About this file

This document is an Amendment (0012) to Solicitation N4008525R2523 for the P-1458 2nd Radio Battalion Complex, Phase 2, Parachute and Supply Facilities project at Marine Corps Base Camp Lejeune, North Carolina. The amendment provides responses to Pre-Proposal Inquiries (PPIs) addressing multiple technical and procedural questions, including clarifications on geotechnical engineering restrictions, drawing interpretations, quality control specialist requirements, and environmental compliance standards. Key clarifications include: confirmation that contractors are prohibited from hiring the geotechnical engineer who previously provided project data, specification that drawings are for informational purposes only, requirements for separate QC Manager, SSHO, and Superintendent roles, mandatory SSPC QP9 and QP1 certifications for contractors performing surface preparation and applicable work, and confirmation that PFAS contaminated soil is considered hazardous and cannot be disposed of as surplus soil.
