About this file
This document provides an overview for an Advanced Metering Infrastructure (AMI) project at Naval Support Activity Crane in Indiana. The project involves installing electric, water, and steam meters at the facility, with supporting hardware and communications infrastructure. Electric meters will be ION 8600 models and PM8 RTUs, measuring energy use in 15-minute intervals. Water meters up to 2 inches will use positive displacement models, while larger sizes will use turbine meters. Steam meters will be vortex shedding models capable of operating at high pressures and temperatures. Meter data will be collected through an AMI network using ION Enterprise software over a mesh network of 3eTI 523 radios. Metering enclosures and RTU cabinets conforming to NEMA 3R and UL-508A are specified for outdoor and indoor installations. The accompanying federal contract opportunity is an IDIQ MACC for minor construction projects at NSA Crane and a test facility, set aside for small businesses.

5.0 Electric Metering
5.1 Overview
ION Meters are included in the design.
All meters are Class 20 and are rated ANSI C12.20 Accuracy Class 0.2.
For Polyphase installations including 4W Wye, 120/208V (FM 9S), 4 W Wye 277/480V (FM 9S), and 3W Delta 120 - 480V (FM 35S), the ION 8600 meter is used. For both 3W Single-phase 120/240V and 3W Network 120/208V applications, a specially programmed FM 9S ION 8600 meter is used. Control power for these enclosures is derived from line power.
For Meter-Interface-Unit (MIU) applications, the PM8 RTU is used. This device allows logging of mechanical meter data; however, it isn’t designed to directly measure an electric circuit and doesn’t include Voltage or Current inputs. Control power for these enclosures is provided by a nearby source, typically 120V.
5.2 Schneider Electric ION 8600
The ION 8600 is a multi-function socket-based meter that meets and exceeds ANSI C12.20 0.2.
The ION 8600 measures a comprehensive set of energy, power and harmonics parameters.
Events such as maximum harmonics and sags/swells are prioritized and recorded. The meter records up to 16 channels via data recorders and all are fully configurable to record any available parameter. Configured parameters are detailed in Section 5.3 Meter Configuration.

The ION 8600 also allows ION, MV-90, Modbus and DNP hosts to talk through the Ethernet port and up to 31 downstream slave devices on the meter’s RS485 serial port. Standard communication ports are Ethernet, RS-232/485 port and a front mounted ANSI Optical Port.
Supported protocols are Modbus RTU, Modbus TCP, DNP 3.0, HTTP/XML, ION and MV-90.
The ION 8600 includes a web server and an Ethernet port for easy access to metering data over Ethernet and without specific software (only a browser such as Microsoft Internet Explorer is required).
The ION 8600 features on-board Inputs/Outputs (I/O) which allows for complete integration with 3rd party devices and systems. ION programmability enables scaling and totalizing to provide RTU like functionality in a power monitoring system. Applications include pulse counting, demand metering for other utilities (water, gas, etc), equipment status/position monitoring, demand synchronization, triggering conditional energy metering and equipment control or signaling. Meters provided include 4 digital inputs and 3 relay outputs (electromechanical). Additional I/O can be added through expansion modules. See section 5.6 ION 8600 Technical Details for further information.
Similar functionality is included in the PM8 RTU. The PM8 RTU is a panel mounted device.
The PM8 RTU has all the functionality of the PM8 meter excluding the capability to directly measure an electrical circuit. See section 5.7 PM8 RTU Technical Details for further information.
5.3 Meter Configuration
Meters will be programmed and will include Navy specified Device IDs. The meters will be programmed as secondary-rated units and the multiplier will be applied at the DAS. Meter programming conforms to the latest standard developed in conjunction with NFESC and based in large part on the July 2010 NAVFAC AMI Point Paper: A Call for Consistency. Additional display registers for Special Cases as detailed in the Call for Consistency document can be programmed as required.

The ION 8600 meter also has load profile recorder channels configured. Data is logged in the meter on an interval basis (15 minutes). This data is transmitted to the DAS periodically. Table 2 details the ION 8600 recorder channels and associated DAS Channel mapping.

5.8 Instrument transformers
The current transformers (CTs) are ANSI accuracy class 0.3 revenue grade and are sized appropriately for each installation based on UFGS guidelines. Distance from the CTs to the meter will be minimized to limit burden in order to meet the 0.3 accuracy standard.
Metering potential transformers (PTs) will not be required on installations 600V or less.
Revenue grade PTs are provided for the medium installations, if applicable.

6.0 Water Metering
For water monitoring, existing pulse devices will be used where feasible. For installations where water meters haven’t been installed or no pulse device is present, For 1”, 1.5” and 2” locations and up to 170 GPM, positive displacement meters will be used. For 3” or greater locations, turbine style meters will be provided. For new installations turbine meters will be equipped with an integral strainer or have a Y-type strainer installed a minimum of five (5) pipe diameters upstream of the meter. All meters will be accurate to within ±1.5% of flow rate. Meters will be supplied with a local display of water consumption in US gallons or 1,000 US gallons. Each meter will also be fitted with a pulse transmitter for integration to the AMI network.
The water meters will conform to applicable UFGS guidelines and applicable industry standards, including AWWA Series C700.

8.0 Steam Metering
Steam meters will be vortex shedding meters that include a stainless steel body with ANSI class 150 flanged ends and stainless steel sensing elements. Meters will be equipped with an explosion-proof type waterproof sending unit (register) housing capable of operating in a 0% to 100% (non-condensing) relative humidity environment from -20°F to 140°F. Meters will be internally temperature compensated. Meters will be rated to operate at temperatures from - 40°F to 750°F and be capable of operating with 150 psig continuous pressure. Meters will be supplied with a local electronic display which shall indicate steam flow in pounds per hour and totalized consumption in 1,000 pounds. Meter accuracy will be at least ±1.0% of flow rate.
The steam meters will conform to applicable UFGS guidelines and applicable industry standards.
Meters will be equipped with a digital pulse output with a programmable maximum pulse frequency of 100 Hz and shall have HART protocol.
9.0 Meter Interface Unit (MIU) Interfaces
When the mechanical flow meters are within range of an electric meter installation, signals from flow meters are hardwired to the inputs of the ION 8600. Otherwise, PM8 RTUs will be used to interface to the flow meters. PM8 RTUs will be mounted in a pre-wired UL-508A enclosure, along with a 3eTI 523 mesh radio, power supply, terminal blocks and antenna.
The ION 8600 and PM8 RTUs will count, scale, timestamp and log each pulse to an onboard energy interval log to be read by ION Enterprise.
