About this file
This document summarizes an industry day presentation for a federal contract opportunity to procure two caissons for the P-381 Multi-Mission Dry Dock #1 project at the Portsmouth Naval Shipyard in Kittery, Maine. The Navy will issue a solicitation in March 2021 seeking proposals to fabricate, deliver, and support testing of the two identical caissons. Offerors must have experience constructing caissons, naval structures, or similar industrial projects over $10 million. The award will be made to the lowest price technically acceptable proposal. Technical evaluation factors include corporate experience, safety practices, past performance, small business participation, and management approach and schedule. The caissons must be delivered by October 2024 and February 2025 for integration into the dry dock construction ending in 2026. The Navy will evaluate proposals on technical merit and price to select the proposal that provides the best overall value.

For the purposes of this evaluation, a relevant project is further defined as:
Size: A final construction cost of approximately $10M or greater.
Scope: Caisson construction or fabrication of naval architecture; marine transportation.
Complexity: Experience with 1.) construction of a steel caisson gate for graving dry docks or similar steel fabrication of naval architecture, including mechanical and electrical fitting out; 2.) coordination and timely commissioning of industrial pump systems and electrical controls.
