There are several rooms in this building that will require all four building systems to be installed. Lighting, power, Tele Data, and fire alarm. Following the notes on all these systems contract drawings, lighting circuitry will be exposed and in conduits. Power will be exposed and in wire mold 400 BAC. Tele Data will be exposed in a combination of 2 ¾" W x
1 15/32" T aluminum raceway (wire mold
3000) and 1" EMT. Fire alarm will be in exposed conduit. I see two potential issues with this. #1-This is three different wiring methods which will be quite unsightly when installed together. #2-There is just not going to be enough room for all these exposed raceways, which will cause quite an industrial look to the finish of this building. Please confirm that this is the intent.
Per section 9-18.9.2 of UFC 3-600-
01 all fire alarm conductors must be installed in conduit. Circuitry from other building systems in the same raceway as fire alarm circuits is not allowed. The Contractor shall provide coordination drawing for review and approval by AE, NWC and NAVFAC FPE prior to installation.

What is/are the existing roof composition assembly/assemblies, for all roof areas indicated to be removed, replaced, repaired, penetrated through? There is a roof core picture in Section 02 82 00 Asbestos
Remediation, which roof area is this? That picture does not provide existing condition details such as thickness, underlayment, tar, etc. Are there additional detailed roof cores where these existing roof areas are being repaired, partially tied into or fully replaced?
Please provide.
Existing assumed low-sloped roof compositions are noted for roof replacement areas on sheet A-521
(Details C1 and D1). Refer to
Detail 1/AE501 and Details 1 and

AD100.0,

Demolition Note D4, Drawing A100.0 states to
“Remove existing and associated support/backing/framing to the existing masonry/concrete substrate at walls(s) and ceiling, prepare substrate to receive new finishes. Refer to I-series drawings for room finish requirements.” This note appears at rooms: B28, B29A, B29B, B29C, B30, B31, B31A, B32, B32A, B33, B33B and B33C on drawing AD100.5, New Elevator Hoistway and Elevator Lobby/Link-Ramp on drawing
AD300, and at the Reading Room on Drawing
AD102.0. With the exception of the new acoustic plaster ceiling in the Reading Room, please confirm there is no new plaster or plaster patching in the rooms indicated.
Indicated B-Series rooms do not require new plaster or Plaster patching, however this does not exclude required patching for scheduled finishes. Refer to Finish
Schedule and Drawings A-410, A-
411, and A-412 for locations where plaster repair/replacement scope has been identified.
57 03/25/21 S-301
The floor-to-floor height is only 7’-5 ½” there needs to be at least 8’-6” minimum floor-to-floor in order to achieve ADA compliance on a single-side opening elevator. If the floor plan could be reconfigured to accommodate for a front and back opening elevator, you could stagger the openings and configure hoistway equipment to accommodate for the existing floor heights. We have attached an example of an elevator that could be used that would eliminate the need for a machine room and free up space to move the elevator shaft to the new addition area. Several manufacturers make this type of machine roomless above ground jack style elvator configuration. Please advise if the design could be re-worked to enable the contractors to provide pricing.
The basis of design is as indicated in solicitation contract documents
58 03/25/21
Can the proposal due date be extended to allow the elevator companies time to price the project after design changes are made? They have informed us they would need three weeks after receiving responses/design changes.
The basis of design is as indicated in solicitation contract documents.
Proposal due date is extended to 12
April 2021.
59 03/25/21
Within the courtyard, there appears to be
"trenches' that take runoff water away from the facility. Where does this water go?
The question is unclear. Cannot provide a response. The question does not reference a drawing, or specification, or existing note, or new scope of work note to clarify.
Refer to Civil drawings for location of existing Mechanical Courtyard and location of existing concrete gutters.
60 03/25/21
We see electrical equipment on the façade and surrounding areas of the facility. Will these be able to be shut down while façade cleaning is taking place?
The contractor needs to coordinate with NWC to protect any equipment during cleaning of facade. The contractor need to follow spec section 015719 regarding temporary environmental controls.
61 03/25/21 Is there attic stock of granite for the facility, if not, where should we look to procure some?
No attic stock available. The granite is Milford Pink Granite, which is available through Fletcher
Granite in Westford, MA.
62 03/25/21 M-002 230130.41
Specification section 230130.41 is included for duct cleaning. Note 20 on M-002 states to clean all existing to remain ductwork, inspect, seal leaks and repair damages to ductwork and insulation. The drawings do not provide enough information to adequately scope or price this work and could result in a significant amount of additional work. Also, does this statement mean that the existing duct must be
Duct Leak Tested, and if so, what pressure is expected to be tested at? Again this open-ended scope item could entail a significant amount of work without detailed scope. AHU-
E2 and Rotunda FCU ductwork to remain would be of primary concern.
Duct cleaning and testing to be limited to AHU-E2 and Rotunda
FCUs.
63 03/25/21 232113.00 20
Spec 232113.00 20 par 2.1.1 and 2.1.5.2 lists type K copper for hot water heating pipe and not type L. Please confirm this is the intent.
Note that 236426 par 2.3.1 specifies type L copper for chilled water piping aboveground.
Type L copper can be used.
64 03/25/21
Neither Spec 232113.00 20 nor 236426 appear to allow the use of Victaulic steel fittings or steel press fittings. Much of the work is in very tight areas in crawlspaces and attics which make welding extremely difficult.
Victaulic and steel press fittings not acceptable.
65 03/25/21
Neither Spec 232113.0 20 nor 236426 list copper press fittings as acceptable as is typical, however would Navy consider use of press fittings in this project with extremely limited access to certain areas of piping.
Copper press fitting is not acceptable.
66 03/25/21
Specific FAR clause for Buy American act is not found. Please confirm which FAR clause and version of BAA is applicable (52.225-11 or 52.225-9 or other)
Refer to FAR 52.225-9 and 52.225-
67 03/25/21
230700 does not appear to list insulation thickness for steam or condensate piping and only appears to allow cellular glass insulation which is not typical.
Fiberglass Jacket insulation should be used. 1.5" thick on 1.5" dia and smaller. 2" thick on greater than
1.5" dia.
68 03/25/21
230700 does not appear to list insulation thickness for air conditioning condensate piping and only appears to allow cellular glass insulation which is not typical.
1/2" thick Fiberglass insulation with ASJ (All Service Jacket)
69 4/1/21
The most recent amendment requires the Prime
Contractor to inventory and barcode the entire collection of the Naval Historical Collection
(NHC) into one database compatible with the
NHC's data management system
ArchivesSpace. Once inventoried, we must relocate all of the NHC to a NARA approved commercial storage facility located within a 3-hour driving distance of the Naval War
College. Based on the 3-hour driving distance, the only qualified firm we have found is Iron
Mountain, located at 76 Halcyon Dr. Bristol, CT 06010. After speaking with Iron Mountain, they will not provide pricing or even budgetary numbers to anyone but the documents' actual owners. Please advise on this issue.
