About this file

This document contains a pre-demolition hazardous materials survey report and a related federal contract opportunity notice. The survey report identifies lead-based paint on structures at the Queens Creek Bridge in White Oak, North Carolina that are scheduled for demolition. Samples were collected from white and red painted surfaces and analyzed, with results showing lead concentrations above detection limits. The report recommends lead-safe work practices for demolition and disposal of lead-coated components.

The related federal contract opportunity is to provide design-build construction services for Hurricane Florence recovery projects under the Marine Corps Base Camp Lejeune. Package 4 involves replacing the Onslow Beach Bridge and portions of the railroad trestle over the White Oak River and Queens Creek. The solicitation will utilize a two-phase evaluation including technical, past performance, and price factors. Proposals are due by July 2020 and award is anticipated in July 2020 for a 1,826 calendar day period of performance. The projected value is between $100-250 million.

Re: Lead Paint Bulk Sampling & Analysis at:

Queens Creek Bridge

PEI Project No.:5269-20-0001-2AL

Precision Environmental Inc. (Precision) was retained by Kimley-Horn to conduct a lead paint survey and analysis of coated surfaces associated with the above referenced structure. The inspection included all materials scheduled to be disturbed/removed during the upcoming demolition procedures.

The purpose of the survey was to determine if lead painted components exist on painted components prior to upcoming demolition procedures.

The bulk sampling was performed by Precision’s representative, Jonathan Guetta (NC Risk Assessor/ Lead Inspector

Certificate No. 120097) on February 28, 2020.

OSHA defines any detectable level of lead in paint a concern when renovations/demolition will impact lead coated surfaces.

As a result, a total of three (3) different suspect lead based paint (LBP) coatings were identified. A listing of the identified

LBP coatings and the number of bulk samples collected per suspect material is provided in Table 1 below:

Table 1: Identified suspect LBP coatings materials

Suspect Material Location No. of Samples

Collected

1. White painted metal vertical safety beam Bridge 2

2. Red painted metal main bridge stringer Bridge 2

3. Red painted metal vertical support post Bridge 2

Collected samples were given a unique identification number, which included the date, structure acronym (QC), element abbreviation (Pb) and sample number, logged onto a lead paint chip chain of custody form and shipped to an accredited laboratory for analysis. The bulk samples collected from the above listed materials (Table 1) were analyzed by Flame

Atomic Absorption (AA) via EPA SW-846 7420 and 3050B Method.

Analysis of the samples revealed that multiple suspect coatings contain lead in concentrations above the Detection Limit.

Laboratory results obtained are provided in detail in the attached laboratory report and summarized in the Table 2 below:

Based on the laboratory analysis, the following components associated with the structure are confirmed to be coated with lead containing paint and shall be handled in accordance will all applicable regulations:

Recommendations/Control Options

If renovation or demolition activities are to impact lead coated surfaces, all work should be conducted by workers trained in “lead safe work practices” as outlined by the Occupational Safety and Health Administration (OSHA). In addition, all lead coated components or paint removed from lead coated components should be disposed of in accordance with all

Federal, State, and Local regulations.

If additional materials not addressed during this inspection are to be disturbed, Precision strongly recommends that those materials either be assumed to be coated with lead based paint or that sampling is conducted to confirm the presence of absence of lead based paint prior to the disturbance of the materials.

PEI Project No.:5269-20-0001-2AL

Precision Environmental Inc. (Precision) was retained by Kimley-Horn to conduct a creosote survey and analysis of wood components associated with the above referenced structure. The inspection included all materials scheduled to be disturbed/removed during the upcoming demolition procedures.

The purpose of the survey was to determine if wood components associated with the structure are treated with creosote prior to upcoming demolition procedures.

The bulk sampling was performed by Precision’s representative Jonathan on February 28, 2020.

As a result, a total of two creosote treated components were identified. A listing of the identified components and the number of bulk samples collected per suspect material is provided in Table 1 below:

Collected samples were given a unique identification number, which included the date, structure acronym (QCB), and sample number, logged onto a creosote bulk chain of custody form and shipped to an accredited laboratory for analysis.

The bulk samples collected from the above listed materials (Table 1) were analyzed for creosote in bulk material via EPA

Method 8015D

Analysis of the samples revealed that all components sampled contain creosote in levels above the reporting limit for the method.

Laboratory results obtained are provided in detail in the attached laboratory report and summarized in the Table 2 below:

Recommendations/Control Options

Note: National Institute for Occupational Safety and Health (NIOSH) considers coal tar, coal tar pitch, and creosote to be coal tar products.

OSHA has not established a substance-specific standard for occupational exposure to coal tar pitch volatiles (CTPVs) however exposures are regulated under OSHA's air contaminants standard for general industry, shipyard employment and construction.

In addition, all creosote treated components should be disposed of in accordance with all Federal, State, and Local regulations.

All efforts were made to identify and access all components associated with the structure that are treated with creosote. If additional materials not addressed during this inspection are to be disturbed, Precision strongly recommends that those materials either be assumed to be treated with creosote or that sampling is conducted to confirm the presence of absence of creosote prior to the disturbance of the materials.
