2. BASIS FOR AWARD
2.1 The Government reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract; to negotiate with offerors in the competitive range; and to award the contract to the offeror submitting the proposal determined to represent the best value—the proposal most advantageous to the Government, price and other factors considered.
2.2 The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. In addition, if the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.
2.3 The tradeoff process is selected as appropriate for this acquisition. The Government considers it to be in in its best interest to allow consideration of award to other than the lowest priced offeror or other than the highest technically rated offeror.
2.4 As will be stated in the solicitation for this two-phase design-build procurement, Factors 1-3 will be evaluated in Phase I and Factors 4-6 will be evaluated in Phase II. Factor 1 will only be rated Acceptable or Unacceptable. If an offeror is rated Unacceptable in Factor 1, then they will not be considered for Phase II unless corrected through discussions. In making the best value award decision after Phase II, the Government will consider Factors 2-6 and price. The relative order of importance of the non-price evaluation factors is that technical factors (Factors 2, 4, 5, and 6) are equal to each other and, when combined, are of equal importance to the performance confidence assessment (Factor 3). All technical factors and the performance confidence assessment (past performance) rating, when combined, are significantly more important than price.
2.5 Any proposal found to have a Deficiency in meeting the stated solicitation requirements or performance objectives will be considered ineligible for award, unless the Deficiency is corrected through discussions. Proposals may be found to have either a Significant Weakness or multiple Weaknesses that impact either the individual factor rating or the overall rating for the proposal. The evaluation report must document the evaluation board’s assessment of the identified Significant Weakness(s) and/or Weakness(s) and the associated risk to successful contract performance This assessment must provide the rationale for proceeding to award without discussions.
3. EVALUATIONS FOR AWARD
3.1 The solicitation requires the evaluation of price and the following non-price factors:
PHASE I
Factor 1 – Technical Approach Factor 2 – Experience Factor 3 – Past Performance
PHASE II
Factor 4 – Technical Solution Factor 5 – Project Management Approach Factor 6 – Small Business Utilization
The distinction between Experience and Past Performance is that Experience pertains to the types of work and volume of work completed by a contractor that are comparable to the types of work covered by this requirement, in terms of size, scope, and complexity. Past Performance pertains to both the relevance of recent efforts and how well a contractor has performed on the contracts.
Factors 1-3 will be evaluated in Phase I and Factors 4-6 will be evaluated in Phase II.
After evaluating Phase I proposals, the source selection authority shall select the most highly qualified offerors and request that only those offerors submit Phase II proposals. In accordance with FAR 36.303-1(a)(4), the solicitation shall state that a maximum of three offerors will be selected to submit Phase II proposals unless the Government determines that a number greater than three is in the Government’s best interest.
The importance of price will increase if the Offerors’ non-price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a non-price proposal’s superiority to the Government. Award will be made to the responsible Offeror whose offer conforms to the solicitation and represents the best value to the Government, price and non-price factors considered.
3.2 Basis of Evaluation and Submittal Requirements for Each Factor.

This information forms the basis of your firm’s responsibility determination should your firm be considered for award. Proposal packages from unsuccessful offerors will not be returned to the offeror, but shall be destroyed by the Contracting Officer. No certificate of destruction will be issued.
(2) Basis of Evaluation: The Government will evaluate price based on the total price, including all options and planned modifications. Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:
(a) Comparison of proposed prices received in response to the RFP.
(b) Comparison of proposed prices with the IGCE.
(c) Comparison of proposed prices with available historical information.
(d) Comparison of market survey results.
b. Non-price Factors: Phase I and Phase II

As with the price proposal, in the event of a discrepancy between the original and copies (or CD-ROM), the original version of the proposal will govern. Furthermore, any price information within the technical proposal (non-price proposal) will not be considered. Likewise, any technical/non-price information within the price proposal will not be considered.
Factor 1 – Technical Approach
(i) Solicitation Submittal Requirements:
The offeror shall submit the following information:
(1) Provide a narrative describing the proposed primary construction firms and primary design firms for this contract and the rationale for proposing this arrangement. Provide the roles, responsibilities, and contractual relationships between the various firms (see FAR Subpart 9.6). The narrative shall also include a simple organizational chart that clearly identifies the lines of authority between the entities. The narrative shall identify the location of the specific offices that will be involved in completing the work included in this solicitation. If the experience of a significant design subcontractor(s) is being claimed in Factor 2 - Experience, the firm must be included in the above narrative and organizational chart.
Note: If the Offeror is proposing to utilize multiple Designers of Records (DOR) (i.e. one DOR for each Project), clearly state which DOR will be designing each Project.
The technical approach narrative and organizational chart shall be limited to two (2) double-sided page or four (4) single-sided pages. The information requested in item #2 below is not included in this page limitation.
(2) In addition to the narrative, the offeror shall submit a signed copy of a joint venture agreement, partnership agreement, teaming agreement, approved mentor protégé agreement (MPA), or letter of commitment for each member of the offeror’s team identified above (e.g., joint venture member, partner, team member, subcontractor, parent company, subsidiary, or other affiliated company, etc.). If providing a letter of commitment, the letter shall be from the proposed DOR on the DOR’s letterhead and addressed to the Offeror.
(3) In addition to the narrative, the offeror shall submit a signed statement from the Surety on the Surety’s letterhead demonstrating a minimum bonding capacity for a single award of $175,000,000.
(ii) Basis of Evaluation:
The assessment of the offeror’s technical approach will be used as a means of evaluating the capability of the offeror to successfully meet the requirements of the RFP. This factor will be rated on an Acceptable or Unacceptable basis.
Failure to provide any of the above required information may result in the offeror being rated Unacceptable.
Offerors that are rated Unacceptable in this factor will be found ineligible to proceed to Phase II unless corrected through discussions (if held).
Factor 2 – Experience
(a) Solicitation Submittal Requirements:
The Offeror shall submit the following information:
(1) Construction Experience:
Submit a minimum of three (3) up to a maximum of five (5) relevant construction projects for the Offeror that best demonstrates your experience on relevant projects that are similar in size, scope, and complexity to the RFP. For purposes of this evaluation, a relevant project is further defined as:
Size/Scope/Complexity: New construction of a:
- Trestle bridge or
- Vehicular bridge with a width of 2 lanes or greater.
- Renovation projects will not be considered relevant. Pedestrian bridges will not be considered relevant.
- At least one relevant bridge meeting the Size/Scope/Complexity requirements must be a bascule type movable bridge.
Projects submitted for the Offeror shall be completed within the past ten (10) years of the date of issuance of this RFP. Furthermore, the offeror must have been the prime contractor on the project. As such, the offeror’s experience as a subcontractor will not be considered. Further, subcontractor experience will not be considered.
A project is defined as a construction project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project;
rather Offerors shall submit the work performed under a task order as a project.
The attached Construction & Design Experience Project Data Sheet (Attachment C) is MANDATORY and SHALL be used to submit project information. If the same project is being used to demonstrate construction and design experience, submit separate Project Data Sheets for construction and design. The Government reserves the right not to consider a project submitted for both construction and design experience on a single Project Data Sheet. Except as specifically requested, the Government will not consider information submitted in addition to this form nor will the Government consider information submitted via any other medium. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed one (1) double-sided page (or two (2) single-sided pages). The Government will not consider information submitted beyond this page limit.
For all submitted projects, the description of the project shall clearly describe the scope of work performed and the relevancy as defined above to the project requirements of this RFP (i.e., unique features, area, construction methods). In addition, the description should also address any sustainable features for the project, including specific descriptions of those features.
If the Offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects may be submitted for the Joint Venture members. Offerors who fail to submit experience for all Joint Venture members may be rated lower.
Offerors are still limited to a total of five (5) projects combined.
If an Offeror is utilizing experience information of affiliates/subsidiaries/parent/LLC/LTD member companies (name is not exactly as stated on the SF1442), the proposal shall clearly demonstrate that the affiliate/subsidiary/parent firm will have meaningful involvement in the performance of the contract.
(2) Design Experience
Submit a minimum of three (3) up to a maximum of five (5) relevant design projects for the Designer of Record(s) that best demonstrates your experience on relevant projects that are similar in size, scope, and complexity to the RFP. Within the five projects, the minimum experience requirement for the factor shall be met by the proposed DOR(s). However, design subcontractors’ projects may also be submitted within the five project maximum but must also meet the size, scope and complexity requirements. For purposes of this evaluation, a relevant project is further defined as:
Size/Scope/Complexity: Design of a:
- Trestle bridge or
- Vehicular bridge with a width of 2 lanes or greater.
- Renovation projects will not be considered relevant. Pedestrian bridges will not be considered relevant.
- At least one relevant bridge meeting the Size/Scope/Complexity requirements must be a bascule type movable bridge.
Projects submitted shall be completed within the past ten (10) years of the date of issuance of this RFP. For design-build projects, the design portion of the contract shall have been completed within the past ten (10) years of the date of issuance of this RFP. The design completion date shall be clearly stated on the Construction & Design Experience Project Data sheet under Block 4 next to “Design Completion Date.”
A project is defined as a complete design effort performed under a single task order or contract/subcontract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract as a whole shall not be submitted as a project; rather Offerors shall submit the work performed under a task order as a project.
The project should clearly state which design office location performed the work.
The Offeror may utilize experience of a design subcontractor to demonstrate design experience under this evaluation factor. The Offer must provide a supporting joint venture agreement, partnership agreement, teaming agreement, or letter of commitment and an explanation of the meaningful involvement for the design subcontractor. Offerors proposing multiple design firms should submit relevant project experience for all design firms. Failure to do so may result in a lower rating. Offerors are still limited to a total of five (5) projects combined.
(b) Basis of Evaluation:
The basis of evaluation will include the Offeror’s demonstrated experience and depth of experience in performing relevant construction and design projects as defined in the solicitation submittal requirements. The assessment of the Offeror’s relevant experience will be used as a means of evaluating the capability of the Offeror to successfully meet the requirements of the RFP. The Government will only review five projects for construction and five for design. Any projects submitted in excess of the first five (5) for Construction Experience and first five (5) for Design Experience will not be considered.
Relevant projects where the Offeror and the proposed design firm(s) have previously worked together may be considered more favorably than those that have not worked together.

Factor 3 – Past Performance
(i) Solicitation Submittal Requirements:
If a completed Contractor Performance Assessment Reporting System (CPARS) evaluation is available, it shall be submitted with the proposal for each project included in Factor 2 for Construction Experience. If a completed Contractor Performance Assessment Reporting System (CPARS) evaluation is available, it shall be submitted with the proposal for each project included in Factor 2 for Design Experience. If there is not a completed CPARS evaluation, then submit Past Performance Questionnaires (Attachment F) for each project included in Factor 2 for both Construction Experience and Design Experience. The Offeror should provide completed Past Performance Questionnaires (PPQ) in the proposal. Offerors are permitted to submit copies of previously completed PPQs.
However, Offerors shall not incorporate previously submitted PPQs submitted for other RFPs by reference into their proposal; but this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. If the Offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the Offeror shall complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). The Government may make reasonable attempts to contact the client noted for that project(s) to obtain the PPQ information. However, Offerors should follow-up with clients/references to help ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’s point of contact, John Bishop, john.p.bishop1@navy.mil.
Offerors are highly encouraged to provide any information on problems encountered and the corrective actions taken on projects submitted under Factor 2 – Experience. Additionally, Offerors are highly encouraged to address any adverse past performance issues. Explanations shall not exceed two (2) double-sided pages (or four (4) single-sided pages) in total. Information provided beyond this page limit will not be considered.
The Government reserves the right to contact references for verification or additional information. The Government’s inability to contact any of the Offeror’s references or the references’ unwillingness to provide the information requested may affect the Government’s evaluation of this factor.
Performance award or additional information submitted will not be considered.
(ii) Basis of Evaluation:
This evaluation will consider how well the Offeror’s team performed on relevant projects submitted under Factor 2 – Experience and may also consider past performance on other projects currently documented in known sources.
The Government will consider the recency and relevance of the information, the source of the information, context of the data, and general trends in the Contractor’s performance. This evaluation is separate and distinct from the Contracting Officer’s responsibility determination. The assessment of the Offeror’s team’s past performance will be used as a means of evaluating the Offeror’s team’s probability to successfully meet the requirements of the RFP.
Offerors lacking relevant past performance history will receive a NEUTRAL Confidence rating.
Factor 4 – Technical Solution
(a) Solicitation Submittal Requirements:
Provide a narrative describing the technical solution to the project that meets the requirements of the RFP. A technical narrative is required for each of the Projects included in this MILCON Package: P1387F, Onslow Beach Bridge Replacement; P1505F, Railroad Trestle Replacement. The description for each project shall include the following systems:

Provide concept drawings for: P1387F, Onslow Beach Bridge Replacement and P1505F, Railroad Trestle Replacement
Concept drawings shall include:
o Site Plan o Profiles
Narrative shall not exceed one (1) double-sided pages (or two (2) single-sided pages) for each MILCON project included in the Package. Include up to six (6) conceptual drawings per project for P1387F and P1505F to supplement the narrative. The Government will not consider information submitted beyond this page limit, but the conceptual drawings are not included in the limit.
(b) Basis of Evaluation:
The Government will evaluate the narrative and conceptual drawings (if included) considering the extent to which the Offeror demonstrates a clear understanding of the architectural and engineering requirements of the project. The Government will evaluate the Offeror's technical solution to determine adherence to or enhancing of the technical requirements of the RFP.
The narrative does not require the identification of specific subcontractors. However, if the Offeror identifies a specific subcontractor to perform major or critical aspects of the requirement to demonstrate an acceptable technical solution under this evaluation factor, the proposal must provide a letter of commitment and explanation of the meaningful involvement that the subcontractor will have in performance of this contract.
NOTE: The awardee’s proposed Concept drawings may be incorporated into the contract but may be subject to change at the project CDW.
Factor 5 – Project Management Approach
(a) Solicitation Submittal Requirements:
Provide a narrative describing the project management approach that meets the requirements of the RFP. Organize the narrative into three parts to address the following:
(1) Management Team
- Management of multiple and concurrent construction sites included in this RFP.
- Plan for securing, managing, and maintaining subcontracted labor for this RFP.
- Provide a chart and accompanying narrative to demonstrate the management hierarchy (by position) of the entire Package and each individual project to include both the design and construction teams. This narrative shall include authorities; roles; responsibilities; and a brief synopsis of the names, education, training and experience of key individuals based on the proposed management structure. (Note: Key individuals may vary among offerors based on the proposed management structure.)
(2) Maintaining Rail Operations

- Describe any innovative methods that will be employed to ensure and monitor safe work practices at self-performed and/or all subcontractor levels.
- Describe methodology to execute an effective safety program that facilitates sound mishap prevention techniques and processes, employee reporting of unsafe conditions, unsafe activities, and near-miss mishaps.
(4) Schedule: In addition to the above narrative, the offeror shall:
- Project Specific Master Schedules:
• Include a Master Schedule for each Project included in this Package (list of Projects below). Each Project Master Schedule shall include a high level schedule with major milestones, for both design and construction on the critical path.
• Include a duration for each Project from contract award.
• Offeror is required to complete Attachment H and include it in their proposal for this factor. In the event of a discrepancy between the Attachment H duration from award and the narrative duration from award, the Attachment H duration from award will govern. Attachment H is not included in the page limit restrictions. NOTE: The awardee’s proposed project duration from award for each Project will be incorporated into the contract. Upon award, each project will have a separate completion date.
- Package Master Schedule:
• Include one Package Master Schedule that addresses the design and construction of all structures within the Package is required. The Package Master Schedule shall include a high level schedule with major milestones, for both design and construction, on the critical path
• The Package Master Schedule shall demonstrate all projects being completed within 1,461 days of award.
• The proposed Package Master Schedule shall account for priority sequence listed below.
Project # Project Title Package Priority
P1387F Onslow Beach Bridge Replacement 1 P1505F Railroad Trestle Replacement 1
The Narrative for elements (1) Management Team, (2) Maintaining Rail Operations, and (3) Safety Program detailed above shall not exceed eight (8) double-sided pages (or 16 single-sided pages). Up to three (3) organizational charts may be provided to supplement the narrative. The Government will not consider information submitted beyond this page limit (which does not include the organizational charts).
The Narrative for element (4) Schedule detailed above shall not exceed one 11x17 sheet per Project Master Schedule and one 11x17 sheet for the Package Master Schedule.
(b) Basis of Evaluation:
(1) Management Team: The Government is seeking to determine that the Offeror has a defined management team identified to properly manage multiple projects and constructions sites simultaneously under this contract. A project management approaches that creatively puts people or processes in place to minimize potential construction delays may be considered more favorably.
(2) Maintaining Rail Operations: The Government will evaluate the Offeror’s approach to construction the White Oak River trestle bridge while maintaining periodic rail operations.
(3) Safety Program: The board will evaluate the narrative to determine the degree to which subcontractor safety performance will be considered in the selection of all levels of subcontractors on the upcoming project. The board will evaluate the narrative to determine the degree to which innovations are being proposed that may enhance safety on this procurement and validate the contractor has addressed methodology to be used in the execution of an effective program that facilitates sound mishap prevention techniques/processes, employee reporting of unsafe conditions, unsafe activities, and near-miss mishaps.
(4) Schedule: The Government will evaluate the Offeror’s proposed schedule to ensure it is technically feasible within the designated construction completion date. The Government will evaluate the Offeror’s proposed completion date for each Project included in this Package. A schedule that phases individual building completion dates within the package so the Government can take beneficial occupancy earlier than the 1,461 days overall completion date may be considered more favorably.
Factor 6 – Small Business Utilization
This factor assesses both the historical achievements in utilizing small business concerns as subcontractors and proposed small business participation and commitment strategies.
(i) Solicitation Submittal Requirements:
1. Achievements - Submit a narrative and supporting information, as follows:
a. All offerors shall submit a narrative, limited to one (1) double-sided page (or two (2) single-sided pages), to describe their achievements in supporting the Government’s policy to provide maximum practicable opportunities for small business (SB), veteran-owned small business (VOSB), service-disabled veteran-owned small business (SDVOSB), historically underutilized business zone (HUBZone) small business, small disadvantaged business (SDB), and women-owned small business (WOSB) concerns to participate as subcontractors consistent with efficient contract performance. Information provided in excess of the page limitation will not be considered.
b. All offerors shall submit small business subcontracting information associated with each project cited under the Experience factor (Factor 2) in the format provided in Attachment D, Small Business Subcontracting Record.
c. Offerors representing as other than small businesses shall also provide copies of the most current individual subcontracting reports (ISRs) associated with each Construction Experience project cited under the Experience factor (Factor 2), if a small business subcontracting plan was required by the contract. If such Construction Experience projects were completed under specific task orders, provide ISRs for the overall contract. For cited projects with state and local government agencies, provide similar subcontracting performance reports, if required by the contracts. When not specifically addressed in the ISR or similar report, offerors shall provide explanations for all instances of failures to meet dollar or percentage goals in individual subcontracting plans.
Notes:
- The Government reserves the right to consider achievements information on other recent, relevant projects from all available sources.
- Offerors utilizing achievements information of team members or key subcontractors shall clearly demonstrate how these companies will have meaningful involvement in the management of the subcontracting program for this acquisition. If not, such achievement information will not be considered under this factor. If the offeror is a new joint venture, partnership, or other entity consisting of more than one company, provide achievements information for each individual business entity(ies) that will be responsible for managing the subcontracting program and clearly describe those responsibilities.
- Failure to provide ISRs or any other requested information must be fully explained and may negatively impact your evaluation.
2. Small Business Participation and Commitment - All offerors shall submit a small business participation and commitment strategy, including all data elements shown in Attachment E, Small Business Participation and Commitment Strategy.
a. Identify in terms of dollar value and percentage of the total acquisition the extent of work the offeror will self-perform as the prime contractor. If submitting an offer as a joint venture, identify the percentage of work each member will be responsible for and indicate the size status of each member (e.g. small business, woman-owned small business, other than small business).
b. Include supplemental narratives (limited to five pages) to address other elements of the offeror’s strategy such as binding agreements covering post award roles for execution of the contract and specific initiatives and tools that will be employed under the contract to enhance small businesses opportunities to both participate in this acquisition and build capabilities to support future NAVFAC acquisitions.
c. The anticipated prime and first tier overall small business participation rate for this acquisition (i.e. work to be performed by small businesses as the prime and/or subcontractors) is 20% of the contract value. Offerors are encouraged to exceed this percentage and seek meaningful levels of participation in each of the small business socioeconomic programs listed in Attachment D consistent with efficient contract performance. If the offeror is not able to meet this anticipated 20% rate, the offeror shall explain the reasoning for not achieving the goal and state what percentage they will meet. Offerors shall explain in their participation and commitment strategies how proposed participation rates were established. The small business participation and commitment strategy must be in agreement with any required small business subcontracting plan and will be made a part of the contract upon award.
(ii) Basis of Evaluation:
Offerors will be evaluated on the extent to which their proposals and other performance information available to the Government demonstrate a history of successfully supporting Government policies concerning utilization of small business concerns as subcontractors including, when applicable, achievements against established small business subcontracting plan goals.
