Please confirm and/or identify the specific documents on which the Contractor is entitled to rely related to subsurface or latent conditions in planning and bidding the work?

The contractor may rely on the boring information included in the plans.

256 31 23 00.00 20 Section 3.2.2 Stripping states "Strip to a minimum depth of 12 inches below existing surface elevation in areas designated as Clear and Grub on the plans." This requirement appears to be related to the ditch and access road work. If a ditch is shown to have no grading work completed based on the Grading Drawings & Exisitng & Proposed Contours is the contractor required to remove 12" of material and replace this material, or can the contractor simply remove the vegetation and ensure grades are correct?

Stripping of the existing surficial soil materials is required only in existing vegetated surface areas (i.e.

areas designated as Clear and

Grub on the Plans) where earthwork (i.e.

grading, etc.) will be performed.

257 Please clarify intent of the 16' access strip adjacent to ditches? CG520 shows a cross section that shows a maximum of 18" fill being placed to build the access strip, this does not appear to be shown on the Grading Plans as there are no new proposed contours shown in the access strip areas. GC114 shows a cross section that appears to show removing ~6" of material from existing grades and replacing with 8" of 57 Stone.

Please confirm intent is to build the access path on existing grade without additional imported materials to raise the grade of the road above the existing grade?

The intent is to construct a 16 foot wide 8 inch deep gravel access path to support the maintinance of the ditches. Topsoil must be removed, geotech fabric placed, and then 8 inches of gravel. No import fill will be required.

258 Phases I and II Sheet CU001

Phases I and II Sheet CU001 Utility Note 11 states that the contractor is responsible for paying fees for pole relocation and for alteration and adjustment of electrical, communications, fire alarm, and any other private utilities. Please provide the value of these fees to include in our bid.

This note applies more to the laydown and storage areas. Any utility relocation must be coordinate with Base UEM and

PWD.

259 Phase I and II Sheet E-006

Phase I and II Sheet E-006 Demolition Keynote 1 - This note states that survey data doesn’t exist and we are to remove abandoned electrical infrastructure that conflicts with civil work if found. How are we supposed to price unknown conditions?

See Amendment 0005, continuation sheet.

260 Sheet E-507 Sheet E-507 - The detail shown for the Airfield Lighting Precast Riser indicates risers from 12” minimum to 24” maximum. Note 6 of the detail indicates concrete compressive strength is 5000PSI minimum and note 2 states installation of risers must not reduce structural ratings of handholes. There are approximately (13) risers that are indicated to be 6”. The manufacturer has stated they do not manufacture a 6” riser. The specifications state that brick and mortar can be used. Please confirm that the use of brick and mortar will not reduce the structural rating of the handholes.

References to 6" risers have been removed. See Amendment

261 Phase I Drawing

ES101

Phase I Drawing ES101 - New work note 2 - Per the demolition drawings, it appears that there is an existing culvert parallel to the Tow Way which is being removed and a new culvert is being installed. According to the note we are then to bore (1) 16 way conduit package and (3) 2 way conduit packages under the culvert. Is it acceptable to not directional bore and install the conduits after culvert demolition but before new culvert installation?

Alternate methods of ductbank installation are acceptable. Note that the ductbank under the culvert is the main pathway to Lighting Vault

E1120.

Contractor is responsible for maintaining continunity of all power, control, and data cables.

262 Phase II Electrical Drawings Sheet E-

Phase II Electrical Drawings Sheet E-005 General Phase Note 7 (and multiple other locations) states that ductbanks must be relocated prior to stormwater piping installation. Likewise Sheet E-006 General Demolition Note 2 states that demolition of airfield lighting ductbank and cabling takes place after new airfield lighting ductbank and cabling. In general, it’s my understanding that the new ductbank is being replaced in the same location as the existing, and the existing must be removed to install the stormwater piping. This would not allow for the new ductbanks to be installed prior to demolition of existing ductbank and installation of new stormwater piping. Please clarify the sequence of work.

New ductbank will tie into existing ductbank or handholes at locations shown. New ducts will be run parallel to existing ducts, offset to clear storm piping. Intent of project is to install new ducts and complete tie-ins to existing ductbanks or handholes to allow new cable to be pulled prior to removal of existing cables and handholes.

263 E-700 series drawings

E-700 series drawings Ductbank Conduit Legend “E” states that a 19-tube innerduct/tube cable is to be provided. Please provide details and specification for the material.

See Amendment 0005, attachment "Spec 33 82 00."

264 33 40 00 3.8.1.1.1 Pre-cast companies recommend spec 3.8.1.1.1 be removed in it’s entirety. They will not provide a quote if this spec remains in place.

correctly.

See Amendment 0004 , PPI #248.

265 Please provide existing electrical ductbank and conduit profiles.

As-built data for existing MV 5KV duct banks are not available. For pricing purposes, assume that MV 5kv duct banks with no callouts shown on drawings are as described in

Line Item 0004 and Line Item 0017.

266 Please provide new electrical ductbank and conduit profiles.

New medium voltage electrical ductbank to be concrete encased with 5" conduit. Number of conduits to match existing conditions. For pricing purposes, assume conditions described in Line Item 0004 and Line Item 0017 for medium voltage ductbanks and Line Item 0007 and Line Item 0020 for

600V and below systems, unless otherwise noted on drawings.

267 Sheet CG205 Phase II Sheet CG205 shows multiple existing electrical conduits in conflict with the new box culvert between CB E5-21 and CB

E5-19. Sheets ED129A and ES109A show the demolition and installation of new conduits in the same area. Please provide profiles for

The ductbanks and secondary curcuits will need to be routed below the box culverts. 18 inches of clearence must be maintained.

these new conduits and clarify whether they will be above or below the new box culvert.

268 Sheet E-602 Please provide a scope of work as it relates to the sequencing of the fiber optic cable system.

According to the Fiber Optic Cable Schedule indicated on sheet E-602, there are fiber optic cables for various wave off control panels, flasher control racks and the aircraft control tower. There is a new fiber optic splice case being installed in HH C702 on drawing ES105. It would appear the main fiber coming into that HH is C 77 which is (6) 6 strand cables. It appears that cable will splice to C

76 which is (2) 6 fiber and also C 73 which is

(4) 6 strand cables. Are there any other vaults, manholes or handholes where there are fiber optic splice cases? For instance on drawing ES101 C 75 which is (6) 6 fiber is existing and crosses Runway 5R-23L and goes to HH C252 where it will meet C77 which is a (6) 6 fiber and C74 which is (6) 6 fiber. Are these fibers spliced at this location?

The fiber optic cabling indicated on the Airfield Lighting

Communication Fiber Optic Cable schedule on E-602 is run in a loop between all lighting vaults at NAS Oceana. An overall fiber optic riser diagram has been added to sheet E-610.

Splice cases indicated on previous project as-buildts are indicated on ED drawings. Fiber run to left and right Wave-Off Control panels at each runway end were spliced as indicated on the riser diagram. Other splice locations will require field identification to determine which cables are spliced.

269 ES100 ES100 series drawings, Keynote 12 addresses new cable splices. Are we to assume this note also applies to the fiber optic cable splicing?

If not, please provide a schedule indicating where fiber optic cables will be spliced and to which fibers.

Keynote 12 refers to splices in L-832 cable. See revised drawings from Amendment 0004. Contractor to determine best locations for splices into fiber optic cables. Refer to revised E-610 for overall Airfield Fiber Optic Riser

Diagram.

270 Please provide a schedule indicating where we are expected to pull fiber optic cables back for reinstallation.

Contractors will pull fiber optic cables to an appropriate handhole and splice. Splices and total number of outages to be kept to a minimum, maximum loss is found in specifications.

Contractor's phasing is means and methods.

271 Please provide information as to when and how long we can have outages for these fiber optic cables.

All utility outages must be kept to a minimum and coordinated with Airfield Operations.

272 Please clarify what is required for testing of the fiber system. For example, if fiber optic cables go back to the aircraft control tower, are we responsible for testing back to the tower from the various racks and control panels.

Test fiber loop from Lighting Vault to Lighting Vault. Only portions of the fiber loop afected by each phase require testing.

273 If the contractor is responsible for testing from start to finish of a fiber run, please provide additional drawings with cable routings from start to finish. For example, currently Tag C75 is indicated on ES101 that crosses Runway 5R-23L but no other drawings indicate the continuation of the fiber run.

See Amendment 0005, continuation sheet: revised E- 007 for locations of lighting vaults and revised E-610 for Fiber Optic Riser Diagram.

274 Please provide one line diagrams for the existing fiber optic cable routing.

See Amendment 0005, continuation sheet: revised E-

610 for one-line diagram.

275 Please provide one line diagrams for the new fiber optic cable routing.

Fiber optic cabling overall routing will not change, only rerouted through replacement handholes. See E-610 for overall fiber-optic riser diagram.

276 ES100 ES100 series drawings, Keynote 12 addresses new cable splices. Are we to assume this note also applies to the splicing for cables in the “E” ductbanks - MV power cables and LV power cables? If not, please provide additional clarification?

Keynote 12 refers to splices in L-832 cable. Refer to revised drawings included in Amendment 0004 for clarification.

277 ES109 and

ES109A

Phase II Sheets ES109 and ES109A - Please provide the cable ID’s for the “UP” and “US” conduits on these sheets. They are required in order to provide an accurate price for both the conduit and cable installation.

Cable IDs do not exist. For pricing purposes, assume conditions described in Line Item 0004 and Line Item 0017 for medium voltage systems (UP) and Line Item 0007 and Line Item 0020 for 600V and below systems (US), unless otherwise noted on drawings.

278 ES105 Phase I Sheet ES105 references Matchline

Sheet ES114 at the top of the page. Please provide this Sheet. (It is not the Phase II

ES114 sheet. That is for a different location.)

Removed in Amendment 0004.

279 E-603 Phase II Sheet E-603 Site Communication and Power Cable Schedule Cable ID’s M thru KK reference various sizes of Copper Cable.

We are unfamiliar with this material description. Please provide a specification for this cable.

Information shown on drawings is the only information available for the cables run in those ductbanks. Information taken from historical manhole survey that only recorded number and physical size of existing cables in ducts.

280 E002 Sheet-E002 Airfield Lighting Construction

Legend Tag “UED” - Please clarify when this ductbank is concrete encased and when it is sand encased. Is it only concrete encased when the “UED” symbol has a box around it as shown on the Legend?

The ductbanks for Airfield Lighting systems (those running through A***, C***, E*** handholes) are sand encased, except where they run below pavement where they transistion to concrete encased ductbank.

281 Phase I & II Was there any prime, tack, or bonding agent applied between the existing PCCP and the asphalt overlay?

It is unknown if any bonding agent was used between the

PCC and Asphalt.

282 GC001 Const.

Sequence

Notes

Note 3E Note 3E states "cement stabilization of subgrade must be completed before fill placement." In areas of the taxiway where there is fill required to achieve the ultimate profile of the completed section, do we stabilize then place any needed any embankment over that? Please clarify the intent of the note.

See response to PPI# 285.

283 Exist Conditions & Demo Notes Phase

I & II

Demolition note 30 states to salvage above ground navigational sign and turn into airfield operations and demolish concrete foundation.

Are the navigational sign foundation and/or above ground navigational sign to be replaced with new?

See Amendment 0005, continuation sheet: ES Series of sheets. The signs that have a Note 30 on the demolition sheets have a "CE" next to them on ES Series. "CE" is defined on Sheet

E-002 as, ""CE" indicates reinstallation of salvaged sign and isolation transformer using a new light base. Connection to existing Runway lightling circuit as indicated.

284 Small Business Subcontracting

Plan

Attachment 1 of the Individual Small Business Subcontracting Plan requires a breakdown of small business by base period and each option period. This project includes a base bid plus 20 options. This will require a considerable amount of time to produce in order to submit with the proposal. In order for this to be achievable, all subcontractor and supplier pricing will need to be provided to the Contractor days in advance of the bid date, which is not customary practice by vendors. Since this is not being evaluated and scored as part of the proposal, please consider eliminating the attachment 1 requirement from the Small Business Subcontracting Plan or allow the Contractors to submit the Small

Business Subcontracting Plan within two working days following the bid submission.

Bid per RFP. Small Business Subcontracting Plan for base bid shall be submitted with proposals on proposal due date.

See Attachment G, Individual

Small Business Subcontracting Plan-R1.

285 DWGS GC-110 to

GC114

Notes on several of the typical sections describe the 8" Rapid Drainage Layer thickness varying as necessary to obtain the planned pavement finish elevations within the limits of the stabilized subgrade. Please confirm the intent to achieve the final pavement profile in fill sections by stabilizing the subgrade at the existing elevation and increasing the thickness of the stone drainage layer. Our normal practice in fill sections would be to demolish existing pavement/base section, place any embankment necessary to achieve the proper subgrade elevation, and then proceed with subgrade stabilization and the construction of the remainder of the required typical section.

The contractor's normal practice for fill sections described in this

PPI is acceptable.

286 FORM 1442 Due to the amount of unanswered questions, several of which will have a signifant impact on the proposal, we request a three week postponement in order to properly evaluate and incorporate the responses to questions in our proposal.

See Amendment 0004, Continuation Sheet.

287 DWGS GC-110 to

GC114

The typical sections appear to show the geotextile not extending across the entire width of the taxiway between the cement stabilized subgrade and the rapid drainage layer. Please confirm that the geotextile is not continuous across the top of the cement stabilized subgrade.

That is correct the geotextile does not extend all the way across the pavement section.

288 32 11 33.13 In areas where the concrete and asphalt is removed from the taxiway and the existing base layer is at the proper elevation, can the existing base layer be cement stabilized in place and treated as the permanent subgrade on which to build the remainder of the typical section?

Yes, that is the intent for the condition described in this PPI.

289 CS115: Ditch B1 Site Plan

It appears that the graphical scale was mislabeled. The drawing states that the scale is (1"=20'), but the apparent scale is (1"=50').

Can the Government confirm this?

Please see Amendment 0003, revised CS115 Sheet.

290 Can the Government provide demo depths and typical sections, or bore samples for Isabell Blvd, and S First Colonial Road?

Please see Amendment 0003, revised CD121 Sheet.

291 CP114: Can the Government provide joint plans for the northeastern most fuel pit?

Please see Amendment 0004, PPI #178.

292 CG216 Ditch D stormwater profiles, references a "CG302" matchline. This drawing is not in our drawing sets. Several other drawings have mislabeled matchlines. Could the Government correct these pages? CG202: stitch line refers to CG204, but this is incorrect. several other pages in Stormwater contain the same error.

CG220, CG245, provide an incorrect Key

Plan location.

Se Amendment 0005, continuation sheet. The matchlines in the CS 200 series have been updated. There is no

CS300 series.

293 CG100 The right-hand pipe is set to flow upstream of the ditch. Can the Government confirm the invert elevations on this pipe?

See Amendment 0005, continuation sheet. Sheet

CG100 has been revised. The downstream and upstream inverts were switched.

294 GC115 The demo drawings call for 6% cement stabilized subgrade to a minimum depth of 8".

But the design drawing GC115: typical pavement sections, calls for 12" of cement stabilized subgade at 7%. Can the

Government clarify which is correct?

Pavement section shown on Typical Sections sheets with 12” cement stabilized subgrade at 7% is correct. Note 14 on the

CD sheets should match.

295 CS104 Is service road in Drawing CS104 to be repaved? or simpled demolished?

The service road shown on CS104 does not need to be replaced, just demolished.

296 CD105 What are the depth and materials of the 'idle pavement areas', and concrete pads within them on sheets CD102 and CD105?

Assume 6" of asphalt and 8" of concrete.

297 CD105 Is the north south service road entrance on CD105 to be demolished? It is listed as to be paved.

The service road is to be demolished and repaved.

298 CD121 Can the Government confirm there is no new pavement section to replace the demolition on

Isabell Blvd, and S First Colonial Rd?

See Amendment 0005, continuation sheet. Isabell Blvd and S. First Colonial Rd is considered idle pavement. No new pavement is required. See Revised CD121 for new limits of S. First Colonial Rd.

299 CP129 There should be jointing plan south of CP120 for the runway panels to be replaced on drawing CP129, but nothing is shown. Can the Government clarify?

The entire jointing required for the intersection of Alpha and 14R-32L is shown on CP120.

300 Price Schedule Line Item 0002, Option No. 1 Requires the contractor to obtain the wetland permit prior to starting work for Phase 1-4 however, Phase 3 and Phase 4 are not a part of this RFP.

Please advise.

The wetland permit will be obtained by the Navy for all phases of the project.

301 01 57 19 1.8 The paragraph states" See attached Permit Record of Decision (PROD) for a listing of permits that have been or will be obtained by the Government in addition to the permits required to be obtained by the construction contractor prior to permitted construction activities at the project site." The PROD is not attached, please advise the list of permits required by the contractor.

Please see attached "Permit Record of Decision" Form.

In order for Offeror's to accurately price compliance with this clause and determine its applicability to this contract, please indicate, by appropriate marking, whether or not performance of this contract inolves CUI. If portions of the contract documents are CUI and others are not, please clearly indicate which documents are CUI.

There are no CUI documents related to this project.

303 CS-106 AC Pavement Patch (GC114-A4) Detail A4 on GC-114 states “6 inches asphalt concrete”.

Pay item “Line Item 0011 Option No 10” states “milling 2 inches of existing pavement and a variable depth fuel resistant asphalt” Please provide clarification regarding the exact depth of desired milling and exact depth of replacement asphalt.

Detail A4 is for the runway. In the fuel pit areas 2 inches of asphalt must be milled. Assume a replacement depth of 2 inches.

304 RFP RFP The scope of work for phase 2 is significantly larger than phase 1, yet the contract duration for phase 2 is less than phase 1. Please consider a longer contract duration for phase

Bid per RFP.

305 Price Proposal Please verify that "Option No. 5" and "Option No. 15" of the price schedule are unit price items for NON-hazardous petroleum contaminated soil and are expected to be disposed of at RCRA D Landfill.

The base bid includes offsite disposal of all surplus soils at a RCRA D landfill. Option No. 8 and Option No. 21 are for soils that cannot be disposed at a RCRA D Landfill. Please note, as indicated in specification 01

57 19, all surplus soils are anticipated to be impacted by some levels of PFAS, metals, and petroleum contaminants within the project limits due to historical releases and use.

306 Price Proposal Will NAVFAC add contingent bid item for dealing with Hazardous petroleum contaminated soils that may require disposal at a subtitle C Landfill?

No; refer to Option No. 8 for saturated petroleum soils AND surplus soils with resulting TPH concentrations that cannot be disposed at a RCRA D landfill.

All required regulatory cleanup of known petroleum leaks have been addressed historically; data from this clean-up effort was provided within Amendment

0002.

307 01 57 19 1.5.1.1.1 Specification section 01 57 19 - Page 13 -

1.5.1.1.1 Excavation states that all surplus

soils are assumed to be impacted by contaminants and should be disposed of at a RCRA D landfill. Please verify that for bidding purposes ALL surplus soil regardless if expected to be clean soil should be disposed of at a RCRA D Landfill.

Confirmed. The use of Option No 8 and 21 are included for surplus soils that cannot be disposed at a RCRA

D landfill due detected concentrations of contaminants during waste characterization sampling.

308 FAR 52.236-3 FAR 52.236-3 requires the Contractor to perform an independent investigation after the award. Should bidders infer from this that any unforeseen conditions, not reflected in the U.S. Government’s boring logs, will be dealt with by Change Order?

Unforeseen conditions included as Option Items in the price schedule. Please refer to price schedule and General Bid Notes.

309 33 40 00 Please consider HD Pipe in lieu of RCP for the runs that are not under pavement for this project. This will significantly reduce the cost of this project and has been used on other similar projects. Attached are other projects that have used HD pipe to reduce cost to the government.

Bid per RFP and associated plans.

310 32 13 73 Joint details A, B, & C on page CP501 indicate that we are supposed to install silicone sealant. However, the government has included the refernced section 32 13 73

Compression Joint Sealants in the specificaiton manual. Please clarify whether or not the contractor should install silicone or compression seal in the new pavement joints.

There is signficant difference in cost between the 2 materials.

Silicone sealant should be used.

311 32 01 19.61 2.1 Paragraph 2.1 Sealants says to use materials in accordance with ASTM D6690 and ASTM

D5893. D6690 is for hot pour sealants and D5893 is for cold (silicone) sealants. The table below this section specifies where these sealants are supposed to be used. The table says to use D6690 and D5329 for the entire Taxiway Repair. Both of those ASTM's are for hot pour sealant. However the joint details A, B, & C on plan sheet CP501 says to use silicone sealant. Please clarify whether to use silicone sealant or hot pour sealant for all new pavement joints.

Refer to paragraph 2.1. For products the cold applied ASTM

D 5893 material is allowed.

312 RFP & Pricing Schedule

The pricing line items on Page 3-5 of the RFP shows 6 Items 0001-0006. In the descriptions of a few of the items it has descriptions of what should be included (for example Line items 0004A-0004H). In amendment 2 the

Pricing Schedule was revised and changed the line items to be sequentially numbered rather than 0001A, 0001B, etc. Please provide a breakdown of how this changes the RFP pricing items.

Refer to Amendment 0004, Attachment "Price Proposal

REVISED", General Bid Notes.
