About this file

This document package includes a Department of Defense Contract Security Classification Specification (DD Form 254) and details of a related federal contract opportunity.

The DD Form 254 outlines security requirements for Engineering Contractor Instructional Services (ECIS) to be provided to the Naval Air Warfare Center Training Systems Division (NAWCTSD). It requires contractor personnel to hold a Secret facility clearance and access classified information. The contractor must receive, store, and generate classified material at multiple Navy training sites. Additional security requirements include implementing an Operations Security program and complying with supply chain risk management standards.

The related federal contract opportunity is a 100% Service-Disabled Veteran-Owned Small Business set-aside solicitation issued by NAWCTSD. It seeks to provide contractor instructional services for firefighting, damage control, and engineering courses at seven Navy training sites to support the Surface Warfare School Command, Naval Sea Systems Command Program Executive Office for Integrated Warfare Systems, and Submarine Learning Center. The response due date is August 16, 2021.
