no more than, three (3) total past performance contracts. This includes any combination of the prime Offeror’s most relevant Government past performance contracts or the most relevant Government past performance contracts for a principal subcontractor, but in combined total, no more than three (3). If the Offeror is proposing as a new JV without any past performance references performed as the proposed JV, individual firms that comprise the JV may submit past performance records in accordance with the requirements of paragraph 2.1.5 in this section. However, Offerors are again cautioned that they are permitted to submit no more than three (3) total records in any combination from
JV, prime Offeror, or principal subcontractor. As set forth in Section M of this solicitation, the Government will evaluate the Recency, Relevancy and Demonstrated Past Performance of the past performance contracts to arrive at a Performance Confidence Assessment for the Offeror. Keep in mind that, in general, in assigning a Performance Confidence Assessment Rating and/or in the source selection authority’s tradeoff decision, past performance of the prime Offeror, or lack thereof, will be considered more significant than that of a principal subcontractor.
2.1.3 The Government is not evaluating past performance of any entity other than the prime contractor entity identified in Block 15 of SF 33 of the RFP and principal subcontractors. Thus, the CAGE code, DUNS number, or corporate name and address of a prime Offeror or principal subcontractor must match the
CAGE code, DUNS number, or corporate name and address on the cover page of the prime Offeror’s or principal subcontractor’s past performance contract or subcontract proposed for past performance evaluation.
2.1.4 Past performance contracts where supplies and services were sold or transferred between corporate divisions, subsidiaries, or affiliates of a contractor will not be considered unless the interorganizational transfer is identified in the form of a written agreement between the corporate divisions, subsidiaries, or affiliates — such as a subcontract, purchase agreement, job order, or similar type of written agreement — with the prime or principal subcontractor’s CAGE code, DUNS number, or corporate name and address on the cover page of the written agreement. Any ambiguity will be resolved against the Offeror or principal subcontractor.
2.1.5 The Government will consider the past performance of an Offeror or principal subcontractor performed as a joint venture owner of another joint venture, but the joint venture agreement must contain within it the
Offeror’s or principal subcontractor’s CAGE code, DUNS number, or corporate name and address, and the joint venture agreement must describe the effort and dollar amount performed by that Offeror or principal subcontractor under the joint venture agreement. Any ambiguity as to the scope and magnitude performed by the prime Offeror or principal subcontractor in a past performance reference performed as a JV will be resolved against the Offeror or principal subcontractor and may result in a past performance reference being determined as Not Relevant.
2.1.6 Any submitted past performance contract must contain Contractor Instructor Services performance, as defined in PWS Paragraphs 3.3.1(g), (h), and/or (i) (found under the Primary Responsibilities of CIS
Section of the PWS) within three (3) years of the RFP release date specified in Block 5 of Standard Form
33 of the RFP. Any past performance contract that has Contractor Instructor Services performance within three (3) years of the RFP release date specified in Block 5 of SF 33 of the RFP will be considered in its entirety. A determination of Not Relevant will be assigned to Offeror submissions which do not contain performance within three (3) years of the solicitation’s release date, or for which the Past Performance record’s performance period cannot be determined. Submissions determined Not Relevant will not be evaluated further or rated. Note that Section M states that in assigning a Performance Confidence
Assessment Rating and/or in the source selection authority's tradeoff decision, the less the Demonstrated
Past Performance information of the past performance contract addresses the scope of this solicitation, the less significant those past performance contract references will be. Additionally, the more recent performance is generally considered more relevant and/or has more weight than past performance record that is not as recent. Finally, a past performance record that is of a longer duration may generally be considered more relevant than a record of a shorter duration.
2.1.7 The Offeror shall forward a copy of the Past Performance Questionnaire (Attachment L-3) to the past performance contract customer’s Program Manager (PM), PCO and Contracting Officer Representative
(COR) – with a copy to the Contract Specialist – for the following past performance contracts:
a. Ongoing or completed Past Performance contracts that do not have Contractor Performance
Assessment Reporting System (CPARS) Reports.
b. Past performance contracts with CPARS Reports completed by the Assessing Official more than six months prior to the RFP’s release date where contract performance is still ongoing.
A PPQ is not required and shall not be submitted for past performance contracts that are ongoing and have a completed CPARS report that is within 6 months from the date of issuance of the solicitation as shown in block 5. The government will not evaluate PPQ’s provided by offerors for past performance contracts that are ongoing and have a completed CPARS report that is within 6 months from the date of issuance of the solicitation.
2.1.8 All questionnaires should be forwarded within 14 calendar days from the RFP release date, with a copy forwarded to the Contract Specialist. The Offeror shall include instructions for its customers to send completed questionnaires within two weeks of the customer’s receipt of the questionnaire to Danielle
Walker, CS, via email at danielle.n.walker4.civ@us.navy.mil.
2.1.9 The Offeror should provide written consent from its principal subcontractor that will allow the Government to coordinate any of those entities’ past performance issues with the Offeror. If the Offeror does not submit such written consent, then the Government will address any past performance issues directly with the principal subcontractor, and the Offeror will forfeit the opportunity to participate in any related discussions.
Consequently, for any principal subcontractors that do not provide such written consent, provide a point of contact name, address, phone number, fax number, and email address with whom the Government may coordinate past performance issues.
2.1.10 To enable the Government to perform a comparison of the past performance contract’s product or service similarities to the instant solicitation’s work for each past performance contract, Offerors shall provide one fully executed conformed copy of the past performance contract without any attachments other than the
Statement of Work, the Performance Work Statement, and/or the Specification. As set forth below, Offerors are required to cite specific pinpointed page numbers and paragraphs in those documents so the
Government may perform a comparison of the past performance contract’s product or service similarities to the instant solicitation’s work.
NAWCTSD is not responsible or accountable for the clarity of an Offeror’s past performance contract.
Information necessary to substantiate the relevancy of a past performance contract must be clear through a plain reading of the past performance contract, and its Statement of Work, the Performance
Work Statement, and/or the Specification, without further explanation. Offerors shall submit the entire
Statement of Work, Performance Work Statement, and/or the Specification.
For past performance contracts where the Offeror or principal subcontractor performed in a role other than the prime, the Offeror or principal subcontractor shall provide one complete copy of the Statement of Work, Performance Work Statement, and/or Specification for both their subcontractor and the Prime contractor.
2.1.11 To evaluate past performance, the Government may use information other than information provided by the
Offeror in its proposal, and may use past performance information obtained from sources other than those identified by the Offeror.
2.1.12 The Offeror has the burden of providing thorough and complete past performance information. It is incumbent upon the Offeror to explain the relevance of data provided in its proposal. The Government has no duty to search for additional data to cure problems the Government finds in the information provided by the Offeror. Offerors are required to cite specific pinpointed page numbers and paragraphs in the past performance contract, and its Statement of Work, the Performance Work Statement, and/or the
Specification so the Government may perform a comparison of the past performance contract’ product or service similarities to the instant solicitation’s work.
2.1.13 Regardless of relevancy, the Offeror shall provide a list of Show Cause Notices, Cure Notices and
Terminations for Default received on any contract, task order, or delivery order within the past 3 years.
2.2 Past Performance General Contract Information
2.2.1 The Offeror shall provide the information identified below in an MS Word Table for each past performance contract identified:

*1 Provide the CAGE Code and DUNS Number of the company performing the work. If the CAGE Code or DUNS
Number is different from the past performance entity proposed to perform the solicitation’s effort, please explain the reason.
*2 As part of its Past Performance Volume, the Offeror shall provide a copy of the CPARS that are referenced in the table as required by Section L 2.4.1.
2.2.2 Task or delivery orders awarded under Multiple-Award Contracts (MACs) will be considered standalone
“contracts” for purposes of past performance evaluation. Thus, Offerors may not propose an entire MAC as a past performance contract reference. In this situation, Offerors only receive past performance credit for work performed in the task or delivery order.
2.2.3 For a single-award indefinite delivery past performance contract or other agreement (such as a Basic
Ordering Agreement (BOA)), Offerors may propose the entire basic contract or agreement as a past performance contract reference or Offerors may propose a specific task or delivery order as a past performance contract reference. If an Offeror proposes individual task or delivery orders as separate past performance references, each order will count toward the three (3) record limit per Offeror. If an Offeror proposes an entire single-award indefinite delivery contract or agreement as a past performance contract reference, the Offeror may provide the past performance information for up to the five (5) most relevant delivery orders/task orders issued under that single-award indefinite delivery contract or agreement, and those five orders will count as one past performance contract reference. Any past performance information for orders in excess of five will not be considered in the evaluation.
2.3 Past Performance Relevancy Information Required For Each Contract
2.3.1 To evaluate relevancy, the Government will evaluate Scope, Complexity and Magnitude of the past performance contract, as set forth in the table further below paragraph 2.3.7 of this section.
2.3.2 To assess the relevancy of the past performance contracts to the instant solicitation, the Government does not want to receive, and the Government will not consider, any document submitted by the Offeror regarding past performance other than the past performance contract itself which includes the Statement of
Work, the Performance Work Statement, and/or the Specification. For a federal Government past performance contract, that means Sections A thru J. The Government does not want to receive, and the
Government will not consider, any attachment of the past performance contract other than the contract’s
Statement of Work, the Performance Work Statement, and/or the Specification. Unless otherwise allowed in these instructions, the Government will not consider a document referenced within a Statement of Work, the Performance Work Statement, and/or the Specification.
2.3.3 The Government does not want to receive, and the Government will not consider, an Offeror’s explanation or description of the alleged past performance effort or what the Offeror allegedly performed under a past performance contract. Government evaluators will compare the specific, pinpointed past performance contract’s costs/prices, terms, conditions, and Statement of Work, the Performance Work Statement, and/or the Specification pages and paragraphs that the Offeror cites in the table further below to assess similarity to the Scope, Complexity and Magnitude the Government provides below for the instant solicitation.
2.3.4 An Offerors’ proposal will be considered as noncompliant when the Offeror submits a past performance proposal that repeatedly fails to provide specific, pinpointed pages and paragraphs for the past performance
Statement of Work, Performance Work Statement, and/or the Specification, or fails to submit the fully executed conformed past performance contract and its Statement of Work, the Performance Work
Statement, and/or the Specification. As a result, the Government may not perform an evaluation of that proposal and, instead, the Government may reject that Offeror’s proposal as noncompliant. Rejection of an
Offeror’s proposal as noncompliant will not be part of a competitive range determination. After rejecting an Offeror’s proposal as noncompliant, the Government may or may not decide to make a competitive range determination in accordance with FAR section 15.306. Regardless of what the Government decides to do, the Offeror will not be eligible to be part of a competitive range determination if the Government performs one.
2.3.5 The Government will compare the Scope, Complexity and Magnitude of the Offeror’s and principal subcontractor’s past performance contract to the Scope, Complexity and Magnitude of the effort the
Offeror and principal subcontractor are proposed to perform for the instant solicitation.
2.3.6 For the Scope, Complexity and Magnitude relevancy assessment items below, the Offeror is required to cite specific, pinpointed page numbers, terms, conditions, CLINS, and Statement of Work, the Performance
Work Statement, and/or the Specification page numbers and paragraphs found in the Offeror’s past performance contract that the Offeror believes is relevant to the instant solicitation. Citing an entire section within a Statement of Work, the Performance Work Statement, and/or the Specification is unacceptable, and it will not be evaluated.
2.3.7 Provide the information identified below in a Microsoft (MS) Word Table for each past performance contract identified:
Prime (P), Principal Subcontractor (SUB)
P1 (Offeror shall renumber to
P(X) or SUB(X) as necessary to match table from Section L 2.2.1)

CIS Subject Matter: Cite to the specific, pinpointed page numbers and paragraphs from the past performance contract and/or the past performance contract’s SOW/PWS/SPEC and provide the associated CLINS that demonstrate that CIS services as defined by PWS 3.3.1(g), (h), and/or (i) were performed for any of the Engineering disciplines or Firefighting and Damage Control subject matter as listed in PWS Appendices 1-7.
COMPLEXITY
Number of Sites: Cite to the specific, pinpointed page numbers and paragraphs from the past performance contract and/or past performance contract’s
SOW/PWS/SPEC that show the number of sites supported under the past performance contract. A site is defined as a location that is usually overseen by its own site manager, site lead, work lead, or other form of leadership or management, regardless of the number of co-located buildings, enclosures, non-permanent structures, or open locations wherein work is performed. An example of non-permanent structure would be tents or mobile facilities such as Conex boxes used for deployment. Examples of sites are military bases or installations or corporate campuses. Multiple buildings do not constitute multiple sites. There are multiple sites supported in the instant solicitation.
MAGNITUDE
Annualized Dollar Amount of Past Performance Reference: State the annualized dollar amount of past and present performance of the past performance reference. The annualized dollar amount shall only include the full value of any CLIN that demonstrates performance of CIS as defined by PWS paragraph 3.3.1 (g), (h), and/or (i). Unexercised option CLINs are not to be included in this total. If the Offerors or principal subcontractor’s role in the past performance reference was that of a subcontractor, the total dollar amount shall represent only the amount that the subcontractor was responsible for as evidenced by the subcontract or subcontract agreement and shall only include the full value of any CLIN that demonstrates performance of CIS as defined by PWS paragraph 3.3.1 (g), (h), and/or (i).. Any ambiguity as to the dollar amount performed by the subcontractor will be decided against the Offeror.
2.3.8 Questions Regarding Relevancy and Demonstrated Past Performance are Not Discussions. It is possible that Offerors may receive questions regarding the Relevancy and/or Demonstrated Past Performance of the
Offeror’s proposed past performance contracts. All Offerors will be treated similarly if the Government submits these questions to Offerors. Even if the information is needed by the Government to determine the acceptability of an Offeror’s past performance contract for evaluation purposes, those questions and answers are not “discussions” as that term is used at FAR subpart 15.3. Thus, it is possible that the
Government will ask questions of Offerors regarding past performance, input that information into the
Government’s initial evaluation results, and be able to determine the successful Offeror on initial proposals, without making a competitive range determination. If the Government believes discussions are in the best interest of the Government, NAWCTSD will make a competitive range determination and conduct meaningful discussions with all Offerors in the competitive range.
2.4 Demonstrated Past Performance Required For Each Contract
2.4.1 For each past performance contract, the Offeror shall provide available CPARS and Past Performance
Questionnaires in accordance with paragraph 2.1.7 of this section that address the following demonstrated past performance areas:
a. Quality of Product or Service. The Offeror’s past performance in the delivery of quality supplies and services, which includes meeting technical requirements.
b. Schedule. The Offeror’s past performance in meeting schedule requirements, to include on-time or late deliveries, modifications of original schedules.
c. Program Management and Subcontract Management. The Offeror’s past performance in managing the contracted effort, to include program management, subcontract management, and cooperation with the customer.
2.4.2 The Government will use CPARS and Past Performance Questionnaires to document demonstrated past performance. The Government does not want to receive, and will not use for evaluation, an Offeror’s self-described assertions of demonstrated past performance. For the CPARS and Past Performance
Questionnaires provided, however, explain the reasons for any past performance problems, as well as schedule slips and cost or price increases from the schedule and cost or price at time of award. Also describe any claims or requests for equitable adjustment.
2.4.3 For any past performance problem identified in the CPARS or Past Performance Questionnaires, describe the status of the problem. If the problem is likely to happen again, describe the impact that the Offeror’s implemented improvement effort had on resolving the problem so that it would not happen again. Describe the resolution used to correct the past performance problem and, if applicable, how the Offeror proposes to use that resolution for this solicitation’s effort.
