About this file

This document is a Price Schedule for Project P1458 2ND RADIO BN COMPLEX, dated 20 August 2025, containing detailed pricing information for multiple contract line items (CLINs). The base price (CLIN 0001) covers work for a Parachute Facility with Paraloft, with subtotals for different project segments including facility work, sitework, and design. Optional line items include a Supply Facility (CLIN 0002), geotechnically unsuitable soil removal and replacement (CLIN 0003), non-hazardous contaminated soil handling and disposal (CLIN 0004), and additional specialized services such as fire alarm control unit training and audio-visual equipment procurement.

The document includes several key provisions for bidding and contract award, such as the government's right to award optional CLINs within 365 calendar days, requirements for firm fixed pricing, and provisions for handling and administration rates (HAR) not exceeding 5% for furniture, fixtures, equipment (FF&E), and audio-visual (A/V) procurements. Bidders must provide unit prices for each line item, with specific notes indicating that failure to enter a price for any CLIN will result in proposal rejection. The pricing structure allows for granular cost breakdown across various project components, with government-estimated prices provided for some optional items like FF&E and A/V equipment.

GENERAL BID NOTES

a. Award will be made on the total sum of Contract Line Item 0001; and the extended total under Contract Line items 0002 through 0009. For CLIN 0003 through 0004 enter unit price and extended total in space provided. If there is a difference between a unit price and the extended total, the unit price will be held to be the intended bid and the total recomputed accordingly. If an Offeror provides a total but fails to enter a unit price, the total divided by the specified quantity will be held to be the intended unit price.

b. Evaluation of Options (JUL 1990). Except when it is determined in accordance with FAR 17.206(b)

Evaluation not to be in the Government's best interest, the Government will evaluate offers for award purposes by adding the price for the Option(s) to the total price for CLIN 0001. In accordance with FAR 52.217-5 Evaluation of Options, evaluation of options will not obligate the Government to exercise the Option(s).

c. The Government may reject an offer as nonresponsive if it is materially unbalanced as to prices for the basic requirement and the option quantities. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work.

d. Failure to enter a price for any CLIN will result in a proposal being rejected.

e. The Government reserves the unilateral right to award CLINs 0002 through 0005 to the Contractor at the proposed price within 365 calendar days after the contract award. A firm fixed price is required for CLINs 0001 through 0005. The Contract Completion Date (CCD) does not change if CLINs 0003, 0004 and/or 0005 are exercised. If CLIN 0002 is exercised at time of contract award, the CCD does not change. If CLIN 0002 is exercised after award, the contract completion date shall increase by the number of days after contract award the option was exercised, up to a maximum of 365 calendar days.

f. If CLINs 0002 through 0005 are exercised, additional bonding and consent of surety is required.

Consequently, the Performance Bond must reflect 100 percent of the aggregate amount of all items.

g. CLINs 0006 and 0008 can only be awarded if CLIN 0002 is awarded.

ADDITIONAL BID NOTES

These notes apply to CLINs 0006 through 0009.

a. The estimated amount for FF&E and AV has been supplied by the Government, to provide offerors with the projected magnitude of effort. The estimated amount includes the actual cost of the FF&E including freight and installation charges. The Government FF&E and AV Estimate is only an estimated amount.

b. If awarded, line items will be funded separately after completion of FF&E and AV design package review by the Government, and receipt of appropriate funding by the Government. Requirements and details are provided in E20, FURNISHINGS and E10, EQUIPMENT.

c. Bonding

i. No Bonding for FF&E at Time of Construction Contract Award

FAR 28.102-1(a) requires that performance and payment bonds be included in all construction contracts exceeding the SAT, except under the conditions listed. Since the FF&E Option Item is not part of the original contract award, the Construction Contractor must not be required to secure bond for the FF&E at the time the basic contract is awarded.

ii. Additional Bond at FF&E Option Item Award

FAR 28.102-2(d) requires the Government to secure additional bond from the Construction Contractor for any contract price increases. Therefore, an increase to the original contract bond is required at the time of the FF&E Option Item award, to protect the Government against the Construction Contractor not providing FF&E ordered and to ensure that the FF&E vendor(s) receive payment if the Construction Contractor goes out of business. The increased cost of the bond must come from the FF&E funding source and is not a part of the Construction Contractor’s HAR.

iii. Bonds Required by the Construction Contractor

If the Construction Contractor requires bonding from the FF&E subcontractor(s), the cost must be covered in the Construction Contractor’s HAR.

d. Offerors may propose a Handling and Administration Rate (HAR) for the FF&E and AV not to exceed 5 percent. This fee will account for all administrative costs, overhead, bonding fees, administration of subcontracts, profit, and any other costs associated with and related to the coordination and processing of the procurement and installation of FF&E and AV. The proposed HAR percentage will be incorporated into the contract award and will not be adjusted regardless of fluctuations from the estimate amount for the FF&E and AV. The proposed HAR is a fixed rate.

e. The Government is not obligated to award the Option line item(s). Should the Government choose to award the Planned Modification, the line item will be awarded as a negotiated modification to the contract/task order. The Contractor's proposed HAR will be applied to all vendor/supplier costs for the FF&E and AV.

f. If awarded, the FF&E and AV modification will be awarded at least six months prior to the contract completion date. A minimum of six months is required for the Contractor to purchase, deliver and install the FF&E and AV without impacting the overall completion date of the project. The Contractor's schedule must assume the award of the FF&E and AV as a modification. No schedule extensions will be granted if the modification is awarded at least six months prior to the contract completion date. If the Government decides to negotiate and award the furniture modification with less than six months prior to the contact completion date, the Contractor may be entitled to a contract extension and extended field overhead. A contract extension and extended field overhead will only be granted in those cases where the Contractor demonstrates that an accepted Final FF&E and AV packages were submitted within the approved schedule deadlines and sufficient lead time for the FF&E and AV is not available and the Government's award of the modification is in the last six months of the contract.
