Section Paragraph Question Government Response

318 Sheet

GC100

Phase II Sheet GC100 General Phase Note 4 states that when ordinance activities are occurring on a CALA, personnel are required to stay outside of the 1250 feet safety radius until the conclusion of the operations. Please clarify provide a guideline for bidding purposes about how often this will happen and approximate duration of shutdown.

Assume two shutdowns per month for four hours each.

319 Please confirm that all UE, UT, UP, US conduits may require temporary jumper cables if new conduit and cabling cannot be installed prior to demolition of existing.

Decision on when and where to use temporary connections are left to Contractor's means and methods.

320 RFI 208 states that MV 5kv ductbanks shall be 16-way 5” concrete encased. Is this intended for all UP ductbanks?

The intent is for all relocated ductbanks to match existing conditions. The information provided in RFI response is for pricing purposes.

321 RFI 208 states that each of the 16 conduits is to have 4#4/0 cables (incl neutral) plus a ground. Is this intended for all UP ductbank?

Please note that this adds a significant amount of cost in temporary and permanent cable.

The intent is for all relocated ductbanks to match existing conditions. The information provided in RFI response is for pricing purposes.

322 Please clarify the quantity and size of conduits for the US ductbank.

Existing conditions for US systems are unknown. The contractor will be responsible for matching existing conditions during construction. Contractor may use information listed on Price Schedules Line Item 0007 and Line Item 0020 for 600V and below systems (US) for pricing purposes, unless otherwise noted on drawings.

323 Please clarify the type, quantity, and size of cables in the US ductbank.

324 Sheet E-

For UT ductbank, should we assume that we are to install new cable and fiber per Line

Item 005 Option No. 4 (50 pair cu cable and 24 strand fiber) in each conduit or replace in kind per the Site Communication and Power

Cable Schedule on Phase II Sheet E-603 (various copper cable sizes)?

The intent is for all relocated ductbanks and contents to match existing conditions. The information shown on price schedule is for a "typical" section of ductbank. Where information on drawings show existing conditions, contractor should use that information for pricing.

325 For new conduit in the fuel pit areas, is GRS conduit required? Are seal-offs required?

PVC is allowed when installed in accordance with NEC Article 514, Paragraph 514.8(C).

Provide RMC and seals as required in NEC

514.8 and for any above ground installation within the Fuel Pit areas..

326 Amendment

4 question 211 and Taxiway typical sections

As a follow-up to the Question 211 response that was provided in amendent 4, how should contractors proceed with installing the new stabilized subgrade, new drainage layer and new stone base that is required by typical section around and under existing light cans and conduits to remain? Can we assume that the EXISTING subgrade, EXISTING drainage layer, and EXISTING stone base can remain in place within a certain envelope under and around each light can that is to be protected in place and extended as necessary?

Or will we need to remove/reset each existing light can so the typical section can be constructed around/under cans to be preserved?

Section C1 on Sheets CG111 (Phase 1) and CG115 and CG116 (Phase 2) have been revised. There is no proposed subgrade under the existing light cans. Please refer to “Phase 1

Plans” and “Phase 2 Plans” attached separately.

327 PPI's 146, 148, 149,169,201 ,202

After reviewing the contract time for each phase and incorporating NAVFAC responses to the referenced questions into our construction schedule, we have determined that the contract time allotted for both the base bid and the options is insufficient. Not being able to work concurrently in major packages, even out of phase, is the major contributor to the issue. Please add 300 CD to the base bid contract time and 500 CD to the optional items contract time.

After further evaluation the Navy will modify the phasing and work package requirements.

All phasing of work will need to be approved by AirOps. A minimum of two runways must be active at all times. Any work within 175 feet of the shoulder of a runway will require the runway to be shutdown.

The recommended phasing shown on Sheet CG100 for both Phase 1 and Phase 2 is not contractually binding.

Phase 1 The Contractor may propose an alternative schedule / phasing / work package limits however access to the CALA pad must be maintained at all times with limited back taxiing on Runway 5R.

Phase 2 The Contractor may propose an alternative schedule / phasing / work package limits.

Access to the North CALA pad is not required.

Phase 2 construction may start prior to the completion of Phase 1. Contractor should know that Phase 2 will not be awarded until 365 days after notice to proceed of Phase 1.

Multiple work packages may be approved. The ditch work along with Work Package S2 up to 175 ft from Runway 5R could be constructed along with Work Package N. This assumes that work being done in Phase 1 does not require the closer of Runway 5R. Once that work is completed Work Package O, D, and M may be constructed concurrently. Leaving E, F, and S1 that can be constructed after and concurrently.

Please refer to “Phase 1 Plans” and “Phase 2

Plans” attached separately.

328 PPI's 146, 148, 149,169,201 ,202

After reviewing the contract time for each phase and incorporating NAVFAC responses to the referenced questions into our construction schedule, we have determined that the contract time allotted for both the base bid and the options is insufficient. Not being able to work concurrently in major packages, even out of phase, is the major contributor to the issue. Please restructure the contract time so that the TOTAL contract time is the sum of the time for base bid and options. 1,155 CD +910 CD = 2,065 CD. If concurrent taxiway work is not allowed between phases, then the contract times should not run concurrently.

Please refer to PPI #327.

329 Q&A #300 Per this Q&A it states the Wetland Permit will be obtained by the Navy for all phases of the project. Per revised bid form Line Item

0002 is for the wetland mitigation fee, if NAVFAC is obtaining the permit can you please provide the cost of the mitigation fee for Phases 1 & 2? Per the description of Line

Item 0002 "Obtaining the wetlands permit prior to the start of drainage work is the responsibility of the contractor."

The contractor should include a mitigation fee of $50,000. The wetlands permit will be obtained by the Navy however the mitigation credits will be purchased by the contractor.

330 Q&A #145, #169, #202, #254, #304

Q&A #145 response states Work packages in different phases can be worked concurrently.

#202 asked a question if work package B & D could be worked concurrently and the response was "No". #254 states you cannot work concurrently on work packages along the taxiway or runway, previously on Q&A responses only the taxiway was mentioned.

#169 answer states All of Phase 1 work packages that contain taxiway work must be completed prior to starting work on Phase 2 work packages that contain taxiway work.

Please clarify so all contractors are bidding the same phasing:

1) Can work packages in different phases be worked concurrently? IE can Work Package

B & D be worked concurrently?

2) Is Phase 1 work required to be completed prior to starting Phase 2 work?

3) Will work package T1 or T2 be allowed to work concurrently with Work Package "O"?

4) Will Ditch work in Phase 2 be allowed to start prior to completion of Phase 1 Taxiway/Runway Work?

Please refer to PPI #327.

331 Q&A #176 Per answer to Q&A #176 it is a contractual obligation to complete all work in the sequence outlined on GC001 3a-g. The schedule of this project is already extremely aggressive given the phasing constraints and the timeline provided in the RFP. The project is not constructable in the timeline provided if concurrent work is not allowed. Please confirm that the contractor can sequence work as needed within the Work Package boundaries as needed to ensure that project schedule is met?

Please refer to PPI #327.

332 Q&A #176 If the answer to Q&A #176 remains a contractual obligation please clarify the following:

1) When will installation of temporary electrical connections be allowed?

2) Please confirm that all items outlined in 3.b are allowed to be worked concurrently or if they must be completed in order of listing?

3) Please confirm that all items outlined in 3.c are allowed to be worked concurrently or if they must be completed in order of listing?

4) Please confirm that all items outlined in 3.d are allowed to be worked concurrently of if they must be completed in order of listing?

Please refer to PPI #327.

333 Q&A #176 If the answer to Q&A #176 remains a contractual obligation there is not enough time to complete the job per the RFP. We request that another 500 days be added to the completion timeline on Phase 2, it is significantly larger in scope and complexity and involves many more work packages.

334 GC 100 In response to PPI numbers 169, 176, 201,

202. If non consecetive work packages on the taxiway between phase 1 and phase 2 is not allowed will multiple shifts per day and weekend work hours be allowed in order to finish phase 2 on time.

Please refer to PPI #327.

335 01 45 35 Our understanding of the special inspector requirements are that they are to be on the project full time during concrete pavenet and soil and fill placement. Please confirm that a special inspctor and associate special inspctor are required for continuous inspection during concrete pavement and fill placement.

Confirmed. Special inspectors are required during concrete and fill placement.

336 11/12 of 18 03 45 33 2.2.7.1 VDOT only requires CRR if the fill ranges are less than 2’ for Precast Structural

Concrete Box Culverts. All "FILL" ranges on this project appear to be > 2'. Please confirm that Corrosion Resistant Steel (CCR) and/or Hot-Dipped Galvanized Steel is not required for this project.

Corrosion Resistant Steel and or / Hot-Dipped Galvanized Steel is required per specifications.

337 7 of 15 33 11 00 2.1.3.2.1 Please verify that Fire Hydrant Hose Houses are NOT required at proposed fire hydrant locations per specification. Fire hydrant hose houses are NOT indicated on the plans, but there is a specification for them.

Fire hydrant hose houses are not required.

338 AMEND.

#4, PPI

#168

The answer to PPI #168 causes more confusion on the runway guard lights. Let me focus on one example for TW A2 shown on ES103/ED103/CD103/CS103. ED103 and CD103 do not show the inpavement lights being removed. The symbol on ES103 does not have any letters ("RE") beside it so it doesn't match the symbol on the legend on E-

002. CS103 indicates the pavement in that area remains. Are we expected to tear out cans and conduit? If so, this conflicts with the civil drawings. Are we simply removing the lights during construction so they don't get damaged? Please clarify the exact scope of work for the inpavement runway guard lights.

Sheets CD103 and CD105 have been revised to show the pavement around the guard lines will remain. Electrical sheets ED130 and ES110 have been revised to show the in-pavement guard lights to remain.

339 CD103 Drawing CD103 Demolition Note 34 indicates "Salvage existing elevated runway guard light/turn in to airfield operations and demolish concrete foundation and conduit runs to next junction." This work is not reflected on the electrical drawings ED103/EA103/ES103 in any way. Are we expected to get the fixtures back from Air

Ops and reinstall them? Or buy new? What does this statement mean by running to next junction? These lights are fed directly from airfield manholes and then to the inpavement guard lights. Do we need to dig up the conduit back to the manhole? The scope of work for the elevated guard lights (Wig- Wags) needs clarification.

Sheets CD103, CD105, and CD110 have been revised. The guard lights on CD103 and

CD105 are to remain. Revisions have been made to CD110. Electrical sheets ED130 and

ES110 have been revised to show the in-pavement guard lights to remain.

340 ES110 There are two hold short bars on TW Bravo shown on this drawing on either side of RW

05R-23L. The symbol for an inpavement guard light with "RE" is shown. Per the legend this means replace the light base cans and reinstall the lights. Removal of these light cans will most likely damage the existing airfield and communcations ductbanks that pass through the same spot and are encapsulated in the same concrete pour.

Are we expected to replace the ductbanks and cables between MHA705 and MH A281 as well as HH C705 and HH C281? This drawing is also confusing because Note 17 indicates tying back to existing conduits.

What existing conduits do we tie back to if the cans and conduit across the hold short bar are replaced? In general, the scope of work at these pavement crossings is not clear. Please clarify.

The in-pavement guard lights on TW Bravo between TW Alpha and R/W 5R-23L will not be remove. Revisions have been made to ES110. The in-pavement guard lights on TW Bravo between R/W 5R-23L and R/W 5L-23R will be removed, stored and reinstalled as indicated on contract documents. If removal of the light cans cannot be performed without damaging the existing airfield and communications ductbank, the contractor will be responsible for replacing this section of ductbank during taxiway pavement work. Tie into the existing conduits from the adjacent handholes to the hold short bar fixtures. Note 17 refers to the airfield and communications ductbank that crosses at 255+75 on TW Bravo.

The ductbanks from MH A705 and HH C705 must tie back into the ductbank that crosses below Bravo at this location.

341 ED602 There are many fixture locations on this table with "AD" designation between 9-12" elevation change. Placing an extension on these cans will make the final can height in the 3' tall range. This is a bad idea for future maintenance purposes. The maintenance personnel will be lying on their cheek to reach the bottom of the can and pull out the wiring/transformer to work on it. Please reconsider changing out the light base cans when the elevation change exceeds 6" or so.

Maintenance challenges were taken into account during design and the maximum 12” extension was accepted and based on the maximum 3 foot depth maximum available for base cans. The 12” extension maximum shall remain.

342 ED603 On Phase 2 Drawing ED603 there are several fixtures marked with "AD" where the grade changes a negative 4-6". This is a problem because most of the existing light base cans have extensions between 3" and 4" tall. You can't lower a can without tearing it out and reworking it. Please consider preemptively

Criteria will be revised to a maximum of negative 3.5-inch elevation change. Refer to demolition light schedules included in this amendment for revised base cans from adjust (AD) to remove base can and replace (RR) for bidding purposes. ED and EA series plan sheets will be revised and issued with the conformed set to the low bidder.

replacing the light base cans where there is a negative grade change of 3.5" or more.

343 EA503 Drawing EA503 Detail A1 indicates a snow plow ring for inpavement lights. When we adjust inpavement lights and/or replace the light base can are we expected to replace the snow plow ring? We know that there are different snow plow rings on runway guard lights, runway edge lights, runway centerline lights and taxiway semi-flush lights. Please advise if we can reuse them or if we are expected to provide new ones.

The reuse of snowplow rings is acceptable. The contractor shall take care to protect the rings during work on lights and any damage caused by the contractor shall require the snowplow rings to be replaced with new at no additional cost. Report any existing damaged snowplow rings to the CO prior to beginning work.

344 Amendment

Please provide an updated index for Phase 1 and Phase 2 drawings. Amendment 0003 had an index for Phase 2 but not for Phase 1. The NAVFAC drawing number are not matching up.

Index Sheets for phase 1 and 2 have been reissued. No changes were made.

345 32 17 23 Please clarify if Type 1 or Type 3 beads will be required.

Type 3, virgin material, beads will be required.

346 Amendment 0004, Question

Please confirm the government is allowing approval of #57 Stone in lieu of #4s and #67 per SS 32 13 14.13 Paragraph 2.3.2.3

The use of #57 will not be allowed and the contractor should bid per the plans and specifications.

347 GC403 Will the government consider extending the limits of Area 3 approximately 500' to the

Southwest. Giving this area for all batch plant operations, this will remove the risk of trucks hauling wet batch concrete across the apron in front of the hangars. The contractor would prefer to haul virgin aggregate through the apron rather this wet batch concrete to mitigate risk.

This request can not be accommodated.

348 CP114/CS1

CS drawing shows new concrete over Fuel Pit 6, although there is no joint layout on the CP drawing for that area. Please provide joint layout.

Please refer to Amendment 0004, PPI #177.

There is not proposed concrete.

349 34 73 13 Please provide Tiedowns detail. Tie downs / Mooring Eye details have been added to CM502.

350 Permits Record of Decision

(PROD)

Line "Responsible Agent: Civil" Please confirm that permits that show "Civil" as the responsible party, that is referring to either the engineer or the base. Please confirm that the contractor is ONLY responsible for the permits that state" Responsible Agent:

Contractor"

Confirmed. The contractor is responsible for the permits that states, "Responsible Agent:

Contractor." Please note that only 2 of the 7 PROD form sheets were included in the last Amendment. All 7 sheets of the PROD have been included with this Amendment, please refer to “Permit Record of Decision”, attached separately.

351 Amendment

0005, RFI

#300

The response states the wetland permit will be obtained by the Navy for all phases of the project. If that is the case, what is the purpose of Line Item 0002, Option No. 1?

The contractor should include a mitigation fee of $50,000. The wetlands permit will be obtained by the Navy however the mitigation credits will be purchased by the contractor.

352 AMEND.

#5, PPI

#268

The answer to PPI#268 is misleading. The fiber single line indicates where splice boxes are for the 19 TUBES but that is not a splice location for the fiber optic cables. The blown fiber system is set up to be blown from end to end. For instance, CABLE ID 77 has (2) 6 str from E-1120 to E-3036. This means that there are two continuous tubes from end to end in this system. The blown fiber from E-1120 to

E-3036 is an unspliced 6 strand fiber optic cable (one per tube) for a distance of almost 3 miles. There is no slack in any of these tubes and no way to splice the cables back in these locations without changing the way the system works. There may be a way to splice these cables temporarily but to restore to the original condition all of the 19 tube pathways will need to be restored. After restoring the tube infrastructure, all of the 6 strand cables can be blown from end to end. Please clarify for all bidders that the existing fiber optic cables are NOT spliced anywhere in the blown fiber system. That is not how this system works.

An overall airfield fiber optic riser diagram was added to sheet E-610 in Amendment 0005 indicating location of splices identified in as-built documentation, which are located in the fiber run between the runway wave-off panels at the end of each runway. There were no other splices indicated in the fiber system on the as-built information available during design. Method of making splices or installation of fiber required for relocation of ductbanks to avoid conflicts with stormwater piping is left to contractor. End product must result in a fully functioning system.

353 33 30 00 Will Line Stops and /or Wet Taps be required for connecting the new sanitary sewer force main to the existing piping?

A line stoppage will be required. The Contractor shall request a service outage from

Base UEM 15 days prior.

354 33 11 00 2.2.2/2.2.3 Specifcation 33 11 00 and Drawing CU-501 references a Water Main Tapping Sleeve & Valve to install proposed water main. Will

Line Stops be required to cut & cap/abandon the existing water main? Please provide material requirements & details.

A line stoppage will be required. The Contractor shall request a service outage from

Base UEM 15 days prior.

355 PPI 145 The government's response to PPI 145 is that work packages in different phases can be worked concurrently. This does not necessarily correspond with the answers to other PPI's, for example, 149, 169, and 202.

Reponses to these PPI’s state concurrent work on 2 different taxiway work packages will

NOT be allowed. Please confirm that work in multiple work package areas on taxiway areas will NOT be allowed, either within phase or in multiple phases.

SECTION 00 10 00 - SOLICITATION

The required response date/time has changed from 28-Mar-2024 02:00 PM to 09-Apr-2024 02:00 PM.

356 Amendment

0004, PPI

#210

Question - the U.S. Small Business Administration (SBA) issued a final rule titled “National Defense Authorization Act of 2020, Credit for Lower Tier Subcontracting and Other Amendments”. This regulation permits prime contractors to take credit for small business subcontracts at lower tiers to its subcontracting goals. This final rule became effective November 13, 2023. 13 CFR

125.3(a) is highlighted in the attachment for reference.Because the FAR has not been updated to reflect current statutes and SBA rule, under SBA regulations, lower-tier subcontracting credit is permitted, but under the FAR, credit is still restricted to first-tier subcontracts. Will the government reconsider their answer to question 210 and allow offerors to count 2nd tier subcontractors and suppliers in the small business goals?

No, please refer to PPI #210 and bid per RFP.

File details come from the government source that posted it. Updated .
