Re: Limited Asbestos Bulk Sampling & Analysis at:

Onslow Beach Bridge

PEI Project No.: 5269-20-0001-2AL

On February 28, 2020 Jonathan Guetta (NC Asbestos Building Inspector Accreditation No. 11936) of Precision

Environmental, Inc. (Precision) conducted an asbestos inspection within and on the exterior of the above referenced structure.

The purpose of the survey was to verify the presence or absence of asbestos-containing materials (ACM) associated with the structure prior to demolition procedures.

Prior to sample collection, a visual inspection was conducted in order to determine homogeneous materials/areas and sample locations. Asbestos-containing materials are defined as materials that contain greater than 1% asbestos via

Polarized Light Microscopy (PLM). Homogeneous Areas (HGA) are determined by the material’s color and texture.

Asbestos-containing materials are defined by the following descriptions: surfacing material (SM), thermal system insulation (TSI) and miscellaneous materials (M). Both friable and non-friable materials were included in the inspection.

Friable materials are defined as those that can be pulverized by hand pressure.

Bulk sampling of suspect ACM was conducted in accordance with the sampling requirements promulgated by the United

States Environmental Protection Agency’s “Asbestos-Containing Materials in Schools Rule” (40 CFR 763, Subpart E), commonly referred to as the “Asbestos Hazard Emergency Response Act” or AHERA regulations. Specific compliance to these requirements include, but are not limited to, the type and number of samples to be collected. Sample locations were selected at random.

As a result, a total of twenty-two (22) bulk samples were collected from eleven (11) suspect asbestos-containing materials.

A listing of identified suspect ACM materials and the number of samples collected from each homogeneous area (HGA) is provided in Table 1 below:

Collected samples were given a unique identification number, which included the date, building acronym (OBB) and sample number, logged onto a chain of custody form and shipped to an accredited laboratory for analysis. All samples were analyzed by Polarized Light Microscopy (PLM) via EPA method 600/M4/82/020. Multi layered samples were separated prior to analysis and analyzed separately per EPA protocol. In an effort to reduce cost, Precision instructed the laboratory to STOP analysis at the first positive sample for each suspect material HGA and not to analyze the remaining samples from the same HGA. As a result, a total of twenty-four (24) samples were analyzed.

Results

Laboratory analysis of the bulk samples collected revealed that suspect materials 7 and 9 contain asbestos in quantities greater than 1% and are considered to be asbestos-containing materials.

The remaining suspect materials revealed no asbestos detected and may be treated as NON-ACM.

Listing of identified ACM and NON-ACM materials is provided in Table 2 below:

Onslow Beach Bridge Pre-Demolition Survey

Precision No. 5269-20-0001-2AL

March 23, 2020

A physical/visual inspection revealed the following:

• The walls and ceilings are non-suspect concrete.

• The HVAC ducts are uninsulated metal.

• No window glaze was noted on the window systems

• No suspect material (i.e. cement board panels (transite)) was noted within the electrical control boxes.

• The control tower upper roof is non-suspect metal with no sealant associated with the metal sheeting.

• No suspect materials were noted under the bridge associated with the swing mechanisms.

Asbestos-containing materials are regulated materials and must be handled accordingly. If the materials are to be disturbed/removed, the materials must be removed in accordance with all applicable Federal, State and Local regulations.

In addition, the materials must be disposed of as asbestos-containing waste and may not be disposed of as construction debris.

If additional materials not addressed during this inspection are to be disturbed, Precision strongly recommends that those materials either be assumed to be asbestos-containing, or that bulk samples be collected to determine the materials asbestos content prior to their disturbance.

All bulk samples analytical results as well sample locations are outlined in detail on the attached “BULK SAMPLE DATA

AND CHAIN OF CUSTODY” form and laboratory’s “BULK ASBESTOS ANALYSIS RESULTS” form.

Attached please find the following:

Re: Lead Paint Bulk Sampling & Analysis at:

PEI Project No.:5269-20-0001-2AL

Precision Environmental Inc. (Precision) was retained by Kimley-Horn to conduct a lead paint survey and analysis of coated surfaces associated with the above referenced structure. The inspection included all materials scheduled to be disturbed/removed during the upcoming demolition procedures.

The purpose of the survey was to determine if lead painted components exist on painted components prior to upcoming demolition procedures.

The bulk sampling was performed by Precision’s representative, Jonathan Guetta (NC Risk Assessor/ Lead Inspector

Certificate No. 120097) on February 28, 2020.

OSHA defines any detectable level of lead in paint a concern when renovations/demolition will impact lead coated surfaces.

As a result, a total of seventeen (17) different suspect lead based paint (LBP) coatings were identified. A listing of the identified LBP coatings and the number of bulk samples collected per suspect material is provided in Table 1 below:

Re: Creosote Bulk Sampling & Analysis at:

Precision Environmental Inc. (Precision) was retained by Kimley-Horn to conduct a creosote survey and analysis of wood components associated with the above referenced structure. The inspection included all materials scheduled to be disturbed/removed during the upcoming demolition procedures.

The purpose of the survey was to determine if wood components associated with the structure are treated with creosote prior to upcoming demolition procedures.

The bulk sampling was performed by Precision’s representative Jonathan on February 28, 2020.

As a result, a total of two creosote treated components were identified. A listing of the identified components and the number of bulk samples collected per suspect material is provided in Table 1 below:

Table 1: Identified suspect LBP coatings materials

No. of Samples

Collected

1. Wood platform (walkways) Under swing bridge 2

2. Horizontal bumpers Within waterway 2

Collected samples were given a unique identification number, which included the date, structure acronym (OBB), and sample number, logged onto a creosote bulk chain of custody form and shipped to an accredited laboratory for analysis.

The bulk samples collected from the above listed materials (Table 1) were analyzed for creosote in bulk material via EPA

Method 8015D

Analysis of the samples revealed that none of the samples contained detectable levels of creosote.

Laboratory results obtained are provided in detail in the attached laboratory report and summarized in the Table 2 below:

Creosote Survey Results

Precision No.5269-20-0001-2AL

All efforts were made to identify and access all components associated with the structure that are treated with creosote. If additional materials not addressed during this inspection are to be disturbed, Precision strongly recommends that those materials either be assumed to be treated with creosote or that sampling is conducted to confirm the presence of absence of creosote prior to the disturbance of the materials.

Re: Mercury and Polychlorinated

Biphenyls - Visual assessment at:

Onslow Beach Bridge

Precision Environmental Inc. (Precision) was retained by Kimley-Horn to conduct a visual assessment for Mercury and

Polychlorinated Biphenyls (PCBs) at the above referenced structure.

The purpose of the survey was to determine if components associated with the structure contain or have the potential to contain Mercury or PCBs prior to demolition procedures.

Mercury

The following components have the potential to contain Mercury and must be handled and disposed of in accordance with all Federal, State and Local regulations:

• Fluorescent light tubes within and on the exterior of the control tower and associated generator room (Assumed to contain mercury vapors)

Generator room Control room exterior

Mercury/PCBs

Precision No.5269-20-0001-2AL

Control room interior

The thermostat associated with the control room is digital and is not likely to contain Mercury.

In accordance with EPA regulations, Mercury containing components must be disposed of in accordance with

EPA regulations.

Precision No.5269-20-0001-2AL

Polychlorinated Biphenyls

Concern over the toxicity and persistence in the environment of Polychlorinated Biphenyls (PCBs) led

Congress in 1976 to enact §6(e) of the Toxic Substances Control Act (TSCA) that included among other things, prohibitions on the manufacture, processing, and distribution in commerce of PCBs. Actual cessation of production occurred in 1977. Based on this information, structures constructed after 1977 can be assumed to be free of PCB’s.

The following components have the potential to contain PCB’s and must be handled and disposed of in accordance with all Federal, State and Local regulations:

• Light ballasts within fluorescent light tubes (see photos above).

In accordance with EPA regulations, components containing PCBs must be disposed of as hazardous waste.

Other potentially hazardous wastes

The following components were observed which may contain potentially hazardous wastes and should be addressed prior to demolition procedures:

• Freon associated with the control tower HVAC compressor

• Fuels and oils associated with the generator within the generator room

• Hydraulic fluids associated with the swing bridge located under the roadway

HVAC compressor (Freon)

Precision No.5269-20-0001-2AL

Generator (Fuels and Oils)

Hydraulic fluid associated with the swing bridge mechanism (located under the roadway)

All efforts were made to identify and access all components associated with the structure that may contain Mercury or

PCBs. If additional materials not addressed during this inspection are to be disturbed, Precision strongly recommends that those materials either be assumed to contain Mercury or PCB’s.
