RFI RESPONSES PART III
N40085-21-R-2561 Water Testing Services Naval Submarine Base New London 25 May 2021
1. On Attachment J-0200000-08 Exhibit A, CLIN 0001 Recurring Work:
Regarding all Recurring Work RFI listed below - The ELINs were not structured dictating frequency. The Contractor should use the permits and any local, state, and federal guidelines to determine the required frequencies to come up with their annual costs. The monthly price is simply 1/12th of the annual cost.
The majority of the following questions apply to the SIU GP and are related to the Contractor’s responsibility to utilize the Final Application (uploaded 5/17) and the General Permit (original attachment, also accessible by the public on the www.ct.gov/deep website). Where questions are raised about the screening analysis versus a table in the permit, the Contractor should be aware that a screening analysis includes analytes that are either known or suspected may be present. Questions about the General Permit (91-page document) should be directed to CT DEEP prior to bid submission. The Contractor is required to fulfill all regulatory requirements related to SUBASE wastewater discharges permits.
Bidders should also note the attached, updated ELIN list “J-0200000-08 ELINs Amended” (and related Water Testing Bid Schedule – Amended) as changes to the ELINs may make some of the following RFI obsolete.
a. The quantity is 12 for all items. Does that number identify the number of samples required? Some of the required sampling frequencies are less than monthly in the permit (e.g., quarterly and semiannual). Should the annual cost for lesser frequency sampling be apportioned to reflect a 1/12th (monthly) incremental unit price for each year?
The ELINs were not structured dictating frequency. The Contractor should use the permits and any local, state, and federal guidelines to determine the required frequencies to come up with their annual costs. The monthly price is simply 1/12th of the annual cost.
b. ELIN 001AE – Are two samples sets required per the original permitting?
Per SIU 5B(b)(7)(A), just one sample is required.
c. ELIN 001AH –
i. Given the estimated flow rates, SIU Table 5B-3 stipulates quarterly monitoring. Will quarterly monitoring be required for every boiler or will a representative sample cover all boilers?
CT DEEP provided a preliminary draft of the SIU GP permit approval on May 24, 2021, which has been uploaded as an Attachment. Bidders should note that this draft includes eliminations and additions based upon CT DEEP discretion that may or may not follow Table 5B-2. Additionally, information is not yet available from the POTW regarding additional parameters or increased monitoring frequency above and beyond what is prescribed by CT DEEP. Bidders should apply their professional judgement.
For ELIN 001AH (DSN 216-1 Boiler Blowdown – conventional), no monitoring is required per the preliminary discussions and draft.
ii. Boiler #7 expected to be online in October 2021 and Boilers #8 and #9 online in May 2022. If all boilers require sampling should the specified number of boilers included for this ELIN be three for FY22 Q1 and Q2 and five FY22 Q3 and Q4?
The Boiler identification numbers referenced apply to ELIN 001AG (DSN 215-1 Boiler Blowdown in B29/Power Plant), not to ELIN 001AH. For ELIN 001AG, the draft permit table provided on May 24, 2021 defines the sampling location as: “one (1) boiler, selected randomly, may be used to satisfy each quarterly sampling event so long as each boiler is sampled at least once every 3 years.” Therefore, the bid should include one sample per quarter.

d. ELIN 001AJ –
i. In permit application, Total Maximum Daily Flow (TMDF) is listed as 20,000gpd. Please confirm this requires monthly monitoring.
FOR ELIN 001AJ (DSN 223-1 Water Treatment – Low Temperature Water Softener), CT DEEP discussions and the draft permit table imply that annual monitoring of one analyte (pH) is prescribed.
ii. Historically, this discharge required samples from both the first 10% and last 10% of discharge.
SIU permit states any discharge less than 50,000 gpd does NOT require first/last 10%.
Monitoring. Please confirm this ELIN does not require F/L 10%
This condition applied to a former permit. It is not applicable to the GP SIU.
e. ELIN 001AU –
i. The Permit Application lists 36 chiller locations. How many locations should be included each year for this ELIN?
For ELIN 001AU (DSN 205-1 NCCW Chiller Discharges), CT DEEP discussions and the draft permit table imply that prescribed monitoring is not required for this discharge.
ii. In the Permit Application, there are analytical differences between what was sampled at the different cooling tower locations. Should costing only include those analytes listed in Table 5B-2 under Noncontact cooling water?
Refer to the answer provided to the preceding question.
iii. The Permit Application lists Total Max Daily Flow at 5,000 gpd and per SIU, no monitoring is required. Please specify frequency of monitoring.
f. ELIN 001AV –
i. The Permit Application lists 13 locations. How many locations should be included each year for this ELIN?
For ELIN 001AV (DSN 218-1 Cooling Tower Discharges), CT DEEP discussions and the draft permit table imply that prescribed monitoring is not required for this discharge.
ii. In the Permit Application, there are analytical differences between what was sampled at the different cooling tower locations. Should costing only include those analytes listed in Table 5B-2 under Noncontact cooling water?
iii. The Permit Application lists Total Max Daily Flow at 9,500 gpd and per SIU, no monitoring is required. Please specify frequency of monitoring.
g. ELIN 001AW - The Permit Application classifies this discharge as “other non-process wastewater” with a TMDF at 5,000 gpd. Per the SIU, no monitoring is required. Please specify frequency of monitoring.
For ELIN 001AW (DSN 226-1 Natural Gas Combustion Condensate), CT DEEP discussions and the draft permit table imply quarterly monitoring is required for this discharge at one (1) boiler selected randomly.
h. ELIN 001AX –
i. The Permit Application and Process Flow Diagram show TMDF at 9,500 gpd and per SIU, no monitoring is required. However, based on the Site Walk on 05 May 21, should we assume only one annual maintenance and sampling event for this location? Otherwise, please specify frequency of monitoring.
ELIN 001AX, ELIN 001AY and ELIN 001AZ are monitoring requirements under the Comprehensive General Permit for Discharges to Surface Water and Groundwater (GP Comprehensive Permit ). The SUBASENLON Permit Authorization (GP COMP CTCSW0034) has been included as an attachment. Annual monitoring in July is required.
SUBASENLON is moving towards elimination of these discharges by routing to sanitary sewer. It is unknown whether this will be accomplished at all 3 locations by 1 July. This is most appropriately addressed as a nonrecurring event.
ii. In the Permit Application, there are additional analyses, particularly metals. Should costing only include those analytes listed in Table 5B-2 under Noncontact cooling water?
Refer to the SUBASENLON Permit Authorization for monitoring requirements and terms.
i. ELIN 001AY – monitoring is required. However, based on the Site Walk on 05 May 21, should we assume only one annual maintenance and sampling event for this location? Otherwise, please specify frequency of monitoring.

h. ELIN A722 – There are 27 analytes listed in Attachment O, Part B, Table 4. Should all listed analytes be
i. ELIN A723 – It appears that Attachment O, Part B, Table 5 is a summary of previously performed cute or chronic toxicity tests and no environmental testing is required. Please specify how many acute or chronic toxicity tests should be assumed for this ELIN.
j. ELIN A724 – Sampling requirements for completing Attachment O, Part B, Table 6 include:
i. “Utilizing at least one fish species and one species of aquatic invertebrate organism as test species, on a minimum of three representative samples of the discharge.” It also requires “collection of chemical analysis data for all substances for which monitoring has been required under the expired or expiring permit for the same discharge or for which effluent limitations or conditions have been established“. Please specify the number and types of analytes that will be required.
ii. A third requirement is preparation of a “detailed site plan at a scale no greater than one inch equal to one hundred feet with discharge dilution concentration contours labelled at intervals of no greater than ten percent of the receiving waters in the vicinity of the discharge under 7Q10 conditions. The location of all watercourses, discharges, wells, surface water intakes, designated inland or tidal wetlands, known or suspected shellfish beds, structural features such as bridges, culverts, dams, impoundments, and property boundaries shall be clearly marked.” Please specify what assumptions should be used for preparing such a plan.
ELIN A719 applies to future, not yet determined, screening needs. Provide comprehensive costs to meet this application requirement.
k. ELIN A727 – Should the text, “Aquatic Toxicity Freeze Protection Wastewater” be changed to read
“Auxiliary Seawater System Wastewater Analysis”? Aquatic Toxicity is covered in ELIN A726.
Yes, this is a typographical error. The end of the first sentence in Column C should read: “… for Auxiliary Seawater System Wastewater Analysis in various locations.”
l. ELIN A734 – There are no specific analytes in the GP SIU application. Please specify the sampling frequency and required analyses (e.g., all analytes in table 5B-1, non-process wastewater parameters in Table 5B-2, ENV-generated specific parameter list).
Refer to the permit instructions and tables to determine analytes. Questions should be directed to CT DEEP if unclear.
m. ELIN A732 – Should the text “Use with ELIN A729” be changed to “Use with ELIN A731”?
Yes, all were offset by 2 places.
n. ELINs A732 –through A752 - Should the text “MUST BE USED IN CONJUCTION WITH ELIN(S) A751 and A753 or a combination of A751, A752 and A753” be changed to read, “MUST BE USED IN CONJUCTION WITH ELIN(S) A753 and A755 or a combination of A753, A754 and A755.”?
o. ELINs A753 through A755 – Should the text “ELINS A734 through A750” be changed to read “ELINS
A736 through A752”?
p. ELIN A753 – Should the text “ELINS A734 through A750” be changed to read “ELINS A736 through A752”?
q. ELIN A756 – There are no specific analytes listed for the Hydrocollator. Please specify the required analyses. This is categorized as a Non-Process Wastewater “Other”. Please refer to the SIU GP for analyte list. Contact CT DEEP with specific questions regarding monitoring requirements.
r. ELIN A762 – There are no specific analytes in the GP SIU application. Please specify the sampling frequency and required analyses (e.g., all analytes in table 5B-1, non-process wastewater parameters in Table 5B-2, ENV-generated specific parameter list).
This is categorized as a Non-Process Wastewater “Other”. Please refer to the SIU GP for analyte list. Contact CT DEEP with specific questions regarding monitoring requirements.
s. ELIN 765 – There are two tables in the GP SIU listed as 5-1. It is assumed to use 5B-1 for this ELIN.
Please confirm.
Refer to Table 5B-1 EFFLUENT LIMITS.
t. ELIN A768 – There is no Attachment F, Discharge Information for Potable Water System Maintenance in the GP SIU application. Please specify the sampling frequency and required analyses (e.g., all analytes in table 5B-1, non-process wastewater parameters in Table 5B-2, ENV-generated specific parameter list).
This is for a potential and future need, yet to be determined. Please contact CT DEEP if there are questions regarding the monitoring requirements.
u. ELIN A769 – There is no Attachment F, Discharge Information for Potable Water System Testing in the GP SIU application. Please specify the sampling frequency and required analyses (e.g., all analytes in table 5B-1, non-process wastewater parameters in Table 5B-2, ENV-generated specific parameter list).
This is for a potential and future need, yet to be determined. Please contact CT DEEP if there are questions regarding the monitoring requirements.
v. ELIN A774 – The description references Table 5.2 of the Comprehensive General Permit. Should that be
Table 5.3?
Yes this was a typographical error.
w. ELINS A775 through A781:
i. Are these discharges to groundwater or surface water as there are different sampling requirements?
This line item is for wastewater discharges to groundwater.
ii. If it’s a discharge to surface water should a WET test be included with pricing?
N/A
x. ELIN A777 – Should sample pricing include both first 10% and last 10% sample per event?
Follow permit requirements.
y. ELIN A792 and A793 – What turn around time is desired for the PFAS analyses? Generally it takes more than one week and surcharges could be involved.
It is recognized that PFAS-related sampling and analysis may involve additional and more rigorous procedures that other tests. No specific desired time exists at this moment but it is expected that turn-around time should be reasonably within 2-3 weeks.
z. ELIN A781 – There is no listing for Swimming Pool Wastewater in the GP COMP permit. Should that be changed to GP-SIU permit?
No. A modification to the GP COMP is anticipated that will include the Swimming Pool discharges to ground/surface which will eliminate the Swimming Pool General Permit. SUBASENLON could not predict if the modification would be in place prior to issuance of this contract. Please refer to existing Swimming Pool General Permit for a list of current analytes.
aa. ELIN A782 – There is no listing for Building/Equipment Maintenance in the GP COMP permit.
Please refer to Table 5.4 in the GP COMP and provide a quote for every analyte listed.
bb. ELIN A783 – The product name says, “Follow-up bacteriological sampling needed at 3 locations upon initial result of total coliform detected at primary sample location.” The estimated quantity is 12. Is the quote for twelve sets of 3 samples each (i.e., 36 total samples) or 3 samples from four occurrences (i.e., 12 total samples)?
We anticipate four follow-up sampling events. Each sampling event will require three samples: one at the original sample location, one upstream and one downstream. The bid should be a unit price for one sampling event at these three locations.
cc. ELIN A784 – The description says, “Representative annual sampling will occur at 3 of SUBASENLON's water systems...” The estimated quantity is 3. Is the quote for three sets of 3 samples each (i.e., 9 total samples) or 1 sample from each of the three systems (i.e., 3 total samples)?
The estimate was made anticipating that there may be information indicating that asbestos transite water pipe would be in use at 3 of the existing water systems and that an asbestos sample would be taken within each of those 3 systems. This would result in an estimate of 3 total samples.
dd. ELIN A785 and A786 – The description says, “Representative annual sampling will occur at all five of SUBASENLON's water systems.” The estimated quantity is 5. Is the quote for five sets of five samples each (i.e., 25 total samples) or 1 sample from each of the five systems (i.e., 5 total samples)?
We anticipate one sample from each of the five systems.
3. The estimate was made in anticipation that an analysis for each of these analytes in each of the 5 existing water systems would be required if Navy policy for non-regulated systems is formally adopted during the length of the contract. This would result in an estimate of 5 total samples for each of the ELINs in question.
a. ELINs A792 and A793:
i. Both ELINs reference Navy PFAS Policy of 2 Mar 20. Should the more recent NAVSEA ODW-
SOP-19, Rev. 2 dated 30 June 2020 be utilized?
b. The NAVSEA reference is believed to be used as a procedural instruction when performing PFAS sampling at a designated sample site. The Navy policy dictates at which Navy water systems require PFAS sampling and at what frequency.
i. Both of these activities are described as one time only in the project name. Does the estimated quantity refer to four PFAS samples required per NAVSEA ODW-SOP-19 for each one time only event?
Yes, that is correct in light of the QA/QC field-related samples required by the stated EPA test method and the aforementioned NAVSEA document.
4. On the site walk some Subase staff said they would continue collecting samples and the contractor was responsible for the pickup of the sample and delivery to the lab. Please specify which samples will be collected by Subase staff.
For Stormwater, there may be certain Non-recurring (IDIQ) areas that would require government collection. All recurring Stormwater is to be done by contractor personnel. For drinking water sampling, it is expected that all samples will be taken by the contractor with the exception of those for lead and copper in housing units (sampling to be done by residents themselves). The contractor is still required to schedule lead and copper sampling on base and in housing. With respect to lead and copper sampling in housing, the contractor shall prepare all sample kits and perform kit drop-off and pick-up.
For the Wastewater Program (GP COMP, SIU GP, NPDES, etc.), the Contractor is responsible for collection of ALL samples and related data. Please note this includes hourly pH readings at the Power Plant over a 24 hour period and also hourly readings at the Oily Water Treatment Facility (typically 4-6 hours). Equipment, such as auto-samplers may be utilized instead of Contractor staff remaining on site for the duration. It will also be the Contractor’s responsibility to ensure delivery of the samples to the state-certified laboratories to meet all hold times.
File details come from the government source that posted it. Updated .
