No asbestos, PCBs above 50 ppm, or RCRA metals were detected in samples of black tar, caulking, paint, paper, concrete, mortar, or other materials. Lead-based paint was also not found.

Attached please find results for the assessment performed on the date referenced above.

Unless otherwise noted in the attached report, the assessment performed met the requirements of Absolute Resource Associates Standard Operating Procedures or industry guidelines and standards for the investigation of hazardous materials within a building. The Standard Operating Procedures for sampling and investigations are based upon OSHA and EPA standards and adhere to all state regulations. The results in this report pertain only to the samples as indicated on the chain of custody.

Absolute Resource Associates does not engage in “Lead Risk Assessments”, rather lead determinations within a facility. Absolute Resource Associates does not carry the license for Lead Risk Assessor, but does carry the license for Lead Inspector. II. Scope of Work The HAZMAT assessment was conducted on November 4 and 5th, 2020 at the request of Appledore Marine Engineering. The site of the assessment was Berth 6 at the Portsmouth Naval Shipyard in Kittery, Maine. The object of the assessment was to collect and analyze samples for hazardous materials including asbestos, lead based paint, RCRA 8 metals in paint, and polychlorinated biphenyls (PCB) prior to the renovations at Berth 6.

The building assessment was conducted to establish the following:

● Collect environmental samples and analyze via Transmission Electron

Microscopy (TEM) to determine if the material is an Asbestos Containing Material (ACM). ACM is material containing >1% asbestos.

● Collect environmental samples for PCB.

● Collect paint chip samples for Lead base paint analysis.

● Collect environmental samples for RCRA 8 metals analysis.

● Throughout the process, consult other qualified professionals if necessary or desired.

III. Asbestos Findings:

Asbestos containing material (ACM) is material containing >1% asbestos. Samples were collected from non-friable materials along the length of Berth 6.

Samples were analyzed by EPA TEM NOB method 600/R-93/116

No asbestos was detected.

IV. PCB Findings Caulking samples were collected from seams along the ground, caulking on the aluminum jacketed pipe, and the material filling the holes in the timber extending the length of 6A in to 6B to determine if the caulk contains Polychlorinated biphenyls (PCBs). Hazardous waste levels of PCB’s are 50ppm (or 50 ug/g).

Summary of Findings: No PCB levels above 50ppm were detected in the sampled material. Therefore, the caulking is not considered hazardous waste.

V. Lead Collect bulk paint chip samples for total lead concentration. Samples were analyzed via Flame Atomic Absorption Spectrophotometry. Lead based paint is that which is 5,000 ppm or greater.

VI. RCRA Metals The Resource Conservation and Recovery Act, RCRA, identifies a list of toxic heavy metals. The following metals within that list were analyzed from the paint chip samples collected from Berth 6: Arsenic, Barium, Cadmium, Chromium, Mercury, Selenium, and Silver.

*Note: Lead is normally included in the RCRA 8 analysis. However, lead is not included in the below data because it was analyzed separately and that data is included in a separate section.

VIII. Limits of Liability The IAQ assessment does not cover concealed areas or items not inspected.

The extent of the limited area also depends on the building construction and conditions, weather, building usage and other factors. Areas that were inaccessible during the investigation were not inspected. Due to the nature of the investigation and the limited data available, Absolute Resource Associates cannot warrant against undiscovered environmental liabilities.

RSA 130-A:1 XVI-b. ""Lead risk assessor'' means an individual who conducts risk assessments, as defined in He-P 1602.44, develops lead hazard reduction plans, as defined in paragraph XVI-a, and issues final risk assessment reports. Absolute Resource Associates does not engage in “Lead Risk Assessments”, but rather lead determination within a facility. Absolute Resource Associates does not carry licenses for the Lead Risk Assessor.

Absolute Resource Associates is Board Certified through the American Council for Accredited Certification, Specific to Indoor Environmental Consulting and Investigations.
