About this file

This document contains an amendment to a solicitation for the design-build of a P197 Aircraft Maintenance Hangar at Marine Corps Air Station Cherry Point in North Carolina. The solicitation is issued by the Naval Facilities Engineering Command for project N4008521R2516.

The amendment provides responses to 148 pre-award questions, revises requirements for the parking garage and related spaces, updates specifications and drawings, and replaces the construction security plan. Key changes include adding an elevator to all levels of the parking garage, clarifying interior finish requirements, confirming foam suppression systems will not include AFFF, and defining screening needs for the upper levels of the garage.

The responses aim to clarify scope and requirements to support offerors in preparing proposals, which are due in accordance with the original solicitation schedule. The amendment and pre-award question log indicate areas of potential cost impact that require resolution prior to bidding to ensure proposals are aligned with the Navy's budget.

C3010 Wall Finishes

The RFP does not mention any vertical finishes required for the interior and exterior of the parking garage.

Please clarify if an exposed concrete finish is acceptable.

If not, please clarify the desired finish for both the interior and exterior vertical components.

Chapter

4.2.4 ‐ Space Relationship s ‐ Parking Garage

Chapter 4.2.4 states to provide "glass‐backed stair and elevator towers" and "open stairs." Chapter 6 ‐ B2020 does not define any Exterior Windows for the Parking Garage.

Please confirm the intent is for one side of the exterior of the stairs tower is to contain glazing for daylighting purposes to the stairs but the stairs and elevators are "open" to the inside of the parking garage.

Updated Response: See amendment. 9

129 11/2/2021 Amendment 8 PPI#22

The response to PPI #22 states Hard Copies for the Price and Small Business submittals may be received after the proposal due date but electronic versions by the proposal due date.

Please confirm is "Small Business submittal" includes Factor 7 ‐ Small Business Utilization or if Factor 7 must be submitted in the Non‐Price proposal which only a hard copy is due by the due date.

The Small Business factor shall be submitted with the Technical submittal on the proposal due date.

The Small Business Subcontracting Plan shall be submitted with the Price Proposals submission. 9

130 11/2/2021 Amendment 8 PPI#31

The last part of PPI #31 response only applies to OCONUS projects per 09 67 23.16. Please definitively confirm if the Gov't is striking/waiving the QS1 requirement for the resinous flooring applicator? There is a significant cost implication associated with this, and bidders need to know if it is required or not.

"Should" does indicate a requirements for the QS 1 certification. 9

131 11/2/2021 Amendment 8 PPI #15 & 89

Please confirm the desired finish is a G90 Coating + Manufacturer's white primer. UFC 4‐211‐01 C‐1.2 notes white ceilings are desirable in the hangar bay to help reflect light

132 11/2/2021 Amendment 8 PPI #17 and #72

PPI #17 says to provide a low level foam system. We believe the answer to PPI #72 is correct. That all piping, trenches, and containment tanks are installed as if the AFFF would be included, but the actual AFFF chemical is not installed in the building. Please confirm PPI #72 is correct, and no AFFF is being used since it's disallowed by UFC 4‐211‐01, Change 3 ‐ 4/20/21.

UFC requires a foam/water system.

No foam product containing fluorine are to be provided. 9

133 11/2/2021 Amendment 8 PPI #19

Per UFC 4‐211‐01, 3‐10.1.3 and 7‐14.5.1, the catwalk in a F‐35 Hangar is for access to the Vertical Lift Fabric Door Motors. Per PPI 20/125, the vertical lift dividing partition has been removed, thus eliminating the need for the catwalk. If a catwalk is still desired outside the UFC, please define exactly where it is desired (i.e.

where/what does the user want it to provide access to

Provide “point access” catwalks with ladders at each bay to provide service access for Steel Sliding Hangar Doors 9

134 11/2/2021 Amendment 8 PPI #37

The answer did not address the question. The question is should motorized shades be provided in areas with clerestory windows? See Amendment 8 B2020. 9

135 11/2/2021 Amendment 8 PPI #59

The CSP is not specific on the number of guards. The interpretation on number required by the owner could cause a significant cost increase post award. Please help define the number of guards required.

Number of guards required is partially dependent on how the Contractor will enforce the security requirements. 9

136 11/2/2021 Amendment 8 PPI #61 Please confirm this is for every level of the garage Confirmed this is for all levels of the parking garage. 9

137 11/2/2021 Amendment 8 PPI #62

Please define which interior vertical surfaces (i.e. all vertical surfaces to a certain height (i.e. 3' AFF), or does the owner want columns and walls sealed all the way to the underside of the floor above? The later would be a significant added cost See amendment. 9

138 11/2/2021 Amendment 8 PPI #63 Please define specifically which room requirement sheet applies to the garage stairwells. See amendment 9

139 11/2/2021 Amendment 8

PPI#64 &

The responses to PPI #64 and 102 appear to be conflicting in regards to what is required for the Elevator /Stair lobby at the Parking Garage.

An enclosed lobby can be created to protect the elevator from the elements at the top level of the garage and first floor. The intermediate floors would only have an elevator/stair landing that opens into the garage, away from the elements. Previous "open" DOD garages have allowed these intermediate landings to just open into the garage without enclosed lobbies. Is that acceptable for P197?

Elevator lobby only required on the top level. Elevator lobbies not required at all other levels. 9

140 11/2/2021 Amendment 8 PPI#65

The response to PPI#65 does not appear to provide a response.

Please confirm how many motorcycle parking stalls are to be included in the new Parking Garage that would count towards the minimum 1,400 spaces.

Design of the parking structure will maximize the number of parking spaces with the total allowable 545,999SF. Final number of vehicle parking spaces and motorcycle is to be defined through design and coordination with the installation. 9

141 11/2/2021 Amendment 8 PPI #66

Please provide further details on the screening. Per PPI's 87/88, please confirm the screening only applies at levels 4 & 5. Please 100% confirm the screening doesn't need to be solid walls, which then create an enclosed garage which requires sprinklers and ventilation, drastically increasing the cost of the garage. Perforated screens would still technically allow someone to peer through and see the flightlines

Floor to ceiling walls will not be required to impede line of sight. Some portions of the first to third floor may require screening depending on angle and adjacent buildings. Intent is limit ability to gain line of sight without creating or doing something that would bring attention like cutting mesh fabric or standing on top of vehicles. 9

142 11/2/2021 Amendment 8 PPI#80

Amendment 8 provides the 65% drawings for P239 and PPI #80 notes these are expected to change.

The P239 drawings show the Site Limits of P197 including the demolition of the existing parking lot immediately adjacent to A Street, reference CD108 and CD109 as part of the P239 scope. Further, the P239 Site Drawings show the inclusion of the Asphalt Trail immediately adjacent to the P197 parking garage connecting to the new pedestrian mall that is part of P197, referee CS108 and CS109.

Please confirm offerors should utilize the P239 drawings to identify what scope is included in P239 and what should be in P197 including but not limited to demolition and new work such as the Asphalt Trail that would be apart of P239 not P197.

Confirmed. Work shown for construction as part of P239 will not be part of P197. 9

143 11/2/2021 Amendment 8 PPI #84

The Hangar Bay will have (12) fixed parking positions painted on the floor. Traditionally, F‐35 Hangars have rigid rail systems over the fuselage and wings of each parking position. Please confirm that "full area coverage" means a rail over each fuselage and wing of the (12) fixed parking positions.

Painted parking positions are not required to be painted on the floor Navy facilities. Fall arrest system is to be overhead. 9

144 11/2/2021 Amendment 8 PPI #110

Technically the UFGS/UFC does allow for the MPI 79/SSPC Paint 15 on steel not permanently exposed to the elements (i.e. the 01/02 space steel). Please confirm it is acceptable, or does the Gov't want to pay the upgrade for Zinc Rich Primer on steel that is in an enclosed/conditioned space?

Provide a zinc rich primer. Response does NOT indicate define the space as unconditioned space or relieve any RFP requirements, but not limited to, sustainable design, air barrier, architectural, mechanical and electrical. 9

145 11/2/2021 Amendment 8 PPI#113

RFI response #113 states that wall types other than grouted CMU or concrete walls “may require RF shielding.” This requirements needs to be determined by the CTTA which is not possible during the bid phase.

Please provide a definitive answer whether or not RF shielding is to be included in the bid for Secure Area perimeter walls.

See RFP requirements as it states "All walls comprising the Secure Space Area and Intelligence boundaries must be reinforced CMU." 9

146 11/2/2021 Amendment 8 PPI #114

On recent projects there has been a distinct delineation between OSS and SCIF spaces. UFC 4‐010‐05 is for SCIF.

Please confirm the Gov't wants the OSS spaces built to SCIF standards (that will add significant cost for the entire 2nd floor of the building).

Open Secret Storage requirements are defined in MCO 5530.14A, Chapter 7, Section 7006 9

147 11/2/2021 Amendment 8 PPI #120

01 57 19.20 says soils can't be reused outside of OU1/14, but doesn't say they can be re‐used inside of OU1/14. There is a huge cost implication if all disturbed soils need to be removed and replaced vs if only excess soils need to be removed. Please confirm existing soils can remain w/in OU14, even if they test positive for contaminants.

Please see requirements for disposal in 01 57 19.01 paragraph 1.1.1.1.3 States, approval for reuse is contingent upon ROICC & EAD approval. This would be based on analytical testing but material if material meets screening requirements. 9

Amend No.

148 11/2/2021 Amendment 8 PPI#121

The response to PPI#121 states that disposal of surplus material is to be within the Base site work CLIN. It is impossible at bid time for offerors to identify the total quantity of contaminated vs non‐contaminated soils that will be encountered based on the RFP information.

If a unit price (that can be part of the base bid) is not provided, offerors will have to assume/price all surplus soil as contaminated which will be a large expense to the government and most likely not within the project's budget. All previous bids at MCAS Cherry Point have included a unit price CLIN for managing encountered contaminated soil. This allows only the contaminated soils to be paid at a higher rate, and all non‐ contaminated soils to be included in the offerors base bid.

Please provide an additional Unit Price CLIN for disposal of contaminated soils with an estimated quantity.

Please see requirements for disposal in 01 57 19.01 paragraph 1.1.1.1.4 Removal and Disposal 9
