About this file

This document is Amendment 0004 to Solicitation N4008525R2523 for a Design-Build project at Marine Corps Base Camp Lejeune, North Carolina. The amendment provides responses to 178 Pre-Proposal Inquiries (PPIs) addressing various technical, architectural, and construction details for two primary facilities: a Parachute Maintenance Facility with Paraloft and a Supply Warehouse for the 2nd Radio Battalion.

Key clarifications include specifications for building materials, mechanical systems, electrical requirements, interior finishes, equipment installations, and design compliance with the Base Exterior Architectural Plan (BEAP). Notable items include confirming ground face concrete masonry unit (CMU) wall treatments, clarifying mechanical equipment placement, addressing floor coating systems, verifying parachute drying tower construction requirements, and resolving conflicts between room requirements and technical specifications. Some technical details remain pending resolution, indicating ongoing design refinement. The amendment extends the solicitation due date to 07 May 2025.

Part 3, Chapter

3.0 Site

Analysis

This indicates the contractor is responsible for verifying adequate capacity of the stormwater control measures (SCMs) that are being constructed by RQ. If the SCMs are not adequate to meet state requirements, this section indicates the contractor is responsible for making changes to the SCMs. It ia not clear if the current stormwater permit has accounted for the Parachute and

Warehouse buildings. Please confirm the existing stormwater permit includes the Parachute and

Warehouse buildings in which case the requirement to verify the capacity of the current infrastructure would not be required?

The SCMs constructed as part of P1458 Phase I account for the Parachute and Warehouse

Buildings. The KTR/ DOR is responsible for submitting a stormwater redevelopment permit to document the impervious area for P1458

Phase II.

2 Site Survey

The current construction project develops the majority of the site infrastrucure. Will the design-build team, awarded this project, have access to current survey information and or as-built surveys in order to design the facilities under this contract?

The KTR is responsible for field verifying all utilities prior to design/ construction. The use of existing survey data, design data, and/or as-built data (if provided) does not relieve the

KTR/ DOR from verifying existing conditions prior to design/ construction and providing a current topographic survey.

3 Part 6 Chapter B

Drawings

The RFP includes site plans in part 6 by RQ design, please confirm these plans detail a separate project. Please also confirm references in these plans to a "future project" are refering to scope under this solicitation.

The site plans detail a separate project. The items denoted as

"future project" refers to the scope under this solicitation, but shall not be construed as the only requirement of this RFP.

4 Part 6 Chapter B

Drawings

The current construction project develops the majority of the site infrastrucure. Should bidders assume the work will be completed as shown in the provided part 6 civil plans prior to award of this solicitation?

Yes, assume the work will be completed prior to award of this solicitation.

General

Require ments

General

Requireme nts

On page 3 of the General

Requirements, it states that

Offerors are to submit their bid bond via "an electronic copy with the price proposal form and a hard copy of your bid bond must be submitted to the address listed in the title above, within three (3) days after the due date and time for receipt of proposals."

However, page 7 does not mention the mailed bid bond under Bid Guarantee. Please confirm that Offerors are expected to mail a hard copy of the bid bond.

Offeror only required to submit electronic copy of bid bond.

1 Part 3 2.0 Project

Objectives

In Part 3, 2.0 Project Objectives, Page 1, it states, “Requirements stated in this RFP are minimums.

Innovative, creative, and effective solutions which meet or exceed these requirements, are encouraged.” Including this reference and all other “or exceed” instances in the RFP, please confirm that the technical evaluation criteria does not include “exceeding RFP requirements” as betterments, strengths or additional considerations to offers who provide design features that are in excess of the RFP as a basis of award.

1.3.1.1

Specification section 01 14 00

1.2.1.2.1 & 1.3.1.1 states that the workforce must be performed by

US citizens. This is not a typical requirement for Camp Lejeune and would greatly limit subcontractors' workforce, likely resulting in substantially higher costs to the Government. Please clarify that the workforce is not limited to US citizens only.

PENDING

01 45 00 1.6.1.4 Specification section 01 45 00 states to provide a separate full-time QC manager at the Parachute

Maintenance with Paraloft

Facility and the Supply

Warehouse. Due to the close proximity of these buildings, typically only one (1) QC

Manager would be needed to cover both buildings. Please confirm that a dedicated QC

Manager is required at each building for a total of two (2) QC

Managers for this project.

Yes, one full time QC Manager is acceptable.

01 45 00 1.6.5 Specification section 01 45 00

1.6.5 states to provide a full-time assistant to the QC Manager.

Please clarify if the assistant to the QC Manager may perform other roles or must be dedicated to assisting the QC Manager.

01 45 00 1.6.8 Specification section 01 45 00

1.6.8 provides a table of QC

Specialists for Civil, Mechanical, Electrical, Telecommunications, Structural, Architectural, Submittals and Concrete, Pavement and Soils. However, the Frequency requirement for each of these specialists is blank.

(A) Please confirm all of these

QC Specialists are required as outlined in the table.

(B) If required, please provide the

Frequency requirement for each

QC Specialist.

(A). QC Specialists are required as outlined in the table. (B).

Frequency of QC surveillance and inspection will be once a week during installation and full-time during testing during installation and including final inspection.

Heads)

The Room Requirements for the

Male and Female Heads in the

Parachute and Supply Buildings call for a Prefabricated 14 Gauge

Stainless Steel Shower Unit.

However, also within the same

Room Requirements, it states to provide a solid surface shower enclosure per C301090. Please confirm that all showers require the solid surface shower enclosure.

Showers require solid surface shower enclosure.

C3040

C3040 Interior Coatings and

D102002

D102002 Overhead Cranes states the Construction Contractor must hire a 3rd party to perform Crane certification and that OSHA recognized the Navy Crane

The Affinity Diagram for the

Please confirm if this design strategy is intentional, or should the interior room layouts be configured to locate the building entry on a facade away from the

Mechanical Yard?

Affinity diagrams are notional ment to convey relationships between programmed space.

The final layout and design is the responsibility of AE2.

633 Part 3, Chapter

ESR B20 B201001 Exterior Enclosure states, "Provide Exterior Closure system to match the exterior of surrounding buildings in the

Wallace Creek. These guidelines also require other building design consideration such as “Entrances must be formal, clearly identifiable and located toward the most common approach, preferably facing the public way or open space, security requirements, and anti-terrorism standards”. The Part 6, Ch C

Affinity Diagrams provided for

Supply Warehouse and the

Parachute Maintenance with

Paraloft facilities indicate, what are interpreted to be, primary building entrances location far from center on the building facade, which does not meet the formal symmetry typical of the prescribed BEAP Georgian and

Colonial Revival styles.

Please confirm:

a) This design deviation is intentional or;

B2020 EXTERIOR WINDOWS

states "Exterior windows must be provided in areas such as stairwells & mechanical / electrical rooms for architectural symmetry. Spandrel glass is acceptable." Spandrel glass typically has to be concealed from interior view by framing, is the intent to have translucent glazing where light would still be let into the space?

No, the function of mechanical and electrical rooms is more important than introducing exterior light into these types of spaces.

553 Part 3, Chapter

Room

The Parachute Maintenance and

Paraloft Facility Admin Spaces has conflicting room requirements. C101005 states

"Fixed interior side lite to view

C102001 states "Standard interior door may include vision side lite or an 8” x 32” glazing in door." Please clarify if a 2'x7' sidelite or independent window is required at the interior entry door from the vestibule directly into the admin space.

Provide either but not both a side light or a lite in the door.
