2/21/2020 1 2 Factor 5, Section 2 It is our understanding that the railroad will be closed for 2 years, do we need to account for maintaining rail operations within the two year closure? When does the two-year closure start? Is there a coast guard permit required for the trestle, the requirement for a coast guard permit and allowable work windows in the water will drastically cut in the two year time period?

See Amendment 0014 for maintaining operations during closure period. 2 year closure begins based on Contractor's design and construction schedule. A USCG permit is required for the trestles, see “White Oak River and Queen Creek Rail Trestles – Permitting Matrix in the RFP.

2/28/2020 Does NAVFAC have preference for compensatory mitigation for stream and wetland impacts? Are we expected to acquire from Banking Instruments or coordination with DMS? Does NAVFAC have internal banking with approved sites?

The EPA and USACE requires that credits are preferentially purchased from mitigation banks in the same HU as the impact, where available.

Applicable Conditions

Natural Constraints

There is mention in the Onslow Beach Bridge Replacement CatEx (Enclosure 3: Applicable Conditions; page 1451 of RFP PDF document) :

o“There are delineated, jurisdictional wetland features within the project area. Coastal wetlands exist along the waterway. Impacts to coastal wetlands are prohibited by NCDCM. Any widening of the approach to the bridge will require additional delineations.”

There is also mention in the (Section 3.1.1 Natural Constraints; page 279 of RFP PDF document):

o“There are existing wetlands adjacent to the project site; wetland delineations are required before the start of construction.”

We understand if Delineations are needed, but is there clarification on the conflicting information and will we have access to any existing delineations Spatial Data and accompanying documentation including Wetland Determination Data Forms and any USACE (Preliminary or Approved) Jurisdiction Determinations to reference in the permit app or will we be required to go through the JD process or request that as part of the IP application?

No previous delineations exist for this area. A/E-2 will be required to delineated wetlands and obtain JD's where applicable.

PDF 373-374

11th Paragraph (pdf 373) Option Item No. 1 and No. 2

How many circuits (1 or 2)? The bore is specified to provide redundant cables which is definitely appropriate due to the repair time for a cable fault. However, normal underground has a significant repair time as well. The bridge may have generation but all power to the beach would be out for a significant period if there was a cable fault from where it dips up at 172 (Sneed's Ferry Road).

2 circuits underneath ICW. Both must be energized. Everywhere else, whether overhead or underground, e.g. Option 1 or 2, shall be 1 circuit.

2/28/2020 Power Distribution: What is the purpose of primary metering? Does this need to be maintained in the rebuild? This is especially important if it is converted to buried power.

Maintain primary metering.

What are the requirements for the Private Qualified Person? Provide in accordance with the RFP

2/28/2020 8 H1510 Superstructure RFP Part 3A, Chapter 6 / ESR H15 - Page 8, Superstructure states "The roadway deck shall be open steel grid deck-type system, hot dip galvanized. Provide a solid deck over the machinery room and bascule pier when in the closed position." While on the site visit we noted the roadway deck grid surface was very similar to the sidewalk surface. It is possible that the base may use the roadway for foot traffic including the open grating surface. Please confirm foot traffic on the roadway open grating surface does not have to be considered.

While there will be foot traffic on the bridge deck, foot traffic is not the governing criteria for deck material.

2/28/2020 2 6 Engineering Systems

Requirements The Table of Contents list in 6. Engineering Systems Requirements a Section F10, Special Construction. This Section is not included in the RFP. Should it have been included or should the noted Section be removed from the Table of Contents?

Section F 10 is not used.

2/28/2020 15 H1060 1.1.5 The RFP states that at-grade crossings within the limits of track replacement are to be replaced. Are at-grade crossings within the limits of tie replacement to be left as-is?

The general track maintenance and tie replacement is for the open track areas only and does not include paved grade crossings. Open track gravel grade crossings are to be included in the track maintenance/tie replacements. The H1060

1.1.5 requirement will come in to play if your approach track work to a new bridge affects any type of existing grade crossing. 14

2/28/2020 3 ESR A10 The first paragraph of the section entitled A1010 Standard Foundations states “Treated timber piles shall be used for the foundation of the fender system.” Given the RFP requirement for a 75-year design life, would NAVFAC allow the use of precast prestressed concrete piling in lieu of treated timber? And/or would NAVFAC allow the use of alternative composite material solutions which offer a longer service life than timber.

Treated timber piles only.

3/4/2020 2 1 The pavement design must be for 25 years and the design parameters are included in G2010. In Addendum 11, the response to Question No. 100 noted that "The military vehicles in Part 6A are in addition to the truck percentages provided"; however, the response did not provide the breakdown of truck volume percentage for TTST, Dual and military vehicles. Please provide the desired breakdown percentages for these vehicles to ensure the design meets the 25-year life.

Please use the following percentages: TTST 15%, Duals 10%, Military 15%.

3/4/2020 27 1 Based on our experience working on MCB Camp Lejeune, we expect that creosote timbers from the rail trestle project will require testing and manifesting for proper disposal. Due to the location of the nearby disposal facilities would it be possible to have these timbers weighed and manifested from MCAS Cherry Point or another approved landfill site as a means of providing a cost savings to the Navy? Trucking this material to Lejeune for manifest and weighing is cost prohibitive

Dispose of hazardous creosote timbers in accordance with EPA regulations at an approved off-installation facility.

3/4/2020 27 1 The referenced RFP section indicates that hazardous waste should not be brought onto installation property. The timbers will require testing to determine if they are hazardous or not, and if they are, will we be able to bring them aboard the installation for weighing based on the stipulation on page 197

No. Dispose of hazardous creosote timbers in accordance with EPA regulations at an approved off-installation facility.

3/4/2020 420 of 2388 1 Does the Governments ROW agreements at White Oak River and Queens Creek provide access for the contractor to use that land for laydown. Specifically, the field and access road currently for sale to the east of the White Oak Trestle and the land adjacent to both sides of the Delgrade–Swansboro Road crossing on the bridge side of that roadway crossing `

Design-builder must restrict operations to government-owned property as shown in Part 6B attachments.

3/4/2020 169 of 2388 3.1.1.4 Can Onslow Beach Rd from approximately station 40+00 to 50+00 be closed for a limited amount of time for the construction of Ocean Dr and Onslow Beach Rd. intersection?

3/12/2020 1457-1458 & 2206-

Our research on the In-Water Work Moratorium indicates that there are no federally protected fish species according to NOAA and Fish & Wildlife at Onslow Beach, White Oak River and Queen Creek. North Carolina Marine Fisheries states that White Oak River is an Anadromous Fish habitat subject to April 1 to Sept 30 Moratorium per 2015 North Carolina Coastal Habitat Protection Plan. A. Our position is there are no work Moratoriums at Queen Creek and Onslow Bridge.

Please confirm that there will be no In-Water Work Moratorium for the Queen Creek location and Onslow Beach location. B. There is no federal agency documentation that we could find with a Moratorium from Jan 1 to Sept 30 for White Oak River. Please confirm that the White Oak River In-Water Work Moratorium is April 1 to Sept 30. C. Will the In- Water Moratorium apply to wetlands that are inundated with water due to high tide, flooding, or any other reason? D. If the In-Water Moratorium is firm to Jan 1 to Sept 30 regardless of the presence of threatened and endangered species will the project schedule be extended and the Design to Budget Package 4 Total be increased?

The in-water work moratoria stated in the RFP results from a combination of protections for the federally endangered Atlantic sturgeon (regulated by National Marine Fisheries and known to occur in the AIWW, White Oak River, and Queens Creek), Anadromous Fish Spawning Areas (AFSA), and both Primary (PNA) and Secondary Nursery Areas (SNA). In-water work moratoria described in the RFP is based on the February 15 – September 30 in-water work moratorium for PNA/SNA, February 15 – June 30 in-water work moratorium for AFSA, and the February 1 – June 30 in-water work moratorium for sturgeon. The January 1 start date has been requested by NMF for sturgeon protection on recent projects in adjacent waters with the same or similar protected resources, resulting in the RFP stating January 1 – September 30 for in-water work moratoria. Contractor/Bidder should be aware that these in-water work moratoria can be required by resource agencies when the protected species is known from a recorded occurrence in the area, or when suitable habitat for the species is present. NAVFAC nor Camp Lejeune determines the applicable in-water work moratoria, but dates are provided in the RFP for the Bidder’s information. The RFP states that the resource agencies “may alter these dates based on project design specifics on a case-by-case basis” and that the “contractor is responsible for confirming and adhering to in-water work moratoria due to protected species”. 14

3/12/2020 305 and 997 of 2388 6 A10 and H10 1.2.1.1 These paragraphs list one of the specifications that the bridge foundation systems should be in accordance with as NCDPT Standard Specifications for Roads and Bridges. Within those specifications Section 450 Piles notes in Paragraph 450-3(D)(1) the following, "When noted in the plans or predrilling in water or wetlands, use temporary steel casings that meet Sub-article 450-3(E)(1), except use steel casings with inside diameters no more than 2 inches larger than predrilling diameters. Use temporary casing from at least 2 feet above the static water elevation of the ground line, whichever is higher, to at least 5 feet below the ground or mud line. More than 5 feet embedment may be necessary if temporary casings are not stable or predrilling or spudding disturbs material outside casings. Is this requirement applicable to the water work on this project?

Specific design and construction decisions are the purview of the bidder. In making those decisions bidder shall conform to the criteria currently contained in the RFP with Amendments.
