Building 520 houses the Fire Fighter Trainer Unit (FFTU). The FFTU generates fire and smoke, and sailors fight Class A, B, and C type fires with equipment, techniques, and chemicals similar to those on submarines. Discharges originate from the following processes within the FFTU:
- The Fire Suppression Trainer Room discharges “mock AFFF” made from Calsoft L-40, bicarbonate, carbon dioxide from hand-held fire extinguishers, and “mock smoke” made from Kidde FT Smokemaster fluid.
- Fire fighting training clothes washer (laundry detergent, mock AFFF, mock smoke, and floor dust)
- Emergency air breathing system (compressor condensate, mask disinfectant)
- Eye wash station (Town of Groton potable water)
- Emergency shower (Town of Groton potable water)
- A utility sink (Town of Groton potable water, Calsoft L-40, Simple Green, hand soap, and mop rinse water)
- Maintenance/rinsing (using Simple Green degreaser)
- Disinfection of self-contained breathing masks using iodine and a commercial disinfectant
(Betadine)
Two effluent pumps transfer fire fighting training wastewater to the SUBASENLON sanitary sewer collection system. Pump specifications for both new pumps are as follows: Pump Make: Crane Pumps & Syst ems; Pump Product/Model Number: 7163 20361999; Pump Size: 2 x 2 x 7.25; Pump Impeller Diameter: 6.25"; Motor Make/Model: Baldor Reliance Super E; Pump Size: 1 HP (60 Hz, 3 phase).
The nature of this discharge allows for process-owner controlled discharge quantities; therefore, the process owner has committed to limiting this discharge to less than 10,000 gpd as the maximum allowable daily flow.
Notes:
(1) Calsoft L-40 is sodium alkylbenzene sulfonate, that is pressurized and foamed with the aid of sodium bicarbonate.
(2) Kidde FT Smokemaster (mock smoke fluid) is 70% propylene glycol and <1% ethylene glycol.
(3) The use of siliconized bicarbonate was terminated in 2012.

Plates and sheets of the following materials are cut with the water jet: carbon steel, nickel-copper, nickel-copper-aluminum, chrome-molybdenum, nickel-chrome-molybdenum, and corrosive-resistant stainless steel and aluminum.
The parts are cut using high velocity water mixed with an abrasive and sprayed through the applicator nozzle. The wastewater is discharged to the local POTW using a retrofitted hose and sump pump to a sanitary sewer manhole exterior to the building.
Water jet cutter units generate a highly filtered wastewater. Wastewater is reused through a closed loop polishing system (Ebbco Inc. metal Working Filtration), which consists of one (1) prefilter, one
(1) pump suction strainer, four (4) filters, filter pressure gauge alarms for each filter, a Total Dissolved Solids (TDS) alarm, and an ozone generator alarm.
11. A list of the substances used or added to the wastewater, including but not limited to those substances for which effluent limits are specified in Sections 5A(a) or 5B(a)of the SIU GP and those substances listed in Appendix B Table II, III and V or Appendix D of section 22a-430-4 of the Regulations of Connecticut State Agencies. Any such substances shall be identified by their generic chemical names and Chemical Abstract System (CAS) number.
Garnet abrasive (Almandine and Pyrope Garnet, CAS No. 1302-62-1) is fed from a hopper and mixed with water and utilized as the cutting medium. No other substances are added, however, the raw metal materials listed in Item 10 are cut by the machine.

**This discharge was previously covered under MISC GP Permit #CTMIU0130 as DSN 203-1. Prior to 30 October 2020, this discharge was covered under Pretreatment Permit #SP0000915 as DSN 003-1**
The processes that contribute influents to this treatment system include oil tank condensation, utility trench wastewater from industrial operations inside the power plant, incidental stormwater, groundwater, steam condensate and pipe condensate, groundwater from dewatering the inside fuel tank containment area, and groundwater seepage/leak from the north and south tunnels of the power plant to the power plant trough, steam condensate return, air compressor condensate wastewater, and dewatering waters (previously permitted under DSN 013 of SP0000915).
These wastewaters are collected in the REC tank in Building 29 and then processed through an above-ground, indoor, gravity oil/water separator. The floated oil fraction from the separator is sent back to the REC tank. The treated underflow water fraction (i.e., oil/water separator effluent) is discharged to the sanitary sewer.
When there is sufficient quantity of used oil the REC tank, the oil is removed and transported off base by a contractor.
The current specifications of the above-ground gravity O/WS inside Building 29 are as follows:
- Manufacturer: Mercer International, Inc.
- Model: Compliance Master MI-A30
- Oil/Water Separation Tank Capacity: 280 gallons
- Coalescing Media Type: Multi Pack Coalescing Plates (304 Stainless Steel)
11. Any such substances shall be identified by their generic chemical names and Chemical Abstract System (CAS) number.
Steam condensate return contains a corrosion inhibitor consisting of:
- Cyclohexylamine (CAS No. 108-91-8)
- Diethylaminoethanol (CAS No. 100-37-8)
- Morpholine (CAS No. 110-91-8)
The waste stream is also intended to contain oil tank condensation (no. 2 fuel oil), air compressor condensate (lubricating oil), trench wastewater (no. 2 fuel oil, lubricating oils), and groundwater.
