About this file

This letter from the Commander of the Naval Facilities Engineering Command Mid-Atlantic to contractors provides notification requirements related to the novel coronavirus 2019 (COVID-19). Contractors working on Naval Facilities Engineering Command projects must monitor Centers for Disease Control and Prevention (CDC) guidance and implement measures to prevent the spread of COVID-19, including not allowing employees to work while sick or symptomatic. Additionally, contractors must notify the Contracting Officer immediately if any jobsite employees test positive for COVID-19, providing the project and Government employees the individual had contact with in the prior 14 days, as well as any Government facilities visited in the prior 3 days before the positive test or symptom onset, if known. This is intended to provide a safe and healthy work environment.

The related federal contract opportunity is a solicitation for an Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) for minor construction, renovation, and repair projects at NSA Crane, IN and Glendora Test Facility, Sullivan, IN. This procurement is being solicited as a total small business set-aside. The contract type will be design-build/design-bid-build and services include construction, renovation and repairs.

1. The Center for Disease Control and Prevention (CDC) has issued Travel Health Notices for areas affected by the novel coronavirus disease 2019 (COVID-19). These notices, and subsequent updates, can be found at https://wwwnc.cdc.gov/travel/notices//. In reference (a), we requested that individual contractor employees who have travelled to (including transit through) any of the locations designated in a CDC Travel Health Notice Level 3 (COVID-19), not be provided access to the worksite for health and safety reasons for 14-days from the date of departure of the designated area, in accordance with CDC guidance.

2. Contractors should actively monitor CDC guidance and implement measures to prevent and limit the spread of COVID-19. These measures can be found at https://www.cdc.gov/coronavirus/2019-ncov/.

Most importantly, do not allow your employees to perform services while sick or symptomatic.

3. Additionally, for the safety of our workforce, we ask that you notify the Contracting Officer immediately if any of your jobsite employees test positive for virus that causes COVID-19. In accordance with medical privacy requirements, please do not provide the name of the individual. In your notification, please include the following details:

a. Project the employee was working on prior to the positive test result;

b. Names of any Government employees the individual had contact with in the 14-days preceding the positive test result and/or symptom onset (if known); and

c. Any known Government facilities (include description, name of building, building number, or any additional details that may assist us in identifying the facility) the individual visited up to 3-days before the positive test result and/or symptom onset (if known).
