SECTION 01 11 00
SUMMARY OF WORK
08/15
PART 1 GENERAL
1.1 WORK COVERED BY CONTRACT DOCUMENTS
1.1.1 Project Description
a. The Minor Construction Multiple Award Construction CONTRACT (MCMACC 2021). It is the intention of this solicitation to obtain construction, alteration, repair, demolition, and in some cases design of Government facilities by means of a multiple award indefinite quantity contract with no fixed contract prices. This contract will be administered at the Naval Support Activity, Crane, IN. The actual amount of work to be performed and the time and place of such performance will be determined by the Contracting Officer or his properly authorized representative, who will issue written Task Orders to the Contractor(s). The Government will award this solicitation to approximately five (5) offerors whose proposal conforming to the solicitation will be the most advantageous to the Government, price and other factors considered but reserves the right to award as many contracts as is deemed necessary for this work. Only one awarded contractor will be awarded the seed project. The remaining awarded contractors will receive a task order for a one time guaranteed minimum of $2,500.00. Each of the successful contractors will have an opportunity to submit a proposal and compete for future task orders issued under this contract.
b. The MCMACC 2021 is designed to expedite contract requirements by reducing acquisition lead times by putting in place base quality control, environmental, and safety plans that will be modified and amended on a Task Order-by-Task Order basis. It is designed to provide a flexible and responsible contractual capability that can support numerous and varied construction projects, including smaller design-build projects.
c. The contract shall run over a 12 month base period with up to four
(4) option periods of 12 months.
d. It is expected that approximately 45 Task orders per year will be issued under this contract. Task Orders may range in size from approximately $2,000 to $600,000.
The following information is provided for informational purposes only and does not guarantee the amount of work or size of projects to be awarded on the contract resulting from this solicitation. This information is provided to show the size and number of projects completed on the previous contract. In the current MACC contract, 73 task orders ranging in size from $2,900 to $100,000 with an average size of $35,866 were issued. 39 larger Task orders ranging from $100,000 to $703,470 have been issued with an average amount of $242,071.
e. All of the various types of work issued under the MCMACC (statement of work, design-bid-build, design-build) shall be approved and
Apr 07, 2021 SECTION 01 11 00 Page 1 inspected as per the contract guide specifications, and any Task-Order specific specifications and requirements.
f. Special requirements that are indicated in individual task orders shall supersede any similar requirements noted in the referenced Guide Specifications. The Guide Specifications referenced are to be used to set the minimum requirements of each task order. All work will be inspected in accordance with the submittals as approved. When submittal deviations are approved, the manufacturer's recommendations will apply.
g. Many of the Task orders will be performed in older industrial buildings. Asbestos, heavy metal paints and PCBs are often present or suspected at the jobsites. While hazardous materials remediation is not a prime purpose of this contract, specifications are included in this contract to govern remediation work if it is known to be required for a Task order, or is uncovered during the work and contract modifications are required. Remediation work is to be performed by the Prime or a first-tier subcontractor.
h. Unless otherwise indicated in the task order, all operational practices, skills, materials, equipment and articles used by the contractor in the performance of work shall be in accordance with all Federal, State, and local laws, regulations, and codes; National Codes recognized as industry standards, including but not limited to, the Uniform Plumbing Code, National Electric Code, National Fire Protection Agency Codes, and the best commercial construction practices. Where conflicts arise between codes, practices, etc. the more stringent requirement shall prevail. The scope of work may also require compliance with other Federal, Military, Government, and Industry specifications and standards, which may be applicable to particular task orders. The contractor shall comply with all technical criteria, specifications, and standards listed and/or referenced in each task order.
i. Each of the successful contractors will have an opportunity to submit a proposal and compete for task orders issued under the MCMACC Contract
1. A request for proposal consisting of a scope of work including a reference to the applicable wage determination will be issued for each project.
2. For each Task Order, a site visit will be conducted simultaneously with all awarded contractors. The time and date specified in the RFP will be the only available time to visit the site location.
3. Award of task orders will be made on either a "best value" or "Low Price, Technically Acceptable", or "Low Price" determination as stated in the individual Task Orders. If the Government decides to issue the task order using the best value trade off method, award factors will vary depending on the unique circumstances for each task order. Under this method, the lowest price may or may not receive the award. If the best value low-price technically acceptable method is used in the evaluation of subsequent task order, the lowest price proposed that is technically acceptable will receive the award. For price only basis, the offeror submitting the lowest price will receive the award.
Apr 07, 2021 SECTION 01 11 00 Page 2
4. Examples of technical information that will typically be required for either trade-offs or low price, technically acceptable best value basis may include but are not limited to performance narrative, project schedule, and/or manufacturer's product data sheets. The exact information required will be specified in each task order request for proposal
j. The contractor shall be prepared to provide this work for three types of projects listed below in para 1.3.
k. The contractors shall provide price proposal as required in the solicitation documents to execute the seed project.
l. This project will be the first task orders issued on this contract and will count towards meeting the one-time guaranteed minimum of $2,500 for one of the awarded contractors. The remaining awarded contractors will receive task orders in the amount of the one-time guaranteed minimum. Once these contractors receive task order awards in excess of the one-time guaranteed minimum, the guaranteed minimum task orders will be deducted.
1.1.2 Participation
If, during a 12 month period, an awarded contractor does not submit a proposal on a majority of the issued Requests for Proposal, the Government reserves the right to not extend the contract for that particular contractor when the next contract option period is exercised. The contractor's lack of participation will be noted on a CPARS evaluation.
1.1.3 POST AWARD REQUIREMENTS
A. All contractors that are awarded a contract will compete on subsequent task orders. Each task order will cite a specific completion date and associated liquidated damages. If the contractor will not be submitting a proposal on a particular task order request for proposal, then the contractor shall notify the contracting officer in writing prior to the proposal due date.
B. Only the selected contractors will be permitted to compete on future task orders. Proposals received from other contractors will not be accepted. Participation in the pre-proposal conference and/or site visits for future task orders will be the responsibility of the offeror and are not reimbursable by the Government.
