RFI RESPONSES PART II
N40085-21-R-2561 Water Testing Services Naval Submarine Base New London 20 May 2021
1. Are there special procedures because of COVID for collecting drinking water samples from the housing areas? If so, what are those specific procedures?
Policy will be altered as pandemic circumstances change and may incorporate updates in policy from the Navy Housing Service Center and Beacon Point Homes. Specific requirements will be relayed at the beginning of the new performance period. It is currently anticipated that health and safety requirements for the new contract during the pandemic will continue as prescribed for the existing contract. Current requirements are as follows:
“… resume water testing in Government housing units in accordance with the contract following all safety regulations, local, State and Federal to include guidance provided by the CDC.
• You will be conducting wellness-screening procedures for all team members to ensure fitness for duty prior to starting work.
• You will follow guidance for COVID-19 and the proper use of Personal Protective Equipment (PPE).
• You will continue to ask a series of screening questions to understand any possible COVID-19 exposure within the household; these questions will be asked via phone calls with numbers provided to you by the Government before going to the home and will be confirmed again when your team arrive at the home.
• Your team members will wear proper PPE, to include facemasks and gloves.
• Your team members—and all household members—will be expected to practice social distancing at all times; residents will further be asked to remain a safe distance away from the work area in another part of the home while work is being performed.
• You will utilize disinfectants to clean work areas both prior to and upon completion of the required tasks.”
2. Are there any restrictions on sampling hours or days for the Housing areas?
Restrictions on sampling days and times are set by Navy Housing Service Center New London and Beacon Point Homes and they will have to be consulted to obtain current information. When sampling in housing commenced in the current contract the Navy Housing Service Center New London and Balfour Beatty Communities (now Beacon Point Homes) stated that all sampling was to be done Monday through Friday and during normal business times (not defined but it is suspected that sampling times were limited to about 0900 to 1600).
3. Are there any reduced sampling quantities from those quantities listed in the Drinking Water Monitoring Plans for locations on Main Base and in each of the housing areas for Total Coliform, Disinfection By-Products, and Lead and Copper analyses?
Reduced sampling requirements are not available with respect to sampling and testing for bacteria and disinfection byproducts. With respect to lead and copper sampling, the main base now qualifies for accelerated reduced monitoring. Water systems in housing that are on a reduced monitoring schedule are Nautilus Park and Conning Towers. As of May 2021, Trident Park and Polaris Park require lead and copper sampling every 6 months but will qualify for reduced monitoring if they meet the criteria during the next sampling period expected to be in September 2021.
4. What is the required frequency for drinking water lead and copper performance evaluation samples?
See response to Question #3 for current lead and copper sampling frequencies for each affected water system.
5. Are there any reduced sampling parameters for individual stormwater sample locations based on meeting benchmarks?
Yes, as allowed by the permit. The incoming permit will likely require a 4-benchmark-met minimum; The FEAD may adjust the cost/schedule/deliverables or may continue on the same schedule after any benchmarks are met.
6. Should all program costs and project management be spread across the Recurring Work ELINS?
Bidders should include fees they deem necessary to cover their costs under the associated ELINs. This should be a determination made by the Contractor.
1. Where should costs for procuring Performance Evaluation samples and assembling all of the DMR-QA reporting forms for the labs into a final package be allocated?
Any costs that are essentially OH or administrative costs should be included in the applicable ELINs.
1. Are the partnering session meetings in Spec Section 0200000, 2.3.3.2, the same as the Required Conferences and Meetings in Spec Section 0200000, 2.3.1 (“Historically there have been approximately twelve meetings per year.”)?
The “scheduled” partnering meetings are part of those meetings however there may be more unscheduled meetings to discuss specific items. For example, if there is a pre-performance meeting prior to the contract start, there may also be meetings to clarify requirements when being asked to do non-recurring work, etc. Those unscheduled meetings are not frequent.
1. Can the government please confirm the following page limitations for each of the Factors within the Non-Price Factors Volume:
Factor 1 - Technical Approach - Limit of 10 pages Factor 2 - Corporate Experience - Limit of 1 page per project up to 5 projects. Maximum pages for this factor is 5 pages.
Factor 3 - Past Performance - Not included in the page limitation Factor 4 - Based on the overall limitation of 25 pages, we would have 10 pages remaining for the Safety Factor.
It seems that the number of pages given to the safety section is the same as the technical approach. We would like to verify that this is indeed the case and your expectation.
I apologize for not being more specific in my first response. We do not expect the Safety Factor to be ten (10) pages. It would be appreciated if five pages of the Past Performance (CPARS or PPQ) are counted as part of that 10 page total. Therefore, Safety Factor can be up to five (5) pages and no issue will be taken if Past Performance exceeds five (5) pages.
