About this file
This is a Price Schedule document for Project P1458 2nd Radio Battalion Complex at Camp Lejeune, North Carolina. The price schedule includes detailed line items for a comprehensive construction project, with a base price covering the entire work and specific subtotals for various project components such as Parachute Maintenance with Paraloft facility, Supply facility, facility sitework, and project design. Additional line items provide unit pricing for geotechnically unsuitable soil removal (2,000 cubic yards) and non-hazardous contaminated soil media disposal (500 tons).
The document includes two optional planned modifications: Option 1 covers Audio Visual System equipment with a government estimated price of $14,396, and Option 2 covers Furniture, Fixtures, and Equipment (FF&E) with a government estimated price of $217,079. Offerors may propose a Handling and Administration Rate (HAR) not exceeding 5% for these options. The government reserves the right to award these optional line items within 365 calendar days after the contract award, with the contract completion date remaining 780 days after award. The pricing structure allows for precise cost breakdown and potential flexibility in project execution.

GENERAL BID NOTES
a. Award will be made on the total sum of Contract Line Item 1; and the extended total under Contract Line item 1E, 1F, and 1G. For CLIN 1E, 1F and 1G, enter unit price and extended total in space provided. If there is a difference between a unit price and the extended total, the unit price will be held to be the intended bid and the total recomputed accordingly. If an Offeror provides a total but fails to enter a unit price, the total divided by the specified quantity will be held to be the intended unit price.
b. The Government reserves the unilateral right to award CLIN 0002 and CLIN 0003 to the Contractor at the proposed price within 365 calendar days after the contract award. A firm fixed proposed price is required for CLIN 0001. No provision is made for economic price adjustment. If Options are exercised, the contract completion date remains 780 days after award of the contract.
c. Evaluation of Options (JUL 1990). Except when it is determined in accordance with FAR 17.206(b)
Evaluation not to be in the Government's best interest, the Government will evaluate offers for award purposes by adding the price for the Option(s) to the total price for CLIN 0001. In accordance with FAR
52.217-5 Evaluation of Options, evaluation of options will not obligate the Government to exercise the
Option(s).
d. The Government may reject an offer as nonresponsive if it is materially unbalanced as to prices for the basic requirement and the option quantities. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work.
OPTION BID NOTES
These notes apply to Planned Modification CLINs.
a. The estimated amount for FF&E and AV has been supplied by the Government, to provide offerors with the projected magnitude of effort. The estimated amount includes the actual cost of the FF&E including freight and installation charges. The Government FF&E and AV Estimate is only an estimated amount.
b. If awarded, line items will be funded separately after completion of FF&E and AV design package review by the Government, and receipt of appropriate funding by the Government. Requirements and details are provided in E20, FURNISHINGS and E10, EQUIPMENT.
c. Bonding
i. No Bonding for FF&E at Time of Construction Contract Award
FAR 28.102-1(a) requires that performance and payment bonds be included in all construction contracts exceeding the SAT, except under the conditions listed. Since the FF&E Option Item is not part of the original contract award, the Construction Contractor must not be required to secure bond for the FF&E at the time the basic contract is awarded.
ii. Additional Bond at FF&E Option Item Award
FAR 28.102-2(d) requires the Government to secure additional bond from the Construction Contractor for any contract price increases. Therefore, an increase to the original contract bond is required at the time of the FF&E Option Item award, to protect the Government against the Construction Contractor not providing
FF&E ordered and to ensure that the FF&E vendor(s) receive payment if the Construction Contractor goes out of business. The increased cost of the bond must come from the FF&E funding source and is not a part of the Construction Contractor’s HAR.
iii. Bonds Required by the Construction Contractor
If the Construction Contractor requires bonding from the FF&E subcontractor(s), the cost must be covered in the Construction Contractor’s HAR.
d. Offerors may propose a Handling and Administration Rate (HAR) for the FF&E and AV not to exceed 5 percent. This fee will account for all administrative costs, overhead, bonding fees, administration of subcontracts, profit, and any other costs associated with and related to the coordination and processing of the procurement and installation of FF&E and AV. The proposed HAR percentage will be incorporated into the contract award and will not be adjusted regardless of fluctuations from the estimate amount for the
FF&E and AV. The proposed HAR is a fixed rate.
e. The Government is not obligated to award the Option line item(s). Should the Government choose to award the Planned Modification, the line item will be awarded as a negotiated modification to the contract/task order. The Contractor's proposed HAR will be applied to all vendor/supplier costs for the FF&E and AV.
f. If awarded, the FF&E and AV modification will be awarded at least six months prior to the contract completion date. A minimum of six months is required for the Contractor to purchase, deliver and install the FF&E and AV without impacting the overall completion date of the project. The Contractor's schedule must assume the award of the FF&E and AV as a modification. No schedule extensions will be granted if the modification is awarded at least six months prior to the contract completion date. If the Government decides to negotiate and award the furniture modification with less than six months prior to the contact completion date, the Contractor may be entitled to a contract extension and extended field overhead. A contract extension and extended field overhead will only be granted in those cases where the Contractor demonstrates that an accepted Final FF&E and AV packages were submitted within the approved schedule deadlines and sufficient lead time for the FF&E and AV is not available and the Government's award of the modification is in the last six months of the contract.
