About this file

This is Amendment 0006 to a repair solicitation (N4008525B0010 and N4008525B0051 Specs) issued by NAVPAC Mid-Atlantic for construction work at a military facility. The amendment was effective July 28, 2026, with a proposal receipt deadline of August 12, 2026, at 2:00 PM EST. The solicitation number is N40085-26-R-9050, and the project number is 25-0010. Offerors must acknowledge receipt of this amendment with their proposal submission, and failure to do so may result in proposal rejection.

The amendment addresses six questions and answers clarifying technical specifications and requirements. Key clarifications include: (1) shower pans and walls within shower stalls shall be solid surface, with all other restroom walls tiled; (2) mop sink surrounds shall be precast terrazzo with tiled walls per the janitor room elevation; (3) the Government reaffirmed that source selection requirements cannot be removed, even though offerors were previously selected for the Small Business MACC based on qualifications; (4) piping routing for chilled water, heated water supply, and return lines should be underground from the mechanical building to Mechanical Room 123B as shown on utility plans and floor plans; (5) all walls in rooms 105, 107, and central bathrooms receive the typical restroom tile elevation. The amendment also replaces Section 01 31 50 (Transfer and Acceptance of Military Real Property) with a revised 09/25 version and omits Section 01 78 00 paragraph 3.5 (Real Property Record) entirely.

N40085-26-R-9050 Amendment 0006

CONTINUATION SHEET

1. The specifications N4008525B0010 Specs and N4008525B0051 Specs are amended with the following:

SECTION 01 78 00; Omit paragraph 3.5 REAL PROPERTY RECORD in its entirety.

Omit SECTION 01 31 50 TRANSFER AND ACCEPTANCE OF MILITARY REAL PROPERTY 04/22 in its entirety and replace with SECTION 01 31 50 TRANSFER AND ACCEPTANCE OF MILITARY REAL PROPERTY 09/25 (attached below).

2. QUESTION: Shower Walls/Surrounds Finish Detail A1 on Sheet I-202 shows a typical wall tile pattern. However, the Room Finish Schedules on Sheets I-601 and I-602 do not provide wall tile finish information for the shower pan and shower surrounds. Detail D3/A-403, however, calls for a solid surface shower pan and surrounds.

Please confirm whether our understanding is correct that the shower pan and surrounds are to be solid surface, or if wall tile is also required on the shower surrounds.

ANSWER: The shower pan and walls within the shower stall will be solid surface. All other walls in the restrooms should be tiled.

3. QUESTION: Janitor Room Mop Sink Surround Tile Drawing A2/I-202 shows the typical wall tile pattern for the janitor room. However, no finish detail is provided for the mop sink surround.

Please confirm whether the mop sink surround is to receive the same wall tile finish as the remainder of the janitor room walls, or if it is intended to be finished with solid surface similar to the shower pan and surrounds.

ANSWER: Mop sinks are precast terrazzo per 2.4.10 of 22 00 00. The walls around the sink should be tiles per the typ. Janitor wall tile elevation.

4. QUESTION: When Offerors were selected for this Small Business MACC, we submitted

-Price Proposal. Because our qualifications have been reviewed, accepted and award made based on this criteria, would the Government consider removing the entire Non-Price Proposal requirement from this

ANSWER: A source selection is required for actions valued above $25 million. The requirement cannot be removed.

5. QUESTION: M-111 (Both building drawings) The new Chilled Water Supply and Return and Heated Hot Water Supply and Return show the pipe is entering G702/G703 building in the wrong location. Can the piping routing be corrected to show the correct location for each of these buildings.

ANSWER: Although the roof overhang conceals the piping on Drawing M-111, the piping is routed to Mechanical Room 123B. Provide underground piping from the mechanical building to Mechanical Room 123B as indicated on the Site Utility Plans, mechanical floor plans, and piping diagrams.

6. QUESTION: Are all walls within rooms 105,107, and all central bathrooms receiving the typical restroom tile elevation (Detail A1/I-202)?

ANSWER: That is correct.

7. All other terms and conditions remain unchanged.
