About this file
This document provides an overview of an upcoming federal construction project. The Navy will solicit design-build proposals for the P-381 Multi-Mission Dry Dock #1 project at Portsmouth Naval Shipyard in Kittery, Maine. The project entails constructing a new 150,000 square foot dry dock basin and associated utilities to support maintenance of nuclear submarines. Industry days will be held in late 2019 and early 2020 to provide additional details on scope, schedule, and acquisition approach. Proposals are due in the first quarter of fiscal year 2021 and contract award is targeted for the second quarter of 2021. The construction schedule requires certifying the dry dock sections by the third quarters of 2024 and 2025. Evaluation criteria will include corporate experience, management approach, safety, small business participation, past performance, and price.
