About this file
This document is a United Facilities Criteria (UFC) exemption request approval letter regarding apron layouts for F-35B hangars at Marine Corps Air Station Cherry Point in North Carolina. The Navy approved three UFC exemptions to deviate from standard criteria for aircraft parking spacing and taxiway dimensions. Specifically, the exemptions allow F-35 aircraft to park 170 feet apart nose-to-nose instead of the standard 200 feet, reduce the width of the peripheral taxiway to 115 feet between parking and the hangar instead of the required 150 feet, and exceed human exposure limits to jet blast above 100 degrees Fahrenheit or 35 miles per hour. The Navy Chief Engineer granted the exemptions based on endorsements from Naval Air Systems Command, Marine Corps Installations Command, and other stakeholders to preserve flight line space, enable operational efficiency, limit facility encroachment, and reduce impacts to air shows while mitigating risks to flight line personnel through adherence to safety protocols and use of personal protective equipment outlined in an airfield safety waiver.

1. Enclosures (1), (2) and (3) have been submitted in accordance with reference (a) and provide endorsement for the following three criteria exemptions to deviate from references (b) and (c) for the F-35 aircraft apron layout. The primary reasons for these criteria exemptions are to preserve the flight-line real estate to accommodate future aircrafts, allow for operational efficiency, limit neighboring facility encroachment, and reduce the impacts for air shows.
a. Allow F-35 aircraft to be parked 170 feet apart in the nose-to-nose configuration.
Reference (b), Table 6-9 Navy/Marine Corp Aircraft Parking Spacing 90-Degree parking, and reference (c), Table 11320-2 Parking Apron Spacing - Jet Aircraft: 90 Degree Parking, require the F-35 apron parking row spacing to be established as 200 feet apart (tail-to-tail or nose-to-nose).

OF F-35B HANGARS FY19 P199 AND FY22 P197 AT MCAS CHERRY POINT
b. Reduce the width and eliminate the peripheral taxi lane leaving 115 feet between parking and hangar. Reference (c), paragraph 11320-10, requires a 150 feet wide peripheral taxiway between the hangar access apron and the first innermost row of aircraft parking on the apron. In addition, reference (c), paragraph 11340-1, requires an additional 50 feet for the hangar access apron resulting in a total of 200 feet between parking and hangar.
c. Exceed the minimum human exposure requirements and details of the excessive exposure expected at MCAS Cherry Point as provided in enclosure (7). Reference (b), paragraph B 7-5 Jet Blast Requirements, and reference (c), paragraph 11320-4.1, require the apron jet blast (parked and taxiing aircraft) to be limited to 100 degrees Fahrenheit or provide jet blast protection, and jet blast must be limited to 35 mph velocity for human exposure.
2. NAVAIR is the authority for aviation safety matters and NAVFAC fully endorses the NAVAIR Airfield Safety Waiver (ASW) CPT-35, enclosure (4), for this project. It is critical for the operating personnel to ensure the safety mitigations and protocols are followed as outlined within enclosure (4). These mitigations include use of Personal Protective Equipment (PPE), aircraft taxi protocols, and appropriate jet blast mitigations. Adherence to these mitigations are the responsibility of the operating personnel to reduce the risk to flight line personnel and must be followed, as specifically stated in ASW:
NAVAIR CPT-35: To permit F-35 aircraft to be parked at 170 feet nose-to-nose (150 feet between sunshades), as per enclosure (2). Additionally, allow the peripheral taxi lane to be reduced to 115 feet from the hangar, which results in an aircraft engine distance to the hangar door face of approximately 150 feet as it taxis outbound. Operators and flight line personnel should recognize the risk and mitigate where flight line personnel total ambient and excess thrust temperatures exceed 100 degrees F or 35 mph thrust.
3. References (b) and (c) provide guidance on general apron layout requirements that allow flexibility including use of bi-directional taxiways and accommodation of other aircrafts. These criteria exemptions will alter the apron layout and limit that flexibility for future changes, which may make it difficult to accommodate different aircraft in the future.
4. Per endorsements provided in enclosure (4), (5), and (6), all major operational stakeholders recognize the operational limitations and risks the criteria exemptions may present.
5. Based upon review of the information provided, the three UFC exemptions requests are APPROVED in accordance with the enclosure (4) to mitigate and minimize risks as much as possible. This exemption only relates to this specific subject project aircraft spacing and does not constitute approval for the use of permanent aircraft canopies or sunshades because those are equipment and not real property.
6. NAVAIR is requested to file this UFC exemption approval letter with enclosures (7) and (8) for future base awareness in the NAVAIR Infrastructure Business Operations Navy-NAVAIR- NAWC Support (IBONS) system with NAVAIR Air Safety Waiver CPT-35.
