03/08/23 Sheet AE803 – Keynote 1 states Government furnished contractor installed equipment. The same sheet has notes on the upper right hand corner stating Option 3 FFE option. Sheet AE802 Shows furniture on the floor plan with reference to drawing AE800 & AE801, for furniture schedule. Kindly confirm if FFE shown on drawings AE802 & AE803 is contractor furnished Contractor installed or Government furnished contractor installed.
Sheets AE800-AE805 depict items to be provided by the Contractor under Option 3 except as indicated otherwise. Keynote 1 pertains to only those specific items pointed to and indicates GFCI equipment to be installed under the base bid.
03/08/23 Sheet AD800, AD801, AD802 & AD803 show furniture being removed, kindly confirm if the existing furniture is being removed and disposed or is the furniture being relocated?
Under Option 3, furniture is to be removed and disposed of unless otherwise indicated.
03/13/23 Can the Government provide the base access process and personnel requirements such as citizenship requirements, etc?
Refer to specification sections 01 14 00.00 22, para 1.4 and section 01 14 00.00 22, para 1.13.
03/13/23 Will the Government consider lowering the requirement for project experience to $6.5M from $10M? Projects following these restrictions do not occur frequently for small businesses.

03/16/23 Kindly clarify the extent of ESS included in the base bid, and what portion of it falls under the option.
Refer to Sheet EY503, General Sheet Notes 3 and 7. Note that electric strikes are to be provided under Spec Division 8 under the base bid. Additionally, refer to Specification Section 28 10 05, Paragraph 2.1: The first paragraph below the heading describes the base bid scope. INSERT “Option 1:” at the beginning of the second paragraph before the words, “Provide a complete and integrated…”
03/16/23 Kindly clarify if hazmat is phased too, some portions of the third floor fall under phase 1, but third floor hazmat is phase 2?
Yes, HAZMAT abatement work is phased.
Refer to Sheet HD101, Hazardous Materials Notes number 6 for coordination and removal requirements and Sheets G-005 - G008.
03/29/23 Can you please inquire about the piece of fin tube tagged FR-2 on MP111 in the staircase. The Drawing is titled Phase 1 AND 2 – so which phase exactly is it supposed to be in?
During non-heating season, in either Phase 1 or 2. Refer to Sheet G-005, Keynote B.
03/29/23 Specifications for the radiant ceiling panels are for modular panels but they are scheduled as linear – will they reissue the spec for the proper panel type?
REVISE Spec para 2.14.1.1 Panels to read:
"Linear radiant panels must fit into a standard T-Bar ceiling grid, dimensions as scheduled. Panels must be supported from the structure independently from the T-bar assembly. Panels must be 16 gauge, minimum, extruded aluminum or sheet steel."
03/29/23 The Energy Recovery Unit schedule shows a minimum and maximum outside and exhaust air for the energy core. Can you confirm the airflow rate required for sizing the actual energy core? We assume that it will be the minimum outside and exhaust, the maximum will be the airflow that will bypass the core during economizer cooling.
Refer to Sheet M-506 for required airflows.
03/29/23 Can you confirm the DX cooling coil entering air temperatures for the Packaged RTU’s? RTU-1 shows 80.8/66.5, however, the outside from the ERU shows 78.2/69.5, which will mix with return air, so the mixed air temperature at the DX cooling coil should be lower than the outside air from ERU. Is there a total load requirement, or a design LAT from the units that can be used for sizing? I.E. if a more efficient core is available, the RTU size could be decreased to match building requirements versus scheduled performance.
The intent is that the total systems (RTU and ERU together) have the sensible and total cooling capacities listed in the SC/TC MBH column of the RTU schedule.
03/29/23 Can you confirm the exhaust external static pressure for the ERU’s? RTU-1 & 4 show
0.2 ESP, while RTU-2 & 3 show 0.75 ESP, however the airflow diagram on M-506 shows RTU-3 & 4 serving the 3rd Floor, while RTU-1 & 2 serve the 2nd Floor.
Refer to the airflow diagrams on M-506.
The supply fans in the RTUs are sized to recirculate air throughout the entire building. In RTUs 1 & 4, the ERU fans only need to pull off of the return air stream within the unit. In RTUs 2 & 3, the ERU fans are pulling directly from the spaces in the building.
03/29/23 Can you confirm the electrical requirements for the Packaged RTU’s and the ERU’s? ERU note 3 states to provide the ERU attached to the RTU, factory wired for a single point power. However, there is an electrical section for both the RTU and ERU and the power requirements do not appear to be a single point requirement.
The intent is for the RTUs to have integral ERUs and for the manufacturer to provide internal wiring to a single point of connection. The single-point power connections required at Sheet M-601, Packaged Rooftop Unit Schedule Note 2 and Energy Recovery Unit Schedule Note 3 are the same connections. Refer also to Specification Section 23 00 00, paragraph
2.9.1.6.3. If the equipment ultimately
provided cannot be furnished with a single point of connection, the Contractor must utilize the circuits indicated for the four RTUs and splice circuits at the roof level to provide power to both the RTU and associated ERU. Additional weatherproof fused disconnect switches, conduit, cabling, and terminations must be provided at no additional cost to feed the ERUs.
03/29/23 RTU schedule note 12 states to provide factory controls for the DX cooling condenser / compressors, but it seems that the remaining unit control will be by the ATC contractor. Outside of compressor control, drawing M-702 shows points required for the unit with Note 6 showing items that are to be provided with the Packaged RTU’s. It appears that fan VFD’s, dampers & airflow measuring devices shall be provided by the RTU manufacturer and wired and controlled by the ATC. All remaining control devices such as damper actuators, temperature sensors, etc. will be by the ATC contractor. Can you confirm this is the intent?
That is the intent. Properly submitted Contractor-proposed variations will be considered.
03/31/23 Can the Government provide an Electronic Security System (ESS) contact for whichever firm manages/maintains this system currently if the Contractor must employ the same firm?
Refer to specfications Division 28 sections for ESS requirements. Coordination with PNS Code 1120 will be required to ensure compliance with local standards. All applicable POC's will be provided post award.
03/31/23 Equipment manufacturers frequently demand that the warranty period for their equipment provided commences upon delivery to the project, installation, start up, etc., which often does not correspond with the Contractor’s warranty period commencing upon Substantial Completion/Beneficial Occupancy. Will the Government allow the warranty period for certain equipment to commence at an earlier date than that of Substantial Completion.
No. Warranty period begins based on contract requirements. This is not specific to this project. It is a Govt. requirement.
03/31/23 Will different Substantial Completion dates be determined for the project based on either phasing defined in the documents or resultant phases that become necessary based on the facility’s or end users’ needs altering the planned/implied manner of performance provided in the documents.
Partial acceptances prior to customer occupancy, including Redzone and Closeout Documentation, are required at the end of each phase (Phase 1 and Phase 2, respectively). Only one Substantial Completion date will occur at the end of the project scope (resolution of Phase 2).
03/31/23 Can the Government confirm that the freight elevator will be usable for construction activities? Are there restrictions or requirements for maintenance by the Contractor?
Access to the existing freight elevator should not be considered the KTR's primary means of moving items into and from scope of work areas. The Govt. may grant limited access to the elevator when not required for their own operations and at their convenience. KTR must make a request prior to access with a minimum of 14 calendar days. Confirmation from Govt.
prior to use and escorts for the entire duration of use will be required.
04/05/23 We asked in an earlier Pre-Proposal Inquiry if the Government will consider changing the Corporate Experience requirement relative to the size/value of projects, from $10M to $6.5M. As a follow-up question, as this is a best value procurement, does the Government envision possibly awarding a contract to an offeror that does not meet the stated Corporate Experience requirements (including size of projects and renovation of historic buildings)?
No.
04/05/23 Can the Government extend the bid due date back 2 weeks? Subcontractors need more time to provide pricing for some of the work.
No. Based on funding availability, the proposal due date will not be changed.
04/05/23 Does 2nd and 3rd floor have a wooden sub floor? – If so, will it be demolished?
Yes, wooden subfloor exists as indicated in details on SF50# sheets and on sheet AE002. No, it’s generally not to be removed except at select locations/penetrations as indicated.
04/05/23 Are scissor lifts allowed to be on 2nd and 3rd floor?
Possibly, but not for work on occupied floors. Contractor will need to determine the exact make and model of scissor lift(s) proposed for use, then engage a Structural Engineer to determine whether the loaded lift(s) can be safely supported by the floor structure in the work areas and along the transport routes and if any operational/travel restrictions are applicable. These details and calculations would need to be included in the Contractor's submitted work plan and safety-related concerns addressed in the Contractor's Accident Prevention Plan and Activity Hazard Analyses. Assuming the Contractor's intent is to transport the lift to the work area using the freight elevator, an assessment of whether the lift will fit and not overload the elevator would also need to be made. Lastly, an assessment of whether the lift's movement alarm (beeper) will disrupt building occupants would need to be made.
04/05/23 Is escorting required on any of the phases on 2nd and 3rd floor?
Yes, escorts are required as indicated on sheets G-005 – G-008, e.g., when using the freight elevator, and for work on occupied floors as described in specification section 01 14 00.00 22, paragraphs 1.3.c, 1.6.1 and 1.13.
04/05/23 Could a non-CIA entrance be made to have direct access to the 2nd or 3rd floor?
No, per PNS Physical Security and risk of reducing the adjacent roadways.
04/05/23 The Type A, A1, A2, A3 fixture has been discontinued and replaced with the attached series, would the attached light fixture be accepted as a alternate?
Furnishing the Basis of Design lighting fixtures indicated on sheet EL701 is not mandatory. As stated in General Sheet Note 1, “Equivalent fixtures from alternate manufacturers will be reviewed…during the submittal process.”
04/05/23 The specified controls are the ETC ECHOFLEX System, the factory currently can’t ship this system until the first of 2024 due to component shortages, should we offer a more readily available system?
Furnishing the Basis of Design lighting control products indicated on sheet EL703 is not mandatory. Products from other manufacturers meeting the specified requirements and providing the indicated functionality may be provided. The Contractor is required to complete the work within the specified duration.
