This Amendment is issued prior to receipt of the bids and does hereby become a part of the Contract Documents, and in case of conflict, it supersedes original project manual and drawings.

Each bidder must be responsible for issuing information contained herein to sub-contractors and suppliers to ensure that their proposal covers all work required by the Contract Documents including this Amendment.

The work of the Amendment must comply with all contract requirements including Division 00 and 01 specification sections and the following specific items noted.

Section 01 11 00 – SUMMARY OF WORK

1. Replace paragraph 1.2.2 Project Milestone Requirements with the following:

Complete milestones to the limits shown on the Contract Drawings. Milestone work elements include installation, testing, and acceptance by the Government of each component of the work.

Section 05 30 00.01 – MOORING HARDWARE

1. Replace paragraph PART 1 GENERAL

Work under this section covers supply, testing and installation of the mooring bollards, cleats, and fairlead ring as shown on the Contract Drawings and specified herein. Installation includes bolting of mooring hardware, grouting of base, filling hardware with grout and filling of bolt holes.

2. Add paragraph 2.1.3 Fairlead Ring

Provide steel fairlead ring as shown on the Contract Drawings. Fairlead ring material must be ASTM A148, Grade 80-50 or forged AISI 4140.

3. Delete last sentence of paragraph 2.5 FINISH, and Replace with

Intermediate coat and top coat must be applied in the shop to a minimum thickness of 3.0 mils each, with touch-ups to the coating applied in the field, if necessary, in accordance with manufacturer’s recommendations.

Section 09 97 13.26 – COATING OF EXISTING STEEL WATERFRONT STRUCTURES

1. Add the following to paragraph PART 1 GENERAL after “Work under this section includes the field coating of existing steel elements”:

above Mean Lower Low Water (MLLW) elevation.

Section 22 15 43 – NITROGEN PIPING IN PREFABRICATED CONDUIT SYSTEM

1. Add the following to the end of paragraph 2.2.1.1:

The steel conduit casing must be 10 gauge smooth wall, spiral welded steel. The fiber-reinforced plastic (FRP) cladding must be filament wound directly on to the carbon steel casing. All field joints on the outer conduit must be welded, air-tested and covered with a heat shrink sleeve or covered with a hand lay-up of fiberglass cloth and polyester resin. All of the conduit will be subjected to a holiday test utilizing a 10,000 volt electrical resistance holiday detector.

Section 31 68 13 – ROCK ANCHORS

1. Add the following submittal to paragraph 1.4 SUBMITTALS under SD-07 Certificates:

2. Rename paragraph 1.5.3 from “Core Logging and Soil Sampling” to “Rock Anchor Logging” Replace with the following:

Logging of rock anchors and preparation of drilling logs and records must be performed by a Geologist or Geotechnical Engineer who has at least five years of experience in logging rock anchor installations. Rock anchor logs must contain the information listed in Section 3.4.3.

3. Remove the following from the first sentence of paragraph 2.4.6 Sand-Cement Grout:

“, grouting holes which fail the watertightness test, “

4. Replace paragraph 3.4 FIELD QUALITY CONTROL with the following:

The designated demonstration test anchors must be used to verify rock quality and the adequacy of the anchor installation procedures. Demonstration test anchors must pass the performance test prior to placing other anchors of the same type represented by the respective demonstration test anchor. There are three types of anchored foundations: Type 1 with rock anchors installed at 60 degrees; Type 2 with rock anchors installed at 45 degrees; and Type 3 with concrete anchors installed at 45 degrees. Each type of anchored foundation will get performance tested for a total of three performance tests. The performance tests must be performed on the 50-ton bollard foundations. All other anchors must be proof tested. During the stressing of each anchor, a record must be kept of gage pressure and of anchor elongation at each stage of stressing to the specified test or Lock-off Load, as applicable. The Test Load must not be exceeded. Provide a qualified Professional Engineer to evaluate the anchor test results and determine the acceptability of the anchors in accordance with the criteria indicated herein. Provide the Professional Engineer Qualifications who will be performing the rock anchor test evaluations. Final acceptance of each anchor will be made by the Contracting Officer. All tests must be run in the presence of the Contracting Officer or their representative.

5. Replace paragraph 3.4.1 Performance Test

Performance test must consist of cyclically and incrementally loading and unloading the anchor and must be conducted in accordance with PTI DC35.1, Paragraph 8.3.2. Each performance test will include the testing of the two anchors of each foundation type. Performance tests must be successfully performed on two installed anchors before installing any additional anchors. Two additional anchors will be selected by the Contracting Officer for performance testing. A total of three performance tests must be performed with three additional performance tests to be identified by the Contracting Officer for a total of six performance tests;

therefore a total of eight rock anchors and four concrete anchors will be tested for the 50-ton bollard foundations. During the testing of each anchor, a record must be kept of gage pressure and of anchor elongation at each stage of stressing to each Test Load required by PTI DC35.1. Measurements of the elongation of prestressing steel must be made in accordance with PTI DC35.1. If the total movement at the end of 10 minutes at the Test Load exceeds 0.040 inch, the Test Load must be held an additional 50 minutes and the movement readings must be taken at the interval specified in PTI DC35.1, Paragraph 8.3.2. Test records, including plots and graphical analysis of test data, must be furnished upon acceptance of each performance tested anchor in accordance with paragraph SUBMITTALS.

6. Remove the following items from paragraph 3.4.3 Driller logs:

h. Depths and elevations at which core was recovered or attempts made to core including top and bottom depth of each run.

i. Geologic classification or description by depths of each stratigraphic unit cored. This classification or description must be made immediately following the taking of the core.

j. Percentage of core recovered and rock quality designation per run.

l. Depth and elevation at which groundwater is encountered.

Section 33 71 02 – UNDERGROUND ELECTRICAL DISTRIBUTION

1. Add paragraph 3.14.8 Pad Grounding:

Provide a loop of 4/0 AWG copper grounding conductor around the perimeter of each concrete equipment pad, not less than 24 inches below grade. Provide a ground rod or plate at each corner of the concrete pad.

Provide driven ground rods until the top is 12 inches below grade. Attach 4/0 AWG copper grounding conductor, by exothermic weld, to the ground rods or plates. Provide 1/0 AWG ground wire pigtails from ground ring to concrete pad reinforcing, attached by exothermic weld process. Provide 1/0 AWG ground wire pigtails from ground ring to equipment.

Section 33 82 00 – TELECOMMUNICATIONS OUTSIDE PLANT

1. Add the following to paragraph 1.5, at the end of the first sentence, “and at Building 79.”

Section 35 59 13.16 – MARINE FENDERS

1. Remove the following from paragraph PART 1 GENERAL:

8. Replace paragraph 2.1.1 Rub Strip Fenders

Rub strips must be heavy duty and intended for commercial marine use. The panels must be of the size and dimensions shown on the Contract Drawings. They must be ultraviolet stabilized with a minimum ½ inch wear thickness. The facing connections must be configured to account for the thermal properties of the polyethylene. Provide shop drawings identifying all dimensions, cuts, bore holes, and embedded steel mounting plate, hardware, and mounting details.

Rub Strips must be UHMW (ultra high molecular weight polyethylene) with a 0.20 maximum coefficient of friction per ASTM D1894. The UHMW must exhibit no failure when tested per ASTM D256, Method B. The panels must be in accordance with ASTM D4020.

High-density polyethylene (HDPE) may be used for rub strips if UHMW is not available. If HDPE rub strips are used, they must have a 0.39 dry static coefficient of friction per ASTM D2394 and must exhibit no failure when tested per ASTM D6109 and ASTM D6108.

9. Add the following paragraph 2.1.3 Steel Fender Brackets

Provide steel angle brackets for Berth 6A seawall fenders as shown on the Contract Drawings. Steel angle brackets must be ASTM A36/A36M and must be coated in accordance with section 09 97 13.26 Coating of Existing Steel Waterfront Structures.

10. Change the title of paragraph 3.1 from “UHMW RUB STRIP FENDER INSTALLATION” to “RUB

STRIP FENDER INSTALLATION”

11. Remove “UHMW” from paragraph 3.1
