RFI RESPONSES PART III – CLARIFICATIONS & EDITIONS

N40085-21-R-2561 Water Testing Services Naval Submarine Base New London 28 May 2021

1. The third paragraph in RFI III implied there were changes in the ELINs. What you attached appears identical to previous issues.

The ELINS were adjusted to correct those descriptions that contained line numbers that were off by 2 (See RFI PART III Responses 2m through 2p).

2. Clarifications for the following recurring ELINs addressed in RFI III Responses:

1c. The response states “For ELIN 001AH (DSN 216-1 Boiler Blowdown – conventional), no monitoring is required per the preliminary discussions and draft.” However, the quantity is listed on J-0200000-08 ELINs Amended.xls as 12 months. Do we just use $0.00 as a unit price?

1e. The response states “For ELIN 001AU (DSN 205-1 NCCW Chiller Discharges), CT DEEP discussions and the draft permit table imply that prescribed monitoring is not required for this discharge.”

However, the quantity is listed on J-0200000-08 ELINs Amended.xls as 12 months. Do we just use $0.00 as a unit price?

1f. The response states “For ELIN 001AV (DSN 218-1 Cooling Tower Discharges), CT DEEP discussions and the draft permit table imply that prescribed monitoring is not required for this discharge.”

However, the quantity is listed on J-0200000-08 ELINs Amended.xls as 12 months. Do we just use $0.00 as a unit price?

These ELINs were created prior to the final permit requirements being known. The Environmental (EV) Department responded to questions related to these ELINs based on their most recent knowledge of the permits. If a response provided by EV in RFI III indicates a different requirement/frequency than the ELIN suggests, please base your unit price on EV’s response.

Contractors may use “$0.00” as a unit price where necessary.

3. Clarifications for the following non-recurring ELINs addressed in RFI III Responses:

2a. The response states “ELIN A703 applies to future, not yet determined, screening needs. Provide comprehensive costs to meet this application requirement. As a non-recurring task, one sampling event is being requested.” However, the quantity is listed on J-0200000-08 ELINs Amended.xls as 6. Should that be 1?

2c. The response states “ELIN A717 applies to future, not yet determined, screening needs. Provide comprehensive costs to meet this application requirement. As a non-recurring task, one sampling event is being requested.” However, the quantity is listed on J-0200000-08 ELINs Amended.xls as 4. Should that be 1?

2d. The response states “ELIN A718 applies to future, not yet determined, screening needs. Provide comprehensive costs to meet this application requirement. As a non-recurring task, one sampling event is being requested.” However, the quantity is listed on J-0200000-08 ELINs Amended.xls as 4. Should that be 1?

The quantities for non-recurring ELINS are estimates of anticipated need and should not affect the unit price. Contractors should provide the unit price for performing all work to sample per the Product Name and Description.

4. Regarding RFI PART III Responses 2f through 2j: The responses all state “ELIN A719 applies to future, not yet determined, screening needs. Provide comprehensive costs to meet this application requirement.” We assume this is a typo and the responses should reference the applicable ELINs in question.

Apologies for the typos and confusion. Yes, the ELIN number in the response should reference the applicable ELINs in question. They should read as follows:

2f. ELIN A720 – There are 124 analytes listed in Attachment O, Part B, Table 2. Should all listed analytes be included? If not, please specify which analytes will be required.

ELIN A720 applies to future, not yet determined, screening needs. Provide comprehensive costs to meet this application requirement.

2g. ELIN A721 – There are 103 analytes (including radioactive species) listed in Attachment O, Part B, Table 3. Should all listed analytes be included? If not, please specify which analytes will be required.

ELIN A721 applies to future, not yet determined, screening needs. Provide comprehensive costs to meet this application requirement.

2h. ELIN A722 – There are 27 analytes listed in Attachment O, Part B, Table 4. Should all listed analytes be included? If not, please specify which analytes will be required.

ELIN A722 applies to future, not yet determined, screening needs. Provide comprehensive costs to meet this application requirement.

2i. ELIN A723 – It appears that Attachment O, Part B, Table 5 is a summary of previously performed cute or chronic toxicity tests and no environmental testing is required. Please specify how many acute or chronic toxicity tests should be assumed for this ELIN.

ELIN A723 applies to future, not yet determined, screening needs. Provide comprehensive costs to meet this application requirement.

2j. ELIN A724 – Sampling requirements for completing Attachment O, Part B, Table 6 include:

i. “Utilizing at least one fish species and one species of aquatic invertebrate organism as test species, on a minimum of three representative samples of the discharge.” It also requires “collection of chemical analysis data for all substances for which monitoring has been required under the expired or expiring permit for the same discharge or for which effluent limitations or conditions have been established“. Please specify the number and types of analytes that will be required.

ii. A third requirement is preparation of a “detailed site plan at a scale no greater than one inch equal to one hundred feet with discharge dilution concentration contours labelled at intervals of no greater than ten percent of the receiving waters in the vicinity of the discharge under 7Q10 conditions. The location of all watercourses, discharges, wells, surface water intakes, designated inland or tidal wetlands, known or suspected shellfish beds, structural features such as bridges, culverts, dams, impoundments, and property boundaries shall be clearly marked.”

Please specify what assumptions should be used for preparing such a plan.

ELIN A724 applies to future, not yet determined, screening needs. Provide comprehensive costs to meet this application requirement.
