09/18/25 17 00 01 15 1.2 00 01 15 - 1.2 provides a list of packages and associated drawings. There are 10 packages identified (A1 Field

Maintenance Shop, A2

Humidity Controlled

Warehouse, A3 NMSIS

Shelter, A4 Artillery Shelter, A5 B1337 Addition, B1

B1445 Addition, C1 HP500

Addition, D1 B1450 Addition, D2 Hazard Materials Bldg, Site). These associated with

Attachment I provided.

However, there are only 9

Attachment I files. It appears the "Site" package listed in 00

01 15 - 1.2 was not provided or incorporated in one of the other Attachment I files. Can you please provide the "Site" package?

Site drawings were mistakenly omitted and have since been added (Amendment 0002).

09/18/25 12 00 01.00 20

& 01 30 02.00

Both 01 30 02.00 and 12 00

01.00 20 note for the

Contractor to hire an Interior

Designer & AV Designer to perform the design, validation and the best value determination of the FF&E and AV packages. The cost for this is to be included in the base CLIN.

There are several base CLINS one for each of the various buildings but only two FF&E and two AV Planned MODs.

Please confirm that the

Design, Validation, and BVD does not need to be packaged by each building and would allow to be procured as one best value determination package similar to the CLIN rather than by Building. By building may add unnecessary costs.

Assume one package per phase for AV, and one package per phase for FF&E.

09/18/25 01 35 26 01 35 26 - 1.7.1.1 notes to provide a minimum of one

SSHO at each Project Site to function as the SSHO. Please define project site, is all of

Phase 1 considered one project site and Phase 2 is another, and is HP500

Armory is a separate site?

Phase 1 and Phase 2 will be considered a single site. HP500 will be considered a second site requiring a separate SSHO.

09/18/25 6 01 45 00 1.6.1.1 01 45 00 - 1.6.11 notes the

QC Manager is to serve as the

SSHO as detailed in 01 35 26.

01 35 26 does not state the

SSHO can be the QC

Manager. Further it states the

QC Manager may perform the duties of the Project

Superintendent.

Please confirm the minimum requirements are a Dedicated

Superintendent, SSHO, and

QC Manager.

Confirm minimum requirement is for separate, dedicated superintendent, SSHO, and QC

Manager.

09/24/25 Drawing s

All drawing sets except

C1_Hp500 are missing Civil drawings. Please provide.

Site drawings were mistakenly omitted and have since been added (Amendment 0002).

09/24/25 1 01 11 00 1.2 Paragraph 1.2 refers to a phasing schedule within the

"attached project description".

Please provide attachment. It is unclear if the HP500

Armory Bldg and site work is subject to phasing.

Additionally, Sec 01 14 00, para 1.2 states all Phase 1 facilities must be complete prior to beginning construction or demolition on

Phase 2 facilities. Must all

All HP500 Armory work is to be included as part of project Phase

2. Site work to be complete for completion of Phase 1.

Phase 1 site work be completed as well?

09/24/25 Page 10 00 21 00 Factor 3, Safety

As written, the Basis of

Evaluation for Safety rates

(DART and TCR) appears to favor declining trends over consistently very low rates.

This suggests an Offeror whose rates trend from

Moderate Risk to Low Risk may receive a higher rating than an Offeror whose rates remain Very Low Risk year-after year. As this is counter to the Government's intent to hire the safest contractors, please consider revising the wording.

DART and TCR trends that remain at Low Risk or Very

Low Risk for the five (5) previous complete calendar years indicated in the

Solicitation may also indicate a

Strength.

PPQs (for Projects submitted under Factor 1) previously submitted for other RFPs will be considered so long as they follow all requirements in the

RFP, are submitted on attachment D, and are NOT incorporated simply by reference.

09/25/25 Solicitation After review of the files provided in the solicitation package, it seems that the site drawings are missing. Can

NAVFAC please provide those as soon as possible for contractors' use in developing our pricing and schedule for this opportunity?

Site drawings were mistakenly omitted and have since been added (Amendment 0002).

Site and HazMat drawings were mistakenly omitted and have since been added (Amendment

0002).

10/01/25 5 1 1.1 (RFP) The solicitation states it is being issued as

"unrestricted full and open competition" (first sentence).

The second sentence states the

NAICS code is 236220 and the size standard is $45M, which represents "small business". Which is correct?

Both are correct. This solicitation is being issued as unrestricted for full and open competition. The NAICS Code for this solicitation is 236220 with a Size Standard of

$45,000,000.

10/01/25 8 (i) From the RFP: Size: A final construction cost of $50 million dollars or greater.

Final construction cost is defined as the total price paid by the customer for the construction services, including original contract award amount and any modifications executed during performance. Would the government consider laxing the construction cost to $20M or maybe $25M. We have a number of these projects that we could submit and our current bonding capacity would allow for a single project aligning with the magnitude stated within the

RFP. Please advise.

The requirement remains unchanged, please bid per RFP.

Shelters, B1 Comms/Electric, and D1 Building 1450 call for densified displacement aggregate pier foundations.

The notes in the structural indicated we are to provide a load transfer platform for the aggregate piers, however there are no details on thickness or specs on material. Please provide.

The load transfer platform is required for the floor slab areas only. Floor slab design is based on the installation and approval of densified displacement aggregate piers (DDAPS) for the entire building floor slab system as recommended in the AECOM geotechnical engineering report revision dated 30 January 2024 and as specified. A load transfer platform must be provided for the DDAPS over the entire building floor slab area. The load transfer platform must consist of a minimum 12 inches of no. 57 stone. Additional thickness of the load transfer platform must be provided at no additional cost to the government, if required by the aggregate pier designer of record.

10/07/25 Specification section 31 67 00 para 1.4 provides design criteria for densified displacement aggregate piers.

It includes design criteria for

"B1 Comm/Electric" building.

B1 in the general sheets is labeled as the addition to bldg

1445. The structural foundation notes in the drawings for B1445 addition do not indicate densified displacement aggregate piers are required, as the other buildings do. Please confirm aggregate piers are required for bldg 1445 and if so, please provide a revised S-101 with a note indicating such.

Building B1, Sheet S-002, 2.0

Foundation, Note 2.0.1 states

"FOUNDATION DESIGN IS

BASED ON MAXIMUM NET

ALLOWABLE SOIL

BEARING PRESSURE OF

4,000 PSF TO BE PROVIDED

AND APPROVAL OF

DENSIFIED DISPLACEMENT

AGGREGATE PIERS

(DDAPS) FOR THE ENTIRE

BUILDING FOUNDATION

SYSTEM AS

RECOMMENDED IN THE

AECOM GEOTECHNICAL

ENGINEERING REPORT

REVISION DATED 30

JANUARY 2024 AND AS

SPECIFIED. ALL WALL AND

COLUMN FOOTING MUST

BE SUPPORTED ON DDAPS."

This note along with the geotechnical report states that

Building B1 (B1445 addition) requires DDAPS for foundations. DDAPS under slab for B1 are not required.

10/07/25 Page 41 03 30 00 3.10.2 This specification provides floor flatness (Ff) and Floor

Levelness (FL) values for both conventional and industrial construction. Please clarify which type of construction is to be assumed for each building.

The specified minimum conventional values (20/15) should be used for all buildings.

10/07/25 Page 35-

03 30 00 3.5.8 Specification 03 30 00 - 3.5.8 requires reinforcement bending to be done in the shop. Please confirm bending of reinforcing bars cannot be performed in the field.

Shop bending of reinforcing bars is preferred but field bending would be allowed for bars #5 or less provided minimum bend radius or other ACI requirements are met.

10/07/25 A/R 32 13 13.06 &

03 30 01

A/R Spec section 03 30 01 is not a typical specification and could be considered redundant with

32 13 13.06. Which specification is to be applied to what Drawing Packages or

SOW, and in the event of a conflict, which one has a higher order of precedence?

The spec. sections apply to differing work, though there is some overlap. Section 03 30 01 governs non-pavement applications unless a specification clearly states it is for a type of application.

Section 32 13 13.06 governs pavement.
