About this file
This document provides details on a federal solicitation for design-build construction services related to Hurricane Florence recovery efforts at Marine Corps Base Camp Lejeune in North Carolina. The solicitation involves two military construction projects: replacement of the Onslow Beach Bridge and replacement of the Railroad Trestle. The design-build contract will be firm-fixed price with an anticipated completion time of 1,826 calendar days. The solicitation is unrestricted and will use a two-phase evaluation including both non-price and price factors. Technical approach, corporate experience, past performance, safety, technical solution, project management, and small business utilization will be evaluated in Phase 1 and 2. Price will be evaluated in Phase 2. The contract is estimated between $100-250 million and will be awarded by July 20, 2020. The solicitation is expected to be released on October 7, 2019.
