About this file
This is Amendment 0009 to solicitation N4008525R2532, issued on 09 April 2026 by NAVFACSYSCOM MID-ATLANTIC for a Design-Bid-Build project to construct the 10th Marines Maintenance and Operations Complex at Marine Corps Base Camp Lejeune, North Carolina (WON 1760523).
The amendment extends the proposal response due date from 14 January 2026 to 23 April 2026 and incorporates discussion questions for offerors in the competitive range, revisions to Instructions to Offerors and Evaluation Factors for Award, and revised responses to Pre-Proposal Information (PPI) questions. Key submittal requirement changes include the addition of CMMC unique identifier (CMMC UID) in accordance with DFARS 252.204-7025 on the cover page and in the SF 1442. The project schedule evaluation baseline is revised from an estimated February 2026 award date to approximately 30 June 2026. Contract pricing will be based on a Price Proposal Form with completion of all contract line item numbers (CLINs). Offerors must submit a bid guarantee of 20 percent of total project bid price or $3 million, whichever is less, along with proof of SAM registration, FAPIIS certification, VETS-4212 filing confirmation, and Responsibility Determination Information. The total contract duration is 1,241 calendar days. PPI responses clarify that demolition of up to nine buildings is within scope; fly ash remediation will utilize densified aggregate piers rather than mass removal; and Explosive Safety Site Plan submissions are required only for the HP500 site and Building 1337 (P1495 MILCON) area within the DD Maneuver Area.

Amendment 0002. The Geotech report confirms that there is fly ash present at the P1556 sites.
Fly ash will NOT need to be removed from the project area in mass as buildings constructed on deeper depths of uncontrolled fill, including fly ash, will have foundations supported on densified aggregate piers.
