The following items are applicable to this modification:

SUMMARY OF CHANGES (REV.)

AMENDMENT 05

1. Update Solicitation Attachment F - BDTXHT Scope of Work (SOW) Revision 02.

2. Update Solicitation Section 00100 – Instructions to Bidders.

2a. Provide update to proposal drop-off instructions, as follows: Ms. Barbara Young will be available to accept hand-delivered proposals. There is no change to the response date with this amendment.

2b. Provide information for a 2nd Site Visit for the Seed Project for contractors that did not attend the initial

Site Visit. The 2nd Site Visit will be held on Wednesday, May 15th at 10 A.M. See Solicitation Section 00100 and PPI 046 Response for more information.

3. Provide Government response to the following pre-proposal inquiries (PPIs):

PPI 045: Seed Project - Fence Design: Attachment-F; I. Statement of Work; Para. 2; Page 1 of 3; States, "The fence installed should be black powder coated, similar to existing perimeter fence, with square tube metal post vice brick columns with a monolithic concrete footing". The existing perimeter fence appears to be a 12' high fence, with masonry columns approximately every 100', with steel support columns every 8'.

Is it the intent to provide this same fence configuration utilizing the 12" tall masonry columns to match the existing?

Due to height and size additional information regarding the structural requirements is required. Are there any as-builts available for the existing perimeter fence, that provides the detailed information to determine the construction requirements?

GOVT RESPONSE: The new fence shall be similar to the existing fence; however, this project does not require construction of masonry columns (see PPI response 044, Amendment 04). As-builts for existing perimeter fence are not available.

PPI 046: Will the government consider providing a 2nd opportunity for an additional site visit for the seed project?

The instruction on where to go for badging, directed us to 120 S. Dewey Street, #981, Bremerton. When the correct address was Charleston Beach Rd W & Navy Yard Hwy Bldg. 981 Pass & ID. Due to the confusion, was delayed in badging and thus missed the bus when it came through.

GOVT RESPONSE: Yes, a 2nd Site Visit will be held on May 15th at 10 A.M. for contractors that did not attend the initial Site Visit. Meet Mr. Jim Pruett at Charleston Beach Rd W & Navy Yard Hwy, Bldg. 981 Pass &

ID.

Instructions on obtaining or renewing a badge are provided as an attachment to this amendment; see attachment “DBIDS Badge Request Instructions”. If applicable, register for the badge before May 8, 2019.

PPI 047: Per Attachment - E; 20.2 ENVIRONMENTAL PROTECTION PLAN; Item #3; Page 36 of 42.

States, "Storm Water Pollution Prevention Plan (SWPPP): The Contractor shall not disturb 1 acre or more of land during performance of work on any Task Order, unless specifically noted otherwise. If an acre or more of land is planned to be disturbed, a SWPPP shall be required. Requirements for this plan will be identified in the applicable Task Order RFP."

Due to the extensive effort associated with the development, implementation (NOI, submissions, reviews and approvals), periodic and event inspection, etc. Will these costs to develop, submission and implement be allowed as line items within applicable task orders? or are we to assume this as inclusive of our coefficient and if so, what is the potential opportunities for these requirements?

GOVT RESPONSE: We don't anticipate many projects involving an acre or more of land to be disturbed.

If a SWPPP is required, the development additional costs associated with the SWPPP should be listed as a separate line item in the applicable task order.

PPI 048: Are there any specifications for the fence material, i.e. thickness of columns, curb, etc.?

GOVT RESPONSE: See Attachment F, Seed Project SOW, Section VI, B & C. Additional specifications are not available. The intent is for the fence to be similar to the existing fence.

PPI 049: What are the specifications of the lighted signs?

GOVT RESPONSE: See Attachment F, Seed Project SOW, Section VI, D. Sign specifications are not available.

PPI 050: Please advise if there is a Pre-Bid Sign-In Sheet and if any pictures or additional information can be provided regarding the Seed project. Exhibit F doesn't provide enough information as to what we are to match, footing sizes, or the scope in terms of the "post vice brick columns". No specifications have been provided for the galvanized chain-link fencing.

GOVT RESPONSE: The Pre-bid sign-in sheet was included with RFP Amend 02. Photos are not available due to the project location. A CAD Drawing was provided as Attachment F.3 with Amendment 04. The new fence shall be similar to the existing fence. See PPI 046 Response above.

4. All other terms and conditions remain unchanged. Offerors are reminded to acknowledge receipt of this amendment when submitting proposals in accordance with the RFP instructions.

4. CONTRACTOR TEAM ARRANGEMENTS

FAR Part 9.6 defines Contractor team arrangements. Contractor team arrangement, as used in this subpart, means an arrangement in which -- (1) Two or more companies form a partnership or joint venture to act as a potential prime Contractor; or (2) A potential prime Contractor agrees with one or more other companies to have them act as its subcontractors under a specified Government contract or acquisition program.

5. SYSTEM FOR AWARD MANAGEMENT (SAM)

The System for Award Management (SAM) www.sam.gov is combining federal procurement systems and the Catalog of Federal Domestic Assistance into one new system. This consolidation is being done in phases. The first phase of SAM includes the functionality from the following systems: * Central Contractor Registry (CCR) * Federal Agency Registration (Fedreg) * Online Representations and Certifications Application (ORCA) * Excluded Parties List System (EPLS). Contractors must be registered in SAM prior to award of a DoD contract. A contract cannot be awarded to a contractor not registered in SAM. Remember to review your NAICS codes listed in your SAM record to make sure that you have listed the NAICS code for this procurement. Please note that Offerors proposing as a Joint Venture must have a current registration in SAM for that Joint Venture prior to contract award.

For additional information, including how to register, please go to www.sam.gov.

6. FEDERAL CONTRACTOR PROGRAM

In accordance with Federal Acquisition Regulation (FAR) 22.1303, any contractor or subcontractor with a contract of $150,000 or more with the Federal Government must take affirmative action to hire and promote qualified covered veterans which includes, disabled veterans, recently separated veterans, active duty veterans, wartime or campaign badge veterans, or armed forces service medal veterans.

Companies must file an annual VETS-4212 report, which shows the number of qualified covered veterans in their work force by job category, hiring location, and number of new hires, including qualified covered veterans hired during the reporting period and the maximum number and minimum number of employees of such contractor during the period covered by the report. Instructions, information and follow-up assistance is provided at VETS-4212 Internet site at https://www.dol.gov/vets/vets4212.htm or employers may contact the VETS-4212 office at (866) 237-0275 or e-mail at VETS4212-customersupport@dol.gov. A contract cannot be awarded to a contractor that has not submitted a required annual form VETS-4212, Federal Contractor Veterans’ Employment Report (VETS-4212 Report) if subject to the reporting requirements of 38 U.S.C. 4212(d) for that fiscal year.

A confirmation of the VETS-4212 Report filing shall be submitted with the Proposal. If an Offeror is not required to file a VETS-4212 report, the Offeror shall provide an explanation.

This contractor and subcontractor shall abide by the requirements of 41 CFR 60-300.5(a). This regulation prohibits discrimination against qualified protected veterans, and requires affirmative action by covered prime contractors and subcontractors to employ and advance in employment qualified protected veterans.

7. INCURRED EXPENSES

The Government is not responsible for any costs incurred or associated with preparation and submission of a proposal in response to this solicitation.

8. PROJECT PLANS AND SPECIFICATIONS

No plans and specifications will be included in the basic contract. Each task order request for proposal will be issued with its own plans and specifications specific to that project.

9. COMMENCEMENT OF WORK

No work under this contract will commence until such time as the Contracting Officer issues a Task Order, either in writing or orally. Oral task orders will be confirmed by the issuance of a written Task Order within five working days.

10. BASIS OF AWARD

1. The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract; to negotiate with offerors in the competitive range; and to award the contract to the offeror submitting the lowest priced, technically acceptable offer.

2. As stated in the solicitation, the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

3. The LPTA process is selected as appropriate for this acquisition because the best value is expected to result from selection of a technically acceptable proposal with the lowest evaluated price. In order to permit efficient competition, the following methodology will be utilized. Proposals will initially be screened for price and placed in order of price (lowest price to highest price). The number of proposals to be evaluated for technical acceptability may be limited to the lowest priced offer at the discretion of the Contracting Officer. If the number of proposals to be evaluated is limited, the technical proposal shall be provided to the evaluator(s) without any identification of price. If the lowest priced proposal is not found to be technically acceptable then the next lowest priced proposal shall be evaluated. If that proposal is also not found to be technically acceptable, then the process described will be conducted again as many times as necessary, until such time as the Government identifies a technically acceptable proposal. If the Contracting Officer later determines that discussions are necessary, the procedures in FAR 15.306 shall be followed. Accordingly, under this methodology, the technical factors and subfactors of some proposals may not be evaluated by the Navy. If discussions are deemed necessary by the Contracting Officer, all proposals will be evaluated (both technical and price) for the purpose of establishing competitive range. At no time during the technical evaluation will the SSEB be made aware of the offerors’ pricing, nor their particular price ranking.

4. An overall non-price factors rating must be at least “ACCEPTABLE” in order to be eligible for award.

An “UNACCEPTABLE” rating in any factor results in the overall non-price factors proposal being rated “UNACCEPTABLE” unless corrected through discussions. An “UNACCEPTABLE” rating in any subfactor results in the factor being rated “UNACCEPTABLE” and the overall non-price factors being rated “UNACCEPTABLE” unless corrected through discussions. An overall non-price factors rating of “UNACCEPTABLE” makes a proposal ineligible for award. If an offeror receives a “UNACCEPTABLE” rating in any non-price factor, no additional proposal evaluation will be performed. Accordingly, under this methodology, some of the technical factors of some of the evaluated proposals may not be evaluated by the Navy.

11. EVALUATION FACTORS FOR AWARD

1. The solicitation requires the evaluation of price and the following non-price factors:

Factor 1 - Technical Approach

Factor 2 – Experience Factor 3 - Past Performance Factor 4 – Safety

Price

*The distinction between experience and past performance is experience pertains to the types of work and volume of work completed by a contractor that are comparable to the types of work covered by this requirement, in terms of size, scope, and complexity. Past performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.

2. Basis of Evaluation and Submittal Requirements for Each Factor.

(a) Price:

For the purposes of establishing price for this solicitation, the offeror shall provide a proposed percentage for each coefficient ELIN description and multipliers one, two, and three on the “Coefficients and Multipliers” tab of Attachment B, Coefficient Table and Seed Project Proposal. Failure to propose for each coefficient and multiplier will result in the offeror being ineligible for award. The proposed coefficients will become part of the contract upon award and will remain the same for the base year and all options.

On the “Seed Project” tab of Attachment B, Coefficient Table and Seed Project Proposal, the offeror is to enter in their proposed costs for the seed project. The statement of work for the seed project will be provided as Attachment F. The Total Evaluated Price will be the offeror’s total proposed Pre-Priced and Non-Pre-Priced costs of the seed project with the applicable coefficients, city cost index weighted average, multiplier, and sales taxes factored in. Any item descriptions, means item numbers, material, labor, equipment, and other unit costs entered for Pre-Priced items should come directly from R.S. Means.

While filling out both tabs of Attachment B, the offeror shall ONLY fill in grey cells and shall not alter any cells that are not grey. This form contains pre-established mathematical formulas for the express purpose of reducing offerors’ calculation errors and assisting in evaluating the offeror’s price. Revising the formulas, or adding, deleting, or revising any other portion of the form not specified above may result in an unclear or ambiguous price, thereby making the offer ineligible for award without discussions.

Coefficient – A coefficient includes any and all costs (generally indirect costs) above and beyond RS Means bare costs with the exception of specialized costs unique to a given Task Order project (e.g.

specialized training, USL&H insurance, specific environmental permit, etc.). Specialized costs may be negotiated with each Task Order.

Please review section four, Coefficients and Multipliers, and section five, Pre-Priced and Non-Pre-Priced Work of Attachment E, N44255-18-R-5005 Statement of Work for a more detailed description of what should be included in the Pre-Priced and Non-Pre-Priced Coefficients as well as the multipliers for this contract.

(1) Solicitation Submittal Requirements-The offeror’s price proposal shall be separate from the technical proposal. Complete and submit the following:

(i) Cover letter in accordance with FAR 52.215-1(c)(2), including DUNS number

(ii) SF 1442, Solicitation, Offer, and Award Blocks 14 through 20c

(iii) Attachment B, Coefficient Table and Seed Project Proposal

(iv) Letter from the offeror’s surety. The letter should verify the offeror has a minimum of $1,500,000 bonding capacity per project and $20,000,000 aggregate.

(v) Bid Bond in the amount of 20% of the Seed Project.

(vi) Ensure the offeror’s Representations and Certifications, including the supplemental certifications included in Section 00600, are current and posted in SAM.

(2) Basis of Evaluation: The Government will evaluate price based on the Total Evaluated Price of the seed project, as calculated in Attachment B, Coefficient table and Seed Project Proposal. Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:

(i) Comparison of proposed prices received in response to the RFP.

(ii) Comparison of proposed prices with the IGE.

(iii) Comparison of proposed prices with available historical information.

(iv) Comparison of market survey results.

Evaluation of the price proposal will determine the reasonableness, and completeness of the offeror’s proposal.

Evaluation will determine the offeror’s comprehension of the requirements of the RFP as well as to assess the degree to which the proposed price accurately reflects proposed performance.

The Bid Bond will be evaluated for accuracy and completeness in accordance with FAR 28.101.

The letter from the bonding company will be evaluated to assess the risk of the offeror listed in Block 15A of the SF1442 being able to provide sufficient bonding for both individual and multiple task orders during the life of this contract.

Representations and Certifications will be reviewed in SAM to ensure they are complete.

(b) Technical Factors:

Note 1: “Offeror” refers to the entity submitting the proposal, as determined by the name, address, Entity Identifier Number, and Commercial and Government Entity (CAGE) code that appears in Block 14 of the SF 1442 for construction solicitations or Block 15 of the SF 33 for service solicitations. If the offeror's proposal presents the experience, past performance, or safety data of any entity with an Entity Identifier Number or CAGE code that differs from that in the SF 1442 OR SF 33, the information will not be considered unless the offeror establishes a basis for imputing the other entity's data to the offeror. The Government will not assume or independently investigate the existence and nature of a relationship between the offeror and any other entity that has a different Entity Identifier Number and CAGE code. The offeror must clearly explain why another entity's experience, past performance, or safety record is relevant to or indicative of the offeror's ability to perform this contract. A mere statement describing a corporate affiliation is insufficient; the offeror must also establish how the connection or nexus between it and the other entity relates to the offeror's qualifications. The explanation must be included in the Construction Experience Project Data Sheet (Attachment C) required under Factor Two, Experience. An offeror's failure to adequately justify a basis for crediting it with another entity's experience, past performance, or safety data could result in a deficiency, thereby making the offeror ineligible for award without discussions.

Note 2: While the Government may elect to consider data obtained from other sources, the burden of providing detailed, current, accurate, and complete experience, past performance, management, technical, management, safety, and small business utilization information rests with the offeror.

Note 3: The non-price proposal shall be separate from the price proposal. See Section 00100 for additional instructions, format, and submission quantities required for the proposal.

Note 4: The page limitation for each factor/subfactor is provided in the submission requirements for each factor found later in this section. Page limitations will be strictly enforced. Any pages submitted in excess of the page limitations will not be reviewed and any data or material they contain will not be considered. Specific submission items which are excluded from the page count are listed in each factor later in this section.

Note 5: Projects submitted for Factor Two, Experience, shall be the same projects submitted for Factor Three, Past Performance.

Note 6: Failure to meet solicitation submittal requirements may result in an unacceptable rating.

(1) Factor 1, Technical Approach:

(a) Solicitation Submittal Requirements:

The composition and management of the firms proposed as the team for this contract will be evaluated in this factor.

The offeror shall submit the following information:

(1) Provide a narrative describing the proposed primary construction firms for this contract and the rationale for proposing this arrangement. Provide the role, responsibilities, and contractual relationships between the various firms (see FAR Subpart 9.6). The narrative shall also include a simple organizational chart that clearly identifies the lines of authority between the entities. If the experience of an entity is being claimed in Factor Two, that entity must be named in the above narrative and organizational chart.

The technical approach narrative shall be limited to one double-sided page (or two single-sided pages) including the organizational chart. The information requested in item two below is not included in this page limitation.

(2) In addition to the narrative, the offeror shall submit a signed copy of a joint venture agreement, partnership agreement, teaming agreement, approved mentor protégé agreement (MPA), or letter of commitment for each member of the offeror’s team identified above (e.g., joint venture member, partner, team member, subcontractor, parent company, subsidiary, or other affiliated company, etc.).

(b) Basis of Evaluation:

The assessment of the offeror’s technical approach will be used as a means to evaluate the organizational structure and teaming relationships proposed by the offeror. This factor will be rated on an Acceptable or Unacceptable basis.

(2) Factor 2, Experience:

(1) Solicitation Submittal Requirements:

The offeror shall submit the following information:

(i) Construction Experience:

Submit up to five construction projects for the offeror that best demonstrates your experience on relevant projects.

Relevant projects are those that are similar in size, scope, and complexity. For purposes of this evaluation, similar in size, scope, and complexity is further defined as:

Size: Similar in size are projects between $2,000 to $1,500,000. One project shall be over $500,000.

Scope: Similar in scope are general construction projects involving replacement, repair, demolition, or alterations of existing facilities and equipment, such as electrical, mechanical (to include HVAC equipment and controls), fire protection equipment (to include alarm panels and pumps), painting, facility renovation, equipment repair and/or alteration, and other general construction activities. New construction would be limited, and of a straightforward, uncomplicated nature. Work may take place in secure industrial areas.

One project shall be facility renovation, remodel, or repair.

Complexity: Similar in complexity is considered as managing projects with limited site access and lay-down area, compliance with environmental regulations, and work in an industrial environment.

Projects submitted for the offeror shall be completed, or substantially complete, within the past five years of the date of issuance of this RFP. The term “substantially complete” shall mean a construction project with construction of the facility/project more than 80% complete.

Offerors failing to provide relevant projects within the specified time frame demonstrating experience in the above may be rated unacceptable.

A project is defined as a construction project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project;

rather offerors shall submit the work performed under a task order as a project.

The attached Construction Experience Project Data Sheet (Attachment C) is MANDATORY and SHALL be used to submit project information. Except as specifically requested, the Government will not consider information submitted in addition to this form. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed one double-sided page (or two single-sided pages).

For all submitted projects, the description of the project shall clearly describe the scope of work performed and the relevancy to the project requirements of this RFP (i.e.: unique features, area, construction methods).

If the offeror is a Joint Venture (JV) or Mentor Protégé (MP), relevant project experience should be submitted for projects completed by the Joint Venture/Mentor Protégé entity. If the Joint Venture/Mentor Protégé does not have shared experience, projects shall be submitted for each Joint Venture/Mentor Protégé partner. Offerors are still limited to a total of five projects combined. Joint Venture/Mentor Protégé offers must include at least two relevant projects for each partner. If the Joint Venture/Mentor Protégé includes more than two firms, the team's submission shall include at least one relevant project for each firm. Offeror may receive an unacceptable rating if the minimum number of projects for each firm is not submitted.

If an offeror is utilizing experience information of affiliates/subsidiaries/parent companies (name is not exactly as stated on the SF1442), the proposal shall clearly demonstrate that the affiliate/subsidiary/parent firm will have meaningful involvement in the performance of the contract

(2) Basis of Evaluation:

The basis of evaluation will include the offeror’s demonstrated experience and depth of experience in performing relevant construction defined in the solicitation submittal requirements. The assessment of the offeror’s relevant experience will be used as a means of evaluating the capability of the offeror to successfully meet the requirements of the RFP. The Government will only review five projects for construction. Any projects submitted in excess of the five for Construction Experience will not be considered.

(c) Past Performance

(3) Factor 3, Past Performance:

(a) Solicitation Submittal Requirements:

If a completed Contractor Performance Assessment Reporting System (CPARS) evaluation is available, it shall be submitted with the proposal for each project included in Factor Two, construction experience. If there is not a completed CPARS evaluation, then submit Past Performance Questionnaires (Attachment D) for each project included in Factor Two for Construction Experience. The offeror should provide completed Past Performance Questionnaires (PPQ) in the proposal. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror shall complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). The Government may make reasonable attempts to contact the client noted for that project(s) to obtain the PPQ information. However, offerors should follow-up with clients/references to help ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’s point of contact, Amanda Bonus, amanda.bonus@navy.mil.

Offerors may provide any information on problems encountered and the corrective actions taken on projects submitted under Factor Two – Experience. Offerors may also address any adverse past performance issues.

Explanations shall not exceed two (2) double-sided pages (or four (4) single-sided pages) in total.

The Government reserves the right to contact references for verification or additional information. The Government’s inability to contact any of the offeror’s references or the references unwillingness to provide the information requested may affect the Government’s evaluation of this factor.

Performance award or additional information submitted will not be considered.

(b) Basis of Evaluation:

This evaluation will consider how well the offeror’s team performed on relevant projects submitted under Factor Two – Experience and may also consider past performance on other projects currently documented in known sources.

The Government will consider the recency and relevance of the information, the source of the information, context of the data, and general trends in the Contractor’s performance. This evaluation is separate and distinct from the Contracting Officer’s responsibility determination. The assessment of the offeror’s team’s past performance will be used as a means of evaluating the offeror’s team’s probability to successfully meet the requirements of the RFP.

Offerors lacking relevant past performance history will receive a NEUTRAL Confidence rating.

(4) Factor 4, Safety

(a) Submittal Requirements:

The offeror shall submit a narrative that fully describes the safety management system that they will use to oversee the safety compliance and performance of self-performed and sub-contractor performed work and the offeror’s method for qualifying, evaluating, selecting all tiers of sub-contractors. The narrative shall include:

The offeror shall submit the following information:

(1) Experience Modification Rate (EMR); include five previous calendar years’ worth of data [2018, 2017, 2016, 2015, 2014]. This rate compares company’s annual losses in insurance claims against its policy premiums. The offeror may submit an insurance company-provided equivalent rate if no EMR exists. If the offeror has no EMR or premium, for any year, affirmatively state so and explain why. Any extenuating circumstances that affect the EMR and negative trends should be addressed as part of the factor submission.

(2) OSHA Days Away from Work, Restricted Duty, or Job Transfer (DART) and Total Recordable Case (TRC) Rates; submit five previous calendar years’ worth of data [2018, 2017, 2016, 2015, 2014]. If an offeror cannot submit OSHA DART and TRC rates for any year, affirmatively state so and an explanation must be provided. Any extenuating circumstances that affected the OSHA DART and TRC rate data negatively must be addressed as part of this factor submission.

(3) Technical Approach to Safety should describe the plan for safety that will be implemented to evaluate safety performance of potential subcontractors as part of the selection process for all levels of subcontractors. The offeror shall submit a narrative that fully describes the safety management system that they will use to oversee safety compliance and performance of self-performed and sub-contractor performed work. The offeror will describe any innovative methods that will be employed to ensure and monitor safe work practices at self-performed and all subcontractor levels. Additionally, the offeror will describe the methodology to execute an effective program that facilitates sound mishap prevention techniques and processes, employee reporting of unsafe conditions, unsafe activities, and near-miss mishaps. The technical approach to safety narrative shall be limited to two double sided or four single sided pages.

Note: For a partnership or joint venture, the submittal requirements are mandatory for each offeror who is part of the partnership or joint venture; however, only one safety narrative addressing the Technical Approach to Safety is required.

(b) Basis of Evaluation:

The Government is seeking to determine that the offeror has consistently demonstrated a commitment to safety and that the offeror plans to properly manage and implement safety procedures for its self-performed work and the work of its sub-contractors. The Government will overall evaluate the offeror’s safety performance record, safety management system, and the methodology of qualifying, evaluating, selecting and overseeing its subcontractors.

The Government may also consider other sources of information for evaluating safety that may include, but not limited to: OSHA, NAVFAC’s Enterprise Safety Applications Management System (ESAMS) database, NAVFAC’s Contractor Incident Reporting System (CIRS), Contractor Performance Assessment Reporting System (CPARS), and other related databases.

EMR: The Government will evaluate the EMR to determine if the offeror has demonstrated a history of safe work practices taking into account any negative trends and extenuating circumstances that impact the rating.

OSHA DART and TRC: The board will evaluate the OSHA DART and TRC rates to determine if the offeror has demonstrated a history of safe work practices taking into account any upward trends and extenuating circumstances that impact rates.

Safety Technical Approach Narrative: The Government will evaluate the narrative to determine the degree to which subcontractor safety performance will be considered in the selection of all levels of subcontractors on the upcoming project, the degree to which innovations are being proposed that may enhance safety on this procurement and validate the contractor has addressed methodology to be used in the execution of an effective program that facilitates sound mishap prevention techniques/processes, employee reporting of unsafe conditions, unsafe activities, and near-miss mishaps.
