About this file

This document contains the questions and answers from Industry Day No. 2 for the P-381 Multi-Mission Dry Dock No. 1 project at Portsmouth Naval Shipyard in Kittery, Maine. The Navy will solicit full and open competition for the design-bid-build construction contract, with an estimated value significantly higher than $100 million. Key permits have been or will be obtained, including environmental approvals, though in-water night work may be restricted. The Navy will provide available site information including bathymetry, topography, and geotechnical data with the solicitation. Innovative mechanical rock removal methods using large backhoe dredges will be considered. A separate solicitation for fabrication of precast concrete caisson sections is planned for the first quarter of FY2021 and may be set aside for small businesses.

P‐381 INDUSTRY DAY NO. 2

QUESTIONS ANSWERS

MAY 20, 2020

QUESTION RESPONSE

1 What permits are in‐hand, and for what permits is the Contractor responsible? The majority of the permits will be in place by start of construction. An

Environmental Assessment has been performed and Federal Agency coordination is underway. There are Marine Mammal monitoring and noise restrictions that prohibit in‐water night work. Permits with the Maine DEP are currently being coordinated. Dredging may occur without any impacts to historic facilities. Beneficial reuse and stormwater permits for expected Contractor use of

Henderson Point will be obtained by NAVFAC. The Contractor will be responsible for obtaining permitting approvals for any desired changes. There is currently no permitted in‐water work at Henderson Point or Prison Point.

2 Will today's presentation be made available publicly? Yes. The presentation brief will be made available within the next few business days on beta.SAM.

Will you be providing a list of webinar attendees and companies so that we may network with interested contractors and subcontractors?

Yes. The attendee list for this webinar will be published within the next few business days.

4 Can a list of attendees for Industry Day 1 and 2 be provided? Yes. Will post the attendee list from Industry Day 1 along with the list for Day 2 on beta.SAM within the next few business days.

5 Are non‐US citizens allowed to work at the project assuming they have a green card or proper work VISA?

This response pertains only to work being conducted at PNSY. The Contractor is responsible for any such requirements elsewhere. For any on‐island work, clearance requirements need to be followed which generally require that all

Contractor personnel be US citizens. Exceptions can be made, but these are handled on a case‐by‐case basis with no guarantee of success. Access to the CIA requires additional security protocols and escorts are required for non US citizens.

PNSY has defined a work area and criteria for a potential Contractor‐managed

"security enclave" adjacent to the Dry Dock 1 Basin within the CIA. This can provide more favorable labor access for Contractor work within that defined area.

6 What is the limiting width of the opening that a dredge can access into the Basin area to mechanically dredge the rock?

The limiting width is dependent on the timeframe of the required access. The most restrictive width for access will be ~75 feet, once the DD1N entrance structure is constructed, with high tide conditions. The potential exists for wider openings at earlier stages of construction.

7 Will a site visit at the project site location be scheduled? Unknown at this time. Normal practice is to provide group site visits by bus, in accordance with general PNSY security requirements. However, in light of the current social distancing and large group restrictions, and recognizing the value of site visits to help Contractors understand site conditions, we are evaluating options. More information will be provided in future communications.

8 Can the option of mechanical rock removal, using ultra‐large backhoe dredges with US flag status, be considered?

Contract documents will not specify the method of rock removal. NAVFAC is open to innovative approaches from the Contractor.

9 Slide 16 indicated Design Build. Can you please let us know all firms working with

Stantec so that we may approach firms for the Design Build that are not conflicted.

This project is being procured as a Design‐Bid‐Build contract, not Design‐Build.

However, to the extent that Contractors may require design support for preparation of their 2‐step proposals, a list of firms on the Stantec design team will be made available to avoid potential conflicts of interest.

10 How do the monoliths get put into the water to transition over to the buoyancy barge?

The contract documents will not specify a method for this maneuver. It will be up to Contractor to develop its own method, as long as specification requirements are achieved. It is NAVFAC's intent to promote Contractor innovation and cost and schedule savings to the extent possible.

11 Will the existing contractor laydown & office areas at Henderson Point be relocated?

Yes. Multiple existing land uses at Henderson Point will require relocation to other areas of the island, including existing contractor facilities. NAVFAC will work with existing contractors to re‐locate. The P‐381 Contractor will not be responsible for any contractor relocations from Henderson Point.

12 Are there topographical maps/drawings available for Henderson Point? NAVFAC will provide available information as part of the Contract Documents. To the extent possible, we intend to release select or preliminary information to potential Contractors prior to contract award to obtain feedback that can lead to a better project outcome.

Are there soil boring and rock cores available for Henderson Point?

NAVFAC will provide available information as part of the Contract Documents. To the extent possible, we intend to release select or preliminary information to potential Contractors prior to contract award to obtain feedback that can lead to a better project outcome.

14 Is there a current bathymetry available for the water around Seavey's Island, particularly at Henderson Point

NAVFAC will provide select bathymetric information as part of the Contract

Documents, as this is security‐sensitive. To the extent possible, we intend to release preliminary information to potential Contractors prior to contract award to obtain feedback that can lead to a better project outcome.

15 Why is the timeframe for qualifying project experience only nine years and not ten?

The relevant timeframe for qualifying projects is from 2011 to 2020, which is 10 complete calendar years.

QUESTIONS ANSWERS

MAY 20, 2020

16 Will a list of interested Small Business subcontractors be published for the Prime

Contractors to evaluate? If so, how would we go about being placed on that list?

NAVFAC does not intend to publish a formal list. Suggest Contractors make use of

Small Business Administration resources available beta.SAM at https://eweb1.sba.gov/subnet/client/dsp_Landing.cfm. The attendee listed from

P‐381 Industry Day # 1 and this Industry Day #2 might also be useful in connecting with small business partners.

17 What are the ranges of tip elevations for the drilled shafts? This information will not be published pre‐award. Information regarding drilled shaft depths will be provided as part of the Contract Documents.

The $100,000,000 price threshold for past project experience will be restrictive.

Would NAVFAC consider lowering that threshold?

Contract evaluation and award factors are under development and are subject to change prior to formal issuance of the RFP. The estimated Project value is significantly higher than the current price threshold for qualifying projects. This threshold factor could be reconsidered, but NAVFAC expects Contractors to demonstrate their capability on comparably sized projects.

Are the tremie pours between the precast slabs (stitch pours) structural? Can you elaborate on how this is done?

Yes, tremie pours are structural. There will be steel reinforcement between adjacent slabs. Connection of reinforcement across the pours will require diver work, but the concept also allows for the upper wall sections to be constructed and connected in the dry as cast‐in‐place construction. Means and methods for constructing the dockwall structures are opportunities for Contractor innovation.

20 Will the RFP include a breakdown of scoring criteria (for example, % assigned to each factor) for the Phase 1 procurement?

The RFP will provide more details on selection factors, weighting, and evaluation.

However, percentage assignments are not used.

21 Would you please provide delivery schedule and award timeframe for the separate procurement of the caisson portion of the project? Will it be a small business set aside? We manage a highly capable shipyard specializing in projects of this scope, and wish to better understand how groups bidding on just the caisson construction/fabrication effort will qualify vs contractors bidding on the much larger construction effort. This question is asked with the understanding that 98% of the caisson construction will take place offsite at the awarded facility.

Thank you very much for your time, and I look forward to hearing your feedback.

Release of the caissons RFP is scheduled for the first quarter of FY21 (October ‐

December 2020). Market research still needs to be performed to evaluate if this will be a restricted or unrestricted procurement.

22 Can Joint Ventures be formed in the absence of any previous experience working together?

Yes, new Joint Ventures can be formed. RFP will contain requirements on utilizing

Joint Venture partner experience.
