1/31/2020 6 6A ‐ Attachment 3 last paragraph under 3.5 CRITICAL ‐ This section indicates that the 100‐year flood elevation is 7 feet, which based on our investigation is the Effective base flood elevation rather than the preliminary base flood elevation. Please confirm what value should be used to set the 100‐year flood at all bridge sites.
Please use the preliminary base flood 100-year elevation (12 feet) for the design of Onslow bridge. 11
1/31/2020 1 Part 3A ‐ Chapter 1 2nd CRITICAL ‐ Can the alignment for bridge SBA 129 be modified from what is provided in Part 6A as long as the existing structure can remain in service during construction of the new bridge? To clarify, can alternate horizontal alignments be allowed provided they primarily follow Old Onslow Beach Road?
The alignment for the bridge can be modified provided the existing bridge remains operational throughout construction of the new bridge and the RV park is not impacted.
1/31/2020 1 section 01 14 00 1.1 ‐ Item a Does Hydrofest during the two weeks in October and November affect the project locations at White Oak River and Onslow Beach Bridge? This shortens the available time to work outside the in‐water moratorium.

3rd Direct discharge of stormwater via deck drains or scuppers over water is not allowed without a waiver. Direct discharge of stormwater via deck drains or scuppers over wetlands is allowed while meeting regulatory requirements. ‐ Can the Government please provide the regulatory requirements?
USACE regulates wetlands and NCDEQ/NCDWR regulate stormwater requirements, including issuance of any waivers that may be required by AE2's design. AE2 is responsible for obtaining all required permits (including applicable waivers) associated with the project.
1/31/2020 10 (1955 of PDF) Part 6B – Attachment 3 SEI
The report states the White Oak bridge lowest bottom chord elevation of the existing bridge is at the 100‐year flood elevation. The Effective 100‐year elevation is 8.7’. However, there is a Preliminary Study for White Oak River which has a 100‐year elevation of 11.0. Typically, NCFMP requires the use of the Preliminary models if a CLOMR is not anticipated, which is likely the case for this project. Can the Government confirm which model is to be used and if 2’ above the 100‐yr still applies?
The Base Flood Elevation mapped on the preliminary maps is 11.0 feet. This elevation is based on the total coastal flooding elevation established by 2005 coastal flood analyses to model storm surge and wave runup for the 1% exceedance event. The Base Flood Elevation mapped on the effective maps is 8.7 feet, with a Base Flood Elevation Line on the Flood Insurance Rate Map near the structure of 9 feet. This elevation is based on coastal analyses completed in 1977. The design should be based on the effective Base Flood Elevation Line (9 feet) plus 2 feet. This is equivalent to 11 feet which is the Base Flood Elevation mapped on the preliminary maps.

Box III Hand Written Comment within Box
The site approval document states, "Height not to exceed 100 ft. msl when open." However, Part 3A, section 1 of the RFP states that the Onslow Beach Bridge shall be a single leaf bascule that provides a minimum vertical clearance of 15 feet above MHW, and a navigational channel width of 90 feet. Does the written statement in Part 6A, Site Approval, regarding the 100' height restriction govern over the RFP language? If so, a single leaf bascule meeting the other requirements of the RFP will not be able to meet this height restriction. Please advise which section governs.
Subsequent to original site approval document generation, the Installation Tall Structures Working Group has approved a max height of 150 feet for this project.

Part 3B - Chapter 3
Part 3A, Chapter 3, 3.1 Paragraph 3.1.1 This paragraph states that there are existing wetlands adjacent to both the White Oak River and Queens Creek bridge sites and that wetland delineations are required before the start of construction. In Part 6B, Attachment 2.1, sheets CD101 - CD108 show wetland boundary lines. Were these wetland boundaries delineated? If so, are there known variances to the provided information requiring additional delineations within the railroad project limits? If so, can this information be shared with the offerors?
No these were not delineated. The presented information came from U.S. Fish & Wildlife Service (FWS) National Wetlands Inventory (https://www.fws.gov/wetlands/index.html). The US FWS National Wetlands Inventory (NWI) is a publicly available resource that provides information on the abundance, characteristics, and distribution of US wetlands. Wetland delineation are required of the project sites before construction begins and all costs associated with these delineations are the DB Team's responsibility.

Chapter 2 - 2-7.6 Is the proposed roadway approach to the Onslow Beach Bridge considered/ classified as a mission critical roadway? Yes 11
2/21/2020 N/A N/A N/A Although the existing swing bridge has an unlimited vertical clearance within the navigational channel when the bridge is in the open position, there are numerous fixed bridges along this stretch of ICWW that limit the vertical clearance to 65 ft. As a 65 ft clearance would subsequently reduce the size of the bascule span and/or the bascule pier, we request 65 ft be the required vertical clearance in the navigation channel. Please confirm this is acceptable.
It is acceptable to limit the required vertical clearance within the navigational channel to 65 feet for the bascule span when in the open position.

Auxiliary Power System - Paragraph 2
The following statement is made regarding the back-up generator room: “Finished floor elevation shall be no less than 15 ft above MHW”. All other requirements in the RFP note that “openings” in the bascule pier shall be no less than 15 ft above MHW. We request that the openings for the generator exhaust be no less than 15 ft above MHW, but the floor elevation can be lower.
Having the openings for the generator exhaust no less than 15 ft. above MHW, but lower floor elevation, is acceptable. The intent of the statement is to ensure that flood elevations up to 15 ft. above MHW will not cause flooding of the areas housing machinery or electrical equipment. (Addenedum: It is acceptable if the backup generator is outside the pier in/near the superstructure on even in a separate enclosure within a reasaonable distance of the serviced equipment)

H1510 superstructure - Paragraph 4
The following statement is made: “Longitudinal joints on the movable span and bascule pier shall not be located in the roadway or sidewalk except adjacent to the face of a barrier or railing. Extend the bascule span deck outboard of the main girder to at least 1 foot beyond the vertical projections of the trunnion to eliminate longitudinal joints over the trunnion assemblies.” – There are many ways to protect the trunnion assembly. A proper maintenance program that includes greasing the trunnion assembly is key to the longevity of this primary mechanical component. If there are concerns of debris impacting the trunnion assembly, simple stainless steel covers can be provided. We request that the requirement regarding longitudinal joint placement be removed, and “proper protection of trunnion assemblies be added”.
Do not provide longitudinal joints on the movable span and bascule pier except adjacent to the face of a curb, barrier or railing. The requirement to extend the deck outboard at least 1 ft. to eliminate joints over the trunnion assemblies may be disregarded, only if stainless steel covers are provided over the trunnions to redirect water and debris.

1 RFP Part 3A, Chapter 6, ESR A10 indicates that roadway bridge foundation systems shall be provided in accordance with the AASHTO LRFD Bridge Design Specifications, NCDOT standards (modifications to AASHTO LRFD), and in accordance with UFC 3-220-01. While AASHTO and NCDOT standards follow Load and Resistance Factor Design (LRFD), UFC 3-220-01 is based on Allowable Stress Design (ASD) and stipulates modifications to the International Building Code, typically applied to building construction. UFC 3-220-01 includes deep and shallow foundation geotechnical factors of safety, conflicting with AASHTO/NCDOT LRFD load and resistance factor approach.
Please confirm, foundations should be designed in accordance with LRFD per AASHTO LRFD Bridge Design Specifications with NCDOT modifications or do UFC allowable stress design criteria and foundation factors of safety apply to roadway bridge foundations?
Bridge foundations shall be designed in accordance with AASHTO LRFD Bridge Design Specifications and NCDOT standards.

G2010 Paragraph 2 To determine the location of concrete pavement areas in the proposed roadway, what path (or paths) do the tanks currently take to get from the training grounds northwest of the project to the beach? Do we need to maintain tank access during construction? RFP Part 3A – Chapter 6 / ESR G2010 Roadways section specifies that where tanks access the roadway PCC pavement will be required. However, it does not give information as to the locations the tanks will access the roadway. Existing sketches from RFP Part 6A – Attachment 2.1 Concept Sketch – Proposed Improvements [PDF 1232 and 1233] should be revised to reflect tank paths and access points
The tanks access the current roadway at two primary locations, one each on the mainland side and the Onslow Beach side. These locations are identified in the Part 6A Concept Sketches as areas of concrete pavement within the existing roadway. Similar access to the proposed roadway shall be provided at the eastern and western limits of the project. Tank access must be maintained during construction.
2/21/2020 1-Jan Part 3A - Chapter 2 2.3.3 Does the access to the ICW for the amphibious vehicles need to be maintained during construction?
RFP Part 3A – Chapter 2, Section 2.3 Project Specific Priorities, bullet number 3 (Page 1 [PDF 275]), states that ICW access shall be maintained throughout the construction of the replacement bridge.
Bullet 3 of Part 3A, Chapter 2, Section 2.3 requires ICW access "through" the project site shall be maintained during construction.
2/21/2020 2 Part 3A - Chapter 1 1.3.k Will a temporary vertical grade of greater than 3.5% on the roadway approaches be permitted to maintain traffic while under construction? RFP Part 3A – Chapter 1 – Project Description, paragraph 3k, states the maximum permitted vertical grade on the roadway approaches and bridge is 3.5%.
Maximum temporary or permanent vertical grades shall be limited to 3.5% on the roadway approaches. 11

1.1.1
RFP Pages 415 (Part 3B, 2.4) and 1009 (Part 4B, H1060, 1.1.1) refer to track design speed being 30 mph. RFP Page 415 also states Class 2 track. Per FRA 49 CFR Part 213.9 Class of Track: Operating Speeds, 30 mph freight speed corresponds with Class 3 track. Class 2 track includes speeds between 10 and 25mph. The FRA grade crossing database lists the line as having a maximum timetable speed of 25mph as well. Please verify whether the track design speed should be 25 mph or 30 mph.
Use 30 MPH for design. 11
2/21/2020 1 Part 3A - Chapter 1 1.2 RFP 1.0 Project Description bullet #1 (pg. 273) says - “Concept Sketches depicting the required alignment and limits of the project”. Concept sketches appear to be created prior to full development of the RFP criteria and do not meet all criteria currently specified. May the bascule alignment be adjusted to meet all of the RFP criteria?
The alignment for the bridge can be modified provided the existing bridge remains operational throughout construction of the new bridge and the RV park is not impacted. Alternate horizontal alignments south of the existing bridge are not allowed.
2/21/2020 1-Jan Part 3A - Chapter 1 1.3.g RFP 1.0 Project Description bullet #3g. ( p273) states - “The new bridge shall be less than or equal to 15,000 square feet in total area.” The concept drawing bridge exceeds this requirement. Is this statement for general information or is this a criterion required for the bridge?
