PART 1 GENERAL

1.1 BASIS OF BIDS

This contract will be awarded as one lump sum with Options as required for specifically selected work. Unit Prices have been included for items where quantities are estimated, but unknown.

a. The low bidder for purposes of award will be determined as in Clause "FAR 52.217-4, Evaluation of Options Exercised at Time of Contract Award,"

b. Options may be exercised at the time of award or within 120 calendar days after award by the Contracting Officer. A firm fixed bid price is required for Options. No provision is made for economic price adjustment. Method for evaluation for bids for award purposes is specified below. If options are exercised, the contract completion date remains 588 calendar days after award of the contract. All option work within the Milestone 1 and 2 limits shall be complete by the dates shown on the milestone and phasing plans.

c. In the event there is a difference between a unit price and the extended total, the unit price will be held to be the intended bid. If the bidder shows only the total price but fails to enter a unit price, the total divided by the estimated quantity will be held to be the intended unit price.

d. Any bid price for items indicated which are unbalanced as to price may be rejected as non-responsive. An unbalanced bid is one which is based on price significantly less than cost for some work and price which is significantly overstated for other work.

e. Quantities for Bid Items are defined based on the best available information. Should quantities differ for Bid Items defined by unit prices below, the cost associated by the difference (plus or minus) in quantities will be reconciled based on the unit price provided.

1.2 BID ITEMS WITH UNIT PRICES

1.2.1 Bid Schedule

This contract will be solicited with bid items and unit prices required for specifically selected work. A description of the bid items and schedule of the unit price work is contained in Standard Form 1442, "Solicitation, Offer and Award." See Contract Clauses, "FAR 52.212-11, Variation in Estimated Quantity" and "FAR 52.236-16, Quantity Surveys."

The Total Amount for CLIN 001 shall provide the full project scope, excluding Bid Options (CLIN 002 through 015), complete and in place in accordance with the drawings and specifications even if not specifically listed below.

1.2.3 Explanation of Bid Items

1.2.3.1 Explanation of Berth 6 Repairs and Improvements Bid Items

The total amount of Base Amount CLIN 001 shall provide the full project scope, excluding Bid Options defined below, complete in place in accordance with the drawings and specifications even if not specifically listed.

Explanation of specific work items as defined as follows:

CLIN 00101: Above-Grade Utility Duct - includes all Berth 6 Repairs and Improvement work not included in CLIN 00102 through 001115 and includes, but is not limited to, removal and disposal of existing pavement, concrete and granite, structural elements and fence; excavating and disposal of soil;

compacting base material; forming and placing reinforced concrete foundation, seawall extension, above grade utility duct vaults; providing above grade utility duct covers, hatches, associated drainage including above-grade duct interior drains and scuppers, and fence; providing and monitoring erosion and sediment control measures; providing all necessary labor, material, and incidentals for archeological monitoring of excavations in sensitive areas; providing all other work associated with above-grade utility duct.

CLIN 00102: Civil Site Work - includes all Berth 6 Repairs and Improvement work not included in CLIN 00101 and 00103 through 001115 and includes, but is not limited to, removal and disposal of existing pavement, concrete and fence; excavating and disposal of soil; compacting base material; forming and placing reinforced concrete slabs on grade and providing reinforced concrete utility vaults; providing paving, grading, crushed stone, drop inlet, and associated drainage; providing site bollards, curb, substation and load center fence, two large (double-sided) stair systems, and three small (single-sided) stair systems; providing and monitoring erosion and sediment control measures; providing all necessary labor, material, and incidentals for archeological monitoring of excavations in sensitive areas;

providing all work associated with civil site items.

CLIN 00103: Rail Foundation Penetrations - includes all Berth 6 Repairs and Improvement work not included in CLIN 00101 to 00102 and 00104 through 001115 and includes, but is not limited to, removal and salvage of crane rails, and selective demolition and disposal of existing portal crane rail foundations; removal and salvage of railroad rails, and selective demolition and disposal of the railroad rail concrete foundations ; providing temporary shoring; excavating and disposal of soil; forming and placing reinforced concrete crane rail beam bearing pads; providing flowable backfill, leveling plates, steel beams, and crane rail and railroad rail components;

reinstalling crane and railroad rails; providing all other work associated with Crane rail penetrations at Station 3+40, 4+84 and 6+67

CLIN 00104: Mooring Hardware - Rock Anchored Bollards - includes all Berth 6 Repairs and Improvement work not included in CLIN 00101 to 00103 and 00105 through 001115 and includes, but is not limited to, installing rock anchor guides and rock anchors; placing concrete fill; installing steel plates, reinforcement, anchor bolts, non-shrink grout, mooring hardware fittings and associated connection hardware; providing all other work associated with mooring hardware – rock anchored bollards.

CLIN 00105: Mooring Hardware - Concrete Anchored Bollards - includes all Berth 6 Repairs and Improvement work not included in CLIN 00101 to 00104 and 00106 through 001115 and includes, but is not limited to, installing anchor guides and concrete anchors; placing concrete fill; installing steel plates, reinforcement, anchor bolts, non-shrink grout, mooring hardware fittings and associated connection hardware; providing all other work associated with mooring hardware – concrete anchored bollards.

CLIN 00106: Mooring Hardware - Bollards reusing existing rock anchors -includes all Berth 6 Repairs and Improvement work not included in CLIN 00101 to 00105 and 00107 through 001115 and includes, but is not limited to, selective demolition around existing anchors; installing steel transition plate, reinforcement, anchor bolts, non-shrink grout, mooring hardware fittings and associated connection hardware; providing all other work associated with Mooring Hardware - Bollards reusing existing rock anchors.

CLIN 00107: Mooring Hardware - Rock Anchored Cleats - includes all Berth 6 Repairs and Improvement work not included in CLIN 00101 to 00106 and 00108 through 001115 and includes, but is not limited to, installing rock anchor guides and rock anchors; installing steel plates, reinforcement, anchor bolts, non-shrink grout, mooring hardware fittings and associated connection hardware; providing all other work associated with Mooring Hardware - Rock anchored cleats.

CLIN 00108: Mooring Hardware - Cleats reusing rock anchors - includes all Berth 6 Repairs and Improvement work not included in CLIN 00101 to 00107 and 00109 through 001115 and includes, but is not limited to, selective demolition around existing anchors; installing steel transition plate, reinforcement, anchor bolts, non-shrink grout, mooring hardware fittings and associated connection hardware; providing all other work associated with Mooring Hardware - Cleats reusing rock anchors.

CLIN 00109: Mooring Hardware - Curb Mounted Cleats - includes all Berth 6 Repairs and Improvement work not included in CLIN 00101 to 00108 and 00110 through 001115 and includes, but is not limited to, installing steel plates, reinforcement, anchor bolts, non-shrink grout, mooring hardware fittings and associated connection hardware; providing all other work associated with Mooring Hardware - curb mounted cleats.

CLIN 00110: Civil Utilities - includes all Berth 6 Repairs and Improvement work not included in CLIN 00101 to 00109 and 00111 through 001115 and includes, but is not limited to, removal and disposal of existing freshwater and sanitary sewer pipe, valves service stations and related items;

providing freshwater pipe, valves, backflow prevention, hose stations, joint restraint, expansion and contraction joints and pipe insulation and jacket;

providing ship-to-shore sewer connections and insulation; providing relocation of the existing Building 164 sewer service; providing all other associated work with Civil Utilities.

CLIN 00111: Structural Utilities - includes all Berth 6 Repairs and Improvement work not included in CLIN 00101 to 00110 and 00112 through 001115 and includes, but is not limited to, structural steel supports in the below-grade utility ducts, structural steel supports in the above-grade utility ducts, structural steel supports in Dry Dock 2, the reinforced concrete below grade duct structures (trenches and covers), the reinforced concrete Load Center vault structure, the reinforced concrete regulator support pad, the regulator steel support structure, and the concrete equipment pads for landside industrial power stations; providing all other associated work with Structural Utilities.

CLIN 00112: Mechanical Utilities - includes all Berth 6 Repairs and Improvement work not included in CLIN 00101 to 00111 and 00113 through 001115 and includes, but is not limited to, removal and disposal of an existing pre-engineered conduit system containing steam and compressed air pipes, removal and disposal of steam valve service station manifolds, compressed air valve service station manifolds, direct buried compressed air pipe, direct buried steam pipe, high pressure air piping systems including pipe, valves and valve service station manifolds, providing steam and condensate piping systems, compressed air and high pressure air piping systems including pipe, thermal expansion compensation devices, valves, service station manifolds, steam and condensate thermal pipe insulation systems and all other work associated with mechanical utilities.

CLIN 00113: Electrical - includes all Berth 6 Repairs and Improvement work not included in CLIN 00101 to 00112 and 00114 through 001115 and includes, but is not limited to, removal of industrial power stations, crane hotel power stations, shore power station, and super shore power stations; removal and disposal of conduit, wire and ductbank sections; providing load center breaker remanufacturing; providing load center equipment (sheltered aisle switchgear, oil filled transformers, medium voltage switches), 3-in-1 voltage regulators, sectionalizing cabinet, vacuum fault interrupt switches, panelboards, and dry-type transformers; providing crane hotel power stations; providing industrial power stations (new and reinstalled);

providing shore power station; providing reinstallation of shore power and super-shore power stations with additional supports and receptacles;

providing medium voltage feeders, medium voltage junctions, 600V wiring, cable tray, conduit, and support racks and arms; providing grounding;

providing ductbanks; providing site lighting, sheltered aisle switchgear lighting, and vault lighting; providing heat trace; providing leak detection; providing all other work associated with electrical.

CLIN 00114: Communications - includes all Berth 6 Repairs and Improvement work not included in CLIN 00101 to 00113 and 001115 and includes, but is not limited to, removal and disposal of existing communications and telephone connection boxes and associated cables, conduits and ductbank sections;

removal and reestablishing of telecommunications to existing portable office trailers; providing fiber optic cables between Buildings 86/86A and Building 343, between Building 343 and the Berth 6, and between Berth 6C and Berths 6A and 6B; Providing copper telephone cable between Building 79 and Berth 6, between Berths 6A and B, and between Berths 6B and C; providing fiber optic cable for the SCADA system at the new load center; providing communications and telephone connections and distribution boxes, punch down blocks, patch panels, horizontal copper cable and communications outlets; providing ductbanks; providing all other work associated with communications.

CLIN 00115: Brow Anchors - includes all Berth 6 Repairs and Improvement work not included in CLIN 00101 to 00114 and includes, but is not limited to, provision of all work associated with furnishing and installing brow anchors along the above grade utility duct as indicated on the drawings.

1.2.4 Explanation of Berth 6 Repairs and Improvements Bid Options:

CLIN 002: Option 01 – Utility Trench at STA 0+80 includes the added price for all work associated with removal and disposal of existing pavement, aggregate base, aggregate sub-base, soils, and rail foundations; salvaging existing crane rails and railroad rails, base plates, clips, anchor bolts, and other miscellaneous rail components; providing and monitoring erosion and sediment control measures; providing concrete utility trench and rail modifications (as depicted on drawing sheet SJ504), pavement, aggregate base, aggregate sub-base, and all incidental and related work (note: this excludes the work included in base bid CLINs).

CLIN 003: Option 02 – Utility Trench at STA 2+35 includes the added price for all work associated with removal and disposal of existing pavement, aggregate base, aggregate sub-base, soils, and rail foundations; salvaging existing crane rails and railroad rails, base plates, clips, anchor bolts, and other miscellaneous rail components; providing and monitoring erosion and sediment control measures; providing concrete utility trench and rail modifications (as depicted on drawing sheet SJ504), pavement, aggregate base, aggregate sub-base, and all incidental and related work (note: this excludes the work included in base bid CLINs).

CLIN 004: Option 03 - Wheeler System includes the added price for all work associated with the provision of a complete and operational wheeler system, including, but not limited to, removal and disposal of existing pavement, aggregate base, and aggregate subbase, and soils; providing and monitoring erosion and sediment control measures; providing concrete wheeler pad (as depicted in Detail C3 on drawing sheet SJ503); providing pre-engineered wheeler pipe, wheeler service connection, wheeler electrical disconnects and associated wire and conduit, heat trace circuits and components associated with the wheeler system, leak detection system, wheeler pipe termination at concrete wheeler pad, insulation and insulation jacket (as depicted in details on drawing sheets CW201 and CW501); providing pavement restoration, and all incidental and related work (note: this excludes the work included in base bid CLINs).

CLIN 006: Option 05 – Rail Penetrations at STA 5+46 includes the added price for all work associated with removal and disposal of existing pavement, aggregate base, aggregate sub-base, soils, and crane rail and railroad foundations; salvaging existing crane rails and railroad rails, base plates, clips, anchor bolts, and other miscellaneous rail components; providing and monitoring erosion and sediment control measures; providing crane rail and railroad rail foundation modifications (as depicted on drawing SJ507), concrete service station pad, pavement restoration, flowable backfill, and all incidental and related work (note: this excludes the work included in base bid CLINs).

CLIN 007: Option 06 – Pure Water System includes the added price for all work associated with the provision of a complete and operational pure water system in above-grade and below-grade utility ducts, supported on a dry dock wall and within the Dry Dock 2 utility tunnel, including, but not limited to providing a pure water system in strict accordance with all specified cleanliness and fabrication specifications and specification supplements including connection to the existing system, pipe, valves, valve manifold assemblies, manifold assembly cabinet enclosures, expansion loops, hangers, supports, anchors, pipe insulation and insulation jacket, and a heat trace system (as depicted in details on drawing sheets MP101, MP501, MP502, and MP503); providing all incidental and related work (note: this excludes the work included in base bid CLINs).

CLIN 008: Option 07 – Equipment Tie Downs includes the added price for all work associated with providing equipment tie downs along the above grade utility duct (as depicted in Details C5 and B5 on drawing sheet ST511), and all incidental and related work (note: this excludes the work included in base bid CLINs).

CLIN 009: Option 08 – Guard Rail includes the added price for all work associated with providing 1,100 linear feet of guard rails along the landside edge of the above grade utility duct (as depicted in details on drawing sheet SJ501), and all incidental and related work (note: this excludes the work included in base bid CLINs).

CLIN 010: Option 09 – USCG Fender Removal includes the added price for all work associated with removal and disposal of existing USCG fender system to include the pad eyes, fender panels, and other miscellaneous fender components; salvaging the existing floating fenders and providing to the Government; repairing the steel coating system in areas where elements have been removed; providing all other incidental and related work (note: this excludes the work included in the base bid CLINs).

CLIN 011: Option 10 - Crane Rail Replacement Hardware includes the added price for all work associated with removal and disposal of 200 existing non-serviceable portal crane rail and railroad rail clips and associated hardware; providing 200 rail clips, and all other incidental and related work (note: this excludes the work included in the base bid CLINs).

CLIN 012: Option 11 - Rail Joint Bar Replacement includes the added price for all work associated with removal and disposal of 16 existing rail joint bar connections; providing 16 rail joint bar connections and associated hardware;
