Attachment L-10 FY22 Ready Relevant Learning Content Conversion Question Answer Form N61340-21-R-0032

Question # Subject Reference (i.e. RFP, SOW, Attachment, etc.) Specific Question Government Response

1 CPM

SOW 3.5.1 SOW 3.5.1 Instructional Media Design Package (IMDP) Development states, "...Using the Government provided SDW (Appendix A) as a basis, the Contractor shall input and update data into the production (i.e.

live) version of Content Planning Module (CPM)/Learning Object Module (LOM)."

Does the government intend that the contractor will input new data into CPM/LOM?

Yes, the government requires that the contractor, in addition to developing the IMDP document, will also input and revise data into CPM/LOM as a result of the government revising learning objectives after internal approval of the FRD. It is the contractor’s responsibility to factor this work into their unit pricing.

2 LO's used across multiple paths/courses

Section H.1 ORDERING PROCEDURES - H.1.f Section H1.f ORDERING PROCEDURES states the following

"...As outlined in Attachment (1) FY 22 Content Conversion IDIQ Statement of Work, paragraph 1.2 Course, Module and Lesson Structure, if a course is to be re-used across paths within a rating or across ratings, the Government will order the course once to be reused as described in the Delivery Order. In the instance a course is to be reused across paths within a rating or across ratings, the inclusion of the course in the other paths/ratings shall be at no additional cost."

Does the number of expected courseware hours include hours for Learning Objective to be use across multiple paths/courses?

No, the hours in Section B are the hours to be developed once. The reuse hours are not included in Section B. As described in Section H.1.f, the Government will order the course one time, and at that point, as it has already been developed, it will be reused across paths within a rating or across ratings. The inclusion of the course in the other paths/ratings shall be at no additional cost. If it is to be reused in a subsequent DO, it shall be reused at no additional cost.

3 CPAQ

Section L, Part B, 1.4(b) and (c) Will the Government consider not requiring a CPAQ for subcontract efforts where the contractor completing the CPAQ is likely to submit a bid either as a Prime contractor or a subcontractor, or both, for the FY 22 CC effort with a different team thereby possibly having a conflict of interest situation?

No, Section L, B, 1.2 addresses the variety of options prime offerors have when deciding what type of contract references to submit amongst their team that each offeror believes to be its best examples, in terms of both relevance and quality. Nonetheless, Section M, B, 1.3(b) currently addresses situations where self-serving quality information is given less weight than quality information from the Government or a disinterested party. Section M,B, 1.3(b) will be updated to also account for the weighing of CPAQ information as it relates to information provided by a competing offeror.

4 Price Information in Non-Price Volumes

RFP - Part B Specific Instructions (Pg 60), 1.1 (a) Offeror Summary Table (Pg 60), 2.1 Price Content (Pg 64)

Part B Specific Instructions of the RFP states "Cost or pricing information shall only appear in the Price volume." Section 2.1 (a) Price Content states "All price information shall be contained in only the price proposal."

The Offeror Summary Table requested in Volume 1 Past Performance requires that offerors provide the dollar value proposed under each contractor's name. Total proposed dollar value is cost/pricing information.

QUESTION—Will the government remove the requirement to provide dollar amounts in the Offeror Summary Table?

No, the Government will not update the requirement to remove dollar amounts in the Offeror Summary Table. Section L, B, 2.1(a) will be updated to identify this as an exception.

5 Security

Attachment 4 FY 22 CC DD 254 (Draft) 24 Mar 2021 SIPR Net access is required but NATO (block 10g) is not marked. Per block 13 under the 10k description it states, “To facilitate potential access to NATO classified information, to include NATO accredited SIPRNet terminals, all DOD military, civilian, and contractor personnel who are briefed on their responsibilities for protecting U.S. classified military information shall also be briefed on the requirements for protecting NATO information…” QUESTION—Is NATO briefing required for Sailor 2025 Wave 4?

This contract does not require access to NATO classified information and there is not a need to know for NATO classified information.

6 Security Attachment 4 FY 22 CC DD 254 (Draft) 24 Mar 2021 Block 10e (2): Non-SCI is marked but in block 13 it states, “No access to Non-SCI intelligence information or

Foreign Intelligence information required.” QUESTION—Is access to non-SCI intelligence information required or not?

No access to Non-SCI intelligence information or Foreign Intelligence information required.

7 Complex Media

SOW Paragraph 1.4.2 Complex Media Development Process and Attachment 2 - (SAMPLE) FY22 CC DO001 - 27 May 2021, Table 1 DO 001 Courseware Totals Per CLIN on page 2

Table 1 shows 48 hours of complex media across 4 rates/7 courses. The SOW mentions 'converting content into complex media'. QUESTION—Does Table 1 show the existing complex media hours which will remain complex media, and other IMI listed may be converted to Complex Media (for a greater total of complex media hours)? QUESTION—Or does Table 1 show the anticipated total complex media hours, some existing and some to be converted/created?

DO 001 Table 1 shows the total complex media hours to be converted/created per the SOW.

Attachment L-10 FY22 Ready Relevant Learning Content Conversion Question Answer Form N61340-21-R-0032

8 Complex Media

SOW Paragraph 1.4.2 Complex Media Development Process QUESTION—For Augmented/Mixed/Virtual Reality, is there a preferred/mandated platform (i.e., head-mounted display (HMD))?

There is no preferred/mandated platform for AR/MR/VR. If this media is required, further specific requirements would come from the MCD data or would be detailed in the DO SOW.

9 IPR Meetings SOW Paragraph 3.4.8.2 In-Process Review (IPR) Meetings QUESTION—Are IPRs required to be conducted in person 'at the contractor facility,' or can they be conducted virtually?

IPRs may be virtual meetings.

10 Software Integrity Testing and Certification

Software Integrity Testing and Certification

SOW 3.3.3

QUESTION—What are the customer approved applications to be executed against Courseware to ensure Software Integrity?

As for specific tools to test the software integrity, the Government would prefer HP Fortify for code analyzing and WireShark as the network protocol analyzer to make sure it is not pinging to any unauthorized sources. Offeror can also go to https://public.cyber.mil/external-resources/ to see the latest on Cybersecurity Tools and an approved products lists for the DoD.

The contractor should meet cybersecurity compliance by assessing and verifying that the application software functions as designed in a secured operating system environment and is free of elements that might be detrimental to the secure operation of the resource operating system, as described in NIST SP 800-53, Rev 4 and in the Security Technical Implementation Guides (STIGs).

Also, the contractor shall perform an assessment of the software against the Cybersecurity compliant operating system using the Secure Content Automation Protocol (DISA/SCAP) Content and Tools. The DoD-authorized assessment tools to perform IAVA compliance validation and verification (e.g. Assured Compliance Assessment Solution [ACAS] and SCAP Tool).

Attachment (1) FY 22 CC IDIQ SOW has been updated to clarify this.

11 IMDP

IMDP Development (Updated Style Guide) and Model Products (i.e., Prototypes) SOW Section 3.5.2.1

QUESTION—Is the GFI-provided Style Guide the same we the one that was approved for Wave 1? The current NETC Style Guide for RRL v1.0, 30 March 2021, is an updated version from the FY19 Content Conversion contract. Much of the content is the same; however, there are a few significant differences.

12 IMDP

IMDP Development (Updated Style Guide) and Model Products (i.e., Prototypes) SOW Section 3.5.2.1

QUESTION—Is the Graphical User Interface for SDIT/IFIT Products in the GFIT-provided Style Guide the same as the approved Style Guide for Wave 1?

The current GUIs for IFIT and SDIT are aligned with the NETC Style Guide for RRL v1.0, 30 March 2021, therefore they are an updated version from the FY19 Content Conversion contract.

13 AIM/CPM LOM

Authoring Instructional Materials (AIM) Documents SOW Section 2.4 QUESTION—What version(s) of AIM/CPM LOM should be used for this contract? At this time the government anticipates that AIM LOM may not be used for the FY 22 content conversion effort. The government anticipates a transition to SalesForce or an interim application, though no planned cutover date is known at this time. Meanwhile, the contractor should plan to use the "live" version of CPM/LOM, which is the most current version available.

14 Security

Attachment 4 FY 22 CC DD 254 (Draft) 24 Mar 2021 Block 10k states SIPR Net Access is required. QUESTION — Please confirm the SIPR Net access will be at the Government site.

SIPR Net requires access at a Government site. However, according to the SOW, a SECRET facility clearance is required 30 calendar days after DO award. The contractor shall present a plan to get its classified network certified by Defense Counterintelligence and Security Agency (DISA) for the effort to include a timeline of when the contractor will be able to securely store, view, and process, classified data for this effort and present this plan and timeline at the Post Award Conference (PAC). The Contractor shall have a functional secure phone and phone line for classified voice communication discussions up to the level of Secret within the contractor’s existing classified facility as outlined in Attachment (1) FY 22 CC IDIQ SOW paragraph 3.2.1.

15 RATING Classification

Attachment 1 FY22CC IDIQ SOW - RFP - 26 MAY 2021 Table 1 states the Fire Controlman (AEGIS) (FCA) has Secret classification requirements but 3.2.1 lists additional ratings to be Secret level courses. QUESTION—Please confirm, only the AEGIS FCA and MMA ratings will have Secret classification requirements.

AEGIS FCA has Secret classification. There is a percentage of LOs in MMA that is UNCLASS/NOFORN. There are no other confirmed classified material on FY 22 at this time.

16 RATING Classification

Attachment 1 FY22CC IDIQ SOW - RFP - 26 MAY 2021 QUESTION— What % of courseware hours for each rating are classified? Roughly 36% of FCA hours are classified. The rest of the ratings are 0.

For MMA, there are 25 LOs from course A-652-0091, CAT DIESEL OP/MMA BLOCK 0B out of 42 that are embedded within A-652-0750 in the content that are listed as UNCLASS/NOFORN due to the following:

a. References used by trainees are classified or NOFORN,

b. References used by instructors in preparation are classified or

NOFORN,

c. Classroom discussion is classified or NOFORN

17 Past Performance

Section L, Part B, 1.2 (f), Page 61 of 77 To allow more competition, would the government allow inclusion of all DOs or TOs awarded under a Multiple Award Contract (MAC) as long as all the cited DO/TO tasking were for multiple interrelated or follow on projects for same ordering agency, all work is directly related to this RFP and are all within the 5 years of the initial RFP release date? This would allow reviewers to see the total amount of work, the total value associated with the contract, and the percentage of work awarded to the specific companies and compared to the other companies awarded the MAC.

The Government previously responded to similar questions during the pre-solicitation phase of this acquisition posted in February 2021. At that time, the Government increased the number of DO/TOs from a single award IDIQ from three to five. However, orders under MACs are still considered individual contract references. Orders under MACs are typically individually competed efforts. The Government is not interested in performing additional analysis to determine whether or not multiple orders under a MAC are interrelated or not, in addition to the required recency, relevancy and demonstrated performance determinations required by the solicitation

18 Past Performance

The RFP on Page 64 2.1 Price Content a) states “All price information shall be contained in only the price proposal”; however, on page 60 Section 1.1 Past Performance Overview, the Offeror Summary Table includes a column for Dollar Amount and % of Total Proposed Price for the Prime and all subcontractors. The instructions for this section state "The table above shall include the dollar value proposed under the Contractor’s name. Adding up the dollar values identified in this table shall equal the total proposed price. The percentages identified by the offeror and subcontractors shall add up to 100%.”

Should these columns be removed to only show price information in the Price Proposal? No. Do not remove the columns with the price information in the Offeror Summary Table. See Update related to Question 4.

Attachment L-10 FY22 Ready Relevant Learning Content Conversion Question Answer Form N61340-21-R-0032

19 Past Performance

The RFP on Page 63 Section 1.3 Relevancy Information of the Past Performance Contract References: Supporting documentation – requires supporting documentation to be provided for all past performance references submitted for both the Prime and its principal subcontractors.

Instructions state “Do not redact pricing information from supporting documentation.” This information is highly proprietary for all contractors (i.e. Subcontract Agreements, SOWs, Contracts).

Please confirm that although subcontractors do not need to set up a DoD SAFE Drop off link for submission of cost narratives/pricing; if a subcontractor is a principal subcontractor, a DoD SAFE Drop off link for submission of its proprietary past performance supporting documentation should be set up in order to submit proprietary information directly to the Government.

If a subcontractor is a principal subcontractor and needs to submit proprietary past performance supporting documentation, a separate DoD Safe Drop off link for that submission can be arranged. The Prime Contractor is Responsible for coordination of any dropoff links with the CS, Virginia Marquez (virginia.maul@navy.mil) and ensuring all required information is provided, even that of principal subcontractors.

20 DFARS clause RFP Section 3.2 Subcontracting Plan (Large Businesses Only) QUESTION— For offerors that have a DoD Comprehensive Test Program subcontracting plan, will the

Government incorporate DFARS 252.219-7004 Small Business Subcontracting Plan (Test Program) (May 2019) into the solicitation?

Yes, the solicitation will be amended to include DFARS 252.219-7004.

21 FAR clause

Section I A contract in the amount of $10 million or more will result from this solicitation whereby offerors may have estimated costs of any proposed first-tier subcontractors in excess of $10 million. QUESTION— Will the Government incorporate FAR 52.222-24 Preaward On-Site Equal Opportunity Compliance Evaluation (Feb 1999) into Section I of the solicitation?

No this will not be incorporated in Section I of the solicitation.

However, this is a provision and has been added to Section L.

22 Organizational Conflict of Interest

2.3(a)(viii.) Section 2.3(a)(viii.) of the solicitation states, "All offerors are required to affirm whether an Organizational Conflict of Interest (OCI) or Potential Organizational Conflict of Interest exists among themselves or any proposed subcontractors." QUESTION— If an offeror affirms that no OCI exists among any of its proposed subcontractors, is the offeror permitted to reference signed OCI certifications from its subcontractors as an appendix to an offeror's Price Volume as sufficient details to support such a position?

The statement of affirmation that no OCI exists is sufficient.

Supporting documentation for this is not required.

23 FAR clause

Section I Small Business Subcontracting Plan (Aug 2018) QUESTION— Will the Government consider replacing the current FAR clause with FAR 52.219-9 Small Business Subcontracting Plan (Jun 2020) in Section I of the solicitation?

No. As outlined in FAR 19.708(b)(1)(ii), Alternate II is appropriate when contracting by negotiation, and subcontract plans are required with initial proposals as requested in this solicitation. The Deviation version has been replaced with 52.219-9 Alt II (NOV 2020).

Evaluation of Small Business Participation Commitment Document and offeror's DoD

Comprehensive Subcontracting Test Program

3.0 Small Business For offerors that have a DoD Comprehensive Test Program subcontracting plan, comprehensive subcontracting plans' goals with the Defense Contract Management Agency are negotiated on an annual basis and are based predominantly on past performance of dollars subcontracted under Department of Defense contracts. Whereas small business goals for the Small Business Participation Commitment Document will be based on the total contract value. QUESTION— Would the Government please confirm that offerors who have a DoD Comprehensive Test Program subcontracting plan are exempt from having consistent small business goals, particularly the five percent Small Disadvantage Business goal as required by NAVAIR Clause 5252.219-9501, among their Small Business Participation Commitment Document and DoD Comprehensive Test Program subcontracting plan?

Section L, B, 3.2 states:

"If the offeror is a participant in the DoD Comprehensive Subcontracting Test Program specified in DFARS 219.7, the offeror shall describe how Small Business participation on this contract will contribute to its overall Comprehensive Subcontracting goals."

Furthermore, the reference to the 5 percent Small Disadvantage Business (SDB) goal has been removed along with the references to NAVAIR clause 5252.219-9501. Please see the amended solicitation that will capture these updates.
