This item is not defined clearly. There are many different types of ductbanks with many different types of cables that could fall under this item. Are we expected to come up with a worst case scenario for the most expensive item? May we suggest breaking this up into several clearly defined unit prices such as 1.

Manhole with spring assist cover 2. Medium voltage ductbank with 15kV cable 3. Airfield lighting ductbank with L-824B #6 cables 4.

Line Item 0001D, 0004C

The descripton for juction boxes needs to be clarified for this item. The existing structures all have square spring assist ductile iron covers. The structures for medium voltage, communicatioins and airfield lighting are all separate and vary in size. What should be the cost basis for the "junction boxes" in this case?

Also, it makes sense to make the junction boxes a separate line item in the event the repair is more than 100' long. This way the owner can execute a change that reflects (2) boxes - one on either side of a repair up to 500' long...If a "junction box" is not clearly defined a bidder may think a fiberglass box is acceptable instead of a manhole.

See revised price schedule for detailed scope of work.

165 Attachment H

Price Schedule

Line Items 0001I, 0004H

It is not possible to surgically remove a single light base can and replace it without affecting several lights in the same area. Since the existing taxiway edge lights have interleaved conduits and circuits that are not intermingled it makes each can replacement a significant undertaking. For instance, the conduit that passes by the can is encapsulated in the concrete around the light base can. This means the L-824B #6 cable for BOTH circuits will need to be pulled back to the next can on the same circuit in both directions to salvage the cable. There is not a detail that shows the extent of work. Please confirm this is your intent.

That is the intent. Both circuits will be affected and will need to be pulled bsck to the circuits accociated bases.

166 EA106 Phase I Drawing s

One example of a series airfield cable size conflict is shown on EA106 in the

Construction Keynotes. Note #5 indicates the work should include #8 L-824 cable. This does not match the existing cable size. All existing circuits are #6 L-824B (EPR insulation) throughout the airfield as shown on

Drawing E-601. Which is correct?

All series lighting cable shall be #6 L-824 Type B.

167 ED124 Phase I Drawing s

There is a section of ductbanks leaving A260/E260/C260 heading north off the sheet that is shown to be removed and replaced.

Demolition Keynote 20 indicates that jumper cables should be in place before the existing conduit and wiring can be removed. This is not a situation where a splice can be placed on either side of the work when you have a blown fiber system. The only way to put a "jumper" for the communications line would be to install a temporary fiber optic cable from beginning to end of the entire run for each fiber optic cable in that section of ductbank.

Interrupting a blown fiber raceway anywhere on this airfield is a huge problem for everyone involved. For every instance where the blown fiber system is interrupted we'll need to know all of the buildings that are connected using the specific section of ductbank in order to come up with a fiber optic jumper system to keep everything active. More information is needed for all communcations ductbanks on this project.

Notes have been clarified on ED sheets regarding FO and MV power temporary connections. FO cable run through "C***" handholes are related to airfield lighting systems and locations run to are identifed on cable schedule and handhole foldouts.

DRAWING DOES NOT INDICATE IF THE

AND ES105 INDICATE THEY ARE TO

Guard lights are to be replaced per the ES series plan sheets. Note that symbol on the ES sheets indicate that these lights are salvaged lights/transformers to be reinstalled.

169 GC100 Project drawings and RFP state that if Phase 2 is to be constructed it should be concurrent with Phase 1. There is no discussion in the

RFP or plans that outlines what Work Packages can be worked concurrently between

Phase 1 & Phase 2. For example, can we construct Work Package "C" & "D" concurrently, or can Work Package "T1" & "F" be worked concurrently?

All of Phase 1 Work Packages that contain Taxiway work must be completed prior to starting work on Phase 2 Work Packages that contain

Taxiway work. Meaning Work Package C in Phase 1 must be complete prior to starting Work Package D in Phase 2.

170 RFP Current bid is due 3/1/2024 with a 120 day price hold, that puts the Award date sometime in July 2024. Per the evaluation criteria Factor

2.2 Schedule states to provide a schedule

assuming Award date of April 2024. With a large number of permits required on this project it is unlikely that a July award will provide the contractor adequate time to obtain necessary permits to begin tree and vegetation removal during the short window of Oct 15th - Dec 14th in 2024. If the contractor does not hit this first window for tree clearing there will be a significant impact to project schedule.

Per the General Phasing Notes #3.3 "The stormwater system SHALL be installed downstream to upstream. Work associated with Ditch-D and Ditch D-1 MUST be completed prior to the upstream stormwater system being removed and reconstructed."

Would the Gov't consider removing the requirement that downstream ditch work be completed prior to upstream stormwater work occuring or extend the Period of Performance to take into account the likely event that permits will not be able to be secured with a

July award?

Navy is obtaining the E&S/Stormwater permit, with approval by 01 May. The contractor will need to apply for the Land Disturbance permit, which normally takes 2-3 weeks for approval.

Therefore, the permits should not hold up the contract for tree clearing.

211 Sheet E-

Sheet E-001 General Note 20 states that we are to locate, support and protect existing utilities. There are base cans and conduit that are to remain in demolished shoulder areas.

We are concerned the cans and conduit will not remain in place and will be disturbed by the demolition and installation of new pavement. Should these cans and conduit be replaced? If not, how do you recommend protecting them from the demolition and paving activities?

Top section of base can is to be removed, base can covered for protection while should pavement is placed, new top section sahll be installed to new elevation of pavement.

212 Phases I and II Sheet E-006

Phase I and II Sheet E-006 Demolition key note 1 calls out for temporary jumper cables between indicated handholes / manholes to maintain circuit continuity. Is this the same case for the fiber optic cables that run in these same routes?

All "A", "AL", "E", "C" duct banks and other ducts related to airfield systems and cables running through them must be relocated in areas indicated. For cable types where temporary jumper cables are not feasible, install new conduit sections and new cable to manholes where splices are to be made before removing existing ducts to keep outages to a minimum.

213 Phase II Sheet ED-

Phase II ED-127 Demotion Notes as they refer to the Fuel System Control wiring, states we must field verify location. Wiring that conflicts with storm water piping installation must be relocated. Notes also state remove cabling and conduit where it conflicts with storm water piping and cabling is to be replaced in kind after rerouting of conduit.

Drawings appear to indicate conduits in the fuel tank area but sizes of conduit and cabling is not indicated. Please provide additional information.
