About this file
This is an asbestos and lead-paint survey report for a Bachelor's Enlisted Quarters facility at Camp Geiger, MCB Camp Lejeune, North Carolina, prepared by ECS Southeast, LLC for MBF Architects PA in April 2026. The survey assessed a 36,868-square-foot structure built in 1999, along with two associated buildings (G713 mechanical building and G575 sanitary sewer lift station), to identify asbestos-containing materials (ACMs) and lead-containing paint (LCP) prior to planned renovations. The assessment was limited to the proposed renovation scope of work and utilized Polarized Light Microscopy (PLM) analysis in accordance with EPA-600 methodology for bulk samples submitted to Scientific Analytical Institute, Inc.
The asbestos survey included 48 bulk samples from 19 homogeneous areas analyzed from an initial September 2025 assessment, plus 4 additional samples from a December 2025 destructive sampling event focusing on damp-proofing behind exterior brick veneer and shower pan materials, and 5 samples from G575 evaluated in March 2026. None of the bulk samples contained detectable asbestos concentrations. The lead paint assessment collected paint chip samples analyzed via Flame Atomic Absorption Spectroscopy and found no detectable lead above method detection limits in G702 and G713; however, lead was detected in Lift Station G575 on white CMU interior walls (0.074%) and white pump piping in the exterior wet well (0.0051%). The report notes that unseen ACMs may remain in inaccessible areas such as sub-grade walls and areas behind exterior walls, and recommends that any suspect materials discovered during construction activities be presumed to contain asbestos and sampled immediately prior to disturbance in accordance with 29 CFR 1926.1101. Work disturbing lead-containing paint at G575 is regulated under OSHA 29 CFR 1926.62.

"ONE FIRM. ONE MISSION."
EXECUTIVE SUMMARY
The subject property is improved with a Bachelor's Enlisted Quarters located at Camp Geiger in MCB Camp Lejeune, Onslow County, North Carolina. The structure consists of 36,868 square feet and was reportedly originally constructed in 1999. G713 is a separate mechanical building that services G702.
G575 is a sanitary sewer lift station that services G702. At the time of our survey, the subject buildings were occupied and are currently scheduled to be renovated.
The purpose of the survey was to determine whether asbestos-containing materials (ACMs) and lead-containing paint (LCP) are present on the subject property. The assessment was limited to the proposed renovation scope of work.
Asbestos Survey
On September 17, 2025, Mr. Braxton B. Dawson, an accredited inspector, performed the initial asbestos assessment. A subsequent destructive sampling scope was performed on December 30, 2025 to determine if damp-proofing on CMU behind exterior brick veneer contained asbestos. The destructive assessment also included shower pans and vanity mirrors inside the living quarters. Lift station G575 was evaluated on March 30, 2026 as part of this renovation project. Bulk samples were submitted to Scientific Analytical Institute, Inc. (SAI) in Greensboro, North Carolina for analysis via Polarized Light Microscopy (PLM) in accordance with the current EPA-600 methodology.
A total of 48 bulk samples from 19 homogeneous areas were submitted to the laboratory, of which 54 layers were analyzed from the first sampling event. For destructive testing, 4 more bulk samples from 2 homogeneous areas were submitted to the laboratory, of which 8 additional layers were analyzed.
5 samples were submitted and analysed from G575. Based on the laboratory analysis of the bulk samples collected during the survey, none of the materials were reported to contain asbestos.
Due to inaccessibility or the destructive means that asbestos sampling requires, unseen ACMs may remain within the building hidden behind inaccessible areas, which include, but are not limited to, sub-grade walls, structural members, topping slabs, sub-grade sealants, flooring located below underlayments, areas behind exterior walls, pipe trenches, and subsurface utilities.
If suspect materials are discovered during construction activities, they should be presumed to contain asbestos and be treated as ACMs or be sampled immediately upon discovery and prior to disturbance for asbestos content by an accredited or certified asbestos inspector in accordance with 29 Code of Federal Regulations (CFR) 1926.1101.
Lead Paint Survey
The lead paint assessment was conducted by the collection of paint chip samples from suspect lead paint materials. The paint chip samples were submitted to a laboratory that participates in the American Industrial Hygiene Association (AIHA) Environmental Lead Proficiency Analytical Testing (ELPAT) Program for analysis of lead concentration (percent by weight) using Flame Atomic Absorption Spectroscopy.
April 23, 2026 ii
Based on laboratory analysis of the paint chip samples collected and analyzed for lead content, lead was not detected above the method detection limit for the samples collected from G702 and G713.
However, lead was detected above the method detection limit at Lift Station G575. The following components sampled from G575 were reported as lead-containing paint:
• White CMU Walls - Interior Walls
• White Pump Piping - Exterior Wet Well
Paint and surface coatings that contain detectable concentrations of lead are considered “lead-containing paints.” Since OSHA has no specific action level for lead in paint, all paint on the site found to have a measurable concentration of lead should be assumed to be lead-containing. Work performed that may disturb lead-containing paint is regulated under OSHA, as referenced under 29
CFR 1926.62.
The executive summary is an integral portion of this report; however, ECS recommends that the report be read in its entirety.

1.0 SITE DESCRIPTION
The subject property is developed with a Bachelor's Enlisted Quarters (BEQ), building G702, located at Camp Geiger on Marine Corps Base (MCB) Camp Lejeune in Jacksonville, Onslow County, North Carolina. Based on the information available, BEQ G702 comprises approximately 36,868 square feet of space and was reportedly constructed in 1999. G713 is a separate mechanical building that services G702. G575 is a sanitary sewer lift station that services G702. The buidlings are currently occupied and are slated for renovations. ECS was requested to conduct an asbestos and lead paint survey prior to the proposed renovations.
The exterior is comprised of a brick facade, with slab-on-grade, and a metal roof. Interior finishes consist of suspended ceiling tiles, concrete masonry unit (CMU) block, gypsum wallboard, ceiling texture, and coated concrete floors.
2.0 PURPOSE
The purpose of the Asbestos and Lead-Paint Survey was to identify asbestos-containing materials (ACM) and lead-containing paint (LCP), which may require special handling and/or disposal if disturbed during construction activities. The identification of ACMs requires trained labor, regulated work practices, and special disposal. The identification of LCP or other lead hazards requires disclosure to contractors and monitoring of lead exposure. The assessment was limited to the proposed renovation scope of work.
3.0 METHODOLOGY
ECS performed the authorized Scope of Services in general accordance with our proposal, standard industry practice(s) and methods specified by regulation(s) for the identification of ACMs and LCPs.
3.1 Asbestos-Containing Materials
The non-invasive asbestos survey was performed by Mr. Braxton B. Dawson (NC Asbestos Inspector No. 12830) on September 17, 2025. A subsequent destructive sampling scope was performed on December 30, 2025 to determine if damp-proofing mastic on CMU behind exterior brick veneer contained asbestos. The destructive assessment also included shower pans and vanity mirrors inside the east squadron bay bathrooms on the second floor. Lift station G575 was evaluated on March 30, 2026 as part of this renovation project. The survey consisted of observing the accessible areas of the buildings for the presence of suspect materials that may contain asbestos. The survey involved detecting both friable materials (materials that can be pulverized or reduced to a powder by hand pressure when dry) and non-friable materials (materials that pose a hazard when sawn, sanded, drilled, or pulverized). Homogeneous materials (based on material type, color, texture, etc.) were identified during the survey.
The EPA National Emissions Standard for Hazardous Air Pollutants (NESHAP) requires a survey for asbestos before renovation or demolition. Demolition is defined under NESHAP as the removal of a load-bearing structural member, and renovation is an action that disturbs building materials. Based on requirements under NESHAP and the North Carolina Asbestos Hazard Management Program (AHMP), administered by the Health Hazards Control Unit (HHCU) for renovation or demolition
April 23, 2026
ECS Project # 49:26342 activities, ECS conducted a limited survey for potential ACM. The ACM survey was limited in that we did not conduct demolition, such as jack/sledgehammering, to expose potentially concealed materials. Samples were collected in general accordance with Environmental Protection Agency (EPA) Standard 40 CFR 763 Subpart E, Asbestos Hazard Emergency Response Act (AHERA), and Occupational Safety and Health Administration (OSHA) Standard 29 CFR 1926.1101 Inspection Protocol.
Representative bulk samples were collected, placed in sealed packages, and submitted to SAI for analysis using the Environmental Protection Agency (EPA) recommended method of Polarized Light Microscopy (PLM) coupled with dispersion staining (Method No. EPA 600/R-93/116). SAI participates in the National Voluntary Laboratory Accreditation Program (NVLAP). Their NVLAP accreditation number is 200664-0. Several of the samples were layered and analyzed as multiple samples. EPA regulations require collecting multiple samples of each homogeneous area for laboratory analysis. The material type, sample location, and analytical results of each bulk sample are also summarized in the attached Asbestos Bulk Analysis report in Appendices.
Samples were analyzed using the “Positive Stop” methodology. If one sample of a homogeneous material is reported to contain asbestos, the remaining samples are not analyzed. If one sample of a material from a homogeneous area is reported to contain greater than 1% asbestos, then by EPA definition, it is characterized as an ACM regardless of additional analysis.
During the survey, ECS attempted to identify suspect ACMs in readily accessible areas. However, due to the destructive means required to identify some materials, certain areas were deemed inaccessible (i.e. behind walls or sub-grade materials) and were not surveyed for suspect ACMs.
3.2 Lead in Paint and Surface Coatings
ECS completed a lead paint screening within the buildings as part of our assessment activities. The collection of representative paint chip samples was performed throughout G702, G713 and G575.
Samples collected were containerized, labeled, and transported to SAI. Each of the paint chip samples was subsequently analyzed for the presence of lead, reported in percent lead by weight, via EPA Method SW 846, 7000B (Flame AAS). The chain-of-custody, which includes sample numbers and sample locations, is included in an Appendix of this report.
4.0 RESULTS
The following is a summary of laboratory results, findings and observations.
4.1 Asbestos Sampling
In total, 48 bulk samples from 19 homogeneous areas were submitted to the laboratory, of which 54 layers were analyzed from the first sampling event. For destructive testing, 4 more bulk samples from 2 homogeneous areas were submitted to the laboratory, of which 8 additional layers were analyzed.
5 samples were submitted and analyzed from G575.
An ACM is defined as any material containing more than one percent (>1%) asbestos as determined using the method specified in Appendix E, Subpart E, 40 CFR Part 763, Section 1, PLM. The U.S. EPA categorizes ACM as follows:
April 23, 2026
• Friable ACMs are defined as any ACM that, when dry, can be crumbled, pulverized, or reduced to powder by hand pressure. Non-friable ACMs are defined as any ACM that, when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure.
• Category I non-friable ACM includes packings, gaskets, resilient floor coverings, and asphalt roofing products containing more than one percent (>1%) asbestos.
• Category II non-friable ACM is listed as any material, excluding Category I non-friable ACM, containing more than one percent (>1%) asbestos.
Regulated Asbestos Containing Materials (RACM) are friable ACM or non-friable ACM that will be or has been subjected to sanding, grinding, cutting, or abrading, or has crumbled, been pulverized, or reduced to powder in the course of renovation and/or demolition operations.
SAI submitted a signed final laboratory report to ECS on September 25, 2025, January 6, 2026, and April 2, 2026. None of the bulk samples submitted for analysis were reported to contain asbestos in detectable concentrations. A complete list of the sampled materials submitted for analysis and sample locations is included below. Photographs of representative building materials are located in Appendix III of this report.

4.2 Suspect or Assumed Asbestos-Containing Materials
Due to the inaccessibility or the destructive means that asbestos sampling requires, additional suspect ACMs may remain within the building hidden behind inaccessible areas that include but are not limited to, sub-grade walls, structural members, topping slabs, sub-grade sealants, flooring located below underlayments, areas behind exterior walls, pipe trenches, and subsurface utilities, etc.
These areas were deemed inaccessible and were not assessed.
If these materials are discovered during construction activities, they should be presumed to contain asbestos and be treated as ACMs or sampled immediately upon discovery and prior to disturbance for asbestos content by a certified asbestos inspector in accordance with 29 CFR 1926.1101.
The results of the destructive testing are as followed:
• Black damp-proofing mastic was sampled on the CMU behind exterior brick veneer. The mastic was not reported to contain asbestos.
• Shower pan membranes and mastic were not observed in the bathrooms tested. Samples of tile, grout, and mortar bed were submitted and reported to be negative for asbestos.
• The vanity mirrors in the living quarters were determined to be mechanically fastened.
Mirror mastic was not observed.
4.3 Lead in Paint and Surface Coatings
Paint and surface coatings that contain detectable concentrations of lead are considered to be “lead-containing paints” (LCP). Because OSHA has no specific action level for lead in paint, all paint on the site found to have measurable lead concentrations should be assumed to be lead-containing.
Work performed that may disturb lead-containing paint is regulated under OSHA, as referenced under 29 CFR 1926.62.
Based on laboratory analysis of the paint chip samples collected and analyzed for lead content, lead was not detected above the method detection limit for the samples collected from G702 and G713.
However, lead was detected above the method detection limit at Lift Station G575.

5.0 RECOMMENDATIONS AND REGULATORY REQUIREMENTS
Based on our understanding of the purpose of the Asbestos and Lead-Paint Survey, the results of laboratory analysis, and our findings and observations, ECS presents the following recommendations.
5.1 Asbestos-Containing Materials
None of the bulk samples submitted to Scientific Analytical Institute, Inc. were reported to contain detectable concentrations of asbestos. If additional suspect asbestos-containing materials are uncovered which were not accessible during this sampling event, it is recommended that these materials be sampled or tested immediately upon discovery for asbestos content by an asbestos inspector in accordance with 29 CFR 1926.1101.
5.2 Lead in Paint and Surface Coatings
Based on laboratory analysis of the paint chip samples collected and analyzed for lead content, lead was not detected above the method detection limit for the samples collected from G702 and G713.
However, lead was detected above the method detection limit at Lift Station G575. The following components sampled from G575 were reported as lead-containing paint:
• White CMU Walls - Interior Walls
• White Pump Piping - Exterior Wet Well
The presence of lead is a concern primarily when conditions exist where it may be inhaled or ingested.
Regardless of the analytical results of a material, all painted and/or glazed surfaces may still contain concentrations of lead in the paint, which, when disturbed, may generate lead dust greater than the Permissible Exposure Limit (PEL) of 50 micrograms per cubic meter (ug/m3) as an 8-hour Time Weighted Average (TWA) established by the OSHA “Lead Exposure in Construction Rule (29 CFR 1926.62).”
April 23, 2026
The OSHA standard gives no guidance on acceptable levels of lead in paint at which no exposure to airborne lead (above the action level) would be expected. Rather, OSHA defines airborne concentrations and references specific types of work practices and operations from which a lead hazard may be generated (reference 29 CFR 1926.62, section d). Environmental and personnel monitoring should be conducted during any removal/ demolition process (as appropriate) to verify that actual personal exposures are below the PEL of 50 µg/ m3 as an 8-hour TWA. Under OSHA requirements, the contractor performing renovation work will be required to conduct this monitoring and follow applicable requirements under 29 CFR 1926.62 if disturbing lead-containing paint.
