About this file

This document is an amendment to a solicitation for the Design-Bid-Build, P653 Dry Dock Flood Protection Improvements project at the Norfolk Naval Shipyard in Portsmouth, Virginia. The amendment provides responses to contractor questions, modifies the jet grout mix design requirements by removing compressive strength testing, and adds a minimum of three test sections for jet grouting to be located between specific station ranges. The project scope involves constructing a permanent flood wall to protect several dry docks and associated facilities from flooding, modifying dry dock caissons, and installing removable capstans. The Department of the Navy Naval Facilities Engineering Command issued the solicitation.

AMENDMENT 0006

The purpose of this Amendment is to provide the following:

1. PPI responses.

Reference Question Response

Page Section Paragraph

181 Section 2.4 Jet Grout Mix Design requires neat grout strength to exceed 1,000 psi at 28 days when tested in accordance with ASTM C109/C109M. This test method is for sanded grouts. The neat cement grout used for jet grouting does not contain sand. It is not generally subject to compression testing since it typically has a water/cement ratio exceeding 1.0 and is an unstable suspension.

In lieu of compression testing per ASTM C109, we suggest specific gravity measurements of the neat grout per ASTM D4380 be taken at routine intervals to verify the water/cement ratio of the grout prior to jet grouting.” How many test sections doe the test program require? Will the test program require test sections in more than one area?

Please see Amendment 0006.

3.3.3.1 How is the contractor compensated for

testing and disposal for hazardous or contaminated groundwater generated during the construction processes such as dewatering?

Bid per contract documents. See specification 01 57 19.01 20.

3.5 JET GROUTING TEST PROGRAM

Add the following to the end of subparagraph 3.5.b:

N4008520R0063

“Construct a minimum of three total test sections. One located between STA 7+70 and 9+05, another between STA 25+20 an 26+95, and another between STA 51+60 and 57+75.”
