https://www.acq.osd.mil/eie/eer/ecc/pfas/docs/ne ws/Memorandum_for_Interim_Guidance_on_De struction_or_Disposal_of_Materials_Containing _PFAS_in_the_U.S.pdf. Currently, VA does not have any regulations on PFAS discharge limits.
Therefore, treatment to remove all PFAS from the effluent stream and discharge to a vegetated surface is recommended using the appropraite permit (due to the assumed presence of petroleum along many areas of work, the contractor is responsible for applying applying for the VPDES GENERAL PERMIT FOR
DISCHARGES FROM GROUNDWATER
REMEDIATION OF CONTAMINATED
SITES, DEWATERING ACTIVITIES OF
CONTAMINATED SITES, AND
HYDROSTATIC TESTS). This is subject to change in the future once Navy/dod, EPA, and VA continue to evolve regulations associated with PFAS limits for surface discharge.
54 G-005 Note #1 states to provide 40 EA radios for the project. Please confirm radio that is currently in use that the contractor must provide
See attached information on the required radios for use on the airfield “02-Radios for Flight Line.” (attached seperately) including make and model so this can be provided.
55 G-005 Note #43 states "See CP-Series sheets for joint sealant replacement locations." Unable to locate any identified please confirm resealing existing concrete joints is not required per Note #43 & Note # 34?

59 XE108 -XE118, Phase II Approximate areas of known Petroleum Contamination area identified. What is the intent of the remediation in this area? Is the contractor required to remediate only the disturbed material in the identified area or is the contractor required to remediate the entire envelope of contaminated material?

The plan view is correct. A DOUBLE 72"x60" Box Culvert should be installed. Sheet CG215 has been revised.
65 Is water and power available at any of the laydown sites shown on the plans? If so will the Contractor be required to pay for the consumption of the water and power?
Water and Power are avaliable at laydown sites, 1, 2, 3, 4, 5. The contractor will be required to cooridnate with Base UEM for setup of services and meters. Laydown Site 6 the contractor would need to cooridnate with Dominon Power and the City of Virginia Beach Public Utilities for water.

73 Bid Form Line 0001C
Please provide a typical detail for both a water conflict and a gravity sewer conflict for contractors to price, including approximate pipe lengths and size/type. This will ensure that each bidder has the same info to use when pricing the contingency item.
Pressure Pipe (Water and Sanitary Sewer Force Main) A vertical offset detail has been added to Sheet CU-501. Following should be used in determining the "Each" / unit price of each conflict. Assume offsetting a 12" DI pipe that has 3 feet of cover around a 36" dia obstruction that is 6 feet deep.
Gravity Pipe There is no proposed gravity sanitary sewer with this project. The only gravity utility is the stormwater system. A conflict between two gravity systems is not expected. If a stormwater line conflicts with another utility such as water, SFM, or electrical ductbanks, those utilities will be offset and the contractor will be reimbursed using the appropriate Line Item from the Price Schedule.

82 ED124 Phase I Drawings In the same section of ductbanks being demolished in the question above, how are we to treat the medium voltage system in regards to splicing. In many cases end users do not approve splices in manholes between loads. Is it permissible to splice medium voltage cables in the nearest manhole on both sides of the replaced ductbank section? This question applies to all locations on the plans where medium voltage ductbanks are affected. Please advise.
Inline splices of mv cables and telecommunication must be made within manholes. Splice cables within the nearest manhole on either side of the replaced ductbank sections. Typical at all affected mv and telecom ductbank locations.
