EXECUTIVE SUMMARY
The subject property is improved with an approximately 40,912 square foot, two-story building referred to as Building 1 - Base Headquarters. Building finishes observed on the interior and exterior of the building appeared to consist of a concrete slab with floor tile, carpet, and associated mastics;
the wall systems consist of plaster, drywall wallboard, and concrete masonry unit (CMU) block; and the ceiling systems consist of a drop ceiling with multiple types of acoustical ceiling tiles and plaster above the drop ceiling. At the time of our assessment, the subject building was occupied.
The purpose of the survey was to determine if asbestos-containing materials (ACMs) and lead-based paints (LBPs) are present in the interior of the building. The original assessment was performed within accessible areas of the interior of the subject building (excluding attics and crawlspaces). The exterior of the building (including roof systems) was not assessed as part of the original Scope of Work (SOW); however, the most recent site visit included limited follow-up sampling for lead paint on the exterior of the building.
Based on the laboratory analysis of the bulk samples collected during the original assessment, asbestos was detected in the samples collected by ECS and analyzed from the building. ECS was not requested to collect bulk samples from the exterior of the structure. The following materials were reported to contain asbestos:
• Glue Pucks in the Media Room in Room 125;
• Mastic below 12" Cream Floor Tile w/ Brown Streaks in Room 245;
• Multiple Layers of Black Floor Tile and Mastic in Corridors and various Offices (Under Carpet);
and,
• Brown 9" Floor Tile in the First Floor Offices (Under Carpet).
Based on the laboratory analysis of the paint chip samples analyzed, lead-based paint as defined by the U.S. EPA was not identified in the samples collected from the interior of the building. Additional paint chip samples were collected from the most prominent painted surfaces on the exterior of the building on November 12, 2019. Based on the laboratory analysis of the paint chip samples analyzed, lead-based paint as defined by the U.S. EPA was not identified in the samples collected from the exterior of the building.
Recommendations regarding removal and disposal of ACMs and trace amounts of lead reported in coatings, glazing and surfaces can be found in Section 5.0 of this report.
Previous asbestos reports performed by others identified asbestos containing Pipe Insulation in the attic and throughout in pipe penetrations; Sealant in the basement mechanical room; 9" Black Floor Tile and Mastic throughout under carpet; 9" Brown Floor Tile in the first floor offices; 12" Acoustical Tile and Adhesive above drop ceilings; Residual Mastic in carpeted areas; Floor Tile and Adhesive Debris on the northwest wing; 12" Beige w/ Olive Floor Tile and Mastic in the basement and main stairwells; and Gasket materials on steam pits. These materials should be considered and treated as asbestos containing materials if present.
The executive summary is an integral portion of this report, however, ECS recommends the report be read in its entirety.

1.0 SITE DESCRIPTION
The subject property is improved with an approximately 40,912 square foot, two-story building referred to as Building 1 - Base Headquarters. Building finishes observed on the interior and exterior of the building appeared to consist of a concrete slab with floor tile, carpet, and associated mastics;
the wall systems consist of plaster, drywall wallboard, and concrete masonry unit (CMU) block; and the ceiling systems consist of a drop ceiling with multiple types of acoustical ceiling tiles and plaster above the drop ceiling. At the time of our assessment, the subject building was occupied.
2.0 PURPOSE
The purpose of the Updated Asbestos and Lead-Based Paint Assessment was to identify asbestos-containing materials (ACM) and lead-based paint (LBP) which may require special handling and/or disposal if removed during construction activities. The identification of ACMs may require trained labor, regulated work practices, and special disposal. The identification of LBP or other lead hazards may require disclosure to contractors and monitoring of lead exposure for Occupational Safety and Health Administration (OSHA) purposes.
3.0 METHODOLOGY
ECS performed the authorized Scope of Services in general accordance with our proposal, standard industry practice(s) and methods specified by regulation(s) for the identification of ACMs and LBPs.
3.1 Asbestos-Containing Materials
For assessment purposes, the EPA NESHAP requirements for asbestos assessments prior to renovation or demolition were recommended for this assessment. Renovation or demolition is defined under NESHAP as the removal of a load-bearing structure or member. Asbestos Containing Materials (ACM) are referred to by the Federal OSHA regulations as a material which is >1% asbestos while Asbestos Containing Building Materials (ACBM) are considered by the AHERA/ASHARA regulations a term for materials containing >1% asbestos. On the basis of requirements under NESHAP and North Carolina Asbestos Hazard Management Program (AHMP), administered by Health Hazards Control Unit (HHCU), for renovation activities, ECS conducted a limited assessment for potential ACMs. The ACM assessment was limited in that ECS did not conduct demolition such as jack/sledge hammering or cutting through walls, ceilings, floors, or structural members to expose potentially concealed materials, and that the scope of work did not include sampling of roofs, attics, crawlspaces or exterior building materials.
The tasks associated with the asbestos assessment included:
1. ECS began by interviewing the site contacts to learn available information regarding the past history of the site, including ages of materials, past renovations, maintenance, etc.
2. ECS entered the building and began identifying the homogenous areas. Homogeneous areas are defined as sections of building materials appearing to have been installed in the same general time period, and are of uniform color and texture. Once homogeneous areas were identified, ECS collected samples of the materials suspected to contain asbestos in general accordance with AHERA, NESHAP
Building 1 - Base Headquarters and State of North Carolina regulations. Specifically, samples were collected from random locations of each homogeneous area. The number of samples collected from each homogeneous area varied by material type.
3. The number of samples collected was determined using the following criteria:
• Thermal Insulation Materials (piping, breeching, boiler insulation, etc.) - A minimum of three
(3) samples will be collected. Only one (1) sample will be collected from patch areas that are less than 6 square or linear feet in size.
• Surfacing Materials (plaster, fireproofing, etc.) – A minimum of seven (7) samples will be collected for areas greater than 5,000 square feet; five (5) samples collected for areas greater than 1,000 square feet, but less than 5,000 square feet; and three (3) samples collected for areas less than 1,000 square feet.
• Miscellaneous Materials (flooring, adhesives, roofing, wallboard, etc.) – A minimum of two (2) samples are required.
4. Samples collected at the site were delivered to a laboratory that has been accredited by the National Voluntary Laboratory Accreditation Program (NVLAP) for testing by polarized light microscopy (PLM). A chain of custody was maintained with the samples.
5. This non-invasive assessment did not include destructive measures to look in chases, above fixed ceilings, behind permanent or attached fixtures, behind walls, etc. Materials located below carpeting corners, behind removable exterior siding and behind removable fixtures were sampled if accessible during the time of the assessment. Suspect materials observed in inaccessible areas will have to be assumed positive or be evaluated at the time of discovery.
6. If one sample of a material from a homogeneous area is reported to contain greater than 1% asbestos, then by EPA definition, it is characterized as asbestos-containing material.
The non-destructive asbestos assessment was performed by asbestos inspectors who have received EPA accredited training and are licensed by North Carolina. Mr. Thomas Barnes (NC Inspector #12983), Ms. Lindsey Lucas (NC Inspector #12480), Mr. Matthew Wilbanks (NC Inspector #13165) and Mr. Kurt Gauthier performed the initial assessment on May 14, 2019. Ms. Amy DeSaix (NC Inspector #12107) and Ms. Erin Warren returned to the site on May 21, 2019 to collect samples from mechanical rooms, which were inaccessible during the initial site visit. Samples of suspect ACMs were collected utilizing hand tools and placed into individual, labeled plastic bags. Unique bulk suspect ACM samples were submitted to SAI inGreensboro, North Carolina for analysis via Polarized Light Microscopy (PLM) in accordance with current EPA-600 methodology. Materials consisting of additional layers were analyzed separately. SAI is listed as an accredited laboratory by the National Voluntary Laboratory Accreditation Plan (NVLAP) managed by the National Institute of Standards and Technology (NIST) for bulk sample analysis by currently approved EPA methodology by PLM.
During the survey, ECS attempted to identify suspect ACMs in readily accessible areas. However, due to the destructive means required to identify some materials, certain areas were deemed inaccessible (i.e. behind walls or sub grade materials) and were not surveyed for suspect ACMs. Unidentified suspect ACMs may be located in these and/or other inaccessible areas.
Building 1 - Base Headquarters
Samples were collected in general accordance with EPA Standard 40 CFR 763 Subpart E, Asbestos Hazard Emergency Response Act (AHERA) and OSHA Standard 29 CFR 1926.1101 Inspection Protocol.
Multiple samples of each unique material were submitted. Samples were analyzed using “Positive Stop” methodology. If one sample of a homogeneous material was reported to contain asbestos, the remaining samples of that material were not analyzed. EPA regulations stipulate that if one sample contains asbestos the entire quantity of that material contains asbestos, regardless of additional analysis.
3.2 Lead in Paint and Surface Coatings
Paint chip samples were collected from various painted surfaces within the building during the original assessment on May 14, 2019. Additional paint chip samples were collected from various painted surfaces on the exterior of the building on November 12, 2019. ECS was directed by the client to collect a predetermined number of samples from the the most prominent painted surfaces on the exterior of the building. The samples were bagged and delivered to SAI in Greensboro, North Carolina for analysis for lead concentration (% by weight) using Flame Atomic Absorption Spectroscopy.
A chain of custody was maintained with the samples. SAI participates in the American Industrial Hygiene Association’s (AIHA) Environmental Lead Proficiency Analytical Testing (ELPAT) Program. The sampling was conducted utilizing the U.S. EPA definition of LBP. Under this definition, painted surfaces which contain lead in concentrations equal to or greater than 0.5% of lead percent by weight are classified as coated with LBP. Paints with concentrations of lead detectable that are less than 0.5% concentration of lead percent by weight are considered lead-containing paints (LCP). Activities which disturb lead-containing paints and/or glazing (while not lead-based paints by the U.S. EPA definition) are regulated by OSHA (29 CFR 1926.62).
Because the current or proposed use of the property is not residential or child-occupied, the scope of the LBP assessment was not conducted in accordance with HUD Chapter 7 requirements.
4.0 RESULTS
The following is a summary of laboratory results, findings and observations.
4.1 Asbestos-Containing Materials
In total, 98 bulk samples from 39 homogeneous areas were submitted to the laboratory of which 127 layers were analyzed. ECS was not requested to collect suspect ACMs from the exterior of this structure.
An Asbestos-Containing Material (ACM) is defined as any material containing more than one percent (>1%) asbestos as determined using the method specified in Appendix A, Subpart F, 40 CFR Part 763, Section 1, PLM. Materials are categorized by the U.S. EPA in the following categories:
• Friable ACMs are defined as any ACM that, when dry, can be crumbled, pulverized or reduced to powder by hand pressure. Non-friable ACMs are defined as any ACM that, when dry, cannot be crumbled, pulverized, or reduced to powder by hand pressure.
• Category I non-friable ACM are listed as following: packings, gaskets, resilient floor coverings, and asphalt roofing products containing more than one percent (>1%) asbestos.
Building 1 - Base Headquarters
• Category II non-friable ACM are listed as any material, excluding Category I non-friable ACM, containing more than one percent (>1%) asbestos.
Regulated Asbestos Containing Materials (RACM) are friable ACM or non-friable ACM that will be or has been subjected to sanding, grinding, cutting, or abrading or has crumbled, been pulverized, or reduced to powder in the course of renovation and/or demolition operations.
SAI submitted signed final laboratory reports to ECS on May 24, 2019. Eight of the bulk samples submitted for analysis were reported to contain asbestos in detectable concentrations. These materials are summarized below.

Building 1 - Base Headquarters
4.2 Suspect or Assumed Asbestos-Containing Materials
Due to the inaccessibility or the destructive means that asbestos sampling requires, additional suspect ACMs may remain within the building hidden behind inaccessible areas that include, but are not limited to, fire doors, sub-grade walls, structural members, topping slabs, sub-grade sealants, flooring located below underlayments, areas behind exterior walls, pipe trenches, and subsurface utilities, etc. These areas were deemed inaccessible and were not assessed.
Exterior materials, crawlspaces, attics and steam tunnels were also not assessed during this assessment and should be assumed to contain asbestos.
Previous asbestos reports performed by others identified asbestos containing Pipe Insulation in the attic and throughout in pipe penetrations; Sealant in the basement mechanical room; 9" Black Floor Tile and Mastic throughout under carpet; 9" Brown Floor Tile in the first floor offices; 12" Acoustical Tile and Adhesive above drop ceilings; Residual Mastic in carpeted areas; Floor Tile and Adhesive Debris on the northwest wing; 12" Beige w/ Olive Floor Tile and Mastic in the basement and main stairwells; and Gasket materials in steam pits. These materials should be considered and treated as asbestos containing materials if present.
If these materials are discovered during construction activities, they should be presumed to contain asbestos and be treated as ACMs or be sampled immediately upon discovery and prior to disturbance for asbestos content by a certified asbestos inspector in accordance with 29 CFR 1926.1101.
4.3 Lead in Paint and Surface Coatings
SAI submitted a signed laboratory report to ECS on May 17, 2019. Lead-Based Paint (LBP) was not detected equal to or greater than 0.5% lead concentration by weight in the samples collected and analyzed from the interior of the structure. However, detectable (trace) concentrations of lead were reported in the samples submitted for analysis.
SAI submitted a signed final laboratory report to ECS on November 15, 2019. Lead-Based Paint (LBP) was not detected equal to or greater than 0.5% lead concentration by weight in the samples collected and analyzed from the exterior of the structure. However, detectable (trace) concentrations of lead were reported in the samples submitted for analysis.
The sampling location maps, site photographs, asbestos bulk sample results, and lead laboratory analytical results are located in Appendix I, II, III, and IV, respectively.
5.0 RECOMMENDATIONS AND REGULATORY REQUIREMENTS
Based on our understanding of the purpose of the Updated Asbestos and Lead-Based Paint Assessment, the results of laboratory analysis, and our findings and observations, ECS presents the following recommendations.
Building 1 - Base Headquarters
5.1 Asbestos-Containing Materials
Federal, state, and local regulations require asbestos-containing materials, identified as ACM, be removed prior to disturbance by demolition operations. Please refer to Section 4.1 for a complete list of building materials that were reported positive for asbestos and to Section 4.2 for materials that were assumed to contain asbestos. ECS recommends where a material type has been identified as asbestos containing that other materials with similar color, texture, age and size throughout the building’s interior and exterior be assumed to contain asbestos.
ECS recommends that a project specification be prepared to delineate and quantify known and suspect hazardous and regulated materials in the buildings and to outline proper procedures for the abatement. This will help protect the owner’s liability in better defining the scope of work and contractors’ roles and responsibilities in the abatement process and holding the contractor accountable for the performance of the project. The specification typically defines the Contractor’s scope of work and outline requirements and procedures that must be followed for the project. The intent of the specification is to give performance requirements for the Contractor so that the project can be completed safely and in compliance with applicable federal and state regulations. Typically, the specification document serves as part of the site owner’s contract with the contractor.
If ACMs are to be removed, it is recommended that an industrial hygienist monitor the project.
This involves collecting air samples from within and outside abatement work areas to monitor the asbestos abatement contractor’s work practices over the course of the project. The industrial hygienist should evaluate if the asbestos abatement work is in accordance with project specifications, U.S. EPA regulation 40 CFR Part 61-National Emission Standards for Hazardous Air Pollutants Subpart M: National Emission Standard for Asbestos, and U.S. Occupational Safety and Health Administration (OSHA) regulation 29 CFR 1926.1101 – Asbestos in Construction. The industrial hygienist should assess each work area to monitor the removal of ACMs. Only after the industrial hygienist has determined the identified ACMs have been removed should final clearance air samples be collected (if necessary).
Suspect ACMs not observed due to inaccessibility or not sampled due to the destructive means that sampling would require may also be encountered during construction activities. At the time of the assessment, only limited destructive means were used to locate or sample suspect ACMs; therefore, additional suspect ACMs may remain within inaccessible areas that include, but are not limited to, fire doors, sub-grade walls, structural members, topping slabs, exterior areas, sub-grade sealants, flooring located below underlayments, vapor barriers, pipe trenches and other subsurface utilities, etc. If additional suspect ACMs are uncovered which were not accessible during this assessment, it is recommended that these materials either be assumed to contain asbestos or be sampled prior to disturbance upon discovery for asbestos content by an asbestos inspector in accordance with 29 CFR 1926.1101.
Follow OSHA asbestos regulations during demolition and/or renovation activities at the subject property of the subject property. You should be aware that stringent requirements are imposed upon anyone renovating or demolishing a structure in which ACM will be disturbed. This work must be performed in accordance with OSHA asbestos regulations, 29 CFR 1910 & 1926, and NESHAP asbestos regulations 40 CFR 61, subpart M. North Carolina regulations require the accreditation of personnel who work in the asbestos field and notification and permitting fees for asbestos removal projects.
Building 1 - Base Headquarters
There is a 10 working day notification period required prior to abatement of asbestos in a facility.
Failure to take proper precautions and actions to protect human health and the environment can result in penalties, danger to personnel, and construction delays.
5.2 Lead in Paint and Surface Coatings
Based on the findings of this report, lead-based paint, as defined by the U.S. EPA, was not identified in samples collected. However, lead-containing paint was identified in all of the paint types sampled for this project.
The presence of lead is a concern primarily when conditions exist where it may be inhaled or ingested. Regardless of the analytical results of a material, all painted and/or glazed surfaces may still contain concentrations of lead in the paint, which when disturbed, may generate lead dust greater than the Permissible Exposure Limit (PEL) of 50 micrograms per cubic millimeter (ug/m3) as an 8-hour Time Weighted Average (TWA) established by the OSHA “Lead Exposure in Construction Rule (29 CFR 1926.62).”
The OSHA standard gives no guidance on acceptable levels of lead in paint at which no exposure to airborne lead (above the action level) would be expected. Rather, OSHA defines airborne concentrations, and references specific types of work practices and operations from which a lead hazard may be generated (reference 29 CFR 1926.62, section d). Environmental and personnel monitoring should be conducted during any removal/demolition process (as appropriate) to verify that actual personal exposures are below the Permissible Exposure Limit (PEL) of 50 micrograms per cubic millimeter (µg/m3) as an 8-hour Time Weighted Average (TWA). Under OSHA requirements, the contractor performing renovation work will be required to conduct this monitoring and follow applicable requirements under 29 CFR 1926.62 if disturbing lead-containing paint.
