Phase 1 notes indicate a start date of 14 MAR 2022 and a completion date of 02 DEC 2022 while indicating to complete phase 2 work to the maximum extent possible, prioritzing substation 6 during phase 1. Phase 2 notes indicate a completion date of
31 MAR 2023.
However, the solicitation indicates an overall contract duration of 486 days and a planned NTP of 22 April 2022 which would shrink phase 1 and adds 5 months on the backend of phase 2 completion milestone date.
Please clarify phasing dates and milestone expectations that match the overall POP of the solicitation.
Please refer to the updated solicitation documents issued on Amendment 0002 detailing a 365 day period of performance with planned NTP on 22 April 2022.
Phasing and Milestone dates of 02 DEC 2022 and 31 MAR 2023 are confirmed. POP will extend beyond the construction completion of milestone 2 to support contract closeout submittals.

REUIREMENTS
FOR PHASE 1
note 1.1 states that MV feeders from SLD-1 vault to LC22, including ductbanks, shall be complete by the end of phase one which is contradictory to G- 103 & G-105. To what extent is the LC22 MV feed required to be completed by the end of phase one and does this include installation LC22 vault, switches, transformers and switchgear?
The MV feeders must be installed from SLD-1 vault to load center 22, including the construction of ductbanks, during Phase 1. The construction of LC22 must be complete to the point where outages on the MV feeders will not be required during Phase 2.
Portions of LC22 construction that do not require outages on the MV feeders are permitted to be completed during Phase 2. Refer to Attachment Amendment 0003_Sheet ES507, General Sheet Note 8, which requires the Heat Trace system to be installed during Phase 1.
This system must be permanently fed from LC22 and serves all three berths. In order to accommodate long lead time equipment, and permit portions of LC22 construction to occur during Phase 2, the heat trace system must be powered, temporarily, from LC10 until permanent power is established from LC22.
Coordinate with the Contracting
Officer for the exact temporary connection location at LC10.
Temporary power conductors must be routed through the new 14W ductbank between LC10 and the above grade utility duct (AGUD) and within the 6W ductbanks embedded in the AGUD. Extend the Phase 1 boundary of the construction of the AGUD to include the installation of the Heat Trace system equipment.
The heat trace circuits required to serve Berths 6A and 6B piping must be installed and operational during Phase 1.
Provide an extension of the concrete light pole base at Station 5+00 to accommodate the heat trace transformer.
Provide 2" conduit between the communications vault at Berth 6B and the heat trace enclosed circuit breaker. Provide 2" conduit between the industrial power station vault to the south of Station 5+00 and the heat trace enclosed circuit breaker.

00, 1.2.2 milestones do not match milestones listed on drawing G-103. Please provide corrected milestones in accordance with the 486 day project duration per solicitation N4008522R2578.
Please refer to Amendment 0001 continuation pages, which include revisions to the milestone dates in Specification section 01 11 00 paragraph 1.2.2 to align with drawing sheet G- 103.

When cross referencing drawings MA101, MA501, MA502, & CU501, at each HPA service riser you would have a 1" valve on each side of the 1" x 1/2" reducing tee, two inline 1/2" valves on the riser inside the utility duct, and then two 1/2" inline valves on the aboveground service connection.
Please confirm the two 1/2" inline valves on the riser inside the utility duct are drawn in error and not required.
The two, 1/2 inch valves on the riser within the duct are not required.
Follow Detail C3 on MA 501 for the service branch outlet within the concrete utility duct. Follow Detail A2 for the HPA service station piping above the utility duct cover.

Detail C2 shows a 1" flanged isolation valve on the service riser outside of the utility duct. Please confirm the isolation valve in the utility duct is not required.

Spec section 01 91 13 General Commissioning Requirements is written for commissioning of a building automation system with HVAC and other electro-mechanical controls which does not align with the project scope.
All mechanical systems are manually operated and mechanical start-up is typically performed by the appropriate PNS shop with extensive knowledge of specific system operation.
Functional tests of manually controlled mechanical systems to be completed during system specific pressure tests required by individual project specifications.

The requirements of Section 01 91 13 may be disregarded for mechanical systems. All mechanical system outages and start-ups (also referred to as onages) must be requested in advance and performed per the procedures in the contract specification.
Hydrostatic pressure testing is required on all mechanical piping systems. Pressure testing procedures must be submitted prior to the start of testing. All pressure tests must be witnessed by the Contracting Officer or his/her Technical Representative.

A hatch is required to access the HP Air Branch Outlet Connection valves at station 0+57.85. The valves shall be centered below the hatch.
Observe all construction details for a 24 inch square hatch centered in the north-south direction in the 3’ -9” wide concrete utility duct cover.

Complete design calculations do not need to be submitted by the Contractor per section 31 68 13 paragraph 1.3.2 if the current design shown on the Contract Drawings is strictly adhered to.
Section 31 68 13 paragraph 1.3.2 is applicable if the Contractor intends to modify or optimize the rock anchor design based upon the Contractor’s means and methods of rock anchor installation procedures, i.e., and lock-off procedures? The installation plan to be submitted would identify lock off devices and any other appurtenances, and would be stamped by a PE.
